The CIO Academy was held December 5 as planned, in keeping with the spirit of Governor Abbott’s public statement that designated Wednesday as a day of mourning: “Under this proclamation, the people of Texas are encouraged to gather, assemble, and pay their respects to the memory of George Herbert Walker Bush.”

President Bush served as prime example of leadership in our nation and the day will be dedicated to his memory. Time will be set aside for observance and reflection, and his legacy will be woven into leadership sessions. Coverage of the State Funeral at the U.S. Capitol and Washington National Cathedral will be broadcast within the exhibit area throughout the day.  

The Texas Public Sector CIO Academy is the premier leadership event for Texas's senior level technology executives to improve their management and business skills and to develop the IT leaders of the future. The purpose of this invitation-only event is to foster discussion and dialogue on what it means to be a successful CIO in the public sector and how to use Information Technology as a strategic tool. This event is a one-of-a-kind opportunity for government and industry executives to collaborate and address the most important policy, management and leadership issues surrounding the future of digital government and the role of the public sector CIO.

Jay Rifenbary, a Saratoga Springs, NY resident, is president of Rifenbary Training & Development, and author of the International Best-Seller, No Excuse! – Incorporating Core Values, Accountability and Balance into Your Life and Career, awarded Book of the Year by the North American Book Dealers Exchange, His most recent releases include True to Your Core – Common Sense Values for Living Life to its Fullest & Return To Your Core – Principles For a Purposeful and Respected Life.
Awarded the 2017 Vistage International Speaker of the Year, Jay is a professional speaker, trainer and consultant; and for over 25 years has provided his expertise in the areas of organizational culture, personal and professional core value development, servant leadership, and communication training to organizations, associations and schools across North America, Europe and Asia.
Jay received his Bachelor of Science degree from the United States Military Academy at West Point, with a concentration in Nuclear Physics.
From being a former qualified Airborne/Ranger, Military Commander, Sales Professional, Corporate Manager and Entrepreneur, Jay brings a unique background of interpersonal skills and business experience to each of his training and speaking engagements.
Within his community, Jay has been a member of the Saratoga Springs City School District Board of Education, a member of the Congressional District Service Academy Selection Committee, a member of the board of directors for Patriot Hills of NY, and a columnist for the Saratogian newspaper.
He and his wife, Noni, have two adult children Nicole 35 and Jared 31.

Instructional Technology Specialist, Utah Education Network

Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

William (Craig) Bowman

Vice President & Managing Director, Public Sector – Advanced Solutions, Verizon

Craig Bowman is Vice President, Verizon’s Advanced Solutions Division; providing strategy and engineering support for secure cloud initiatives in the Public Sector. Craig speaks internationally on the subject of cyber security and has briefed congressional offices, senators, Olympic Committees and international defense leaders. Verizon is currently considered the most knowledgeable source of cyber-security incidents worldwide through the publishing of the internationally recognized DBIR (Data Breach Investigations Report).
Prior to Verizon, Craig led the Defense and International Security Division of Adobe Systems, a Fortune 500 software and cloud software provider. In that capacity, Craig helped to engineer secure content delivery systems for the most rugged security environments.
In his earlier years, Craig was a software cyber security engineer for the Defense and National Security Industry where he penetrated, tested, built and deployed secure software applications, remotely managed secure IT environments, and deployed and managed secure telecommunication solutions.

Amy Comeaux

Manager, Statewide Procurement Policy & Outreach, Comptroller of Public Accounts, State of Texas

Amy Comeaux is the Manager of Procurement Policy and Outreach for the Statewide Procurement Division of the Comptroller’s Office. Amy handles the legislative and policy matters of the division, and manages several programs within her section. She is responsible for the Statewide Training and Policy Development program, which oversees the certification and training of all statewide procurement professionals and helps develop and advise on procurement policy. She oversees the State Procurement Oversight and Delegation program, which reviews and provides recommendations and delegation of authority for state agency procurements; provides and coordinates the review of $5M+ solicitations by the Contract Advisory Team; reviews state agency proprietary procurement justifications; and reviews contracts submitted to the Quality Assurance Team. She manages the Centralized Master Bidder’s List program, the Cooperative Purchasing program, Texas SmartBuy support, and the Statewide Vendor Performance Tracking System program. She also directs the day-to-day operations of the Outreach Team which is responsible for marketing Texas SmartBuy and providing customer service to 200+ agencies and 1600 local government members. In addition, Amy coordinates the Statewide Procurement Information Group of Texas and serves on behalf of the Comptroller’s Office as a member of State of Texas Quality Assurance Team.
Prior to working for the Comptroller’s Office, Amy has worked on grassroots initiatives for congressional and presidential campaigns. In her tenure at the Comptroller’s Office, she has worked for the Comptroller’s Executive Administration, served as a legislative liaison in the Legislative Affairs Division for the Comptroller’s Statewide Procurement Division, Information Technology Division, and Agency Administration, and has served as a business analyst in the Information Technology Division. Amy holds a Bachelor of Arts in Political Science and International Relations from the University of Texas at San Antonio and a Masters of Public Administration in Urban & Environmental Development Policy from Texas State University.

Deputy Chief Information Officer, Texas Workforce Commission

Heather Hall is the Deputy CIO for Planning and Development at the Texas Workforce Commission (TWC). Prior to TWC, she served as the Director for Strategic Decision Support at the Texas Health and Human Services Commission (HHSC) and as the CIO at the Texas Department of Aging and Disability Services (DADS). She is a certified Project Management Professional and has a Master’s Degree in Library and Information Science from The University of Texas at Austin and a Ph.D. in Information Science from The University North Texas. She has 25 years of IT experience in a variety of roles.

Principal Industry Consultant, SAS State and Local Government

Kay Meyer is a Principal Industry Consultant working with SAS’ State and Local Government practice. She brings experience, best practices and strategies to help states establish Centers for Analytics for Government Advancement. Kay has over 25 years of experience in information systems development and implementation across a variety of industries. Prior to joining SAS, Kay spent 18 years in state government and led the efforts in North Carolina to set the strategic vision, definition and implementation for the North Carolina Government Data Analytics Center. Prior to the GDAC, Kay led in the formation of NC’s first enterprise fraud, waste, and improper payment detection program, as well as the implementation of NC’s first integrated criminal justice system, CJLEADS, which supports over 27,000 criminal justice professionals statewide. Kay holds a Bachelor of Science in Management Information Systems from the University of Virginia and a Master of Business Administration from George Washington University.
