Bill has a degree in Mathematics with a major in Computer Science from the University of Waterloo. In addition to using his background in sales to motivate and inspire audiences, Bill leverages his Mathematics’ degree and technical background to take a scientific approach to helping leaders understand how to increase leadership and performance.
Prior to joining IHHP, Bill was Vice President of a computer software firm, leading the sales, consulting and marketing divisions. Under his leadership, the company grew from $2M in sales and a number 10 ranking in their industry, to over $75M in sales and the number 1 ranking.

Harsh Bajpai is the Public Sector, Global Cloud Services Director for Unisys. With 15 plus years of IT industry experience evenly split between the commercial and the public sector markets, Harsh brings a very deep and a broad IT mindset in the areas of: Cloud, IT infrastructure Transformation, Cyber Security, SDLC and outsourcing/off shoring. In his seven year tenure with Unisys, Harsh has been focused within the US Federal Markets.  Harsh has solutioned and sold IT business and infrastructure solutions to Civilian and Homeland Security Agencies.  Prior to Unisys, Harsh was at Reuters America where he was in charge of the Reuters Media Platform (Reuters.com) globally. Harsh spent 6 years at Dow Jones & Co. Inc. Stepping up through many IT functional roles at Dow Jones & Co. Inc., Harsh became the e-commerce Product Manager for WSJ.com and Barrons.com.  Harsh has lectured at Princeton University and held an Adjunct Professor role for 2 years at Middlesex County College in NJ.  Harsh has MBA and MS from University of Maryland College.

Ann Bishop

Executive Director (Retired), Employees Retirement System, State of Texas

Ann is an accomplished senior executive with extensive and successful management experience in both public and 
private sector settings. During her 11-year tenure as Executive Director of  the Employees Retirement System of 
Texas, she oversaw the management and growth of a multibillion-dollar investment portfolio, disbursement of more 
than $7B annually in retirement and insurance benefits, and the planning and administration of multimillion-
dollar operating budgets. She has broad knowledge of large-scale technology planning and implementation, legal 
compliance issues, financial accountability, and fiduciary responsibility standards for state agencies, 
corporations, and nonprofit organizations. During Ann’s tenure, ERS has successfully negotiated cost-saving 
contracts and tapped new technology to deliver quality benefits at a reasonable cost.  She also has a well-
established network of professional and business relationships among political, community, and business leaders 
in Texas. Ann has a business degree from the University of Texas at Austin and a juris doctorate from Texas Tech University 
School of Law.

Ed Kelly

Ed Kelly

Statewide Data Coordinator, Department of Information Resources, State of Texas 

Ed Kelly serves as the Statewide Data Coordinator for the Texas Department of Information Resources.  He is responsible for improving data governance and integrity by working with agency leadership to develop data policies, standards, and best practices. In this role, Ed seeks opportunities for data sharing across government to reduce duplicative information collection, increase accountability, improve data management and analysis, and identify future cost savings.Ed brings over 25 years of experience in information technology and business operations in both the public and private sectors. He has held positions in IT leadership, business continuity planning, business operations management, project management, and security/facilities management.  Most recently Ed was the Chief Administrative Officer  and Information Resource Manager (IRM) at the Texas Department of Agriculture where he had management responsibility for information technology, human resources, facilities and fleet management, and licensing in support of the agency’s statewide regulatory responsibilities. During this assignment Ed focused on providing technical leadership, exceptional customer service, accountability, and transparency as well as enabling innovative technical solutions for the program and support divisions of the agency.  Ed holds a Bachelor’s degree from Stonehill College in Easton, Massachusetts.

For the past 15 years, Killough has worked in Higher Education both as an Admissions Counselor and a Career Counselor. Killough has presented career information across the country at various conferences and workshops on topics such as Strengths-Based career advising and career search strategies. Killough’s interests include impacting student’s lives through positive career coaching and development.

Killough received his bachelor’s degree in Public Relations and a Master’s degree in Interdisciplinary Studies from Texas Tech University. Currently, he is working on his Ph.D. in Family and Consumer Sciences Education.

John E. Kimberly

Senior Systems Engineer, Centrify Corporation

Becoming interested in computers in 1978 while still in High School, John learned Basic, Cobol, and Fortran programming languages before graduating. During College, he was hired by Tandy/Radio Shack to open and manage their new Radio Shack Computer Centers, in the Atlanta, GA area. In 1981, he received training on the newly released Microsoft Xenix OS, which Tandy/Radio Shack had selected for their new Business Systems Computer Line, and was designated as a corporate instructor for Tandy/Radio Shack for that technology. From that point, through the mid-1990's, he was focused on the UNIX environments, where he achieved multiple certifications as a UNIX instructor, systems engineer and systems integrator. 

From the mid-1990's, he became involved in the overall "open systems" enterprise, comprising of Microsoft Windows, and UNIX technologies, serving as enterprise architect, security architect/advisor, identity/privilege management architect and backup/disaster recovery specialist, for both the Windows and UNIX environments, working with Fortune 500 companies like John H. Harland, Dun & Bradstreet Software, Siemens/Nixdorf Information Systems, Transquest/Delta Technology and the State of Georgia’s, Georgia Technology Authority. While at the Georgia Technology Authority, he also represented all “Open Systems” environments and their intra-network infrastructure, on the GTA Information Technology Security Council. 

Today, he is a Sr. Systems Engineer for Centrify Corporation, of Santa Clara, CA. In this role, he assists corporations, governments, and educational institutions resolve challenges that encompasses enterprise identity management, elevated privilege management, regulatory compliance, on-premise application access, SaaS IdM SSO access, secure multi-factor authentication, identity management self-service, and mobile device management. 

John holds UNIX certifications including Redhat Linux, IBM AIX, Sun/Oracle Solaris and HP/UX, and networking certifications from Sun/Oracle and IBM. He is also trained in VMWare 3, 4 & 5, Studied IT Security through specialty tracks through SANS International, including Intrusion Detection, UNIX Hardening, Windows Hardening, and Ethical Hacking. He is also a certified instructor on Redhat Linux,AIX, HP/UX and Solaris.

Kay Meyer

Principal Industry Consultant, State and Local Government, SAS

Kay Meyer is a Principal Industry Consultant working with SAS’ State and Local Government practice. She brings experience, best practices and strategies to help states establish enterprise analytics programs. Kay has over 25 years of experience in information systems development and implementation across a variety of industries. Prior to joining SAS, Kay spent 18 years in state government and led the efforts in North Carolina to set the strategic vision, definition and implementation for the North Carolina Government Data Analytics Center. As part of the GDAC, Kay led in the formation of NC’s first enterprise fraud, waste, and improper payment detection program, as well as the implementation of NC’s integrated criminal justice system, CJLEADS, which supports over 27,000 criminal justice professionals statewide. Kay holds a Bachelor of Science in Management Information Systems from the University of Virginia and a Master of Business Administration from George Washington University.

John Miri

Chief Administrative Officer (CAO), Lower Colorado River Authority (LCRA)

John Miri is Chief Administrative Officer (CAO) of the Lower Colorado River Authority (LCRA), where he leads information technology (IT), engineering, cybersecurity, physical security, public safety, emergency management, enterprise risk management, human resources, employee safety, facilities, supply management, real estate, parks, and public records. In addition, he provides executive oversight to LCRA’s partnership with the Colorado River Land Trust.
Prior to joining LCRA, Miri was CEO of Bluewater Technology Services, a company providing strategic consulting to a distinguished roster of clients ranging from large government agencies to venture-funded startups. Miri entered government service in 2003, when he was appointed by the Governor of Texas to the board of the Texas Online Authority. He went on to serve in several senior executive positions for the Texas Department of Information Resources (DIR), where he oversaw 829 online services, 83 million citizen financial transactions, and $5 billion of online revenue. Miri built Texas’s first integrated Network and Security Operations Center and co-authored the first statewide cybersecurity strategic plan. Prior to government, Miri served as President and CEO of Oridian, Inc.
Miri is an internationally-recognized expert on using technology to transform organizations for better administrative performance. His many articles and research reports have been published in GOVERNING, Government Technology, Public CIO, FutureStructure, and Emergency Management magazines. Miri was appointed as a Senior Fellow at the Center for Digital Government in 2008 and has also acted as the organization’s Editor-in-Chief.
In his early career, Miri was the chief architect of a number of innovative software products in energy risk management, human resources, social media, data analytics, and business process automation. He was awarded US Patent 7,571,138 for an energy risk software system that was successfully deployed to ERCOT, Williams Energy, Dynegy, ConocoPhillips, and others.
Miri graduated from Harvard University with a degree in Physics.

Becky Radney is currently serving as the University Relations Manager for South Central Region on the College Recruiting Team. Becky drives the relationship on multiple college campuses here in Texas and Oklahoma to build the One AT&T vision. She focuses on hosting and participating in events on campus to network with students, faculty, and staff. Becky works with multiple sides of the business to understand all activities AT&T is participating in on campus.
Before joining AT&T Services, Becky worked in Mobility as an Area Retail Sales Manager in New York. She oversaw 7 company owned retail stores in a fast pace, high demand market where she led them through great adversity and in the end large success.
Additionally, Becky has had the opportunity to manage different retail store locations in San Diego, CA which led to great success at the start of her career. Becky developed multiple business leaders who have now been promoted with the company to various roles along with the continuing success of the stores.
Initially joining AT&T’s Retail Leadership Development Program, Becky was given the opportunity to participate in a 6 month training program which focused on leadership development around company owned retail stores. This training included networking, understanding the means of the business, and intensive development around leading over a million dollar business.
Becky has an undergraduate Marketing degree from Georgia Southern University and plans to start her MBA of Fall 2014.
Originally from Alpharetta, GA Becky has recently spent her career in Dallas after assignments in Long Island, NY and San Diego, CA.

George Rios

Chief Information Officer, Department of Parks and Wildlife, State of Texas

George Rios has served as the Director of Information Technology for the Texas Parks and Wildlife Department (TPWD) since September 2003. As a senior level executive, with over 27 years of experience, he has provided leadership, direction, and oversight, in all aspects of information technology. As the agency’s Chief Information Officer (CIO), George has set a technological direction that aligns with the agency’s mission, goals, and programs. He has emphasized increased collaboration across functional areas and strengthened how technology is implemented and service delivery is viewed within the agency. Prior to his tenure at TPWD, George held various Information Technology positions including High-Tech Communications, Fisher Controls International, and Computer Science Corporation (CSC). He currently serves on the Texas Digital Government Summit Advisory Board and Texas CIO Academy Advisory Board. George is the past president of the Texas Association of State Systems for Computing and Communications (TASSCC) as well as being active in a number of other civic and professional organizations. In 2013, George was awarded the TASSCC President’s Award for IT Excellence. George is recognized as a technology leader by his colleagues around the state. He is a native of San Antonio and a graduate of Texas State University with a degree in Computer Science.

Collaboration Success Story - Ensuring Border Security

The officers of the Texas Department of Public Safety, agents of the Rio Grande Valley Sector of the U.S. Customs and Border Patrol, and multiple local jurisdictions have responsibility to oversee 320 river miles, 250 coastal miles and 19 counties equating to over 34,000 square miles of Southeast Texas. DPS has worked closely with Border Patrol partners for many years on border security efforts in Texas, including most recently Operation Strong Safety. This collaboration is faced with many challenges in communication, governance and procedural differences. Director McCraw and Acting Chief Ortiz give examples of the cooperative efforts to protect the Texas border and perspective on organizational and personal skills necessary for collaboration.
