Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Texas Digital Government Summit is designed to do just that. Clay Jenkinson - Keynote

Writer, Historical Performer and Theodore Roosevelt Humanities Scholar

Clay Jenkinson is a humanities scholar, author and social commentator who has devoted most of his professional career to public humanities programs and is considered one of the most entertaining public speakers in the United States. His performances are always humorous, educational, thought provoking and enlightening, while maintaining a steady focus on ideas. Jenkinson is widely regarded as one of the most articulate public speakers in the country and he brings a humanities perspective --partly learned as a Rhodes Scholar at Oxford University-- to everything he does.
Clay is one of the nation’s leading interpreters of Thomas Jefferson. He has lectured about and portrayed Jefferson in forty-nine states over a period of fifteen years. Clay also portrays Meriwether Lewis, John Wesley Powell, J. Robert Oppenheimer and Theodore Roosevelt.
Clay is also the host of the nationally syndicated radio program The Thomas Jefferson Hour and the author of such books as, Becoming Jefferson’s People: Re-Inventing the American Republic in the Twenty-First Century and Theodore Roosevelt In The Dakota Badlands.
Clay is the Director of Dakota Sky Education, Inc, Chief Consultant for the Theodore Roosevelt Center at Dickinson State University, and the historical consultant for The Theodore Roosevelt Presidential Library Foundation. He lives in Bismarck, ND.

Michael Burns is a partner at Koppett and the artistic director and founder of the Mopco Improv Theatre, Koppett’s sister company, a performing improv company and theatrical venue. As an executive coach and facilitator for Koppett, Michael has worked with clients such as GE Research, MVP Health, Ellis Hospital, the Workforce Development Institute, CapCom, SUNY, and more. Michael studied theater at SUNY Purchase, and then improv with David Shepherd in New York, where he directed for the American Modern Dance Theatre and the American Folk Theatre. He was a member of the Big Apple Experience, a short-lived but cleverly named improv troupe. He is the author of First You Sit on the Floor: A Guide to Developing a Youth Theatre Troupe.

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Executive Security Advisor, IBM Security

Etay is an Executive Security Advisor at IBM Security, where he leads security and fraud fighting awareness and research. He works with organizations around the world, advising on current security trends and best practices in protecting and responding to cyber threats and attacks. A security evangelist, Etay regularly presents at industry events and academic master classes, as well as volunteers for educational security awareness programs.
Prior to joining IBM, Etay was Group Manager for RSA’s Cyber Threats Research Labs where he managed malware research and intelligence teams – delivering cutting edge security research.
Etay holds a B.A. in Computer Science and a M.A. in Counter Terrorism and Cyber Terrorism. He has contributed to the International Institute for Counter-Terrorism (ICT) on cybersecurity and cyberterrorism topics and was a T.A. for the “Introduction to Cyber Security” course at Shenkar College in Israel. Etay has also taught master classes at Boston College for both undergraduate and graduate students in computer science and cyber security policy curriculums.

Tanya oversees the strategic planning and operational activities for a variety of technology systems and applications at Bush Intercontinental, William P. Hobby, and Ellington Airports.
Her role is to lead a dynamic team that plays a key role in ensuring the successful execution of HAS’ mission through innovative and enabling technology. Key areas of focus will highlight technologies delivering way finding, passenger flow/tracking, a stronger cyber security posture and a renewed commitment to service level agreements.
With almost three decades of experience, Tanya has a proven track record of successfully implementing innovative solutions that increase efficiency and automate processes resulting in revenue generation and cost savings. Previously, Tanya was the Chief Information Officer (CIO) for Travis County in Austin, Texas where she was responsible for the technology strategic direction of an operational budget of $35 million and 6,000 employees. She’s also held various technology roles within County of Orange in Santa Ana, California as well as Toyota Financial Services, Edmunds.com and Answerthink consulting.
Tanya holds a Master's of Business Administration from Central Michigan University and a Bachelor of Arts in Political Science from Michigan State University. She is also a certified Project Management Professional (PMP). Tanya received the 2013 IT Woman of the Year from the Austin Innotech 16th Annual IT Executive of the Year Awards, 2016 Public Sector Chief Information Officer of the Year from Public CIO Magazine and the 2017 Government Technology Top 25 Doers, Dreamers and Drivers Award.

Carlos Augusto is a senior manager at Oracle Corporation and stands at the forefront of the fastest moving technology industry trend: cloud services. Carlos is responsible for leading a team of cloud architects who work closely with Oracle Public Sector customers in the South-East region. He is also responsible for a team of technology specialists across US and Canada who help customers understand Oracle cloud’s Infrastructure and Platform as a Service capabilities via hands-on exploration, demonstrations and pilots. Carlos is a technologist by trade and performed different roles prior to joining Oracle, including enterprise architecture, database administration and system admin roles. When not glued to a computer screen, Carlos spends time teaching Portuguese at his local community, and tries very hard not to be the worst fisherman in Florida. Andy Bennett is a boot wearin’ native Texan who serves the State of Texas as the Deputy Chief Information Security Officer. He has a diverse IT background covering 21+ years of experience in roles across the enterprise and in a variety of sectors including government, banking, higher education, applied research, oil and gas, law enforcement, Fortune 500 consulting services, and more. He specializes in incident response, investigations, and change efforts and has a passion for security. He is the primary author of the State of Texas’ incident response redbook template and is involved in strategic planning and rulemaking at the statewide level. His professional philosophy is “Show works better than tell, every time.”

Chief Information Security Officer, Texas Homeland Security and Services, Department of Public Safety

Aaron Blackstone is the Chief Information Security Officer for the Department and will be standing up the Cyber Unit within the Homeland Security Division. Aaron is currently a Captain in the Air National Guard as a Cyber Operations Officer. He worked for the past two years on active duty in support of the Air Force and prior to that supported the FBI field office in Houston as their Information System Security Officer.
Aaron began his IT security career with the Army research Laboratory in White Sands Missile Range certifying and accrediting military networks. He then took a position securing 5th Army’s network and satellite communications. Aaron received his commission from ROTC at Sam Houston State University as a 2nd Lt branching Military Intelligence.
A native of Huntsville, Aaron has a Bachelor of Science in Computer Science from Sam Houston State University.

Assistant Chief of Police, North Patrol Bureau, Communications Center, Austin Police Department

Ely Reyes joined the Austin Police Department (APD) in 1996 and has served as an Assistant Chief since December of 2016. Assistant Chief Reyes currently oversees the North Patrol Bureau and the Communications Center. North Patrol consists of over 400 officers patrolling 128 square miles and serving 450,000 residents. Communications has 220 civilian employees and handles over 1 million calls for service a year.
In his 22 years with the APD, Assistant Chief Reyes has served in and led in various areas of APD including Patrol, Highway Enforcement, Investigations, Training, Internal Affairs, Violent Crimes and Police Technology. Chief Reyes led several department programs including: The Chief’s Invitational Police Seminar, the pedestrian enforcement safety team, procurement of body worn cameras and two no questions asked gun buybacks.
Born in Santa Clara, CA Chief Reyes spends a lot of time on community outreach and mentoring high risk youth, including those that have family members in the criminal justice system and children in foster care. Chief Reyes is a strong proponent of relational policing and believes that officers at all levels should make a concerted effort to build positive relationships in the community with every citizen contact.
Assistant Chief Reyes graduated high school in 1989 in Eagle Pass, TX. Following high school graduation he spent six years serving in the United States Army in the Intelligence Field and Military Police with overseas service in Panama, South Korea and Cuba. He believes strongly in continuing education and earned both his Bachelor and Master’s Degrees from Texas State University while working full time as a police officer and raising a family. He is a graduate of the Texas Certified Public Manager Program, the Law Enforcement Management Institute of Texas (LEMIT) Leadership Command College and the Senior Management Institute for Police (SMIP) at Boston University. He has numerous awards and commendations including the Purple Heart, Lifesaving Medal, three Meritorious Service Medals, three Meritorious Unit Medals, three Superior Service Medals and the Honorable Conduct Citation. Chief Reyes is married with two children and they have also been a foster family to 11 children in the last few years.

Subhash Vanga leads the Cloud Innovation & Solution Engineering team in the Austin Hub at Oracle. The Oracle Cloud Solution Hubs are differentiated centers of innovation, comprised of a next-generation technical workforce who engineer and demonstrate the ‘art of the possible’ with the Oracle public cloud to customers. In this role, Subhash is responsible for helping drive a cultural shift within Oracle with a cloud-first agenda and leveraging innovative technologies like AI/ML, Blockchain, IoT, AR/VR etc., to showcase Oracle’s public cloud capabilities to customers. Prior to this role, Subhash led the NA cloud infrastructure sales consulting team, focusing on Oracle private and public cloud storage solutions for enterprise and public sector customers.
Before Oracle, Subhash spent six years at IBM Corporation, where he led global technical sales for two strategic acquisitions, XIV Storage and Texas Memory Systems. During this tenure, Subhash traveled extensively and was instrumental in quickly ramping up the technical sales and sales enablement teams globally while also contributing to product and go-to-market strategy for these businesses. Before IBM, Subhash spent 11 years at EMC Corporation, performing various roles including product development, product management, post-sales and pre-sales.
Subhash has a MBA from Columbia Business School in NY City and a Masters degree in Computer Science from Iowa State University, Ames. He lives in Raleigh, North Carolina with his wife and two children. In his spare time, Subhash loves to travel. He enjoys playing racquet sports including tennis, racquetball, badminton and ping-pong and is still trying to figure out his way in golf.

Mike also is responsible for leading the Amazon Connect and Chime solution sales for US State/Local Government and Education customers.
Prior to leading AWS Public Sector Collaboration business, Mike served in various roles in Sales, Operations and Systems Engineering at Cisco and provided technology consulting with International Network Services, INS Inc.
Mr. Vozas graduated from Marquette University with a Bachelor‘s degree in Computer Science. In addition Mike earned a Master’s degree in Business Administration in Management and Marketing from Kellogg School of Management at Northwestern University.

Theodore Roosevelt was an American statesman, author, explorer, soldier, naturalist, and reformer who served as the 26th President of the United States from 1901 to 1909. Widely regarded as the most dynamic president in history, his life story is nothing short of remarkable. Born frail and sickly, Roosevelt transformed himself into a rugged man of adventure by sheer force of will. He was also a serious intellectual who frequently read a book a day and authored 35 books and 150,000 letters. He was arguably the best prepared president in American history. But few realize that he was also the first “high-tech” president as he brought the American people, sometimes kicking and screaming, into the twentieth century. Clay Jenkinson brings Teddy to life with such authenticity that viewers may forget that he is not actually standing in front of them. The audience will have the opportunity to ask Mr. Roosevelt questions on any subject, an experience that gives a new appreciation of history and a president who was truly larger than life. Prepare to be inspired!

When you can quickly recover from the data loss associated with a traditional ransomware attack, you are less likely to pay the ransom.
