Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Tennessee Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. We are very excited about the 15th Annual Tennessee Digital Government Summit which will be held June 26 in Nashville. The Summit is THE “must-attend” event in Tennessee for bringing government leaders and IT professionals together in order to learn new information and share how we can utilize emerging tools and technology to improve the State of TN for our citizens. In fact, it is not just an event, it is an experience. The Summit experience provides the ideal forum for us to meet and discuss our common challenges, share best practices, network with our government and industry peers and have fun learning about new technologies and ideas. This experience is a wonderful opportunity to meet with like-minded professionals, share knowledge, and make meaningful business connections. Tennessee was the first state in the country to create the executive role of Chief Learning Officer (CLO) to develop and guide an enterprise-wide learning and development strategy. As the state’s CLO, Dr. Holliday creates and leads learning efforts focused on the mission and goals of a customer-focused government and building a common culture through a rigorous and consistent set of business and leadership skills, for which she has received national recognition. As a successful change agent, facilitator and storyteller, Dr. Holliday is often asked to undertake complex problem-solving opportunities by bringing people together and helping them discover innovative solutions and developing the leaders needed to execute. Landon Cook is a Director in the Tennessee Department of Human Services who works with citizens and state leadership to advance Tennessee’s customer service delivery model. After nearly a decade of public service, he understands the urgency of modernizing customer service delivery as well as the necessity of innovation and collaboration to enact permanent, positive change in state government operations.
Blending vision with practical knowledge, his bold and exciting solutions to improving the state of Tennessee’s customer service delivery have proven to be grand in scope yet simple in implementation. He is wholly committed to propelling the state of Tennessee’s service delivery model into the modern era, and as new users of ServiceNow, his team has already observed dramatic improvements under his leadership. His approach is always people-focused and directly mirrors his mission in state government: to improve the most lives by serving those who serve others.
In addition to his extensive public sector and customer service experience, he is also an avid musician and often performs classical and jazz piano in his sold-out living room. He holds a degree in English and International Relations from the Middle Tennessee State University.

Robert Dowling is the Cyber Risk Practice Lead for Dynetics, Inc. in Huntsville, AL where he is responsible for developing cyber risk management solutions to address business and technical risks and serves as the primary interface to customers, business partners and associations. Robert serves on NTCA’s Association Member Advisory Council and is a frequent speaker on cyber risk across multiple industries. Robert graduated with honors in Computer Engineering from Auburn University and supported systems and software engineering for NASA and Defense programs before moving into business development for companies such as Northrop Grumman and SAIC. On a personal note, Robert was a member of the Auburn University’s 1983 SEC Championship Football team.

Hugh Hale currently serves as Chief Information Officer for the State of Tennessee, Division of TennCare. He has been in this position for the past two years. Prior to joining TennCare, he was with Visiting Nurse Service of New York (VNSNY), the largest not-for-profit home and community-based health care organization in the country, where he served as Chief Information Officer. Hugh is originally from Cleveland, TN, and has over 30 years of Healthcare Information Systems leadership experience. Hugh’s prior work also includes Executive roles with the IBM Corporation and BlueCross BlueShield of Tennessee, including its subsidiary, Shared Health.

Vicky Hutchings, CSM CSPO

Business Solutions Architect, Business and Community Development Domain, State of Tennessee

Vicky Hutchings serves as Business Solutions Architect, bringing to the table a wealth of experience in the field of technology and business management. Originally from Memphis, she started her career in the Insurance industry, paying claims for a major Brokerage firm. When the firm decided to move to an electronic claims processing system, she stepped into a technical role – successfully blending technology with business process.
After writing and implementing a system to manage third-party brokerage sales, Vicky was offered a position in Nashville with First American (now Regions) bank as Vice President of Operations, overseeing their brokerage division. When the bank moved operations to Birmingham, she accepted a new challenge and moved to CNA where she served as the Operations manager for the Structured Settlements division. In this role, Vicky was tasked with moving this $30 Million dollar operation from Chicago to Nashville within four months. Staffing, training, and relocation were successfully accomplished and business improvements were implemented that resulted in a reduction of $3 Million in expenses and a $10 Million dollar increase in revenues within the first year.
Vicky brings over 20 years of experience to the IT arena – from programming award winning systems to analysis, design, and project oversight. Serving the state for the past fourteen years, in her current role as Business Solutions Architect, she provides innovative solutions that increase efficiencies, empower staff, and enhance value for all agency customers, whether they be a resident of Tennessee, or agency staff member.
Vicky graduated from the University of New York with a Bachelor of Science degree in Business Administration and through the University of Phoenix, received a Master’s degree in Public Administration with a minor in Information Technology. She holds a number of credentials in both the business and technical arenas, with a focus on business analysis and customer service. Vicky has also served two terms as a board member for the State Insurance Committee and as the Chair for the TGMI Alumni. She currently is Program Chair for the state’s Information Technology Professionals Association (ITPA).
Vicky is a native of Shelby County, currently living in Lebanon with her husband of thirty-six years, Charles. She has two beautiful daughters and granddaughter who brighten her life every day. She enjoys genealogy (including cemetery hunting) and reading.

Previously, Ryan launched a startup of his own, which built the first mobile inbox for salespeople. Ryan was also VP of Apps at Podio, where he drove the growth of their collaboration platform until their acquisition by Citrix. Before that, Ryan ran the product business for Appirio, in the Salesforce ecosystem. His background includes SAP, Intuit, McKinsey, and the Stanford Graduate School of Business.

Bob is a Certified Master IT Architect and Chief Strategist focused on enterprise data, analytics and the Internet of Things. As a member of HPE’s Strategic Solutions Architecture (SSA) team Bob works with customers, industries, account teams, partners, and pan HPE product and services teams to drive opportunities, activities and initiatives around data analytics and business intelligence.
Bob joined HPE in 2010 as an Enterprise Solution Architect after spending 20 years with IBM as a Systems Engineer, Consultant, IT Specialist, and Certified Senior IT Architect responsible for the design, development, and implementation of global solutions for IBM customers. Within IBM Global Technology Services (GTS) Bob was a member of the GTS Architecture Board responsible for designing reference architectures for server consolidation and virtualization, infrastructure interoperability, and cloud computing. He is currently focused on big data, analytics and IoT and brings a strong background in infrastructure design and enterprise systems management. Bob has two patents in cloud implementation and holds additional certifications in ITIL and HPE’s ExpertOne Planning and Design of Business Critical Systems.
Bob guest lectures for the School of Engineering at Robert Morris University and volunteers for several non-profit organizations. He holds a BS in Mechanical Engineering from Carnegie-Mellon University and MS degrees in Computer Information Systems and Telecommunications from the University of Denver.

China serves as Deloitte’s National Strategy and Operations leader for Public Sector.
As a Public Sector Leader, she advises State and Local governments and Higher Education clients on business and operating transformation to achieve breakthrough performance. Before joining Deloitte in 2006, China spent 15 years in industry holding various C-suite roles including COO, Chief of Strategy for HHS and Chief Risk Officer with the then 12B workforce and human services agency after her tenure as an Assistant Prosecuting Attorney and in-house Counsel.
Bringing Automation Processing and Cognitive solutions to government and the implications of the digital workforce are the current frontier of China’s focus. These career roles and the associated shifts in automation provide a unique lens on the future of work and the transitions of leaders and their programs and services. China is delivering the early Automation projects in State sector including Human Services and Dept. of Motor Vehicle clients and driving Deloitte’s market approach for state sector clients related to cognitive, and analytics solutions.
China received her B.S. in Government, Economics, and Philosophy from Eastern Michigan University, and holds a J.D. from the University of Maryland, Francis King Carey School of Law. She has studied at the Harvard Kennedy School of Government.

Joe has helped government organizations find ways to take advantage of the oft under-utilized and diverse data that state and local agencies hold and apply advanced analytics to identify children at risk, help promote efficiencies and better outcomes. But most users (and many IT professionals) have a limited understanding of how cyber criminals bypass traditional cybersecurity controls (e.g. firewalls, anti-virus) and move undetected within a network to compromise information systems.
