Executive Vice President and Publisher, Government Technology magazine

Alan is Executive Vice President of e.Republic and Publisher of Government Technology magazine and Techwire. In this role, Alan is involved in the annual production of dozens of events as well as the strategic direction for Governing, Government Technology, Emergency Management, the Center for Digital Government and the Center for Digital Education. Alan is also the senior executive that has overall charge of e.Republic’s research organization which includes, custom research, the Digital Government and Digital Education Navigator tool and the Content Studio (webinars and custom content).
Alan has been a guest lecturer at universities and a frequent speaker for key government and industry organizations. For over 35 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

Joe Morris

Vice President of Research, Center for Digital Government

Joseph Morris is vice president of Research and a national keynote speaker on issues, trends and drivers impacting state and local government and education. He has authored publications and reports on funding streams, technology investment areas and public-sector priorities, and has led roundtables, projects and initiatives focused on issues within the public sector. Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.

Barney Gomez

Vice Chancellor for Digital Innovation and Infrastructure, California Community Colleges

Barney Gomez joined the Chancellor’s Office as vice chancellor of digital innovation and infrastructure in August 2018. Gomez is responsible for improving the experience and outcomes for students at California’s 116 community colleges through technology-focused initiatives, and for delivering high-quality information technology services to the Chancellor’s Office, local colleges and students, partnering state agencies and stakeholders while also shepherding innovative practices.
With nearly 20 years of state service, Gomez comes to the Chancellor’s Office from the California Department of Health Care Services where he served as the chief technology officer and chief information officer. In his role at the Department of Health Care Services, Gomez directed and managed the department’s complex information-technology operations, and ensured that adequate information technology policies, plans, services and support were provided to all departmental programs. Prior to the Department of Health Care Services, Gomez also served as chief information officer at the California Office of Systems Integration, Operations Manager for Office of Systems Integration, chief information officer of the Department of Finance’s Fi$cal project, and interim chief information officer for the California Department of Aging. Gomez as has also served in various technical positions with the Legislative Data Center and Department of Motor Vehicles. Gomez is the recipient of the following awards from E-republic’s CIO Academy: Chief Technology Officer of yr, IT leadership, Executive Security leadership, best mobile application, and most innovative application.
Prior to state service, Gomez has also worked in the private sector, where he was a systems engineer and network operations for a large pharmacy benefit Management Company. In addition, Gomez also worked as a Systems Integrator.

Chief Information Officer/Deputy Director, Department of Financial Information System for California, State of California

Subbarao Mupparaju is the Chief Information Officer and Deputy Director of the Information Technology Division at the Department of Financial Information System for California (FISCal). Subbarao has over 27 years of IT experience with increasing responsibilities for leading and supporting a broad range of information systems, IT and business transformation initiatives, IT operations, and enterprise architecture programs in government, retail, finance, and insurance industries. Subbarao has a Master's Degree in Engineering, Project Management Professional (PMP) certification, and various technical certifications. He is a recipient of the California CIO of the Year award, HP Most Valuable People (MVP) award, and IBM Hundred Percent Club award for his leadership and team building skills.

Amy Tong

Amy Tong

Director and State Chief Information Officer, Department of Technology, State of California

Amy Tong is the State Chief Information Officer (CIO) and Director of the California Department of Technology. Ms. Tong is responsible for advising the Governor on the strategic management and direction of the state’s Information Technology (IT) resources. She is also responsible for establishing and implementing state IT strategic plans, policies, standards and enterprise architecture while minimizing overlap, redundancy and cost to the state by promoting efficient and effective use of IT. Ms. Tong coordinates the activities of Agency Information Officers and department CIOs for the purpose of integrating statewide technology initiatives and ensuring compliance with IT policies and standards in the areas of Digital Services, Information Security, Project Delivery, Innovation and IT Workforce development.
Ms. Tong has over 20 years of business, technology, and management experience in the public sector. She holds a Bachelor of Science degree in Management Information System and a Master of Business Administration from California State University, Sacramento.

Betty T. Yee

Betty T. Yee

Controller, State of California

State Controller Betty T. Yee was elected in November 2014, following two terms of service on the California Board of Equalization. As Controller, she continues to serve the Board as its fifth voting member. Reelected for a second term as Controller in 2018, Ms. Yee is only the tenth woman in California history to be elected to statewide office.
As the state’s chief fiscal officer, Ms. Yee chairs the Franchise Tax Board and serves as a member of the California Public Employees’ Retirement System (CalPERS) and the California State Teachers’ Retirement System (CalSTRS) Boards. These two boards have a combined portfolio of more than $570 billion. Ms. Yee also serves on the Ceres Board of Directors, a nonprofit organization working to mobilize many of the world’s largest investors to advance global sustainability and take stronger action on climate change.
Ms. Yee has more than 35 years of experience in public service, specializing in state and local finance and tax policy. Ms. Yee previously served as Chief Deputy Director for Budget with the California Department of Finance where she led the development of the Governor’s Budget, negotiations with the Legislature and key budget stakeholders, and fiscal analyses of legislation. Prior to this, she served in senior staff positions for several fiscal and policy committees in both houses of the California State Legislature. She also cofounded the Asian Pacific Youth Leadership Project, which exposes California high school youth to the public service, public policy, and political arenas.
