Chief Information Technology Officer, Los Angeles Department of Water and Power

Louis Carr, Jr. joined the Los Angeles Department of Water and Power (LADWP) as Chief Information Technology Officer (CITO) November 2016. In this role, Mr. Carr is in charge of LADWP’s critical information technology systems and infrastructure, cyber security and system integration.
Mr. Carr has nearly 30 years of information technology (IT) experience, including planning, developing and implementing information business solutions and supporting innovation. He comes to LADWP from Clark County, Nevada where he was Chief Information Officer since 2013, responsible for a $45 million operation, and 160 IT employees supporting 38 departments, 7,500 County employees and more than 50 elected officials. Prior to that, he was CIO for the State of Texas Department of Transportation (Texas DOT); CIO for the City of Arlington, Texas, and Deputy CIO for the City of Las Vegas.
Mr. Carr has strong leadership background in all aspects of IT systems management. His expertise includes IT strategy, enterprise content management, enterprise resource planning, cloud management, financial and vendor management, and IT operations. Mr. Carr has a BS in Electrical Engineering with a minor in Computer Science and an MBA with a focus on Information Technology Management.
