Overview

The Center for Public Sector AI (CPSAI) and the Center for Digital Government are excited to build on our Artificial Intelligence (AI) Summit for state and local government! We are convening state and local government CIOs and AI Leaders along with our private sector partners.

The explosion of artificial intelligence is transforming government operations. As government grapples with how to harness AI’s benefits while minimizing its risks, CIOs need to build trust across multiple stakeholders; navigate ethical, security and privacy concerns; upskill staff to deliver with new technologies; and change long-held processes and practices.

The Summit is an action-packed opportunity to engage with AI Leaders who are leading the way in leveraging AI as a strategic asset at the state, local, department and agency levels. The goal of the Summit is to create a friendly and engaging environment to build and foster relationships with your peers and the private sector thought leaders.

Harvey Arnone

Harvey Arnone

Director of Data Enablement, City of Seattle, Washington

A lifelong lover of off-the-beaten track travel and exploration, Harvey Arnone came to Information Technology by way of geography. A graduate of the University of Washington’s Geography Department, Harvey joined the City of Seattle in 1992 as a GIS project manager. Over the course of three decades, he has served in a number of roles - from GIS analyst and developer to supervisor of GIS applications development and GIS manager – while simultaneously sharing his expertise as an instructor in the University of Washington’s GIS Certificate Program for 18 years.  
Fast forward to 2025, Harvey remains responsible for the GIS manager duties but is currently the City of Seattle’s interim chief data officer and the interim director of the newly formed Data Enablement Division in Seattle IT.  This division is bringing Seattle Mayor Harrel’s One Seattle approach to the City’s data environment by advancing citywide data governance, data management and data science.  Harvey is particularly driven by the excitement and potential around the rapidly maturing artificial intelligence technologies. Together with his team and Seattle’s CTO, Rob Lloyd, the goal is to harness the transformational power of AI to reshape both Information Technology and the City’s workplace.   
When not working at the City of Seattle, Harvey spends his time on a number of passions. An avid distance cyclist and cooking enthusiast, he also can be found on the weekend tending to his glamping property on an island in Washington’s beautiful San Juan Islands or dreaming up his next trip abroad.  As a fluent Italian speaker and a devoted Italophile, Harvey dreams of one day spending half of each year in Italy’s rugged deep south.

Marguerite Beirne

Marguerite Beirne

Chief Information Officer (CIO) & Commissioner, Department of Information Technology (DoIT), Westchester County, New York

Marguerite has been with Westchester County since 2006, initially as Deputy CIO, and became the County’s second-ever CIO in May 2008. After a brief tenure as Director of Information Technology for the Westchester County District Attorney’s Office, Ms. Beirne returned to her current role in 2018.
Ms. Beirne oversees a department of 133 full-time positions and manages an annual operating budget of approximately $60 million. Under her leadership, DoIT supports all of the County’s computer systems, network infrastructure, telecommunications, geographic information systems, e-government activities, multi-media services, and the County's records and archives center. Cybersecurity is also one of Ms. Beirne’s top strategic priorities.
Her leadership has helped Westchester County earn recognition as one of the “Top 10 Digital Counties” in the U.S. by The Center for Digital Government and achieve Laureate status in the prestigious Computerworld Honors Program. In 2023, Ms. Beirne was named one of the “Top 25 Doers, Dreamers & Drivers” by Government Technology.
Ms. Beirne is also active nationally, serving on various committees of the National Association of Counties (NACo), including the Telecommunications & Technology Policy Steering Committee. She is also a board member of the New York State Local Government Information Technology Directors Association (NYSLGITDA). She holds a Bachelor’s degree in Management Information Systems from SUNY Buffalo and an MBA from CUNY Baruch, along with ITIL and PMP certifications.

Timothy Galluzi

State Chief Information Officer, Office of the Chief Information Officer, Office of the Governor, State of Nevada

Timothy Galluzi was appointed administrator of the Enterprise Information Technology Services Division (EITS) in February 2021 and designated as the State Chief Information Officer in June 2022. Following the agency's transition from EITS to the Office of the Chief Information Officer in the Governor's Office, Timothy was reappointed State Chief Information Officer.
Timothy has been serving the State of Nevada since 2013 in various roles in information technology (IT) and leadership. He began with EITS in 2018 and has served as the project manager for the statewide Microsoft Office 365 implementation as well as the technology investment administrator in EITS Office of the Chief Information Officer. Prior to his tenure at EITS, Timothy held IT professional and programmer/analyst roles at the State Public Works Division and Western Nevada College, respectively. Timothy started his IT career by serving eight years in the United State Marine Corps filling roles as a telecommunications chief and Formal Schools instructor.
Timothy earned a Bachelor of Science in Business Administration and a Master of Business Administration in IT Management from Western Governors University. Timothy is a proud Marine Corps veteran and has worked to give back to his fellow veterans, volunteering to serve on former Governor Sandoval's Student Veterans Advisory Council, the Western Nevada College Veterans Resource Center, and the Disabled American Veterans, Carson City Chapter.

Santiago "Santi" Garces

CIO, City of Boston, Massachusetts

As a kid growing up in Bogotá, Colombia, Santi witnessed the near collapse of the national government and the general disillusionment of national politics, along with creative and unconventional approaches to solve issues at the local level. Those experiences developed a lifelong passion for making government more efficient and effective for citizens. Santi joined the City of Boston as Chief Innovation Officer (CIO) to help push forward Mayor Wu’s vision of building a government that earns the trust of its people.
As CIO, Santi oversees the Department of Innovation and Technology (DoIT) and a team of nearly 150 employees. DoIT provides and maintains mission-critical technologies for the City’s more than 18,000 employees and hundreds of thousands of constituents. 
In the last few decades, DoIT has been an enabler of progress in Boston. Santi’s goal is to create a new chapter in that history so that DoIT can continue to be an engine of transformation in the service of residents and employees. Through data science, statistics, and human-centered design, Santi will empower his staff to deliver more dignified experiences for residents and optimize the role of government. He also plans to leverage the City’s relationships with academia, local industries, and civic organizations to make sure big decisions reflect the many voices of Boston.

Dustin Haisler

Dustin Haisler is the President of e.Republic - the nation's leading state and local government data, media, and events company - and the parent company of Government Technology, Governing, and the Center for Digital Government. He is also active in the academic and research community, serving as co-lead of the Center for Public Sector AI, an Eisenhower Fellow (2019 Zhi-Xing Program), board member of the Good Governance Worldwide Academic Journal, and Program Faculty for the Certified Public Management Program (CPM) at Texas State University.
As the former Chief Information Officer (CIO) and Assistant City Manager for the City of Manor, Texas, Dustin quickly built a reputation as an early innovator in civic tech. He pioneered government use of commercial technologies not previously used in the public sector, including open innovation, Quick-Response (QR) barcodes, crowdsourcing, and gamification. Recognized as one of the nation’s Top 25 Doers, Dreamers, and Drivers for government technology, he was also named a Business Transformation 150 Leader by Constellation Research. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc. Magazine, the Today Show on NBC, The Economist, CNN, Fortune, and Citizenville by California Governor Gavin Newsom. Most recently, Dustin has led initiatives to help public sector agencies safely adopt and integrate artificial intelligence technologies through public speaking, research, training, expert testimonies, and the development of AI tools.
Dustin graduated Magna Cum Laude from LeTourneau University with a Bachelor of Business Administration and has conducted research with universities around the globe on incubating next-generation technologies in government, including the Persuasive Technology Lab at Stanford University and the University of Trento, Italy. He is a frequent speaker and expert advisor who collaborates with Fortune 500 companies, investors, government agencies, academia, startups, and non-profits worldwide on the global govtech market, public sector technology trends, and artificial intelligence development.

Guided by a passion for both mentorship and learning, Troy is a visionary in Information Technology. His hands-on approach to system design and development has paved the way for building reliable, scalable applications. Additionally, his adeptness at managing complex projects, even under tight deadlines, is testament to his commitment to excellence. Throughout his career, he has effectively led diverse teams, comprising systems analysts, database architects, technical analysts, test analysts, and end-user support specialists.
At the heart of his expertise is Troy's unique ability to blend technology with human-centric insights. His deep-seated interest in operations, combined with his understanding of its interplay with technology, forms the bedrock of his educational journey. Christian Napier

Director of AI, Division of Technology Services, Department of Government Operations, State of Utah

Christian brings a unique combination of technology expertise, business acumen and leadership with 30 years’ experience serving a variety of industries, the public sector, the Olympic Movement and the world’s highest profile major events.
While Christian was in middle school, his family purchased their first computer - a Kaypro II running the CP/M OS - and he quickly learned how to do homework assignments using WordStar 2000 and VisiCalc. As a teen he worked in his father's computer business, servicing IBM PC clones and Atari STs and managing networks and databases, launching a career in IT.
While working for IBM, Christian was presented with an opportunity to serve as HRIS Manager for the Salt Lake 2002 Olympic and Paralympic Winter Games. He led the implementation of the first web-based technologies used in Games history to select, train, uniform, feed and deploy thousands of volunteers and paid staff.
Since then, Christian has served 10 Olympic and Paralympic Games editions and, more broadly, the major events industry. He has held numerous leadership roles from IT Director to Deputy CEO, and worked in various functional areas, including technology, human resources, volunteer management, knowledge management, learning and development, and centralized planning and project management (PMO).
In 2024 Christian joined the State of Utah as the Director of AI in the Division of Technology Services. In this role he oversees all AI implementations in the executive branch of state government. Christian led the statewide rollout of generative AI office productivity solutions along with the establishment of the DTS AI Factory, designed to help agencies streamline the ideation, initiation, piloting and deployment of AI solutions.
Christian lives in Sandy, Utah, USA with his wife of 35 years, Lynn. They have four grown children.

Steve Pier

Deputy Executive Director, Department of Information Resources, State of Texas 

Steve is the Deputy Executive Director at DIR. He has served the State of Texas as a House of Representatives staffer and with three agencies before coming to DIR. Steve has over 20 years of experience working with governments and international organizations at the state and national level in areas such as: governmental relations; communications; management and leadership; and strategic initiatives. He has a bachelor’s degree from Miami University with a double major in Philosophy and Political Science.

Dru Rai

Chief Information Officer, State of New York 

Dru Rai was appointed New York State Chief Information Officer and Director of the Office of Information Technology Services. In this position, Rai is responsible for leading New York’s ongoing digital transformation, enhancing the state’s cyber posture to defend New York against evolving cyber threats, and working with Executive Branch agencies to create digital interactions between state government and residents that are simple, seamless and straightforward.    
A highly skilled leader with more than 30 years of experience in Digital Product Management, Information Technology and eCommerce, Rai most recently served as Chief Digital and Information Officer of Quaker Houghton Company.  He previously served as Global CIO for the Ball Corporation, DuPont Coatings and GE Advanced Material (a Division of GE) and began his career at Ernst & Young. 
Rai also led and volunteered as CIO for Goodwill Industries International and the American Cancer Society, helping each organization set and execute their digital strategies, and make significant technology operational improvements. 
Rai earned an MBA from the University of Connecticut and a Bachelor of Technology from GB Pant University in India.

Her leadership is grounded in aligning emerging technologies with business priorities, public trust, and long-term value. She brings a pragmatic lens to AI implementation—ensuring solutions are not only innovative, but also operationally sustainable, ethically deployed, and responsive to community needs.
Divya also leads Austin’s Digital Services division, where she spearheads cross-functional efforts to modernize service delivery and elevate the resident experience. She continues to serve as a bridge between technology and policy, guiding executive teams through the complexities of AI integration in government.

State Chief Privacy Officer, Office of Privacy and Data Protection, State of Washington

Katy Ruckle was appointed as Washington state's Chief Privacy Officer in 2020. Since then, Katy has published Washington's foundational privacy principles and launched statewide training on privacy and data protection for public employees. In 2023, Katy received the Governor’s Outstanding Leadership Award for her privacy leadership in the state. In 2024, Katy earned two national leadership awards: GovTech’s Top 25 Doer, Dreamer, and Drivers, and StateScoop’s Top 50. Currently, Katy serves as co-chair to the State’s AI Community of Practice and is leading the development of the state’s AI policy. Katy also lead work developed under the Governor’s Executive Order on AI and serves as the appointed representative from WaTech on the state’s AI Task Force, including on the leadership committee.

Archie Satchell is the CIO for Palm Beach County, Florida, where he is dedicated to enhancing customer service and driving continuous organizational improvement.
With a distinguished career spanning 40 years, Archie has held key executive leadership positions, including CIO, deputy CIO and director of application development. He consistently fosters collaborative partnerships across local government, non-profit entities and educational institutions to establish a resilient and secure infrastructure optimally utilizing public resources.
Archie holds a bachelor’s degree in business administration from Northwood University. Will serves as Director of Strategic Support and Chief of Staff for the City of Seattle’s Information Technology Department, where he oversees a wide-ranging portfolio that includes personnel and labor relations, internal and external communications, service design, performance management, equity initiatives, intergovernmental affairs, and innovation pilots. With more than a decade of experience in public and private sector leadership, Will has guided IT organizations through culture-building, operational efficiency, and workforce development efforts that support mission-focused transformation.
Will plays a leadership role in advancing the City of Seattle’s 2025-2026 AI Plan, with responsibilities for aligning workforce planning, labor engagement, and organizational change with the ethical and effective deployment of AI. His leadership on the people path of AI adoption includes bridging internal readiness, talent development, and collaborative labor strategies to ensure responsible progress. Will holds a bachelor’s degree in information technology and a Master of Jurisprudence in Labor and Employment Law from Tulane University Law School and is completing his PhD.

Jason Snyder is the Secretary and Commonwealth CIO of the Executive Office of Technology Services and Security. He was previously the Chief Technology Officer at Harvard University. He has more than 30 years of information technology experience in government, higher education and the private sector.
He has worked at Harvard for almost ten years, as a Program Director for Identity & Access Management, as Managing Director of Architecture and Engineering, and as Chief Technology Officer since 2015. He served as Chief Technology Officer of the Commonwealth of Massachusetts for the duration of Governor Patrick’s tenure, and prior to that spent 13 years in the private sector at CSC Consulting Group. He's a graduate of Rensselaer Polytechnic Institute and lives in Reading.

Teri Takai

Chief Programs Officer, Center for Digital Goverment

Teri Takai is Chief Programs Officer, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.

Operationalizing AI: From Procurement to Governance

State and local governments have been proactive in developing policies, procedures, and guidelines for the transparent, ethical, and secure use of AI in their technology portfolios. As AI is deployed—ranging from gen AI tools in office productivity to AI embedded in existing software and new innovations—the next challenge is operationalization. Current guidelines will be tested during procurement of AI-enabled capabilities, including procurement processes and vendor accountability. CIOs will be challenged with overseeing rapidly evolving models and technologies. IT organizations must also adopt standards and structures to meet these demands. This session will explore AI’s broader impact across the IT fabric of government.

The People Side of AI: How Must Organizations Plan

There is plenty of discussion around how AI will threaten current jobs and responsibilities. The real question is what the AI-enabled organization of the future will look like. Roles and responsibilities will shift as employees harness AI to improve productivity and efficiency. Critical skills will evolve to enable organizations to best leverage AI in day-to-day processes. Government will look to IT leadership to define new titles and skills, not only in IT but across departments. All of this will require change management to ensure a smooth transition as organizations try to move as quickly as the technology itself.
