2020 has been a year of uncertainty and rapid change as special districts across the country are responding to the global pandemic. Districts have quickly shifted employees to remote work and adapted to managing virtual workforces. Deploying new and innovative online technologies and services to maintain vital operations, districts have kept critical citizen programs up and running. As special districts – from airports, utilities, transportation, parks, ports, libraries, fire, housing and more – continue to prepare for what comes next, there is much we can learn from the initial pandemic response. Join us for an interactive virtual summit where we’ll breakdown how things have changed, share lessons from the field, and explore tools and tactics special district leaders can use implement to keep up with evolving demands.

Tanya Acevedo

Tanya Acevedo

Chief Technology Officer, Houston Airport System

Tanya oversees the strategic planning and operational activities for a variety of technology systems and applications at Bush Intercontinental, William P. Hobby, and Ellington Airports.
Her role is to lead a dynamic team that plays a key role in ensuring the successful execution of HAS’ mission through innovative and enabling technology. Key areas of focus will highlight technologies delivering way finding, passenger flow/tracking, a stronger cyber security posture and a renewed commitment to service level agreements.
With almost three decades of experience, Tanya has a proven track record of successfully implementing innovative solutions that increase efficiency and automate processes resulting in revenue generation and cost savings. Previously, Tanya was the Chief Information Officer (CIO) for Travis County in Austin, Texas where she was responsible for the technology strategic direction of an operational budget of $35 million and 6,000 employees. She’s also held various technology roles within County of Orange in Santa Ana, California as well as Toyota Financial Services, Edmunds.com and Answerthink consulting.
Tanya holds a Master's of Business Administration from Central Michigan University and a Bachelor of Arts in Political Science from Michigan State University. She is also a certified Project Management Professional (PMP). Tanya received the 2013 IT Woman of the Year from the Austin Innotech 16th Annual IT Executive of the Year Awards, 2016 Public Sector Chief Information Officer of the Year from Public CIO Magazine and the 2017 Government Technology Top 25 Doers, Dreamers and Drivers Award.

Dustin Haisler

Chief Innovation Officer, e.Republic

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Brian Kelley

Brian Kelley

Chief Technology Officer, Ohio Turnpike and Infrastructure Commission

Brian Kelley is the Chief Technology Officer for the Ohio Turnpike and Infrastructure Commission where he is responsible for the Commission’s overall technical vision and technology operations. Prior to arriving at the Turnpike, Brian spent 27+ years as CIO for Portage County, Ohio. He also served as a commissioned Portage County Special Deputy Sheriff for 15 years investigating cybercrimes. Brian holds a Bachelor of Arts in Criminal Justice and Sociology and a Master’s Degree in Public Administration from Kent State University. He is a graduate of the Certified Government Chief Information Officer Program at the University of North Carolina at Chapel Hill. He teaches public sector IT management, electronic governance, and strategic online graduate courses and undergraduate criminal justice courses at Kent State University. He is also a senior lecturer at the University of Akron where he teaches an undergraduate course in computer and information security. Brian was recognized as one of Government Technology’s Top 25 Doers, Dreamers & Drivers in Public Sector Innovation in 2012.

David Leach

Principal Architect, AT&T

David is a Principal Architect with AT&T’s Public Shared Services organization. David works with AT&T account teams, client teams and AT&T internal departments to develop strategic solutions for AT&T Government and Education clients. He has spent over 25 years in the information technology and security industry with a broad range of consulting, integration, application and managed service providers. David is a Certified Information Security Professional (CISSP) with a SANs/GIAC based General Security certification (GSEC). Most recently with AT&T, since 2008, David has focused on cloud, communication and security technologies that drive productivity improvement and risk reduction for clients.

Maria Meachum has been the Director of the Wilmington Public Library District since 2009 and a Librarian for 22 years.She has Masters Degree in Library and Information Sciences from Dominican University. Aside from a passion for reading she has a black belt in “repairing broken things” and an addiction to technology.

Bruce J. Moeller, PhD.

Bruce J. Moeller, PhD.

Former Chief of Staff and Assistant County Administrator, Pinellas County, Florida

Bruce J. Moeller, PhD. has a diverse public-sector background spanning over 30 years, retiring as Chief of Staff and Assistant County Administrator in Pinellas County, Florida. Previously Moeller served as fire chief and then city manager for Sunrise, Florida. He also served as Director and Chief of Department for Broward County Fire-Rescue in Florida. Currently, Moeller assists local governments and others to assess and enhance public safety services – focusing on fire-rescue, EMS and 911 operations.
Chief Moeller has been a certified paramedic for over 20 years and has commanded various incidents of significance including Hurricane Andrew (1991), Value Jet #592 crash in the Florida Everglades (1996), South Florida Anthrax Panic (2001) and Hurricane Wilma (2006). Moeller is active in a variety of national associations and has served on numerous boards and committees.
Dr. Moeller has a bachelor’s from Western Illinois University; Master’s in Public Administration from Northern Illinois University; and received his Doctor of Philosophy from Florida Atlantic University. He has taught undergraduate and graduate courses in public administration, management, labor relations, fire & emergency services, and organizational theory and is currently an adjunct professor at the University of Florida. Dr. Moeller is a frequent speaker at national conferences and is an author in public administration and fire rescue fields – having contributed to Disaster Management Handbook published in 2008 by Taylor & Francis and the 4th Edition (2012) of ICMA’s Managing Fire Rescue Services.

Jeff Nehila

Executive Director, Deerfield Park District

Jeff is currently serving as Executive Director of Deerfield Park District. He has over 34 years of experience in the parks and recreation field in federal, village and special government positions in Illinois, Ohio, Wisconsin, Maryland and Germany. Jeff served as a youth soccer coach for many years and is an avid Red Sox fan (except for maybe this year!).

Sree Pulapaka

Sree Pulapaka

VP Chief Information Officer, San Antonio Water System

Pulapaka joined SAWS in 2016. Prior to that, he was the Director of Enterprise Business Innovation and Analytics for the Metropolitan Washington Airports Authority (MWAA) in Washington, D.C., and has a successful track record of managing complex information technology programs across a number of sectors including aviation, healthcare, telecommunications, and water and wastewater.
He was the section head for the Washington Suburban Sanitary Commission, where he supported compliance with federal, state and local laws and regulations/standards, including consent decrees for sanitary sewer overflows.
After consulting for companies including Computer Sciences Corp. (CSC) and SAP (BusinessObjects), Pulapaka was part of the IT executive management team at Johns Hopkins University and Health System. He earned his Master of Science in engineering from Texas Tech University.

Charles Thompson

Chief Information Officer, Port Houston

Charles Thompson joined Port Houston as the Chief Information Officer (CIO) in October of 2015 and leads the Information Technology division. Prior to the port, Mr. Thompson served the cities of Houston (2012-2015) and Phoenix (2007-2012) in the same role.
Mr. Thompson was also the CIO for Orange County, Florida public schools and the Chief Technology Officer for the District of Columbia public schools. Before beginning his career in the public sector, Charles worked in the private sector as a systems engineer, systems analyst and consultant with IBM, NYNEX Business Systems, SynOptics and Bay Networks. He also spent two years as a senior manager in Seoul, Korea, as an expatriate with Cisco Systems.
