This one-day, in-person gathering will bring together state and local government leaders, higher education partners, and private sector technology experts to discuss challenges, explore best practices, and forge the partnerships needed to build a more secure, resilient, and innovative digital future for Delaware. Gregory Lane

Gregory Lane

Chief Information Officer, State of Delaware 

Gregory (Greg) Lane is the Chief Information Officer for the State of Delaware. He is responsible for ensuring the state utilizes innovative technologies to deliver secure, reliable, interoperable and cost-effective solutions that enable state agencies and organizations to successfully fulfill their missions.
Greg has more than 35 years of IT experience in the private sector, in addition to 6+ years as Chief Technology Officer at the Delaware Department of Technology and Information. He is skilled in strategic planning, driving innovation, leading both technology and business process transformation, as well as global IT operations. Greg was the CIO of Chemours, a $6B+ chemicals spinoff from DuPont.
Prior to that, he was the CIO of DuPont’s Crop Protection agricultural unit and held IT leadership positions at DuPont in areas including Technology Architecture, Applications, Infrastructure, Regulatory Affairs, and Supply Chain.
He has extensive experience in building and leading global organizations and has demonstrated success in leading and managing change. He has also provided strategic guidance to startup technology firms.
Greg is a Delaware native and holds a BS in Electrical Engineering from the University of Delaware.

As a founding partner of digital strategy firm, Future Point of View (FPOV), Scott lives on the leading edge of technology and innovative thinking. Scott speaks to large audiences worldwide about the intersection of humanity and the Digital Transformation. Through FPOV, Scott provides advisory work for clients including Fortune100, SMB’s and government entities. This work has driven him to develop unique concepts such as the HUMALOGY® Scale for measuring the amount of human or machine involved in a system or process, and the Rivers of Information® process for building learning eco-systems. He also pioneered a framework for looking accurately into the future of an industry sector in order to set organizational strategy: The High Beam process.
Scott co-founded Alkami Technology (ALKT), the developer of a second-generation online banking platform with innovative features non-existent in current systems. The company went public in 2021 at a $3billion valuation and is today headquartered in Dallas with over 350 employees.
Scott is recognized globally for his unique ability to accurately predict future digital trends and explain the logic behind why these will alter the current status quo of the economy and society. While business application of his insights is extremely valuable to leaders and companies, he is also motivated help improve the impact post Covid environments are having on people and their daily lives. Technology has been increasingly driving change and stress and recent events are amplifying this problem. He has a unique perspective on how to manage the personal toll technology is causing people, teams and organizations.
Even as a young child, Scott was destined to see the world through a Humalogy® lens. His father was a programmer for Boeing and his mother was a counselor who mixed many philosophies into her practice of helping people in life. To this day, he is a hybrid of a technologist and humanist who strives to find a hopeful future in blending the two.
Scott has the ability to entertain, inspire, and enlighten audiences, while helping them gain new perspectives about how technology is impacting us. Scott never does a canned presentation with the exact content across events. He sets himself apart from other speakers by architecting his content with the latest examples, current events and trends relevant for the keynote he is delivering.
He is equally adept at giving large stage keynotes, speaking to small boards of directors, facilitating half and full day workshops, and doing break-out sessions. As an added bonus of his presentations, attendees come away learning how to be a better facilitator, speaker or presenter by seeing Scott use different applications and technologies to engage audiences either in a virtual, hybrid or in person setting. The best measure of his ability to inspire and inform audiences is the high percentage of speaking clients who bring him back for follow up work with their audiences.
He produces a podcast titled “The Digital Optimist” in which he delivers ideas about the transformation of humanity through the impact of technology with a positive and hopeful lens. He also writes a blog titled Digital Awakening – both can be found at his website at www.klososky.com.

He is currently working for Amazon Web Services (AWS) where he leads a team of Solutions Architects to enable digital transformation of government and education agencies through innovative solutions. For over 2 decades, Hiren held senior executive positions in Information AI, Technology, Data and Analytics and Management Consulting at prominent Fortune 500 companies like: Bank of America, Charter Communications, Amedisys Inc and Tata Consulting Services. Hiren holds an Executive MBA degree from Kenyan Flagler, University of North Carolina, Chapel Hill, NC.

Dr. James Fraley

Dr. James Fraley

Director, Cybersecurity Education, Wilmington University

Dr Fraley serves as the Director for Cybersecurity Education for Wilmington University. He previously served as a Senior Threat Intelligence Strategist for McAfee’s Advanced Programs Group (APG) and supported several cybersecurity initiatives for both private and public sectors. Dr Fraley has served several cyber task force activities including DHS’s Critical Infrastructure Partnership Advisory Council (CIPAC), NSA’s Common Cyber Lexicon Working Group, NIST’s Software Supply Chain Risk Working Group, and FBI’s Cyber Crimes Outreach Task Force. Dr Fraley was tasked with promoting information sharing across industry, academia, and Government for cyber campaign and cyber-attack attribution to support and critical infrastructure security and resiliency efforts. Dr. Fraley works with Government, Law Enforcement and Industry to promote and share cyber threat intelligence for protection and advanced detection.
Dr. Fraley has been asked by the Government to present technical issues such as Enterprise Security, Machine Learning for Malware Detection, and Big Data for cyber situational awareness and predictive cyber security defensive measures. Dr. Fraley has several (5) papers published by Institute of Electrical and Electronics Engineers (IEEE).

Eastern Regional Executive for State Government Strategy, T-Mobile for Government

Mr. Charles (Charlie) O’Shea is the Eastern Regional Executive for State Government Strategy at T-Mobile. Before joining T-Mobile, Mr. O’Shea had a long and distinguished career in public service, beginning as a New York State Assemblyman. While in the Assembly, Mr. O’Shea served on several powerful committees, none more important than the Committee on Ways and Means, which gave him deep insight into the financial operations of all state departments. After twelve years in the Assembly, Mr. O’Shea ran for and was elected as the Chairman of the Nassau County Board of Assessors and Nassau County Real Property Tax Director. In this capacity, Mr. O’Shea pushed for and secured a hard-fought modernization of the county’s tax assessment and collection system. After leaving elected office, Mr. O’Shea continued his public service career as the Director of Government Affairs & External Relations for the New York State Department of Transportation. His long and dedicated career in public service has earned Mr. O’Shea respect and accolades across the political spectrum in New York City and State Government Circles. After leaving government service, Mr. O’Shea joined the highly respected law and policy firm of Meyer, Suozzi, English & Klein as a government relations attorney. Mr. O’Shea was motivated to join the T-Mobile brand because of his longstanding efforts to improve and modernize government.
Mr. O’Shea, a graduate of Duke University and the Fordham University School of Law, resides on Long Island, New York, with his wife, Carole.

National Director of State Strategy, Fortinet

Jonathan serves as the National Director of State Strategy at Fortinet. Prior to joining Fortinet, Jonathan served the State of North Carolina in various appointed leadership positions for two separate Governor’s administrations.
Most recently, Jonathan served as the Chief Operating Officer of the NC Department of Information Technology. As COO, Jonathan ran all aspects of operations within the department and its nearly $1.2billion budget as well as the state’s $1.5 billion Statewide IT Procurement Office. He managed the Legal Division, Chief Procurement Officer, Chief Financial Officer, Legislative Affairs, Human Resources, Communications and Facilities.
Jonathan began his service to the department when he was appointed to be the General Counsel. In that role, he managed the Department ‘s legal department, with a focus on complex IT contract negotiations and legislative affairs. He also wrote the legal structure for the State’s Office of Broadband and Digital Opportunity which is set to distribute over $2billion in state and federal funds.
Prior to joining DIT, Jonathan spent over a decade with the NC Department of Justice where he was a Special Deputy Attorney General representing various state agencies including DIT where he served as legal counsel to the Statewide IT Procurement Office negotiating IT contracts for all state agencies.
Jonathan is a graduate of the University of North Carolina, in Chapel Hill and the North Carolina Central School of Law. He is a self-proclaimed rabid fan of Carolina Basketball and a lifelong Tar Heel.

John Spiegel has over 25 years of experience leading global networks and driving infrastructure transformation.  He is a recognized pioneer in SDN and SD-WAN. John has spoken at Gartner, InterOp, VMWorld, and Palo Alto Ignite, advised companies such as VMware, Cisco, and Palo Alto Networks, and guided disruptive startups including CloudGenix, Axis Security, and Arkin through successful exits. Today, he is one of the Security CTOs at HPE.  He also co-hosts the No Trust podcast, where he explores cybersecurity, SASE, SSE, and Zero Trust strategies. When not helping organizations modernize and secure their networks, John enjoys cycling Oregon’s backroads.
