Overview

The Public CIO Technology Summit is an invitation-only educational event that brings together a select group of CIOs, CTOs and other technology leaders from the largest city, county, and state IT organizations around the country. Participants gather for a day and a half of interactive dialogue around our Public CIO Special Report topics and other top-of-mind operational issues. The event’s collaborative format provides an opportunity to learn from your peers and exchange ideas on key areas of technology, management, policy, and strategy unique to large government information technology agencies.

We selected St. Louis this year as we have never hosted this event in Missouri and felt St. Louis was a great choice in our quest to visit our great American cities. We were able to find some thematic ties to St. Louis being the gateway to the West and the technology transitions we all face! We worked with the IT leadership team at the State of Missouri to ensure we could highlight the unique features of the state.

Tom Baden

Commissioner and Chief Information Officer, State of Minnesota

An experienced leader in government technology, Tom Baden was appointed by Governor Mark Dayton in 2015 to serve as Chief Information Officer (CIO) for the State of Minnesota. Most recently, Baden served as the MN.IT Chief Information Officer at the Department of Human Services, where he led efforts to modernize technology in alignment with business need. Baden’s 34 years of expertise in IT governance and management includes state service at the Department of Human Services, the Department of Employment and Economic Development, in addition to serving as MN.IT’s enterprise architect (then the Office of Enterprise Technology).

Bob Clarke

Bob Clarke

Chief Operating Officer, Indiana Office of Technology

Bob Clarke is the Chief Operating Officer for the Indiana Office of Technology. He has worked in Information Technology for 28 years, with a degree in EET and has achieved his MCSE, and industry certifications from Citrix, CompTIA and VMware. In 2011 Bob was awarded the Governor’s Public Service Achievement Award for saving taxpayer dollars through the automation of manual processes. Bob is currently working on implementing a software defined datacenter in the protected network.

David Fletcher

Chief Technology Officer, State of Utah

David Fletcher is the Chief Technology Officer of the State of Utah where he oversees the State’s egovernment initiatives and coordinates the introduction of new innovation and the state’s technical architecture program. David has served as director of the state’s Division of Information Technology, Deputy CIO over egovernment, and Deputy Director of the Department of Administrative Services. During his tenure with the State of Utah, he has promoted the use of technology to improve citizen and business interaction with state government. David has a Masters Degree in Public Administration from the University of Washington.

Miguel A. Gamiño Jr.

City CIO of San Francisco and Executive Director, Department of Technology

Miguel A Gamiño Jr. serves the City and County of San Francisco as Chief Information Officer (CIO) and Executive Director of the Department of Technology.
As the San Francisco CIO, Mr. Gamiño provides thought leadership and the strategic direction for San Francisco's use of technology. He advises Mayor Edwin M. Lee, Board of Supervisors, and City departments regarding opportunities to leverage technology to improve government services; formulate a vision for City-wide technology, embracing best practices and serving as the catalyst for enhanced technology; establish unified standards throughout the City-wide organization; and play a leadership role in the development and implementation of the Information and Communication Technology (ICT) plan for the City and County of San Francisco.

Prior to joining San Francisco in July 2013, Miguel served the City of El Paso, Texas as the Chief Information & Innovation Officer and Director of the Department of Information Technology Services.
As a technology entrepreneur, he founded two IT companies. After managing them through the start-up phase, they continue to operate successfully today.
Miguel is a graduate of the University of Texas at El Paso with a dual major Bachelor in Business Administration (BBA) in Accounting and Computer Information Systems. He also attended the CIO Institute at Heinz College of Public Policy and Information Systems Management at Carnegie Mellon University in Washington D.C.
Miguel currently serves as a Designee of Mayor Edwin M. Lee for the City and County of San Francisco on the Intergovernmental Advisory Committee (IAC) for the Federal Communications Commission (FCC), in Washington D.C.

David Garcia

David Garcia

CIO/Secretary, Department of Information Technology, Commonwealth of Maryland

David Garcia was appointed by Governor Larry Hogan as Secretary of the Maryland Department of Information Technology (DoIT) in March of 2015.
Secretary Garcia oversees the development, maintenance, and enforcement of information technology policies, procedures, and standards throughout the State government. He is also the founder, president, and chief executive of NMR Consulting. In his current role, Secretary Garcia is able to use his private sector background to identify and promulgate opportunities for State agencies to become more efficient, reduce costs, maximize the State’s investment in IT and telecommunication assets.

Audrey Hinman

Bureau Chief for Application Technology Services, State of Montana

Audrey Hinman has been the Bureau Chief for Application Technology Services within the State Information Technology Services Division, Department of Administration for the State of Montana for nineteen years. She is responsible for overseeing Montana.gov, the official state website; MINE (the Montana Information Network for Employees), the official state intranet website; the Montana eGovernment services initiative; custom application development; the enterprise content management system; statewide database hosting; and web and application hosting services for the enterprise.

Craig P. Orgeron, Ph.D.

Executive Director, Mississippi Department of Information Technology Services; Chief Information Officer, State of Mississippi

Dr. Orgeron has over 27 years of information technology experience in both the private sector and the federal and state level of the public sector. Currently, he serves as the as the Executive Director of the Mississippi Department of Information Technology Services (ITS) and Chief Information Officer for the State of Mississippi. Dr. Orgeron holds a bachelor’s degree in MIS, a master’s degree and doctorate in public policy and administration from Mississippi State University.

Alex Z. Pettit

Alex Z. Pettit

Chief Information Officer, State of Oregon

Alex Z. Pettit currently serves as the Chief Information Officer (CIO) for the State of Oregon. He was appointed in January of 2014 and serves at the pleasure of Governor Kate Brown. Dr. Pettit completed his Ph.D. in Information Science from the University of North Texas.
Since his appointment as State CIO, Dr. Pettit has worked to implement HB 3099 (2015), a law that permanently reassigned responsibility for IT service delivery at the state data center, and designated the State CIO as an independent official, directly responsible to the Governor as the primary advisor on statewide IT policy and operations. Additionally, Dr. Pettit served as the interim CIO for Cover Oregon following its failed launch—successfully transitioning the state to the federal health exchange.
Prior to joining the State of Oregon, Dr. Pettit served as the first CIO for the State of Oklahoma. As the CIO for Oklahoma, Dr. Pettit developed a comprehensive and measureable framework defining, delivering and supporting the activities of the 132 agencies for the State—consolidating all IT services within the state and assuming responsibility for the activity of 1,500 IT professionals.

Kumar Rachuri

Director – State and Local Government Solutions, Adobe

Kumar Rachuri joined Adobe as Director of Healthcare Innovation from the State of Ohio, where he served for more than 18 years in executive leadership roles across five different agencies – from central services to mission-focused agencies.
Most recently, Rachuri was CIO for the Ohio Department of Job and Family Services (ODJFS), an agency with an annual operating budget of more than $20 billion. As a triple-combined agency, ODJFS manages administrative services and support for Medicaid, Welfare, Child Support, Children Services, Child Welfare, Unemployment Compensation, and Workforce Development. Rachuri managed an IT budget exceeding $275 million and oversaw the largest IT organization in a state government agency in the United States. Under Rachuri’s leadership in 2013, the ODJFS technology team was recognized by the American Public Human Services Association (APHSA) – IT Solutions Management (ISM) for “Excellence in Human Services Technologies” in the “Collaboration Across Boundaries” category.

Ted Ross is CIO for the City of Los Angeles and General Manager for the Information Technology Agency (ITA). His department delivers enterprise IT services to over 48,000 employees across 38 City departments and digital services to almost 4 million residents across 469 square miles. His department supports more than 125 City applications, a 24/7 Data Center, City Data & Voice Communications, the 3-1-1 Call Center, Public Safety Radio Communications, and a TV Station.

Chief Deputy Director, Michigan Department of Technology, Management, and Budget

As chief deputy director, Brom Stibitz serves as the head of operations for the Michigan Department of Technology, Management and Budget, an agency of 2,700 employees, providing information technology, business and administrative services to Michigan's residents, businesses, state agencies, state employees and retirees.
Before joining DTMB, Mr. Stibitz served as the director of executive operations for the Michigan Department of Treasury and worked as the legislative director for the speaker of the Michigan House of Representatives.

Archana Vemulapalli

Chief Technology Officer, District of Columbia

Ms. Archana Vemulapalli was confirmed as the Chief Technology Officer (CTO) for the District of Columbia in April 2016. Prior to joining the Office of the CTO, Ms. Vemulapalli was Chief Technology Officer for Pristine Environments where she help business leaders use technology as an enabler. Previously, she spent several years as a technology strategy consultant at global consulting firms such as Booz Allen Hamilton, Deloitte Consulting, and Lucent Technologies.

When you compare where other industries are in their mobile transition, how does government stack up? Just looking at the travel app you likely used on your way to St. Louis, do your mobile interfaces work as seamlessly with your enterprise systems as the app provided by United, Delta and Southwest? Should it? Who is pushing the envelope in government? How do you modernize/mobilize a legacy system without the budget to rip and replace? What is a sound incremental strategy to open up your legacy environment? This session will include a discussion of projects and strategies that can inform a nimbler approach to your legacy environment.

Cyber security is an a rea garnering a great deal of attention and that does not seem to be a fad! In this session our panel will walk us through some of the areas that need attention with the goal of sharing ideas, best practices and, yes, even commiserating a bit. The federal government is pushing for a more bite-sized approach to IT projects. Many state and local organizations are exploring agile project management and software development methodologies, Others are embracing open data and hackathons.
