Speakers

Bry Pardoe

State Chief Information Officer, Office of Administration, Commonwealth of Pennsylvania

Bry Pardoe was named the Commonwealth’s Chief Information Officer in October 2025. In this role, she has overall responsibility for the management and operation of IT services for all executive agencies under the Governor’s jurisdiction.
Bry previously served as the Executive Director of the Commonwealth Office of Digital Experience (CODE PA) since May 2023. Under Bry’s leadership, CODE PA has infused new energy and resources into ongoing customer service transformation efforts and projects to improve digital experiences for Pennsylvanians.
As executive director, Bry led the implementation of numerous CODE PA digital products, including PAyback, a transformative digital system that allows residents and businesses to check the standard turnaround time for a permit, license, or certification and request a refund of their application fee if they have been waiting longer. Bry also oversaw the redesign of PA.gov, and launched several high-priority online experiences, including a fully online clemency application with the Board of Pardons, an eligibility checker and online application for the Keystone Challenge Academy with the Department of Military and Veterans Affairs, a searchable directory of 300 state grant programs, the property tax/rent rebate lookup tool with the Department of Revenue, and a new website and form to request through the Insurance Department to have independent medical experts review a claim denied by their insurer.
Prior to joining the Commonwealth, Bry served as the Director of Web and Digital Experience at Main Line Health since 2021, where she focused on efforts to improve website accessibility and make it easier to find and schedule an appointment with a provider. She also previously worked for Geisinger as a Digital Marketing Strategist and was promoted to Digital Product Manager and later Director of Digital Engagement. Bry started her digital experience career at Lycoming Engines in 2015.

Saby Waraich

CEO, Center for Transformation Mechanics

With more than 25 years of leadership experience, he helps senior leaders lead through digital transformation, organizational change, and cybersecurity challenges with clarity, calm, and trust.
Ranked as a Top 10 Global Thought Leader in IT Leadership, Saby has led multimillion-dollar technology and security initiatives across government, higher education, and global organizations. He has spoken in more than 20 countries across five continents, sharing practical strategies that help leaders move from stress, chaos, anxiety, resistance, and ego to communication, adaptation, relationships, empowerment, and staying calm. His work has been featured through Forbes Technology Council, Thinkers360, and national media outlets.

Dan Lohrmann

Senior Fellow, Center for Digital Government 

Daniel J. Lohrmann is an internationally recognized cybersecurity leader, technologist, keynote speaker and author.
During his distinguished career, Dan has served global organizations in the public and private sectors in a variety of executive leadership capacities, receiving numerous national awards including: CSO of the Year, Public Official of the Year and Computerworld Premier 100 IT Leader.
Lohrmann led Michigan government’s cybersecurity and technology infrastructure teams from May 2002 – August 2014, including enterprise-wide Chief Security Officer (CSO), Chief Technology Officer (CTO) and Chief Information Security Officer (CISO) roles in Michigan. He works with cybersecurity technology companies to provide insights and long-term strategic support. Dan is a Senior Fellow with the Center for Digital Government and a contributor to Government Technology magazine. He has advised senior leaders at the White House, National Governors Association (NGA), National Association of State CIOs (NASCIO), U.S. Department of Homeland Security (DHS), federal, state and local government agencies, Fortune 500 companies, small businesses and non-profit institutions.
Dan has more than 30 years of experience in the computer industry, beginning his career with the National Security Agency. He worked for three years in England as a senior network engineer for Lockheed Martin (formerly Loral Aerospace) and for four years as a technical director for ManTech International in a U.S./UK military facility. He has been a keynote speaker at global security and technology conferences from South Africa to Dubai and from Washington D.C. to Moscow.
Dan currently serves as Field CISO for the public sector at Presidio. He is the co-author of Cyber Mayday and the Day After: A Leader's Guide to Preparing, Managing, and Recovering from Inevitable Business Disruptions, published by Wiley in November, 2021. He is also the author of two earlier books: Virtual Integrity: Faithfully Navigating the Brave New Web and BYOD For You: The Guide to Bring Your Own Device to Work.
Lohrmann holds a Master's Degree in Computer Science (CS) from Johns Hopkins University in Baltimore, Maryland, and a Bachelor's Degree in CS from Valparaiso University in Indiana.

It also covers protecting against AI-enabled threats and AI systems that behave in ways nobody intended. One Government, One Login: The Future of Resident Identity Residents expect government to work like the digital services they use every day: one identity, easy access, and clear control over their own data. This session introduces Customer Identity and Access Management (CIAM) for the public sector. It traces how identity has moved from centralized to federated to decentralized systems (verifiable credentials), and covers adaptive authentication and consent management.
