John Register

John Register

Paralympic Games Silver Medalist, Persian Gulf War veteran, TEDx Motivational Speaker

John Register is a two-time Paralympian, Paralympic Games Silver Medalist, Persian Gulf War veteran, and TEDx Motivational Speaker. He embraced a “new normal mindset” in becoming an amputee following a misstep over a hurdle while training for the 1996 Olympic Games, after participation in two consecutive Olympic trials.
An Oak Park, Ill. native, Register discovered how to “amputate his fear of disability” and founded the U.S. Olympic and Paralympic Committee Military Sport Program in the early 2000s. He launched a book titled: 10 Stories to Impact Any Leader: Journal Your Way to Leadership Success, as business leaders return to work with their staff amid stressful circumstances surrounding the Coronavirus pandemic and the recent unrest in our urban cities.
Register teaches business professionals through his “Hurdling Adversity” speeches and podcasts to “amputate fear and embrace their new normal,” as they discover “stories within themselves.”
He finds that “it is the personal stories that inspire teams more profoundly with greater impact.”
Register is a four-time All-American graduate of University of Arkansas. He served six years in the U.S. Army—including in operations Desert Shield and Desert Storm, and in active-duty with the U.S. Army World Class Athlete Program—winning nine gold medals in the Armed Services Competition and two World Military Championships.
Register had his left leg amputated after a misstep over a hurdle changed his life. Register hyperextended his knee and severed the popliteal artery. He started swimming to aid in his recovery, made the U.S. Paralympic Team in 1996, and later won a silver medal in the long jump—as he set an American record—and sprinted to fifth in the 100 meters and 200 meters at the U.S. Paralympic Games in Sydney.
Register resides in Colorado Springs, CO with his wife Alice. The couple have three children - John Jr., Ashley, and Ronald.

He was a Project Manager for the Maryland Motor Vehicle Administration (MVA) and a consultant Senior Project Manager for the Maryland Department of Transportation (MDOT) before moving north to work as a consultant project manager for PennDOT in 2008. In 2011, he became a state employee for PennDOT as the Division Chief for Project Management. Chris currently works for the PA Office of Administration as the Director of Business and Service Management for the Infrastructure and Economic Development IT Delivery Center, which supports PennDOT, PEMA and DCED.

Matt Federoff served as the Chief Information Officer for the Vail School District in Vail, Arizona for 22 years. He helped open 18 new schools, and was the first IT leader in his state to provide comprehensive wifi, 1-1 student laptops, and all digital content for instruction. Before Vail, Matt taught high school science for eight years, where he was named an Apple Distinguished Educator. Kevin is currently the Public Sector CTO for OpenText Cybersecurity. Leveraging his innovative and strategic expertise, he drives customer engagement around cyber capabilities in federal agencies for digital transformation, software supply chain, zero trust and evolving threat defense. 
Prior to joining OpenText, he worked at the MITRE Corporation supporting DevSecOps and cyber defense initiatives. Kevin also spent time serving our nation as a federal employee at the Department of Homeland Security, Science and Technology Directorate, Cyber Security division.
He holds a Master of Science and Bachelor of Science in Information Systems from the New Jersey Institute of Technology and supports several external advisory boards in formalizing cybersecurity curriculum and initiatives.

Jessica Hoffman is a Certified Information System Security Professional (CISSP) boasting more than 15 years of extensive experience in the domains of information technology and cybersecurity. Her career spans across both the government and private sectors, where she has predominantly focused on Audit and Compliance, dedicating her expertise to safeguarding the privacy and security of millions of Americans' Personally Identifiable Information (PII), Protected Healthcare Information (PHI), and Federal Tax Information (FTI).
In addition to her professional accomplishments, Jessica serves as a respected educator, holding positions as a Professor at Harrisburg University and The Pennsylvania State University. Her academic journey began with a Bachelor of Science in Computer Information Systems (CIS) and culminated in a Master of Science in Instructional Technology, both earned from the esteemed Bloomsburg University of Pennsylvania.

Michael served formerly as the co-founder and CTO at NitroSecurity – later acquired by McAfee - where he was responsible for developing and implementing NitroSecurity's overall SIEM technology vision and roadmap. Michael has held senior technical management positions at Cabletron and Avaya. At Avaya, a global telecommunications equipment and services vendor, he served as CTO where he led the company in its strategic efforts for converged data/voice development initiatives. Michael studied Computer and Electrical Engineering at the Georgia Institute of Technology and received an honorary MBA from Bentley University where he helped create the Information Age MBA curriculum. Annie Newman is Governor Josh Shapiro’s Director of Digital Strategy — the first to hold the role and lead the newly-formed Office of Digital Strategy. In this role, Annie is the chief architect for Governor Shapiro’s digital communications, partnerships, and services, including leading the Administration’s work to responsibly integrate generative AI into Commonwealth operations. Prior to this role, Annie served as the Digital Director for Shapiro for Pennsylvania during the 2022 Governor’s race, where she led a nearly $10 million digital program using cutting edge strategies to reach Pennsylvanians all across the Commonwealth. Thanks to her expertise and leadership, Governor-Elect Shapiro was able to bring his message to communities who have never engaged with a gubernatorial campaign before – from Gen-Z and TikTok influencers to rural communities across the Commonwealth. Prior to her work with Governor Shapiro, Annie led digital strategy for democratic committees and campaigns in Montana, Massachusetts, and the United Kingdom. Annie began her career with The Messina Group and attended the University of St Andrews.

Bry Pardoe was appointed Executive Director of the Commonwealth Office of Digital Experience (CODE PA) in May 2023.
Under Bry’s leadership, CODE PA will work closely with the Office of Administration and the Governor’s Office infuse new energy and resources into ongoing customer service transformation efforts and lead high-priority projects to improve digital experiences for Pennsylvanians.
Bry served as the Director of Web and Digital Experience at Main Line Health since 2021, where she focused on efforts to improve website accessibility and make it easier to find and schedule an appointment with a provider, and selected and implemented an APl-driven SMS texting solution for appointment reminders that drove down no-shows across the enterprise by 15% in the first month of implementation. Prior to this, Bry worked for Geisinger as a Digital Marketing Strategist and was promoted to Digital Product Manager and later Director of Digital Engagement. At Geisinger, Bry led the enterprise selection and implementation of CRM and texting solutions, while building out a fully insourced digital marketing team. Bry started her digital experience career at Lycoming Engines in 2015, where she led a complete rebranding of the company’s logo, website, and sales collateral.

Chief Data Officer, Commonwealth of Pennsylvania

David Partsch was named Chief Data Officer for the commonwealth in March 2020. David is the first person to hold this newly created position and will be responsible for developing and executing data priorities, strategic plans, direct data investments, procurements, and policy for the commonwealth.
David has 25 years’ experience in the IT industry, most recently as the chief information officer and chief information security officer at InXite Health Systems, a healthcare technology company. He also served at the West Virginia Health Information Network (WVHIN), where he was responsible for all aspects of information technology for the state-wide clinical health information exchange, as well as the Geisinger Health System and the Federal Bureau of Investigation.
David is an active member of the Health Information Management Systems Society (HIMSS), College of Health Information Management Executives (CHIME), American College of Healthcare Executives (ACHE), Association for Information and Imaging Management (AIIM), Association for Records Management Administrators (ARMA), and Information Systems Security Association (ISSA).
David has served as a board member of several organizations such as Marshall University’s Master of Healthcare Informatics and University of South Florida’s Cybersecurity for Executives academic programs.
David earned a master’s degree in business administration from the University of Scranton in Scranton, PA and a bachelor’s degree in Quantitative Business Analysis from Penn State University.

Rita Reynolds serves as NACo's chief information officer. In this capacity, she oversees the internal technology operations of NACo, and leads NACo’s technology programs and initiatives for counties. She is responsible for the NACo technology blueprint, which includes managing the development and delivery of technology programming on initiatives such as cyber security, technology infrastructure and cloud computing.
Rita brings with her responsibility for serving on multiple boards and workgroups over the years including the PA Digital Advisory Board, the Multi-State Information Sharing & Analysis Center, and the NASCIO Cyber Security Workgroup. Rita also serves as the staff liaison to the NACo Technology Standing Committee and the GIS Subcommittee.
Before joining NACo, Rita served as the CIO for the County Commissioners Association of Pennsylvania, where she spent 20 years mainly focused on similar initiatives for CCAP and with counties in Pennsylvania. Prior to that Rita was an independent fiscal and computer consultant where she worked with numerous children and youth agencies in Pennsylvania and designed fiscal and data reporting applications, including a statewide AFCARS solution.
Rita holds a B.A. in business administration with a minor in political science from Messiah College in Pennsylvania. Rita has been the recipient of numerous awards over the years, including the Technology Council of Central Pennsylvania’s 2019 Moxie Award, Government Technology’s 2017 Top 25 Doers, Dreamers and Drivers, and State Tech’s “30 State and Local Government IT Influencers” for 2020.

Andy brings more than 32 years’ experience in IT management, serving in leadership and technical roles which focused on Governance, Risk, and Compliance in both the private and public sector. Jesse Roberts is an AWS Principal Solutions architect with 26 years’ experience as an engineer, analyst, architect and executive. At AWS, Jesse serves as the Lead Solutions Architect for their State, Local Government and Education business in the eastern United States where he is passionate about leveraging the combination of cloud technology and design thinking to help address some of the biggest challenges of government and education. Prior to AWS, he spent 21 years at Boeing, GE and Maximus as a lead architect and then Vice President of IT Architecture. Outside of IT, Jesse is a co-founder of the Rensselaer Repair Café and serves on the Board of Trustees for both Woodland Hill Montessori School and the Arts Center of the Capital Region. He mentors formerly incarcerated students in coding and technology through the Justice Through Code project at Columbia University’s Center for Justice.

Amina Al Sherif is a technical engineering lead in machine learning and generative AI at Google. She immigrated to the United States in 2010 as a first generation Arab-American. She has spent twelve years in the Department of Defense serving as an Army officer in the Reserves and North Carolina National Guard as a tactical cyber operator and cyber targeter.
Amina has previously worked as an early stage startup executive focused on artificial intelligence innovation and product. Prior to her startup experience, Amina worked at Google as a Cloud Engineer bringing the innovation and power of Google’s capabilities to the Department of Defense and Intelligence Community. She focused on big data and machine learning, gaming and simulation, and data privacy and security in cloud computing and analytics.
Amina has worked with the Joint Special Operations Command (JSOC) as an Arabic, Farsi, and French language enabled Open Source Exploitation Analyst at Fort Belvoir, VA and Fort Bragg. She deployed under Operation Inherent Resolve to Baghdad, Iraq in 2015/2016. In 2016-2017 she deployed to Afghanistan supporting the Special Operations Community. Most recently Amina deployed to Iraq, Syria, Turkey and Israel for a Special Missions Unit out of Fort Bragg, North Carolina supporting cyber-HUMINT operations. Amina holds a BA in Linguistics and Arabic from the University of Mississippi and a Masters in Professional Studies in Cybersecurity and Information Sciences from Penn State University. She is currently attending the University of Texas in San Antonio to pursue a career in astrophysics at the PhD level. She regularly blogs on Medium documenting her self-taught technical career. In January 2020, she published her first book An Approach to Machine Learning in Cyber Defense for the Department of Defense. She is also working on a three-part young adult fiction novel series and is currently contracted with Black Rose Writing for publication. Ellen Strom was named Chief Accessibility Officer for the commonwealth in January 2020.
In this role, Ellen is focused on ensuring that the state’s digital content is accessible to its citizens and employees alike.  She works with state agencies to define best practices, design and implement strategies to educate and influence organizational culture, improve procurement processes and organize communities of practice.  
Ellen has been in the digital customer experience field for more than 15 years.  Prior to joining the commonwealth, she concentrated on designing and implementing a digital program to improve the web and mobile banking experiences for customers with disabilities.  She is a Certified Professional in Accessibility Core Competencies (CPACC).
Ellen earned a master’s degree in business administration from the American University in Washington, DC and a bachelor’s degree in French and German from Millersville University of Pennsylvania.  She spent two of her undergraduate years in study abroad programs at the Université Paul Valéry in Montpellier, France and Phillips Universität in Marburg, Germany.

In 2023, the Department of Justice announced a Notice of Proposed Rulemaking regarding the accessibility of digital experiences under Title II of the Americans with Disabilities Act, which requires state and local governments’ services, programs, and activities be accessible to people with disabilities. Pennsylvania also reintroduced legislation requiring accessible digital content on all state and local government websites
