The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Stacey Wright - Keynote

Director of Partnerships at MS-ISAC/EI-ISAC, former Director of Cyber Intelligence

Stacey A. Wright, CISSP, is the Director of Partnerships at the Multi-State Information Sharing and Analysis Center® (MS-ISAC®) and Elections Infrastructure ISAC® (EI-ISAC®), which are part of the non-profit CIS®. Her focus is on bringing new cybersecurity information and resources to state, local, tribal, and territorial (SLTT) governments. Previously, Stacey was the Director of Cyber Intelligence, where she built the Intel Team. Under her guidance, the team published more than 300 reports per year, providing timely, actionable, unbiased SLTT government and elections-focused insight. In addition to her work at CIS, Stacey teaches two graduate cybersecurity and threat intelligence classes at the State University of New York. Prior to her employment at CIS, Stacey was the Cyber Intelligence Analyst for the Federal Bureau of Investigation (FBI) Albany Division, where she was responsible for coordinating the local cyber intelligence program and served as the FBI's liaison to the MS-ISAC. Stacey began her career as an Information Systems Specialist for the Cambridge, MA, Public Safety departments. She received her Bachelor of Science in Criminal Justice from Northeastern University and her Master of Business Administration from the University of Massachusetts, Boston. She is a formally trained Intelligence Analyst and a national speaker on cybercrime.

Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Sean E. Crager was named the Chief Technology Officer for the Commonwealth of Pennsylvania in February 2019.
Sean participates in the development and execution of the commonwealth’s information technology strategic plan. Sean has specialized in leading modernization efforts for the organizations he serves and has developed nationally recognized software that has been adopted and implemented by numerous states and universities.
Prior to this role, Sean served as the CIO of the Commonwealth of PA’s Conservation and Environment Delivery Center, CIO of the PA Department of Environmental Protection, CIO of Franklin County, PA, Assistant CIO of the PA Liquor Control Board, Director of Enterprise Strategic Technology Services of the PA Office of Administration, and CIO of the PA Department of Agriculture.
Sean graduated Summa Cum Laude with a Bachelor of Science in Geoenvironmental Studies at Shippensburg University with a certificate in Geospatial Technologies and earned his Master Certificate in Information Systems and Technology Project Management from Villanova University. Sean is ITIL Foundations certified and earned his Certified Government Chief Information Officer qualification from Harrisburg University. Sean is a veteran of the United States Navy where he served honorably as an Operations Specialist (Fleet Marine Force) attached to Tactical Air Control Squadron Eleven in San Diego, CA.

Mr. Kingberry has more than 25 years of experience in the field of information technology and has a diverse background in both federal government and corporate settings, with extensive experience in large-scale information technology transformation, big data analytics, and enterprise computing, as well as secure hybrid cloud implementations.
Prior to joining Unisys, Shawn served as director of cloud Solutions from Engility Corporation. In this role, he supported all sectors of the federal civilian government. As the chief information officer for the Recovery Accountability and Transparency Board from 2009 – 2014, Shawn led the Recovery Board’s successful effort to host Recovery.gov site to provide transparency on stimulus spending related to the American Recovery and Reinvestment Act of 2009. He received the prestigious FED 100 Award for his leadership and persistence in implementing four information systems for the Recovery Board, including Federal Reporting.gov and Recovery.gov, which was the first government-wide information system to be fully migrated to a public cloud.

Daniele Loffreda is senior advisor, Healthcare State/Local Government and Education (SLED) in Ciena’s Market Development organization. In this role he leads Ciena’s initiatives to apply next generation hardware, software and services networking technologies to help these sectors deliver better services to their constituents through digital transformation, optimized cloud strategies, virtualized infrastructure and improved data security.
Daniele has more than 20 years of experience helping customers leverage information, communications and technology solutions provide greater value, improve their operations and generate higher returns on network investments. He has been involved in smart city projects since 2014, he has been a speaker at smart city events and has published a number of articles and blog posts on network connectivity as a critical foundation of smart cities.

Bruce J. Moeller, PhD. has a diverse public-sector background spanning over 30 years, most recently serving as Chief of Staff and Assistant County Administrator in Pinellas County, Florida. Previously Moeller served as fire chief and then city manager for Sunrise, Florida. He has extensive experience working with municipalities and special districts assisting them to provide effective and efficient services in their communities.
Chief Moeller has been a certified paramedic for over 20 years and has commanded various incidents of significance including Hurricane Andrew (1991), Value Jet #592 crash in the Florida Everglades (1996), South Florida Anthrax Panic (2001) and Hurricane Wilma (2006). Moeller is active in a variety of national associations and has served on numerous boards and committees.
Dr. Moeller has a bachelor’s from Western Illinois University; Master’s in Public Administration from Northern Illinois University; and received his Doctor of Philosophy from Florida Atlantic University. He has taught undergraduate and graduate courses in public administration, management, labor relations, fire & emergency services, and organizational theory and is currently an adjunct professor at the University of Florida. Dr. Moeller is a frequent speaker at national conferences and is an author in public administration and fire rescue fields – having contributed to Disaster Management Handbook published in 2008 by Taylor & Francis and the 4th Edition (2012) of ICMA’s Managing Fire Rescue Services.

Amelia Arata Powell is the 5G Product Marketing lead for the Verizon Business Group. In her role, Amelia and her team are responsible for the development and execution of marketing strategy including but not limited to Fixed Wireless Access, Mobility products, and International 5G product marketing strategy. In addition, Amelia supports the Machine to Machine ecosystem and subsequent 5G overlays into the wider IoT portfolio (MEC, Network Slicing, Critical Asset Tracking, LPWA solutions, etc.) Amelia is a key player accountable for the overall B2B and B2B2C wireless strategy where she provides ongoing product marketing support for a wide portfolio of products and services related to the introduction of 5G in both domestic and international marketplaces. Day to day responsibilities include but are not limited to portfolio analysis, the development and evolution of value propositions, strategy development, sales enablement tactics and the execution of learning and development content.
Previously, Powell served as Sr. Director of Marketing and Strategic Partnerships for USA Technologies and as Director of Marketing and PR for the Clay Studio, an internationally-recognized art gallery and learning center in Philadelphia where she is now a board member. Prior to that she was the DC-Metro Regional Marketing Manager for the Higher Education division of ARAMARK. Powell holds a BA in Communications from St Joseph’s University in Philadelphia, PA.

Vice President for Strategic Workforce Development and University Centers, Harrisburg University

Kelly Powell Logan joined Harrisburg University of Science and Technology in 2015 as Vice President for Strategic Workforce Development and University Centers. Through partnerships with public and private sector employers, Kelly leads the development and promotion of professional development education programs and oversees Career Services for HU students. Over her career Kelly has held leadership positions in academia, the public sector and the private sector. She has served as Cabinet Secretary for three Pennsylvania Governors, served as Executive Director of Public Services at PHEAA and lead marketing and procurement in private sector organizations.
Kelly holds a Bachelor of Science degree in Business Administration from Villanova University; a Master of Business Administration (MBA) degree from The Pennsylvania State University; and completed the Strategic Leadership for State Executives program at the Governors Center, Duke University. She is a graduate of Leadership Harrisburg Area’s Executive Leadership program, is past chair of the Capitol Regional Economic Development Corporation (CREDC) and past president of the National Association of State Chief Administrators (NASCA).

Charlie Reisinger has served as the Director of Technology since 1999. He leads educational technology programs, infrastructure, and systems in support of teaching and learning with technology. A Penn Manor graduate, Mr. Reisinger received a B.A. in Psychology from Millersville University, and an M.S. in Instructional Design & Technology from Philadelphia University. Reisinger is an advocate and frequent speaker on open source principles in education. He is the author of The Open Schoolhouse: Building a Technology Program to Transform Learning and Empower Students.
Charlie received his M.S. in Instructional Design & Technology from Philadelphia University. He is a member of the International Society for Technology Education (ISTE) and a member of the PA School Business Officials Association (PASBO). Charlie has served as an adjunct instructor at Harrisburg University of Science and Technology and Philadelphia University.

Rita Reynolds served as the CIO for the County Commissioners Association of Pennsylvania. In her 20 year career with CCAP she worked with county CIOs and IT Directors as well as state agencies and national organizations to develop a multitude of technology programs from software enterprise agreements to cyber security programs and criminal justice technology solutions. She has now joined NACo as their CTO – Chief Technology Officer and will be developing a new technology blueprint for NACo and its members.

Tom Sabo is a principal solutions architect at SAS. He’s been immersed in the field of text analytics as it applies to federal government challenges since 2005. Tom presents work internationally on diverse topics including modeling applied to government procurement, best practices in social media analysis, and using analytics to leverage and predict research trends. He also served on a panel for the Institute of Medicine’s Standing Committee on Health Threats Resilience to inform DHS and OHA on social media strategies. He holds a bachelor’s degree in cognitive science and a master’s in computer science, both from the University of Virginia.

Roozbeh Sadeghian, PhD

Associate Professor of Data Analytics, Harrisburg University

Upon graduating with a degree in electrical engineering (control field), Dr. Sadeghian worked for seven years in several industries as a Senior Industrial Automation Engineer. He decided to continue his education in the signal processing field which gave him the motivation for obtaining a Ph.D. During his Ph.D. research, he began familiarizing himself with Machine learning with a focus in diagnosing human health disorders.
Dr. Sadeghian worked on speech features as the baseline to diagnose the delay in speech in children and Alzheimer's disease in elderly people. To address the issues properly, he has worked with several tools such as DNN and RNN networks and has published several papers that proved his hypothesis of using speech recognition in diagnosing health disorders in early stages.

Senior Advisor, State and Local Government, CISCO

As a Senior Advisor for State and Local Government at Cisco, Daniel Stewart is dedicated to helping government entities find the tools to implement the use of available technology with clear returns on investments and increased economic development, citizen satisfaction, public safety and security.
Prior to joining Cisco, Stewart’s efforts as Chairman and Commissioner of the New York State Commission of Correction led to one of the widest growing video integration projects in the country. By the time of his retirement from government, most of NY States Prisons and New York State’s County Jail system were operating on video platform technology enhancements for inmate services.
Stewart served four governors as he led the regulatory oversight agency of the New York State Correction System including 67 state prison facilities, 57 county jail facilities, New York City Department of Correction (Riker’s Island), secure juvenile facilities and 536 police department lockups.
Prior to his state service, Stewart served three terms as City Councilor and then three terms as Mayor in the City of Plattsburgh, New York. He helped achieve the national ranking of #1 Small City in the United States by Site Selection Magazine for small city development opportunities. He was a team member in the re-use of the former Plattsburgh Air Force Base upon its closure, widely recognized as the best re-use example of a military facility asset in the United States.
Stewart served his country as a Sergeant in the United States Air Force as a member of the Strategic Air Command. He was awarded achievement medals for professional service and actions taken during an operational situation, good conduct, and outstanding unit ribbon while on active duty.
Stewart’s time in local and state government service gives him a keen knowledge and understanding of the many implications and challenges involved in the decision making process for deploying technology projects at the local and state government levels.

V. Reid Walsh

Deputy Secretary, Human Resources and Management, Commonwealth of Pennsylvania

V. Reid Walsh is the Deputy Secretary for Human Resources and Management for the Commonwealth Pennsylvania. As deputy secretary, Reid’s focus has been on implementing core transformation initiatives. These include consolidating commonwealth HR under a shared services model, building a four-year strategic plan and IT roadmap for HR, establishing a unified service delivery model through process standardization, building an HR LEAN program and managing HR service delivery through metrics and governance.
Prior to taking on her current role, Reid served as the chief of staff and policy director for the Office of Administration, playing an instrumental role in the agency’s key initiatives.
Reid also served as the director of operations for the Tom Wolf for Governor campaign, where she oversaw operational needs and planned and executed the campaign's primary and general election night events. Reid also served as executive director of the Wolf Inaugural Committee.
Before returning to her hometown of York, Walsh spent thirteen years in Washington, D.C., with the Public Broadcasting Service (PBS), most recently as the senior director in the Business Affairs and Program Management Department. As senior director, she managed a multi-million-dollar annual budget, while leading operational activities across seven departments. Reid also played a key role in establishing and managing a matrixed organization and building new business units from the ground up.
Reid attended the University of Delaware, where she graduated with a degree in communications. After college, she spent a year in service through Jesuit Volunteer Corps serving the homeless youth community of Phoenix, Arizona.
Reid currently resides in Spring Garden Township with her husband and two children.

Smart City Director, Innovation Management, Office of Innovation & Technology, City of Philadelphia

As Smart City Director for the City of Philadelphia, Emily is responsible for managing and leading the implementation of the SmartCityPHL Roadmap that provides guidance on how smart and emerging technology solutions can improve the quality of life for residents, businesses and visitors while improving the delivery of City services.
Throughout her career, Emily has worked to help cities position themselves as globally competitive by utilizing a systems approach to develop strategies, projects and programs that exist within the intersection of sustainability, technology, and economic development. Most recently, Emily was Deputy Director with Envision Charlotte where she was responsible for leading the development of the Circular Charlotte strategy, which made Charlotte the first city in the US to have a citywide circular economy strategy, in addition to other local programming that created a smarter, more sustainable Charlotte.
She has held a variety of positions in Europe and North America, including urban planning positions with both the District of Columbia and the city of Cleveland planning offices. Emily was a recipient of the prestigious Alexander von Humboldt German Chancellor/ Bundeskanzler Fellowship, which funded a year of research focused on German approaches to the implementation of sustainability policy and climate change adaptation in brownfield development. Emily holds a Bachelor of Science in Landscape Architecture from Arizona State University. She is a member of the Emerging Leaders in Energy and Environmental Policy (ELEEP) Network.

Tom Yeatts is an experienced IT executive with a proven track record of delivering results. Before joining ServiceNow as SLED CTO, Tom served as deputy CIO for Howard County, MD. His responsibilities included designing the architecture and delivering IT projects in support of the county’s vision to connect its citizens and workforce on a secure and stable environment. Tom graduated from Virginia Tech and resides in Maryland.
