Concurrent SessionsPractical CloudGettysburgThe paradigm has already shifted, and just about every organization has ventured into the cloud in one way or another. Some attempts have been more successful than others, some models have proven more viable than others, and some procurement approaches have fared better than others. This session focuses on lessons learned, practices that work and pitfalls to avoid. Mark Fellows, Director, Oracle Cloud, Government and Education, Oracle America, Inc. Dan Morris, Senior Solutions Architect, Product Management, Foxit Software (@foxitsoftware) Jim Weaver, Chief Technology Officer, Commonwealth of Pennsylvania IT and Business - Seeking the Holy GrailLancasterTypically, efforts to align technology and business bring more tension than synergy. But the digital age is triggering new perspectives on traditional roles, boundaries and interaction. There’s just no time for battles – society is evolving far too quickly. Ideally, technology drives new business processes and business opens the door to new technology solutions. It should be a two-way street. This session looks at tactics, techniques and approaches to get stakeholders onto the same page. And isn’t that the holy grail? Kim Burky, Director, Integrated Enterprise System, Commonwealth of Pennsylvania John Stewart, Partner Executive, K12 Education and SLG, Ricoh USA, Inc Where’s My Data?Leland BoardroomThe key to making sense of data is accurately determining the nature of it, including where it came from, where it resides, how it’s classified, who owns it, who plans to use it, and how it might be accessed and used. These questions can be tedious and even painful to answer but they are critical steps to optimizing information management, shoring up security and getting the most out of analytics. This session focuses on building a solid data foundation that holds up under pressure. Viral Chawda, Principal, KPMG Danielle B. Reinhart, Global Director of Analytics, Unisys Design ThinkingBridgeport BoardroomWhen people hear the term “design thinking” they often assume it’s in regard to fashion design or home improvement. But what it really refers to is an approach that puts the focus on people when designing new services and products. It’s a way of thinking that takes into account desires, preferences and experiences. It also tends to be free-flowing and experimental in nature. This session covers the basics of design thinking and how it can be adapted for public sector problem-solving. Featured Speaker – CyberstrikeCarlisle/York RoomMorgan Wright, Author and Cybersecurity Expert Scenario: The Russian Federation launches coordinated cyberattacks against the Ukraine, taking out large numbers of power plants, crippling water systems and disrupting communications. Massive civil unrest taxes first responders and public services beyond the breaking point. Double agents occupy key infrastructure positions. It is the culmination of a two-year espionage operation and the Russian Federation seizes the country without a shot being fired. How did this happen? A printer cartridge, falsified work histories and routine social engineering. In this riveting session, Morgan walks us through the future of warfare, the critical role of cybersecurity, the importance of properly vetting employees and why traditional network security is failing. |

Concurrent SessionsHow Do We Determine What Citizens Really Want?GettysburgIn this highly interactive and fast-paced society, people are getting more demanding about, well, everything. The pressure is mounting on government to make “citizen-centric” more than a buzzword. To one degree or another, each of us is expected to wear the hat of “Chief Customer Officer”. But how do we know what they really want? And who are “they”, anyway? This session discusses innovative strategies that can pave the way to making government’s relationship with its customers more stimulating and rewarding. Laura Meixell, Assistant Director of Performance Improvement, Innovation and Performance, City of Pittsburgh (@lauratypes) Kumar Rachuri, Director, State and Local, Government Solutions, Adobe Adam Thornton, Director of Operations, Pennsylvania Interactive/NIC Risk Governance StrategiesLancasterCan we ever be 100% digitally secure in this age of IoT, cloud, mobility, data-sharing, hacktivism, cyberwarfare, et al.? The answer, of course, is a resounding “no”. But that’s hardly an excuse – failure is simply not an acceptable option for stewards of private information. What can we do to improve the odds? The first step is learning how to manage risk. Much can be gleaned from debacles and near-misses in the public sector. This session takes a no-nonsense look at how, why and where governments go wrong. Erik Avakian, Chief Information Security Officer, Office of Administration, Commonwealth of Pennsylvania Kathryn Condello, Director of National Security, Corporate Security, CenturyLink Sean Telles, Manager of Systems Engineering, Public Sector State and Local, ForeScout Technologies Time to Innovate!Leland BoardroomAs technology drives on and continues to transform society in countless ways, we each have the choice to lead, follow or risk getting run over. Option number one is definitely the most rewarding. It’s not always easy to embrace the process of reinvention, but is there really any other choice in the long run? This session looks at some novel approaches to technology innovation and inspiring colleagues and stakeholders to think outside the box and try some things that might never have been done before. Keynote – A Conversation with Teri TakaiCarlisle/York RoomTeri Takai, Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan Teri Takai is one of the most respected and influential government IT leaders in the country. Teri is most well-known for her public-sector roles, starting in budget-torn Michigan where she led the state to the #1 ranking in the Digital States Survey four years in a row. Never one to back down from a challenge, she next accepted a plea from Governor Schwarzenegger to put California’s struggling technology efforts back on track. And if that wasn’t enough, Teri next took on the job of heading up the largest IT budget in the world, a budget matched only by the scope of DOD’s problems and complexities. Now she leads one of the nation’s premier digital government think tanks. In each locale, she has been tasked with driving disruptive change. In this captivating session, Teri shares her extraordinary experiences, lessons learned and candid advice. |
