Bry Pardoe

State Chief Information Officer, Office of Administration, Commonwealth of Pennsylvania

Bry Pardoe was named the Commonwealth’s Chief Information Officer in October 2025. In this role, she has overall responsibility for the management and operation of IT services for all executive agencies under the Governor’s jurisdiction.
Bry previously served as the Executive Director of the Commonwealth Office of Digital Experience (CODE PA) since May 2023. Under Bry’s leadership, CODE PA has infused new energy and resources into ongoing customer service transformation efforts and projects to improve digital experiences for Pennsylvanians.
As executive director, Bry led the implementation of numerous CODE PA digital products, including PAyback, a transformative digital system that allows residents and businesses to check the standard turnaround time for a permit, license, or certification and request a refund of their application fee if they have been waiting longer. Bry also oversaw the redesign of PA.gov, and launched several high-priority online experiences, including a fully online clemency application with the Board of Pardons, an eligibility checker and online application for the Keystone Challenge Academy with the Department of Military and Veterans Affairs, a searchable directory of 300 state grant programs, the property tax/rent rebate lookup tool with the Department of Revenue, and a new website and form to request through the Insurance Department to have independent medical experts review a claim denied by their insurer.
Prior to joining the Commonwealth, Bry served as the Director of Web and Digital Experience at Main Line Health since 2021, where she focused on efforts to improve website accessibility and make it easier to find and schedule an appointment with a provider. She also previously worked for Geisinger as a Digital Marketing Strategist and was promoted to Digital Product Manager and later Director of Digital Engagement. Bry started her digital experience career at Lycoming Engines in 2015.

Neal Gallucci

Head of Solutions Consulting, Public Sector

Neal is a driven leader focusing on major digital transformation that constantly challenges the norms of the public sector. Neal has a wide variety of experience in identity and access management, identity verification, criminal/fraud investigations, technical architecture, project management, change management, and steady state operations.
At Socure, Neal is the Head of Public Sector Solutions Consulting within Socure where he is responsible for providing fully inclusive oversight and guidance of Socure’s industry leading product suite and integration into Government systems. 
In Neal's previous public position, he built and led the digital identity platform for one of the largest states. In this role Neal accomplished major digital transformations migrating the State’s existing identity system to a cloud identity system, implementing Single Sign On to thousands of applications (Unemployment, BMV, Medicaid, etc) including MFA and identity verification services. Additionally, Neal led the User Experience/Website platform with over 150+ government websites, and the digital platform for State’s coronavirus pandemic response. At Socure, Neal continues to lead all of Socure's major projects as a dedicated advisor to the State's business and implementation teams.

Andy Hanks

Executive Strategist, Tanium

Andy Hanks is a Chief Government Strategist at Tanium with more than 30 years of experience in information technology, including 18 years focused on information security, regulatory compliance, and data privacy. Prior to joining Tanium, Andy served as Senior Director at the Center for Internet Security, Chief Information Security Officer at the State of Montana, and Global Security Program Manager at IBM. Hanks earned a Master of Science degree in information systems from Drexel University, holds multiple cybersecurity certifications, and is a graduate of the FBI CISO Academy. Andy Hanks is a cybersecurity thought leader driven by a passion for protecting citizens’ data and defending critical infrastructure.

Dan Lohrmann

Senior Fellow, Center for Digital Government 

Daniel J. Lohrmann is an internationally recognized cybersecurity leader, technologist, keynote speaker and author.
During his distinguished career, Dan has served global organizations in the public and private sectors in a variety of executive leadership capacities, receiving numerous national awards including: CSO of the Year, Public Official of the Year and Computerworld Premier 100 IT Leader.
Lohrmann led Michigan government’s cybersecurity and technology infrastructure teams from May 2002 – August 2014, including enterprise-wide Chief Security Officer (CSO), Chief Technology Officer (CTO) and Chief Information Security Officer (CISO) roles in Michigan. He works with cybersecurity technology companies to provide insights and long-term strategic support. Dan is a Senior Fellow with the Center for Digital Government and a contributor to Government Technology magazine. He has advised senior leaders at the White House, National Governors Association (NGA), National Association of State CIOs (NASCIO), U.S. Department of Homeland Security (DHS), federal, state and local government agencies, Fortune 500 companies, small businesses and non-profit institutions.
Dan has more than 30 years of experience in the computer industry, beginning his career with the National Security Agency. He worked for three years in England as a senior network engineer for Lockheed Martin (formerly Loral Aerospace) and for four years as a technical director for ManTech International in a U.S./UK military facility. He has been a keynote speaker at global security and technology conferences from South Africa to Dubai and from Washington D.C. to Moscow.
Dan currently serves as Field CISO for the public sector at Presidio. He is the co-author of Cyber Mayday and the Day After: A Leader's Guide to Preparing, Managing, and Recovering from Inevitable Business Disruptions, published by Wiley in November, 2021. He is also the author of two earlier books: Virtual Integrity: Faithfully Navigating the Brave New Web and BYOD For You: The Guide to Bring Your Own Device to Work.
Lohrmann holds a Master's Degree in Computer Science (CS) from Johns Hopkins University in Baltimore, Maryland, and a Bachelor's Degree in CS from Valparaiso University in Indiana.

Ann Masland

Director of Enterprise Solutions, Comcast Business

Ann Masland is Director of Enterprise Solutions for Comcast Business, leading account management across Pennsylvania with a specialization in Government and Education. With more than 20 years of telecommunications experience, Ann works with public-sector organizations to modernize technology infrastructure through secure connectivity, cybersecurity, and managed network solutions.

Ann is passionate about helping government and education leaders navigate emerging technologies and build secure, scalable infrastructure that supports both today’s priorities and future innovation. She holds a master’s degree in project management from Penn State and brings a collaborative, consultative approach to helping organizations strengthen operations and better serve their communities.

Matt Peters

Chief Technology Officer, CAI

Matt serves as CAI’s Chief Technology Officer and is responsible for enterprise technology, infrastructure, security operations, and all technical consulting practices. Matt provides strong leadership across the enterprise and ensures that all CAI technology stacks are modernized and prepared for the company’s planned future growth and scale. Matt continuously searches for new, innovative technologies that can enhance our companies’ capabilities as well as our clients.
Matt has served in other roles at CAI including Vice President – Technology, Executive Director – Intelligent Automation, and Co-Director – CAI Labs. In these previous positions, Matt was responsible for product development and technical consulting services and ultimately formed one of the most technically competent delivery teams in the UiPath partner network. Prior to joining the CAI team, Matt held positions at Accenture and Oracle.
Matt holds a Master’s Degree in Organizational Psychology from Pennsylvania State University and a Bachelor’s Degree in Communication, Computer Science, and Psychology (Human-Computer Interaction) from Juniata College. Always seeking ways to instruct and help colleagues and clients, Matt has experience speaking at many conferences and webinars including various SIM events, TCCP, AI Summit, and many virtual events. Matt also serves on the ArtsQuest Technology Board and is a former board member (and continued supporter) of Easter Seals of Eastern Pennsylvania.

Ed Therriault

Principal Digital Transformation Architect, Portage CyberTech

Ed has over 25 years of experience in the design, development, deployment and operations of privacy sensitive electronic service delivery solutions for both public sector and banking clients. Ed’s involvement in the domains of Identity, Credential and Access management, web content management and service transformation started with his participation in the creation of the Central Frame Database at Statistics Canada. He went on to participate in the creation of the Strategis ID and the web content management solutions at Industry Canada and has made immense contributions to the Govt of Canada's vision for citizen and business centric access to information and transactions.
