Amaya Capellán

State Chief Information Officer, Office of Administration, Commonwealth of Pennsylvania

Amaya Capellán was named the Commonwealth’s Chief Information Officer in July 2023. In this role, she has overall responsibility for the management and operation of IT services for all executive agencies under the Governor’s jurisdiction.
Amaya has nearly 20 years of professional experience in technology consulting, startups, and customer experience. She previously worked for Comcast, where she was instrumental as a leader of digital transformation for its customers. As Vice President of Product Management in the Technology, Product, and Experience (TPX) unit, Amaya led app strategy, identity management, and servicing and account experience for the Xfinity app, which is available to 30 million customers. In this role, she oversaw the launch of the app, which combines six apps into one unified platform, a transformation which grew active users from 1 million to 8 million per month. In other roles, Amaya helped launch Xfinity Mobile, a wireless service, and then led the strategy, pilot, and initial launch of Comcast Business Mobile, tailoring the service and offering for small, mid-size, and enterprise customers.
Amaya has also held product leadership and strategy positions at PeopleLinx (a venture-backed business-to-business sales startup), Booz & Company's Technology and Communications practice, FCB Global (an ad agency), and an eLearning startup in Madrid, Spain. In these roles, she helped to lead the companies through key moments of transition by working collaboratively to define products, strategies, and processes that leveraged technology to drive outcomes.
Amaya holds a Bachelor of Economics from Princeton University, an MBA from Wharton and a Master’s in International Studies from the University of Pennsylvania. She resides in South Philly with her wife, Alison and their 8-year-old son, Santiago.

Scott speaks to large audiences worldwide about the intersection of humanity and the Digital Transformation. Through FPOV, Scott provides advisory work for clients including Fortune100, SMB’s and government entities. This work has driven him to develop unique concepts such as the HUMALOGY® Scale for measuring the amount of human or machine involved in a system or process, and the Rivers of Information® process for building learning eco-systems. He also pioneered a framework for looking accurately into the future of an industry sector in order to set organizational strategy: The High Beam process.
Scott co-founded Alkami Technology (ALKT), the developer of a second-generation online banking platform with innovative features non-existent in current systems. The company went public in 2021 at a $3billion valuation and is today headquartered in Dallas with over 350 employees.
Scott is recognized globally for his unique ability to accurately predict future digital trends and explain the logic behind why these will alter the current status quo of the economy and society. While business application of his insights is extremely valuable to leaders and companies, he is also motivated help improve the impact post Covid environments are having on people and their daily lives. Technology has been increasingly driving change and stress and recent events are amplifying this problem. He has a unique perspective on how to manage the personal toll technology is causing people, teams and organizations.
Even as a young child, Scott was destined to see the world through a Humalogy® lens. His father was a programmer for Boeing and his mother was a counselor who mixed many philosophies into her practice of helping people in life. To this day, he is a hybrid of a technologist and humanist who strives to find a hopeful future in blending the two.
Scott has the ability to entertain, inspire, and enlighten audiences, while helping them gain new perspectives about how technology is impacting us. Scott never does a canned presentation with the exact content across events. He sets himself apart from other speakers by architecting his content with the latest examples, current events and trends relevant for the keynote he is delivering.
He is equally adept at giving large stage keynotes, speaking to small boards of directors, facilitating half and full day workshops, and doing break-out sessions. As an added bonus of his presentations, attendees come away learning how to be a better facilitator, speaker or presenter by seeing Scott use different applications and technologies to engage audiences either in a virtual, hybrid or in person setting. The best measure of his ability to inspire and inform audiences is the high percentage of speaking clients who bring him back for follow up work with their audiences.

Mark Weatherford is a globally recognized information security professional with experience at some of the world’s largest public- and private-sector organizations. He was appointed as the first deputy undersecretary for cybersecurity at DHS in the Obama administration and was chief information security officer for the state of Colorado and for the state of California under Gov. Arnold Schwarzenegger. In the energy industry, he was VP and chief security officer at the North American Electric Reliability Corporation, where he worked daily with Congress and electric utilities across North America on cybersecurity standards, regulations, and policy issues. He also served as a principal at The Chertoff Group and was VP and chief cybersecurity strategist at vArmour. Most recently, he was the VP and global information security strategist at Booking Holdings, the world’s largest online travel business with offices and employees in almost every country in the world and whose major companies include Booking, Priceline, Kayak, OpenTable and Agoda.

In addition, Jobe engages in assisting clients in Incident response (IR) cases. He believes cyber-security is vital to any and all corporations and that every organization should have access to adequate resources to assist them in this evolving field. Jobe has worked for over a decade supporting various clients from a myriad of fortune five hundred corporations. He is a trained Digital Forensics investigator and has received training from the SANS Institute. In addition, Jobe has certifications in eDiscovery platforms. He holds a BA in Political-Science and a minor in C.I.S and has his M.S. in Cybersecurity with a focus on cyber-policy. Lastly, Jobe is currently an Adjunct Professor at Messiah University, teaching Cybersecurity courses and has lectured Digital Accounting at Georgetown University.

Gary comes to Unisys with a wide range of experience.  Most recently he served as the Field CTO and Enterprise Architect for ServiceNow SLED vertical.  He has also been the SLED CTO for Tanium and Dell Technologies.  Additionally, Gary’s career includes positions as CIO and CTO in the States of Nevada and Texas.

Before joining Microsoft, Aleine served as the Deputy Chief Information Officer for the State of Delaware, where she gained valuable experience in managing technology initiatives and overseeing operations. Prior to joining Microsoft, Aleine served as the General Counsel and Deputy Attorney General for the Delaware Department of Technology and Information (DTI). During her tenure at the Delaware Department of Justice (DDOJ), she led the Departments and Agencies Unit in the Civil Division as Assistant Unit Head and then Unit Head. DDOJ leadership and the Governor’s Chief Counsel tasked her with lead efforts in the pandemic taskforce. She has also held various executive roles in public service and technology, guiding critical missions and strategic policies.
Throughout her career, Aleine has received numerous accolades for her contributions. She was nominated for the Microsoft Living Our Culture Award for her impact on State and Local Government approach to Responsible AI principles and practice. Aleine was also awarded the Microsoft Corporate External and Legal Affairs (CELA) Spotlight Award for her substantial impact on a significant government customer matter, leading with her culture-, colleague-, client-, and customer-obsessed dedication. Furthermore, Aleine received a CELA Start Award for scaling compliance counseling and culture through videos with her client’s Vice President.

He has extensive experience in information systems planning, development, support, systems integration, vendor and systems analysis, hardware and software implementation.
