Heather McGowan is an internationally known speaker, writer, and advisor. She prepares leaders to effectively react to rapid and disruptive changes in education, work, and society. In 2017, LinkedIn ranked Heather as its number one global voice for education. Heather’s sessions help employees and leaders alike prepare for and adapt to jobs that do not yet exist. She is often quoted in the media, notably in the New York Times. Pulitzer Prize–winning NYT columnist Thomas Friedman frequently quotes Heather in his books and columns and describes her as “the oasis” when it comes to insights into the future of work. Her academic work has included roles at Rhode Island School of Design, Becker College, and Jefferson University, where she was the strategic architect of the first undergraduate college focused exclusively on innovation. In 2019 Heather was appointed as a faculty member of the Swinburne University Centre for the New Workforce in Melbourne, Australia. Jim has had a long and successful career in TV and film, including roles in Ron Howard’s Oscar-nominated film Apollo 13, followed by The Grinch and Frost/Nixon. Jim has guest-starred on many television programs: Friends, The Marvelous Mrs. Maisel, This is Us, SWAT, Whose Line Is It, Anyway?, NCIS, Parks & Recreation, and others. His character voices and impressions can be heard in innumerable video games and animated TV shows and films. His YouTube video Shakespeare in Celebrity Voices brought him global attention and led to many opportunities, including America’s Got Talent, where he did his celebrity impressions at Radio City Music Hall. Jim lives in Los Angeles with wife Tamra Meskimen, also an actress and one of the founders of The Acting Center, an acting school in LA which delivers online training. His daughter Taylor Meskimen is an award-winning narrator and actress. His mother is Emmy and Golden Globe award nominee Marion Ross, the iconic “Mrs. C” of Happy Days fame.

Phil Bertolini is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

For over 35 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. Alan received his Bachelor of Science degree in Business Administration at California State University, Sacramento.

Director, Department of County Assets and Chief Information Officer, Multnomah County

Tracey Massey leads the Department of County Assets (DCA) for Multnomah County. She is the Chief Information Officer and oversees Facilities and Property Management, Information Technology, Records Management and Archives, and Fleet and Distribution. With 14 years of experience at the County and 14 years in private industry she has a robust background in information technology, customer service, and project management. Tracey has been deeply involved in leading the County's IT organization and in June of 2020 was appointed interim director of the Department. Tracey has steered DCA during a year when the County has relied heavily on the department’s services and expertise. During her time as interim director, nearly half of the organization’s workforce settled into a shift to telework and many buildings closed due to the pandemic, while some facilities were impacted by vandalism. She plays a key leadership role as the County looks to the future of work, post pandemic.

Teri Takai is vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan.
Teri is a member of several industry advisory boards. She has won numerous awards including Governing magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award and the Department of Defense Medal for Distinguished Public Service.

Since then, he’s served as district technology coordinator for the Phoenix-Talent School District, director of technology for the Oregon Education Enterprise Steering Committee, CIO for the Willamette Education Service District, where he was a founding member of the Cascade Technology Alliance (CTA), and CIO of Hillsboro School District.
As CTO for the Pacific Northwest’s largest school district, Don oversees the technology needs of more than 49,000 P-12 students spread across more than 100 locations.
He holds a master’s degree in educational technology from Pepperdine University and a bachelor’s degree in elementary education from Southern Oregon University.
