Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

Vice Provost and Chief Information Officer, Oregon State University

Andrea S. Ballinger is an executive IT leader and strategist who directs high-caliber teams, crafts high-level guiding visions and aligns technology investments with business goals. Andrea has been in higher education for more than 20 years, serving in many senior capacities that include CTO, CIO, COO and, briefly, CEO. During her tenure in higher ed, Andrea has been a key driver for IT operations, transformations and strategies, building high-performing teams and bringing complex projects to fruition.
In her current role as Vice Provost for University Information and Technology with Oregon State University, Ms. Ballinger is responsible for providing senior strategic vision and leadership for the overall IT environment in support of OSU’s mission. She leads the OSU IT community across the university, providing the crucial information technologies and services that directly enable teaching, learning, research, engagement and administrative activities.
Before Oregon State University, Andrea served as Louisiana State University’s Associate Vice President and Chief Technology Officer, providing leadership, vision and direction to the university’s investment, deployment and strategic use of information technology resources across its several campuses. Prior to that role, she served as Vice President, Chief Operating Officer and Chief Information Officer for the University of Illinois Alumni Association, with a brief role as CEO during a leadership transition, where she gained a great deal of advancement skills. Andrea also held several senior-level titles for both Illinois State University (CTO, AVP for Administrative Technologies) and the University of Illinois, Urbana-Champaign (AVP for Decision Support and other Decision Support titles), where she led the initiative to modernize their IT ecosystems, including implementing ERPs, CRMs and business intelligence environments. Prior to joining higher education, Andrea spent 10 years in the banking and finance industry, where she was last a Vice President of Operations at a large Midwest Bank working in several mergers and acquisitions.
Andrea has a passion for reimagining the student experience, building strong IT teams, using analytics as a decision-making beacon and achieving operational excellence. Andrea has an undergraduate degree and an MBA, both from the University of Illinois at Urbana-Champaign.

Senior Vice President, Government Technology

Phil Bertolini is senior vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Executive Director, Link Oregon

Steve Corbató serves as Executive Director of Link Oregon (the dba for Oregon Fiber Partnership), the non-profit organization formed by Oregon’s four largest research universities and state government to develop and operate a high-speed, statewide broadband network in support of the founding partners’ missions of education, research, healthcare and public service. Prior to assuming this role in 2018, he was Chief Technology Officer with responsibility for IT infrastructure at OHSU. Corbató has nearly three decades of experience around Internet-based network development and deployment. While at the University of Utah (2006-2015), he served as a member of the governing board of the long-standing Utah Education Network (now UETN) and launched two partnerships with public transportation agencies for access to optical fiber and conduit for network expansion. Earlier at the Internet2 national non-profit organization, he led the national, high-speed network that supports U.S. research and education. Previously, while at the University of Washington in the 1990's, he was a member of the steering group that developed the Washington State K-20 Network connecting all sectors of public and higher education. Over his career, he has served on numerous boards for regional and national networking organizations. He currently serves as a board member for the Northwest Access Exchange (NWAX), the Internet Exchange in the greater Portland area, and board chair for The Quilt, the national affinity group of non-profit regional networks serving the research & education community. He resides in Portland, Oregon.

Debbie Estabrook currently serves as the Chief Information Officer (CIO) for the State of Oregon Health & Human Services agencies - Oregon Department of Human Services (ODHS) and Oregon Health Authority (OHA). She joined the state in 2015 as the Deputy Chief Information Officer before moving into the CIO role in 2020.
Debbie has been instrumental in the development of the agencies’ ODHS/OHA Strategic Technology Plan aligning business strategy to technical strategy, and adoption of the Performance Management System practicing operational excellence and accountability.
Debbie’s most recent focus includes leading the IT organization in response to the COVID-19 pandemic, enabling thousands of staff to work remotely; incorporating an equity framework; and continuing modernization in alignment with enterprise and business strategy.
Debbie’s 25+ years in IT has included work in both the public and private sectors across aerospace and manufacturing industries, local and state government, consulting, and health and human services. She has a bachelor’s degree in Mathematics from the University of California, Santa Barbara, and a master’s degree in Computer Science from the University of Nevada, Reno.

He also established the organization's strategy and programming for broadband and digital inclusion. Aaron's career experience includes working as an urban planner and research director primarily in public and nonprofit organizations. He is a two-time graduate of The Ohio State University, with a master’s degree in city and regional planning and a bachelor’s degree in sociology. A recent transplant to Oregon, Aaron lives in Portland and serves on the Portland Digital Inclusion Network Planning Team.

Dennis Tomlin is the Chief Information Security Officer for Multnomah County, where he is responsible for leading the county’s cybersecurity efforts. He manages a team of 6 security professionals that ensures endpoint and perimeter protection, incident response, forensics, identity management and regulatory compliance (HIPAA, CJIS, PCI-DCS).
He is responsible for establishing policies and providing leadership and consulting for in-house county security initiatives. The county protects employee and residents data and privacy by employing a security model based on the NIST Cybersecurity Framework along with CIS controls which consists of cyber intelligence, defense in depth and incident response.
In addition to public speaking and participating in panel discussions, Mr.Tomlin serves the sector and his community as an appointee by Governor Kate Brown to be a voting member of the Oregon Cyber Advisory Council.
In addition Mr. Tomin serves on: SLTTGCC (CISA State Local Tribal Territorial Governing Coordinating Council), Mt Hood College Cybersecurity Program Advisory Board, Clackamas Community College Healthcare Program Security Advisor, Evanta CISO Governing Board, SecureWorld Advisory Board.
Mr. Tomlin attended Portland State University where he majored in Elementary Education. He was a Peace Corps Volunteer in Paraguay from 1978 to 1981.
