Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Oregon Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public- and private-sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and the timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations.

Samantha Baltzersen

Special Agent, Cyber Intrusion Squad, Portland Division, FBI

Special Agent Samantha Baltzersen is currently assigned to the Portland Division’s Cyber Intrusion Squad. She is a certified Computer Forensic Examiner for the FBI and holds the GIAC Security Essentials (GSEC), Forensic Examiner (GCFE), Enterprise Defender (GCED), and Incident Handlers (GCIH) certifications. Before transferring to the Portland Division, SA Baltzersen served in the New York and Washington Field Offices of the FBI on the Computer Analysis Response Team (CART) working digital forensics.

Deb has spent the last 8 years focused on digital communication management, social media automation and constituency outreach programs for State, Local, and Regional Public Agencies with GovDelivery. Through a consultative and educational approach, she ensures that the communication process for her clients provides the most engagement with the least amount of effort. She has presented communication approaches at events such as the Washington State Governor's Social Media Workshop, American Public Works Association, and the Minnesota Interagency Rules Committee. Prior to GovDelivery, Deb provided consulting and team building services to government and business.

Ronald Hamilton

Ronald Hamilton

Vice President, Security Solutions Division, Performance Technology Partners

Mr. Hamilton has been working in the Information Technology industry for over 28 years with over 16 years of experience dedicated to Information Security.  As VP of the Security Solutions Division at PTP, Mr. Hamilton is responsible for the direction and operations of the Division.
Mr. Hamilton has assessed the security of over half the Fortune 50 and dozens of the largest State and local Governments including Texas Department of Health, CalPERS, Georgia Technology Authority, California DMV, California Department of Technology, and the City of Chicago.
During his tenure at SAIC as the Vice President of the Vulnerability Assessment Division, he successfully exploited dozens of the largest financial systems in the world including twice hacking SWIFT implementations. 
At Digital Equipment Corporation he managed and led teams to design and implement Enterprise Networking Systems comprised of more than 40,000 nodes for Citibank, the Department of Defense, CIA and NSA. 
Mr. Hamilton has spoken at various security conferences, provided hacker training classes at SANS, and Black Hat, and has been interviewed and quoted by several news organizations including CBS News, ABC News, FOX News, and Swiss Television.

Lead M2M Product Manager, U.S. Cellular

Jeff is responsible for ideation, development, deployment and lifecycle management for Business and Government solutions related to M2M (Machine-to-Machine).  Jeff has worked closely with various government agencies to respond to the unique needs of the market and has developed partnerships and products that have allowed business and government customers alike to improve operations through a variety of asset and fleet management as well as monitor and control solutions.  He has over 20 years of experience in programming and hardware engineering.  Jeff earned B.S. degrees in Psychology and Computer Science from the University of Wisconsin, Stevens Point and a Masters in Computer Science from the University of Wisconsin, Madison.

Director of Operations & Marketing, Oregon Information Division of NICUSA, Inc.

In her role as Director of Operations & Marketing, Ms. Jorgensen works with Oregon government agencies to identify opportunities to leverage the state's E-Government Program to implement new online services for Oregonians. Managing the design and project management teams to see these projects through completion, her focus is on delivering cutting edge, usable web services that meet the needs of citizens and businesses while streamlining operations and creating cost savings for agencies.
 
Ms. Jorgensen brings 10 years of experience as a marketing, communications and development professional to her current role. She has worked with government agencies including county, state and Federal agencies, technology and life sciences companies, non profits and services firms.

A professional actor for over thirty years, Jim Ross Meskimen appeared in the films Apollo 13, The Grinch, Frost/Nixon, The Punisher, There Will Be Blood, and many others. Some of Meskimen’s TV credits include recurring roles on Parks & Recreation, Fresh Prince of Bel Air, Friends, Whose Line is it, Anyway?, Lie to Me and Rules of Engagement. In 2011, the Australian Today Show dubbed Meskimen, “The World’s Greatest Impressionist.” His viral Shakespeare in Celebrity Voices has over a million views and subsequent viral videos have cemented him as a major YouTube talent. He can be seen currently in Impress Me, an original half-hour comedy that originated as a successful web series. Meskimen lives in Los Angeles with his actress wife, Tamara. Their daughter Taylor is also a performer. His mother is beloved actress Marion Ross, who played Mrs. C in the long-running ABC comedy Happy Days.

President, Technology Association of Oregon

Skip is the President of the Technology Association of Oregon, one of the nation’s fastest-growing trade associations dedicated to supporting technology, innovation, and entrepreneurship at a regional level. Before joining the TAO, Skip served as an economic development policy advisor to Portland Mayor Sam Adams, where he helped create Portland’s first comprehensive economic development strategy in 16 years, recognizing software as a key industry cluster. While at the City of Portland, Skip’s projects included the adoption of the nation’s first open source software procurement policy at the municipal level, a regional open data initiative, and the development of resources to support entrepreneurship, like the Portland Seed Fund. Previously, Skip was a corporate and IP attorney and entrepreneur. 
 
Skip is the incoming Chairman of the Board of Directors of TECNA, Technology Councils of North America, which is a global network of technology and entrepreneurship associations, and he serves on Worksystems Inc.’s Workforce Investment Board and the Advisory Board of Oregon FIRST Robotics. Skip is also a 2012 recipient of the Portland Business Journal’s 40 Under 40 award.

Gene has over 15 years of Security experience and has held positions of VP of OEM and Channels at Thales e-Security, Director of WW Channels at Ingrian Networks and VP of Marketing at Schlumberger Security. Gene has a BSEE from the University of Southern California and a MBA from the University of Oklahoma.

Chad has been helping companies and government agencies design and implement technology solutions for more than two decades.  Chad started his journey with Folsom Technology Group and has been with Citrix for the past two years.  Chad’s passion is to help commercial and government customers transform their business by enabling Information Technology Departments to support mobile workers while maintaining the highest levels of security and end user experience. 
 
Chad has worked with companies such as AT&T, Google, and government agencies across the nation, to deliver mobility driven solutions.  He has shifted his focus to solely assisting State and Local Government agencies to find solutions to real world issues through technology.  Chad’s enthusiasm and energy brings a spark to all of the projects he works on.

Melody Riley has over 20 years experience in computer technology and 14 years in state service. Over the last 3 years, as an IT director in OHA/DHS OIS executive team, she has provided leadership in enterprise architecture, data strategy, process maturity improvement and strategic planning. Other areas of background and experience include: project management, operations, computer training and workforce development, product management, IT service management, and facilitation.
