Dan Cronin was appointed as the state chief information officer in January 2025. With over 20 years of experience as a global IT leader, Cronin has built a distinguished career driving strategy, software development and systems engineering initiatives. Known for leading large-scale digital transformation and process improvements, he consistently delivers significant business value through innovative solutions and operational excellence.
Before his current appointment, Cronin held leadership positions at renowned organizations, including Marriott International, Allstate Insurance Company and ZF Automotive Group. He successfully steered engineering teams to optimize costs, implement automation and foster innovation, contributing to measurable organizational outcomes and efficiency. His expertise spans strategy, execution, continuous improvement and governance, underscored by a keen focus on delivering technology-driven results.
Cronin earned his Bachelor of Applied Science from Arizona State University's school of engineering, and he currently resides with his wife, Molly, in Yukon, Okla.

Michael Gregg has more than 20 years of experience in information security and risk management. He is the CISO for the state of North Dakota. Previously, he has worked in private industry and as an expat CISO for global organizations. In addition to his experience as a security practitioner, Michael has authored or coauthored more than 20 books, including Hack the Stack, Build Your Own Security Lab and Security Administrator Street Smarts.
In 2024, Michael was awarded one of the Top 20 Doers, Drivers and Dreamers for State Government and presented with the CISO Visionary Leadership Award. In 2023, he was voted one of the top 100 CISOs for North America. Michael has been invited to the White House to discuss cyber security and has testified at the state level and before U.S. Congress. His articles have been published on IT websites and he has been sourced as an industry expert for CBS, ABC, NBC, CNN, Fox News and the New York Times. Michael believes he can give something back to the community that has given him so much and serves on cyber advisory boards for several colleges and works with several non-profit organizations.

Ryan Hamilton works in cybersecurity for local government, where he focuses on figuring out what actually works day to day. Much of his work centers on making the most of existing tools—configuring systems effectively, tightening processes, and finding solutions that make sense for the people who use them.
With a background that bridges technical work and real-world implementation, Ryan understands the constant balance between best practices and practical limitations. He works to turn policy into action, helping departments move from security goals on paper to systems that genuinely protect people and data.
He believes cybersecurity should be practical, sustainable, and built to last. Always thinking a few years ahead, Ryan looks for approaches that will still make sense five or ten years from now. He’s also a strong advocate for communication and collaboration, helping bridge gaps between technical teams, leadership, and everyday users to create a more connected and secure community overall.

Strategic Cybersecurity Advisor, Cyber Command, Office of Management and Enterprise Services, State of Oklahoma

Amber Mangham brings a wealth of experience to her role as CyberCommand’s pioneering Strategic Cybersecurity Advisor. With nearly 15 years of service in state government—including a decade in public health emergency management—she has honed her expertise in crisis response, strategic coordination, and resilience building.
Prior to her state government career, Amber served eight years in the U.S. Army, where she worked as a military police officer and contributed to the Civil Military Operations Center (CMOC). Her military and emergency management background provides a strong foundation for her leadership in cybersecurity preparedness and response.
In her current role, Amber is focused on advancing cybersecurity resilience across Oklahoma through a whole-of-state approach. She fosters collaboration among local, state, federal, tribal, and private sector partners, driving strategic initiatives that strengthen the state’s ability to confront and adapt to evolving cyber threats.

Nishanth Rodrigues is the Chief Information Officer at The University of Oklahoma (OU), where he provides strategic leadership for university-wide information technology services. With more than 31 years of diverse IT leadership experience spanning higher education, healthcare, and manufacturing, he is recognized for advancing institutional goals through innovative, resilient, and secure technology environments.
In his current role, Nishanth oversees the development and delivery of enterprise IT services that enable OU’s academic, research, and administrative priorities. His leadership emphasizes digital transformation, operational excellence, and alignment of technology strategy with institutional objectives.
Over the course of his career, Nishanth has directed numerous large-scale initiatives, including:
Implementation of a comprehensive ERP system (SIS/HR/FIN) for an R1 (very high research) institution.
Two enterprise EHR deployments (Cerner and Epic) for Level 1 Trauma centers.
An outpatient EHR implementation (AthenaHealth) for Michigan State University.
Design and construction of advanced data centers at Michigan State University and the University of Mississippi to support research and academic innovation.
His professional journey includes serving as CIO at the University of Mississippi, Assistant Vice President and Chief Technology Officer at Michigan State University, and 15 years in healthcare IT leadership as Director of IT and Chief Information Security Officer at Bronson Healthcare, as well as IT Director at Ascension Health. Across these roles, Nishanth has consistently led digital transformation initiatives that strengthened institutional resilience, supported enrollment growth, expanded research capacity, and enhanced the overall student, faculty, and staff experience.
Nishanth maintains active professional affiliations, including membership on the Cisco Higher Education Advisory Council and participation in multiple national steering committees. His commitment to academic service is reflected in his leadership and contributions to numerous institutional committees throughout his career.
He holds a Doctorate of Education from the University of Mississippi and a Master of Business Administration from Michigan State University. Beyond his professional endeavors, Nishanth is an avid martial artist, car and motorcycle track racing enthusiast, enjoys esports, and lifelong learning.

Michael Roney leads the North America Data Warehouse team within the Data & AI brand at IBM. Mike and team are manically focused on customer success via; workload-based optimization, competitive analysis, rapid migration and the exploitation of cloud infrastructure and economics, thus elevating IBM’s strategic presence within traditionally on-prem centric relationships.
Before returning to IBM in 2016, Mike lead Market6’s business development and implementation teams in addition to overseeing the company's data platform strategy and development team. As a senior member of the leadership team Mike enjoyed influencing organization goals, holding profit and loss accountability in addition to his career long devotion to customer success and value creation. Market6, (acquired by Kroger / 8451 in September 2016) provides retailer-supplier collaboration solutions leveraging advanced predictive analytics that allow both retailer and supplier to make smarter, faster, more proactive operational decisions every day. Market6 heavily leverages IBM data platform technology to process over 4 billion demand forecasts per day against over 100 terabytes of data, providing actionable analytic sophistication to over 1,500 consumer packaged goods customers.
Mike began his IBM journey via the Netezza acquisition in 2011. Mike had already held many technical leadership roles with Netezza for six “no rest for the weary” years before the acquisition. He thoroughly enjoyed his front row seat, consistently delivering new logos and revenue, to Netezza’s venture backed boot strapping days through its IPO and ultimately its 1.8B dollar acquisition and integration into IBM. In retrospect Mike will always nostalgically appreciate the simplicity of small company problems. Helping to navigate the culture shock of “acquired” IBMers will always hold a special place for Mike.
The daunting assimilation and “culture shock” of joining IBM wouldn’t be the last twist for Mike. He was immediately approached to assume a executive role and facilitate the integration of Netezza technology assets and processes with those of IBM in support of the growth markets business unit.  Mike lead a large sales and technical group while on expat assignment in Singapore with responsibility for; China, the ASEAN region, Australia, New Zealand and Korea. He primarily focused on building a market presence for Netezza technology, establishing a consistent technical selling process and supporting revenue growth.
Previous to Netezza, Mike spent eight years in the Business Intelligence space with MicroStrategy, serving in a variety of technical and technical leadership roles. 
Mike is a Cincinnati native and graduate of Xavier University. Mike and his wife Courtney live in Northern Kentucky and have two daughters, Addison (20) and Isla (17). Away from work Mike spends his time traveling with the family, enthusiastically supporting his daughter’s volleyball development and enjoys sporting clay shooting, upland bird hunting and fly fishing.

Throughout his 30-year career, Josh has held positions at five private companies and five state agencies across four states, demonstrating a deep and adaptable knowledge of the IT landscape.

Third Party Solutions Manager, Department of Transportation, State of Oklahoma

Lance Underwood was named Enterprise Systems Services Director for the Oklahoma Department of Transportation in January 2025. Underwood was the Third Party Solutions Manager for the Office of Innovation until his promotion.
Underwood joined ODOT in 2021 as an Enterprise Analyst for both ODOT and the Oklahoma Turnpike Authority. In 2024, he transitioned to Third Party Solutions Manager and was promoted to Enterprise Systems Services Director in 2025. He has played a key role in developing technical and enterprise process solutions for ODOT and OTA business users, managing multiple technical projects simultaneously. Major initiatives included overseeing the production pilot of the ODOT Google Cloud Platform data lake and implementing a deployment of an Environmental Programs and GIS application, which significantly improved federal reporting speed and efficiency.
His new responsibilities include direction and oversight of business services, content management, technology services, risk management and GIS.
A native of Tahlequah, Underwood holds a bachelor’s degree in Business Administration and Management Information Systems from Northeastern State University and a master’s of Business Administration from the University of Oklahoma. He and his wife, Roberta, live in Oklahoma City and have three children.

Chief Innovation Officer, City of Oklahoma City

Dr. Kelly Williams serves as the City of Oklahoma City’s first Chief Innovation Officer. Since she stepped into this role in April of 2023, she has been working diligently to help solve problems and improve efficiency across the City. She and her team have completed a variety of projects, including establishing the City’s first formal Data Governance Board and achieving What Works Cities Certification at the Silver level, demonstrating effective use of data and research in the City’s decision making. Transformative projects touching Human Resources, Finance, and Audit are among those already facilitated by this young office. Current initiatives include revamping the City’s process for Private Development and empowering staff to effectively and appropriately use AI to make their work more efficient and impactful.
Dr. Williams graduated Magna Cum Laude with her Bachelor of Science in Psychology from Oklahoma City University before continuing on to earn both Master of Science and Doctor of Philosophy degrees in Quantitative Psychology from the University of Oklahoma. She began her career as Oklahoma City University’s Director for Institutional Research, where she supported data-informed decision making and strategic planning across campus. She then served in a variety of leadership roles at the Oklahoma Medical Marijuana Authority, including a year as the agency’s Director, helping ensure that the Authority ran smoothly to support more than 350,000 licensed patients and more than 12,000 commercial licensees. After leaving OMMA, Williams served as the COO at the United Way of Central Oklahoma, supporting over 50 local non-profit partners addressing OKC’s most pressing needs.
Williams currently serves on the Board of Directors and as Board Chair Elect for Leadership Oklahoma City’s YLX program, which is dedicated to supporting rising youth leaders in the City, and acted as Co-Chair of the 2023-2025 cohorts of their Leadership Skills program. Previously, she served five years on the Board of Directors at Family Builders, an agency focused on healing families that have experienced abuse, with terms as Board President and Vice President with the organization. She also served four years on the United Way of Central Oklahoma's Research and Community Initiatives Board.
Williams is a life-long Oklahoman and currently resides in Oklahoma City with her husband, two children, and three dogs.
