State Chief Information Officer Jerry Moore was appointed in January 2020, having previously served as the OMES director of IT Applications Services and bringing with him years of experience from IT positions held at companies such as Devon Energy, ConocoPhillips and the Tulsa Technology Center. In his role as CIO, Moore is driving efficiencies and innovative technology enhancements for the entire state. Throughout the coronavirus pandemic, Moore’s team has filled gaps for several state agencies to ensure technology services remain reliable and consistent.

Under Moore’s leadership, the OMES Information Services team resolved over 331,000 service requests in FY 2020, with a successful first call resolution rate of almost 90%. Moore’s team was instrumental in transitioning state employees to a telework environment at warp speed, as necessitated by the pandemic, not only quickly establishing VPN connections for thousands of state employees, but also developing multiple systems and platforms for agencies such as OESC and OSDH to support their services to Oklahoma citizens.

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

Nancy is a seasoned professional who offers NITCO’s clients over thirty years of leadership experience in business, government, and the volunteer sector. Her distinguished career includes supporting Fortune 1000 implementation teams in a variety of leadership roles. Nancy’s first career was in law enforcement for the City of Carrollton Texas and achieved the rank as Police Lieutenant. As a police officer she served as a community relations officer teaching children and adults about security and safety. She also was selected to serve as the first official Spokesperson for the Police Department. After entering the technology field, Nancy has spoken at local and international conferences on Servant Leadership and on a variety of technology topics.
As a servant leader, Nancy has a unique talent in translating client business needs into technical solutions by balancing end-user requirements, business objectives, technology capabilities and resources with a concern for budget and schedule constraints. More importantly, in digital transformation projects she can articulate ROI for clients because of her understanding of business processes and client needs for justifying business use cases.
Nancy enjoys traveling and her most exciting adventure was photographing brown bears at Katmai National Park in their natural habitat.
Nancy has been recognized throughout the years for her extensive and passionate volunteer work including being named “Woman of the Year” by the Mayor and City Council for the City of Carrollton, Texas; by Entrepreneur Magazine and the Phoenix Business Journal as a contributing small business owner.

Kevin serves as the Director of Technology Services for the Oklahoma Municipal Assurance Group, a municipal interlocal cooperative agency with emphases on technology risk, cybersecurity, and cyberliability insurance for cities and towns in Oklahoma. With 23 years of technology experience, Kevin has spent 20 of those years in government technology leadership roles focusing on a wide range of citizen services, including adaptive technologies, K-12 and Postsecondary educational technology, and application development for State natural resources and transportation services. His peer-reviewed research paper, “Immaturity and Moral Hazard in the Cyber Insurance Market” was the featured cover article in the ISSA Journal for October 2019 and named as a “Best of” article for 2019. He has a Masters degree in Cybersecurity from Oklahoma State University. He was the founding chair of the Oklahoma State advisory subcommittee on web accessibility requirements, and currently serves as a founding officer of the Oklahoma Cybersecurity Coalition, and a Board Member of the Infragard Oklahoma Members’ Alliance.

At the Public Health Lab, she played a pivotal role in modernizing the lab’s infrastructure and tools to increase efficiency, expand testing capability, and enhance data integration. Passionate about serving those who lead Oklahoma to prosperity through health, she is currently partnering and collaborating to modernize and innovate the Department of Health technology service.
