Government Technology's passion is helping spread best practices and spurring innovation in the public sector. The Oklahoma Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

Information and Communication Technology Accessibility Program Manager, Oklahoma ABLE Tech

Rob Carr, CPACC, is the Information and Communication Technology Accessibility Program Manager for Oklahoma ABLE Tech, Oklahoma's Assistive Technology Act Program housed at Oklahoma State University. Rob helps organizations to embrace inclusion through technology. He trains and guides state agencies, higher education institutions and the occasional private sector partner to transform isolated accessibility efforts into sustainable programs. From high-level topics like accessibility in procurement and building accessibility initiatives to the nuts and bolts of PDF and web accessibility, Rob makes accessibility something that organizations can fit into their existing processes. Rob works closely with peer Assistive Technology Act Programs around the country to provide training and technical assistance around technology accessibility. Rob also speaks at local and national conferences on various accessibility-related topics and organizes Oklahoma’s statewide accessibility conference, TechAccessOK.

DataBank President, Matt Charlson, has spent his career bringing innovative, award-winning solutions to the marketplace. He has built a reputation for developing effective business strategies and leading organizations with a customer-centric approach. By focusing on the strategic direction of DataBank and working with the executive team to drive company-wide alignment, he has been able to achieve corporate goals and transform the culture of the organization.
Prior to DataBank, Matt was co-founder and Chief Technology Officer of eDocument Resources. There he led the product and technical service divisions and built successful solution frameworks that brought feasible, valuable offerings to a variety of industries. When his company was acquired by DataBank in 2013, Matt took numerous executive leadership roles at the company. Under his direction, DataBank verticalized their sales and delivery divisions, streamlined their operations and ultimately enhanced DataBank’s customer experience.
Matt loves meeting with customers and internal team members across the nation to receive insight and feedback to help shape DataBank’s future. He is a graduate of Minnesota State University and lives with his family in Cincinnati, Ohio.

Michael Cleghorn

Michael Cleghorn

City Manager, City of Lawton

Michael Cleghorn was appointed as Lawton City Manager in January 2019 and took office on February 2019. As city manager, Cleghorn is responsible for gathering data and information to support the policy-making needs of City Council while implementing administrative policies, overseeing fiscal management, promoting community coordination, encouraging interagency collaboration and managing day-to-day operations of city departments.
Cleghorn is a retired U.S. Army combat veteran with 21 years of service. During his military career, Cleghorn held numerous leadership positions and had extensive training in electronics, logistics, maintenance, and personnel management. Cleghorn holds a Bachelor of Science in Liberal Arts from Excelsior College in Albany, New York, and a Master’s in Science in Leadership and Management from Texas A&M Central Texas.
Since retiring from the military and before accepting the position of City Manager for the City of Lawton, Cleghorn held several positions in municipalities; most recently as the Director of Public Works for the City of Copperas Cove, Texas, where he managed the activities of eight departments and approximately 80 personnel. During his time as the Director of Public Works, Michael oversaw several projects including the reorganization of the Solid Waste Department, City Park Sewer line replacement, several master planning documents, capital improvement plans, capital outlay plans and employee (personnel) improvement plans.
Cleghorn is married to former Margaret Pond; they have four children and four grandchildren. His hobbies include golfing, collecting watches, restoring cars, watching movies, spending time with his wife and entertaining the grandchildren when they visit.

Mr. Cohan is a managing director in Accenture’s public service group leading consulting for government innovation and transformation in the US southwest region. With over 27 years of public service experience, Mr. Cohan has served as a strategy and digital implementation consultant to dozens of state and local governments focused on implementing new ways of working and new technologies to deliver better outcomes and results that matter. Areas of specialty include Journey to the Cloud, Workforce of the Future, Digital Transformation, Citizens and Program Innovation, Smart Government, Change Management, CFO & Enterprise Value, and Strategic Planning. Mr. Cohan has a BBA from the University of Texas and is a Certified Public Accountant.

Jim has a 30+ year background in leadership, engineering, program management, and IT. He has led broadband and mobility as well as large scale Internet of Things (IoT) programs globally. Currently in his role with U.S. Cellular, he leads a team of Internet of Things solutions architects that identify and implement solutions for business and government customers. He brings a wide range of experience across each phase of complex solution development and implementation. Jim is passionate about educating his team and others about the potential that exists when the right customer needs and solutions are identified and implemented. His volunteer efforts include teaching robotics and STEM activities with the Boys and Girls Club.

A firm believer that one of the most dangerous phrases in the business world is “we’ve always done it this way.” The moments she has felt most accomplished in her career are deeply rooted in service and working with her clients to create more efficient ways of doing business.
She was born and raised in Oklahoma and has a B.A. in Organizational Leadership from the University of Oklahoma. On nights and weekends, her and her husband stay busy being personal (and unpaid) chauffeurs for their three children. There are few things she enjoys more than cheering loudly from the sidelines at their various sporting events and their family tradition on Friday nights: movies and homemade pizza.

With over 25 years of Information Technology experience working in state and county government, including 10 years of experience in executive leadership positions, Stu brings extensive knowledge in Public Sector IT systems and procedures and innovative solutions focused on business outcomes. Stu is a nationally recognized IT leader who previously led the State of Ohio’s Information Technology community and functioned as the State CIO. As CIO, Stu led an IT optimization effort that realigned unfocused and duplicative spending, directing much needed funding toward making the state a better place in which to live and work.

Deputy Director, Information Services, Office of Management & Enterprise Services, State of Oklahoma

Steve brings more than 30 years of experience managing technology solutions globally for companies such as American Airlines, Sabre, HireRight, Capital One CGI and Gateway Mortgage Group.
He has also worked on initiatives for the United States Navy and Marines requiring high level security clearances by the United States Federal Government. He serves on the 501 Technet Advisory Board, an organization that provides eligible nonprofit organizations in Oklahoma with high quality, donor subsidized or partner discounted technology expertise, products and services. Additionally, he serves in several technology leadership groups, such as the Oklahoma CIO's and the Tulsa CIO Forum organizations. These groups bring senior level technologists in Oklahoma together to collaborate on technology transformation and cyber security initiatives.
Steve is a Georgia native who made Broken Arrow his home in 1979, after his father’s service in the United States Air Force. He has been married for 24 years to his wife Jody, and has three children - Jillian, Ethan and Jenna. They have lived in the Broken Arrow area for 40 years and are passionate about serving their local community.

Tony Incarnato has more than 20 years of experience in IT and government operations. In his current role with Oklahoma Interactive, he works directly with government agencies to create innovative digital government solutions. He is passionate about technology and helping Oklahoma achieve its goal of becoming a top 10 state.
As the business development manager for Oklahoma Interactive, Tony is responsible for building new relationships and fostering current relationships to better understand the challenges facing those in government. He is a proud United States Marine Corp veteran. Also, as a native Oklahoman, he has a degree from both Oklahoma State University and the University of Oklahoma where his studies focused on business and management information systems
Tony’s specialty is helping brainstorm ways of provide solutions for state and local government agencies that help make operations more efficient, curb fraud and create high levels of transparency. Most importantly, though, Tony makes sure these solutions improve citizens interactions with government.
Tony is passionate about being active in his community through involvement in eight organizations including the Oklahoma Municipal League, Oklahoma Digital Government Advisory Board, American Indian Chamber of Commerce and others.

Matt Singleton

Matt Singleton

Chief Information Security Officer, Office of Management & Enterprise Services, State of Oklahoma

Matt Singleton was recently appointed as the chief information security officer for the State of Oklahoma. In this role, he is challenged with designing the cybersecurity strategy for the State as well as creating the State’s privacy, compliance and security engagement practices. His initial approach has focused on building the State’s teams and establishing strategic relationships with the intelligence community, industry partners and local, federal and tribal governments.
In his previous role as chief operations and accountability officer for the State of Oklahoma’s Information Services division, he was charged with the consolidation of statewide IT operations, modernization of IT services and enhancement of the IT client experience. His largest initiative, the unification of 110 IT organizations across the state, realized over $833M in IT cost-reductions and was recently featured in the Wall Street Journal best-seller, “One Mission: How Leaders Build a Team of Teams” by Chris Fussell.
Before joining the state, Matt spent 15 years at the University of Oklahoma in various leadership roles. His final position was director of external relations and strategic ventures where he created partnerships with industry, state agencies and other universities; developed strategic ventures, commercial activities and outreach programs; and diversified and managed the university’s technology supply chain.
Matt has a bachelor’s degree from the University of Oklahoma, a master’s certificate in IT service management, numerous industry certifications and is continuing his education through graduate studies in the field of Applied Intelligence at Georgetown University.

Sonja Wall

Broadband Coordinator, State of Oklahoma

Sonja joined OneNet in January 2012 as the program manager for the Oklahoma Community Anchor Network (OCAN) and now serves as the Director of OCAN and OneNet Services and serves as the Oklahoma State Broadband Coordinator. As Oklahoma’s state broadband coordinator, Sonja provides leadership and counsel to state leaders in coordinating state fiber assets and creating opportunities for broadband expansion throughout Oklahoma’s 77 counties. She also advises local and tribal governments on implementing broadband projects in municipalities and tribal jurisdictions. She served as Chairwoman for the Oklahoma Broadband Initiative Advisory Board. Sonja was responsible for the implementation of the OCAN project in Oklahoma and as Director of OneNet and OCAN Services, now oversees day-to-day operations of the network.

David Williams

Chief Information Officer, Ponca City

Dave Williams has 35 years experience in Technology, with a wide breadth of knowledge from desktop computers, operating and application systems, network design and administration, application development and administration, system security and vendor/staff management.
He was born in Ponca City, but grew up in the Seattle, WA area where he graduated from Centralia College, located in Centralia, WA. His career experience has involved education, law offices, and publishing, but he spent nearly 20 years in medical centers supporting patient information systems and finance. He became the Technology Services Director for the City of Ponca City in 2016.
He serves the Ponca City community through his participation in the Ponca City Police Department’s Extra Eyes Volunteer program, is the Treasurer of the Ponca City Police Department Citizens Academy Alumni Association, and is the founder/director of the Ponca City Helping Hands organization.
He is a 2017 graduate of Ponce City Leadership, was recognized as a Certified Municipal Officer by OML in 2019, and was awarded the Gary Martin City Employee of the Year in 2019.
In 2017 he began earnestly studying the concept of creating a fiber to the home utility service in Ponca City and, on July 1, 2019 Ponca City Broadband was brought to life. Ponca City will offer ultra high-speed internet access to every residence and business inside the City limits.In his spare time over the past year, Dave has also been creating the business operating system for Ponca City Broadband: everything from Customer information to work orders, inventory, asset reporting, contractor management, a bulk email engine, and daily information workflows to the utility employees.
