This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Government Technology's passion is promoting best practices and spurring innovation in the public sector – more important than ever in challenging times like these. Mary Kelly is a graduate of the United States Naval Academy and spent over 20 years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has masters’ degrees in history and economics, and a PhD in economics.
With over 20 years combined teaching experience at both the Naval Academy and at Hawaii Pacific University, she taught economics, finance, history and management. She has extensive experience in business coaching, management, economics, finance, banking, insurance, real estate, government, organizational leadership, communication, business growth, teamwork, strategic planning, human resources, customer service, time management, and project development.

Teri Takai

Co-Director, Center for Digital Government

Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Prior to Governor Kelly’s appointment as Secretary of Administration, Dr. DeAngela Burns-Wallace served as the Vice Provost for Undergraduate Studies at the University of Kansas. Dr. Burns-Wallace started her career as a Foreign Service Officer (FSO) with the U.S. Department of State. Dr. Burns-Wallace has been selected for various leadership opportunities, awards and honors throughout her higher ed and government career, including the 2018 White House Champions of Change College Opportunity, and earning a Superior Honor and three Meritorious Honor awards from the U.S. State Department. Dr. Burns-Wallace serves as a national trainer and curriculum developer for various national professional development organizations, non-profits, and higher ed institutions on issues ranging including micro-aggressions, multigenerational workplace differences, diversity and inclusion, change management, professional development pathways, and strategic planning. Service is also a cornerstone of her journey. Dr. Burns-Wallace currently serves on Stanford University’s Board of Governors, and has previously held board roles in numerous local, regional, and national organizations, and international selection committees including Gates Millennium Scholars, Dell Foundation Scholars, and Rhodes, Marshall, and Fulbright fellowships. Dr. Burns-Wallace holds a dual bachelor’s degree in International Relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton School of Public and International Affairs at Princeton University, and a doctorate in education from the University of Pennsylvania.

Kevin Albano

Associate Partner, X-Force, IBM Security

Kevin Albano has more than 17 years of experience working in information technology, law enforcement, and security consulting. Throughout his career, he has focused on investigating computer network intrusions, notifying impacted organizations, and disrupting some of the largest cyber espionage campaigns. At IBM, Kevin is responsible for threat intelligence collections, managing advanced threat research and directing information analysis - all focused on helping customers understand their cyber threat risk and make decisions to protect their organization.
Prior to IBM, Kevin held prominent roles at the Federal Bureau of Investigation (FBI) and Mandiant. As a Special Agent at the Los Angeles FBI Field Office, Kevin developed the investigative process for examining computer network attack operations. He identified largescale organized data theft operations and created the field guide for how cyber espionage investigators notify data breach victims. Kevin joined Mandiant from the FBI to help defend commercial and government entities against cyber espionage. While at Mandiant, Kevin developed programs to analyze criminal attack infrastructures, notify victim commercial entities, and define threats. He also supported incident responders by categorizing and organizing threat information to identify sophisticated threat.
Kevin has also made significant contributions to the Information Sharing and Analysis Organization (ISAO) Standards Organization ISAO 300-1.
In his free time, you can find Kevin spectating at his children’s ice hockey and water polo events.

Edward Carr, Chief Information Officer (CIO) for the Ohio Department of Developmental Disabilities, has led information technology (IT) teams of various sizes throughout his nearly 30-year career with the State of Ohio. Ed has made improving employee engagement, customer service, and teamwork a core focus of his approach to leadership.
While having served the public at five state agencies, he has garnered a unique perspective and exposure to different leadership styles. Ed’s eight-year stint as an IT internal audit chief specifically allowed him a look into the workings of dozens of state IT organizations, which has helped craft his own management style.

Seth has been a trusted advisor to US Federal customers since moving into data storage in 2005. Prior to Pure Storage, Seth worked at EMC Inc. as a Senior Systems Engineer focused on HPC within the Department of Energy.
Based outside of Albuquerque, New Mexico, Seth lives with his wife and two children and enjoys fishing and working on his property.

Rick Magni

Rick Magni

Chief Information Officer, Environmental Protection Agency, State of Ohio

Rick Magni is the Chief Information Officer for the Ohio Environmental Protection Agency. He has led the Agency through IT optimization and digital transformation efforts over the last 6 years. Rick has more than 30 years’ experience with EPA in various IT management and technical roles. Rick also serves under the State of Ohio CIO as the lead for the Infrastructure and the Environment line of business. This line of business works collaboratively together on IT projects and is represented by the CIOs from Department of Transportation, Department of Natural Resources, Department of Agriculture, Turnpike Commission, and Facilities Construction Commission.
Rick has a bachelor’s degree from Hiram College and a master’s degree from Youngstown State University. He has two grown children and resides in Columbus, Ohio with his wife and daughter. Rick enjoys traveling with his family, outdoor activities, and golf.

Anupam Srivastava is the CISO for the State of Ohio, and leads the team that provides Information Security and Privacy services to the state. He has served in a variety of roles previously, in stints as CISO and as Director of Infrastructure, where he was responsible for environments that hosted multiple sensitive systems requiring high availability. Before that, he held progressive roles at a large software organization and was in charge of delivering stable and secure product releases, in addition to leading the customer support group with a mission to provide outstanding service.
He holds a Master’s degree in Computer Engineering, and has earned industry certifications in Information Security (CISSP) and Project Management (PMP).
