The Ohio Public Sector CIO Academy is the premier leadership event for Ohio's senior level technology executives to improve their management and business skills and to develop the IT leaders of the future. The purpose of this invitation-only event is to foster discussion and dialogue on what it means to be a successful CIO in the public sector and how to use IT as a strategic tool. This event is a one-of-a-kind opportunity for government and industry executives to collaborate and address the most important policy, management and leadership issues surrounding the future of digital government and the evolving role of the public-sector CIO.

Lt. Governor Jon Husted

State of Ohio

Throughout his time in elected office, Jon has demonstrated repeatedly his ability to get things done that have a positive impact on Ohio and its residents. Jon served as the 53rd Ohio Secretary of State, the 99th Speaker of the Ohio House of Representatives, and a member of the Ohio Senate. As House Speaker, Jon led the passage of the most conservative state budget in 40 years, which included at the time, the largest income tax cut in Ohio’s history. As Secretary of State, Jon made it his mission to make Ohio the best state in the Midwest to do business by improving customer services and reducing wait times for entrepreneurs. In 2017, Secretary Husted announced the efficiencies in his office had not only allowed him to cut the fees the state charged on Ohio entrepreneurs, but also eliminate the need for taxpayer funding for the government office entirely for the remainder of his term in office – a move that has saved taxpayers millions of dollars. On November 6, 2018, Jon Husted was elected to serve as the 66th Lt. Governor of the State of Ohio.

Prior to his appointment as State CIO/Assistant Director, Ervan served as the CIO at the Ohio Attorney General’s Office where he focused on developing IT strategies to help better serve and protect Ohioans.. Ervan has experience providing IT consulting to global Fortune 100 companies and a successful track record of leading teams and leveraging technology to position companies for growth. He served on the board of directors for the Ohio Geographically Referenced Information Program, an organization that encourages the creation of digital geographic data of value, HandsOn Central Ohio, a nonprofit resource referral agency, Ohio Attorney General CyberOhio advisory board, and the Franklin University Cybersecurity and Public Safety advisory board.

James Taylor - Featured Speaker

CEO, Florida Technology Council, and 2019 Government Technology Magazine Top 25 Doer, Dreamer and Driver

James Taylor is CEO of the Florida Technology Council (FTC). The Council is Florida’s only statewide association focused exclusively on the needs and priorities of Florida's technology sector. Operations for Taylor include working with Florida C-suite tech executives, State legislators, agency heads and CIOs, as well as cyber divisions of the Florida Department of Law Enforcement and the FBI. Representing Florida’s tech industry, Taylor’s voice provides unbiased guidance to state legislators, agencies and staff working to move Florida forward. On the Florida House and Senate floor, he served as a key spokesperson successfully defending a need for the Agency for State Technology during repeated efforts to dismantle the agency. He provided education on ridesharing while efforts where underway for changes that would have been detrimental to the emerging industry. He provided education and direction for legislative efforts around autonomous vehicles and 5g Small Cell Technology during attempts to restrict their advancement. James served as the technology industry representative for the Cybersecurity and Electromagnetic Pulse (EMP) Legislative Work Group in the Florida House of Representatives and is the creator of Florida’s annual Tech Day at the Capitol.

General Manager Customer Success, Microsoft

Sarah Jackson is the General Manager of the State and Local Government Customer Success team. Her role was established in 2017 as part of Microsoft’s internal transformation with the mission of helping strategic customers realize the full value of their Microsoft investment. Sarah’s team of customer success specialists and architects help drive adoption of Microsoft’s cloud capabilities across all solution areas. In addition to leading her team, Sarah serves as executive sponsor for key customers, participates on strategic steering committees and is active with industry leadership groups such as Women in Government. Sarah's entire career has centered around empowering Public Sector organizations through technology and innovative solutions. Prior to joining Microsoft, she spent nearly 20 years at Oracle, most recently serving as Group Vice President of Sales Engineering. Outside of work, Sarah is Vice Chair of the Board for Washington Tennis & Education Foundation (WTEF), an organization committed to improving the life options of some of the region’s most at-risk children in Washington D.C. where she resides.

Chris Smith

Vice President Shared Services, AT&T Business

Chris Smith brings 20 plus years of government and technical experience and a strong background in cloud, mobility, and security to Business Solutions - Public Sector where he leads a growing team of 600 plus technologists and business developers charged with developing AT&T products and services to meet the unique needs of the federal marketplace.
Prior to his current leadership role at AT&T, Mr. Smith was the Chief Technology and Innovation Officer with Accenture Federal Services. In this capacity, he was responsible for developing the technology agenda for Accenture’s federal business portfolio and overseeing the services provided by Accenture to federal clients in strategic areas such as secure cloud computing, big data, logistics and supply chain and cost reduction.
Previously, Mr. Smith served as the Chief Information Officer of the U.S. Department of Agriculture where he led one of the largest federal government transitions to cloud computing. His federal government
experience also includes senior positions with the General Services Administration and the Internal Revenue Service. During his military service, Smith led multiple missions around the globe as a Joint Tactical Communications Officer in the Air Force, Air National Guard and Army National Guard. Now retired, he also served as a communications officer in the Reserve Air Force.
Mr. Smith has also served as a co-chair of the Best Practices Committee for the Federal CIO Council and
government chair of the American Council for Technology/Industry Advisory Council’s Executive Leadership Conference. In 2011, Smith was named Federal CIO of the Year by Government Executive magazine. Federal Computer Week magazine selected him as a Federal 100 honoree in 2011 and 2012. Also in 2012, he was named a premier 100 honoree by Computer World magazine.

Ricardo is a Customer Success Manager at Microsoft, helping customers maximize the value of their investment in Modern Workplace solutions while also driving adoption and change management with business users. Previously he spent many years delivering customized solutions and expertise as a professional consultant for Microsoft services. His work experience includes many years with the State of Ohio, including working as a software developer with the Attorney General’s Office, and participating as a liaison for Ohio state agency SharePoint users. He has also been an active participant over the years in the Central Ohio technical community, giving many talks and presentations at local events, and serving on the boards for regional groups.
