Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The Ohio Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

Dan Thurmon is the author of two books, a renowned speaker, and a recognized expert in delivering peak performances – on stage and in the workplace. As president of Motivation Works, Inc., he has worked with hundreds of clients and delivered thousands of presentations worldwide. Dan helps organizations and individuals implement actions plans and move confidently through transitions.
He began his performance career at eleven years old, crafting a one-man-show incorporating comedy, juggling and acrobatics. This enabled him to, at a very early age, develop a strong work ethic and learn fundamental lessons about performance excellence. Dan graduated from the University of Georgia with a degree in Marketing and Management. He has also extensively studied Personal Development and developed a unique methodology he teaches to audiences and clients.
A recent inductee to the prestigious “Speakers Hall of Fame,” Dan Thurmon delivers experiences that go beyond motivation, teaching concepts and skills in a highly engaging and entertaining manner. He incorporates his lifelong performance skills to create high impact events. His programs have educated and uplifted Fortune 500 companies, young audiences, and even the troops on the front lines of Afghanistan and Iraq.
Dan’s philosophy can be summarized by the title of his book, Off Balance On Purpose. He believes that we will never achieve “perfect balance” and should, instead, learn to embrace uncertainty and initiate positive changes that lead to growth. Also, we should go beyond the pursuit of “success” and enhance our life experiences and professional endeavors with purposeful, positive contributions.

Author and Cybersecurity Expert

Morgan is an internationally recognized expert on cybersecurity strategy, cyberterrorism, identity theft and privacy. Morgan's landmark testimony before Congress on Healthcare.gov changed how the government collected personally identifiable information. He’s made hundreds of appearances on national news, radio, print and web, and has spoken to audiences around the world. He has appeared regularly on CNN, PBS, ABC, CBS, Fox News and CNBC. Previously, Morgan was a Senior Advisor in the US State Department Antiterrorism Assistance Program. Morgan is a highly decorated former state trooper, police officer and detective. In addition to 18 years in state and local law enforcement, Morgan has developed solutions in defense, justice and intelligence for the largest technology companies in the world. James Dallas is an accomplished senior executive with extensive experience as an agent of change in large domestic and international corporate settings. James has successfully implemented more than 10 transformational and turnaround initiatives, 30 acquisition integrations, five centers of excellence and three innovation centers. He has more than 30 years of experience in general management and business operations roles, as well as Chief Information Officer positions. The majority of his career has been focused on bridging the gap between strategy and execution, using IT both strategically and entrepreneurially, in addition to leadership development. He has been named one of the most powerful black men in corporate America several times in his career by Black Enterprise and Savoy magazines. He currently serves on several boards, including KeyCorp, Capella Education Company, WellCare Health Plans, Grady Memorial Hospital and The Atlanta Community Food Bank. James recently authored the popular book Mastering the Challenges of Leading Change: Inspire the People and Succeed Where Others Fail, for which he was named a Silver Medalist for the 2016 Georgia Author of the Year Award by the Georgia Writers Association. In 2013, he founded J. Dallas & Associates, a change management company that assists businesses leaders, nonprofits and governmental agencies achieve the organizational alignment needed to successfully implement transformational change.

Ray Bonini is a Senior Manager of Solution Architects with Verizon Wireless. Ray is an expert in wireless data solutions and Internet of Things technology. His team of Solution Architects work with Federal, State, and Local agencies to design wireless data solutions. Ray has over 20 years experience in the Wireless and I.T. industries, and he holds multiple technology certifications as well as a Bachelor of Science from The Ohio State University. Ray is an Ohio native and is a resident of Columbus where he lives with his wife and two sons.

Bob has been in the storage industry for over 25 years with a focus on State and Local Government, Education and US Federal markets including; Army, Navy, Air Force and Intelligence Agencies. Randy Cole

Executive Director, Ohio Turnpike and Infrastructure Commission

Randy Cole has served as Executive Director of the Ohio Turnpike since December 2014 and served as a commission member from January 2011 through September 2014. He previously served as Controlling Board President and Policy Advisor to the Ohio Office of Budget and Management, where he also coordinated government reform initiatives for Governor John Kasich’s administration.
In 2013, Government Technology magazine named Randy as one of the nation’s Top 25 Doers, Dreamers & Drivers. He currently serves on the Advisory Board of the “Ohio Smart Mobility Initiative,” a collaboration among Universities, Transportation Agencies, and private companies which is focused on bringing advanced transportation technologies to Ohio.
Randy’s private sector experience includes six years as a sales and marketing executive at FirstEnergy Corporation and four years as President of a technology company that developed online applications for government clients.
Randy has a B.S. in Public Policy Management from the University of Akron and completed graduate coursework at The Ohio State University. He and his wife, Cyndra reside in Aurora, Ohio, with their five children.

Chief Information Security Officer, Office of Information Technology, Ohio Department of Administrative Services

Russ Forsythe currently serves as the Chief Information Security Officer (CISO) for the State of Ohio. Prior to this role he served as the Deputy Chief Information Security Officer and Enterprise Vulnerability Manager for the Office of Information Technology (OIT). Russ has served the State for 27 years and has a diverse IT security background, including operational security, vulnerability management solutions, network management solutions, forensic and incident response. As the CISO he leads the enterprise security team. Their goal is to provide governance and operational security controls for Ohio’s cabinet level agencies, boards and commissions. With the ever-increasing demands placed on security teams it’s becoming more important that we work together to share knowledge and lessons learned.

Dustin Haisler

Chief Innovation Officer, e.Republic

Dustin Haisler is the Chief Innovation Officer for e.Republic, a role that helps shape the company’s products, services, and future direction. Primarily he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate and ultimately scale technology innovation within the public sector. Dustin got his start in government as the finance director and later CIO for Manor, TX, a small city outside Austin, where he quickly built a track record and reputation as an early innovator in civic technology. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not previously used in the public sector — including Quick-Response (QR) barcodes, crowdsourcing and gamification. In 2010, Dustin launched Manor Labs, a website that let residents submit their own ideas and vote other peoples’ ideas up or down. Subsequently, he joined the private sector to help create crowd-sourcing and innovation management software for New York City; Bogota, Columbia; and even part of the space program (through NASA’s Langley Research Center). Named a Government Technology Top 25 Doer, Dreamer and Driver in 2009, his work has been featured in Wired, Fast Company, the Wall Street Journal, Inc. and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches — one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Brian Kelley

Chief Information Officer, Portage County

Brian Kelley is in his 27th year at Portage County and has served in the capacity of Chief Information Officer for the past 26 years. He is responsible for the County’s enterprise-wide information technology operations spanning 18 elected officials, over 30 departments, and 700+ users. Under his leadership, Portage County has received international, national, state, and regional recognition for highly successful enterprise-wide IT projects.
Brian earned his Master of Public Administration Degree from Kent State University. He completed the Certified Government Chief Information Officer Program at the University of North Carolina at Chapel Hill. Brian is an adjunct professor in the Political Science Departments at Kent State University where he teaches public sector IT management, e-governance, and strategic planning online graduate courses. He is also a senior lecturer at the University of Akron where he teaches an undergraduate course in computer and information security.
Brian is currently serving as Past-President on the Executive Board of Directors of GMIS International. With over 400 member organizations across the U.S. and international sister organizations in seven countries, GMIS International is the largest professional organization for public sector IT leaders in the U.S.

The pace of change is far outpacing the policies that set the operating objectives for any given region. Knowing how governments and private institutions can work together to achieve common goals is at the forefront of any sustainable IT initiative. Tim Lonsway leverages over 25 years of successful private cloud and managed services experience in executing his current role as Managing Director of Government and Educational Business for CBTS. Tim’s focus is on positive change to enhance citizen engagement, increase inclusion and enable economic development through controlled disruption of traditional Information Technology (IT) practices and services. In addition to his current domestic role, Tim has worked across the country and around the globe supporting both private and public sector entities and was responsible as Regional Manager for the EMEA of a global managed service provider organization. Specializing in life cycle management of bespoke private cloud services designed around the achievement of business objectives, Tim drives sustainable alliances with and for customers and partners.

Ken is an Application Sales Manager and a twenty-nine year veteran of AT&T, coming up through the Ameritech & SBC organizations. Ken has managed technical overlay sales teams for the past 15 years, with the last twelve focused on delivering unified communications and collaboration solutions in the Government and Education markets. He spends considerable time in the field with his team talking with state and local government, K-12 and higher education customers throughout his eight state territory. Based in Cleveland, Ohio, Ken holds a Bachelor of Arts from Bradley University and a Masters in Business Administration from Cleveland State University.

IT General Counsel & Director of Special Initiatives, Cuyahoga County Department of Information Technology

Emily McNeeley currently serves as IT General Counsel & Director of Special Initiatives for Cuyahoga County. Her responsibilities include general legal advice on IT matters, contract drafting and negotiations, leveraging technology for process improvement, and strategic planning. She works with various business areas to implement efficient and effective solutions to deliver improved services for the citizens in Cuyahoga County. In the past three years with Cuyahoga County she has led various initiatives including standardization of IT contract terms and conditions, procurement transformation, real estate strategy planning, increased awareness of data risks, budget management for the IT department, and supports the Office of Innovation. Prior to working for the County, Emily worked for a small technology company focused on delivering case management solutions for government. Through her prior work developing government solutions to her current work implementing government solutions, Emily is able to understand both sides and draw on those experiences to improve operations at Cuyahoga County.
Emily has a Juris Doctorate from Villanova University and a Bachelor of Arts from the George Washington University. She and her wife Lisa reside in Bay Village, Ohio with their daughter Maggie.

Chief of Enterprise Services, Ohio Bureau of Workers' Compensation

Shadya Y. Yazback is the Chief of Enterprise Services for the Ohio Bureau of Workers’ Compensation, and co-leads the agency’s Diversity & Inclusion task force. Ms. Yazback is responsible for oversight of the Bureau’s Information Technology, Analytics, Project Management, Business Process Architecture, and Compliance functions, and works to ensure these technical departments provide timely and effective support to the agency’s business units. In 2016, Ms. Yazback led the agency through a successful transition to a new claims and policy management system, including the conversion of more than 1.1 million employer policies, nearly 8.5 million claims, and $1 billion in financial transactions. She was honored in September 2017 by Columbus Business First as one of the top executives in Central Ohio.

A design-a-thon is basically a hackathon for designers. The downside to hackathons is that they too often end up as solutions in search of problems. Hence the increasing popularity of holding a design-a-thon to lay the foundation for a meaningful hackathon. And that is exactly what has been happening during the first day of this conference. A group of key stakeholders have been locked in a room working on one of the most important topics of our time: smart transit. It’s at the heart of the Smart Cities movement and it is going to revolutionize our communities.
