As secretary and state chief information officer, he leads the agency responsible for strategic IT planning and the procurement and delivery of IT services and solutions as well as cybersecurity and efforts to expand broadband access and affordability across North Carolina.

Public Relations Manager, FOCUS Broadband

Victoria manages FOCUS Broadband’s media relations, government relations, social media, and community engagement efforts. She has led FOCUS Broadband’s work to enhance digital access and inclusion in several counties in eastern North Carolina. She also played a critical role in the team that applied for and won more than $120 million in state and federal broadband grants. Prior to joining FOCUS Broadband, Victoria helped lead community engagement efforts for Novant Health in the coastal market. Victoria holds a Bachelor of Arts in Communication Studies from the University of North Carolina at Wilmington and a Master of Arts in Integrated Marketing Communication from the University of North Carolina at Wilmington. Victoria served on the Board of Directors for Communities in Schools of Brunswick County and on the Board of Directors for the Brunswick County Chamber of Commerce from 2016-2022. In 2022, Victoria was named one of the StarNews and the Wilmington Chamber of Commerce’s 40 under 40 recipients.

Jeff Crume is a Distinguished Engineer, Master Inventor and CTO for IBM Security Americas with 40 years’ experience in the IT industry. He has a PhD in Cybersecurity and serves as an Adjunct Professor at NC State University. Jeff is the author of a book entitled “Inside Internet Security: What Hackers Don’t Want You To Know” as well as a contributing author to the “Information Security Management Handbook.” He is a member of the inaugural class of the NC State University Computer Science Alumni Hall of Fame where he has served on the school’s Strategic Advisory Board. He also serves on the editorial board for the “Information and Computer Security” research journal and is a member of the IBM Academy of Technology. He holds CISSP and ISSAP professional IT Security certifications as well as Distinguished Chief IT Architect credentials from The Open Group. Jeff lived in Beijing on assignment in 2006 and has worked with clients in 50 countries.

Nate Denny is the deputy secretary for broadband and digital equity with the N.C. Department of Information Technology Division of Broadband and Digital Equity. Previously, he was chief of staff and legislative liaison for NCDIT. Before joining NCDIT in 2017, Denny was a presidential appointee at the U.S. General Services Administration in Washington, D.C., where he served as deputy chief of staff, director of intergovernmental affairs and senior advisor for congressional affairs. Denny graduated from the University of North Carolina at Chapel Hill with a degree in English. He received a Juris Doctor from the University of Richmond School of Law.

Michael Euliss is the Director of Communications, Government Relations, and Training for the North Carolina Office of the State Controller. Mr. Euliss is also a motivational teacher and holds numerous nationally-recognized certifications in training, teaching, and organizational health. He has provided educational events to hundreds of governmental, church, corporate, and civic groups across North America to help them develop a culture of servant leadership and displace ineffective and autocratic leadership practices.
He is internationally recognized for practical but powerful motivational and inspirational learning experiences. His expertise is in leadership development, public and interpersonal communication skills, strategic direction, and group dynamics. He uses a variety of methods to equip today's leaders with the tools they need to become peak performers as well as make others around them better.
Mr. Euliss has experience in the corporate world as well as the public sector. He served in local government for 20 years and served in executive management in the private sector for 10 years before founding a non-profit organization focused on servant leadership development where he served for 7 years.
He has been married since 1984, is the father of three children, and grandfather of six. He resides with his family in North Carolina.

Kevin E. Greene is an experienced leader, champion and advocate for advancing the state of art in cybersecurity. He has successfully led multiple federally funded R&D projects in his career that were commercialized and transitioned into practice.
Kevin is currently the Public Sector CTO for CyberRes, a Micro Focus line of business. Leveraging his innovative and strategic expertise, he drives customer engagement around cyber capabilities in federal agencies for digital transformation, software supply chain, zero trust and evolving threat defense.
Prior to joining CyberRes, he worked at the MITRE Corporation supporting DevSecOps and cyber defense initiatives. Kevin also spent time serving our nation as a federal employee at the Department of Homeland Security, Science and Technology Directorate, Cyber Security division.
He holds a Master of Science and Bachelor of Science in Information Systems from the New Jersey Institute of Technology and supports several external advisory boards in formalizing cybersecurity curriculum and initiatives.

Torre Jessup

Chief Operating Officer, Department of Information Technology, State of North Carolina

As chief operating officer, Torre Jessup oversees the N.C. Department of Information Technology’s administrative functions, which include human resources, legislative affairs, internal audit, procurement, communications, and facilities.
He most recently served more than four years as commissioner of the N.C. Division of Motor Vehicles, where he oversaw daily operations and provided strategic direction for the division’s key functions, including vehicle registration, driver license issuance, vehicle safety and emissions inspections as well as activities to halt vehicle theft and identity fraud. Under his leadership, NCDMV relocated its headquarters from Raleigh to Rocky Mount, made significant process improvements and expanded online services.
Jessup’s experience also includes director of the Office of Small Disadvantaged Business Utilization for the U.S. Department of Transportation and regional administrator for the U.S. General Services Administration's Southeast Sunbelt Region.
He also spent 20 years in the office of North Carolina Rep. Mel Watt as district director and in various liaison roles. During his tenure, Jessup set policy objectives, oversaw district-level strategy and operations and managed outreach and constituent affairs.
He also served appointments on the Board of Directors for the American Association for Motor Vehicle Administrators and North Carolina Criminal Justice Information Network, as well as the North Carolina Human Relations Commission and the Charlotte Metropolitan Transit Finance Working Group.
Jessup is a graduate of Morehouse College, where he received a Bachelor of Arts in sociology with a concentration in criminal justice.

Beth C. Stagner currently serves as an Assistant Director within the City of Raleigh’s Information Technology department. Beth has served in numerous roles within the department over her tenure with the City which started in the geographic information services section in 1993. She now oversees the Enterprise Applications and Data Division. The Enterprise Application and Data division manages enterprise software platforms and integrations across the City’s technology portfolio. She has spent her entire career working across all city departments on various projects and continues to leverage enterprise solutions to help city staff work more efficiently to inform and engage citizens and City stakeholders.
Beth received a B.S. in Architecture from University of Virginia. She received certifications in GIS, FEMA NIMS and ITIL.
She is married to Ryan, a captain in the City of Raleigh Fire Department. Beth enjoys spending time outdoors with her husband, their 12-year-old son, Ethan, and Rocket, their German Sheperd. She enjoys running and ultimate Frisbee to relax and take a break from technology.
