Focused on leadership development, innovation, and strategy, the Forum goes beyond the tech to address the people, policies, and practices shaping digital government. Teena Piccione

Secretary and Chief Information Officer, Department of Information Technology, State of North Carolina 

Teena Piccione (pronounced pitch-OWN-ee) joined the N.C. Department of Information Technology in January 2025.
As Secretary and State Chief Information Officer, she leads the agency responsible for strategic IT planning and the procurement and delivery of IT services and solutions as well as cybersecurity and efforts to expand broadband access and affordability across North Carolina.
Prior to NCDIT, Piccione was the managing director for Cloud and Customer Engineering over Telecommunications, Media, Entertainment and Gaming at Google. She has also worked at RTI International as executive vice president and chief technology officer, at Fidelity Investments as senior vice president and chief operating officer, and at AT&T as vice president and leader of the Big Data Center of Excellence.
Piccione has also served on the N.C. Information Technology Strategy Board's Digital Transformation Committee where she advised NCDIT on vision, mission and goals for digital transformation and helped develop a digital transformation roadmap for the state.

Prior to joining Raleigh, Jim worked in GIS technology roles with the City of Boston. IBM Consulting’s Global Leader for Trustworthy AI, IBM

Phaedra Boinodiris, a Fellow of the London-based Royal Society of Arts, has been dedicated to promoting inclusion in technology since 1999. She currently leads IBM Consulting’s Responsible AI Practice, which she co-founded, and in 2025 was appointed by the Governor of the State of North Carolina to serve on his AI leadership council. She is the author of AI for the Rest of Us, nominated #1 book to read in 2024 by Constellation Research. In addition, Boinodiris co-founded the Future World Alliance, a 501(c)(3) organization committed to curating K-12 education in AI ethics.
Her accolades include being named the 2030 Responsible AI Leader of the Year, receiving the United Nations Woman of Influence in STEM and Inclusivity Award, and being recognized as one of the Top 100 Women in the Games Industry.

In this role, Kelly navigates business risks to spearhead the City’s security initiatives and fortify its digital assets. She is responsible for steering the City through a complex, evolving security landscape to improve the community we serve by balancing organizational needs, business relationships, and risk.
Kelly graduated with bachelor's degree in education and history from St. Andrews University in Laurinburg, N.C., then embarked on a decade-long career in education. Driven by a passion ignited in her middle school years, Marina decided to pivot her career trajectory and focus on technology. Fueling her ambition, she earned a master’s degree in computer science from the University of North Carolina at Greensboro. Her studies included software engineering, datacube computation algorithms, and cryptography.

Senior Technology Advisor, North Carolina Department of Information Technology

Dan Kempton serves as the senior technology advisor for the N.C. Department of Information Technology. He brings more than 30 years of technology and business experience, having worked for large and small firms in the private sector as well as for 15 years with the state of North Carolina.
Kempton has held several IT leadership roles, including chief technology officer positions in the private industry and both deputy chief information officer and subsequently chief technology officer at the N.C. Department of Revenue.  At NCDIT, he has led several teams (including the engineering section) that have brought new products, notably multi-cloud capabilities, to state agencies.
Kempton is a strong technology-focused leader who can easily discuss business needs to determine the right solution that fits them. His extensive and broad technical background provides the experience to guide business leaders to the solutions that will achieve the best results.
Kempton has a bachelor’s degree in computer science from the University of North Carolina at Wilmington and a master’s degree in computer science from the University of South Carolina.  He has also earned certification as a government chief information officer from the UNC School of Government.

Martha Wewer is the State's Chief Privacy Officer and oversees the Office of Privacy and Data Protection within NC DIT.  The Office manages the state’s privacy program, ensures transparency in the use of data, and provides guidance and support to state agencies seeking to accomplish the important task of protecting the privacy of residents.  Previously, Wewer served as the global privacy officer and senior counsel at RTI International for 10 years and prior to that role, as the privacy officer at the State Health Plan for North Carolina for five years.  She is a Certified Information Privacy Professional (CIPP) and holds a law degree from the University of San Diego, School of Law and bachelor’s in political science from the University of California, San Diego.
