The summit has an advisory board that gathers public sector and private sector leaders to create an agenda that is relevant and actionable to the state and local government organizations attending the summit. Michael Hakkarinen specializes in helping teachers engage students in the classroom with technology such as Mac Tools, Google Apps for Educators, iPads and more. He earned a Bachelor’s in English from the University of Maryland at College Park and a Master’s in Elementary Education at Mount Saint Mary’s University, where he also taught Instructional Technology at the undergraduate and graduate levels. He was a Technology Resource Teacher in Frederick County, Maryland, where he taught elementary school, and an EdTech for Canyons School District in Utah before joining the UEN PD team in 2014. He currently serves as an elected member of the UCET Board.

Executive Director, Center for Digital Government, and Former CIO of U.S. Department of Defense, State of California and State of Michigan

Teri Takai is the Executive Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California and, subsequently, the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of the FirstNet Board and several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Lieutenant Colonel Seth Barun

Chief, Cyber Operations, North Carolina National Guard

LTC Seth Barun graduated from the US Air Force Academy and commissioned in 1999. During his time in the Air Force, LTC Barun was the Mobile Satellite Operations Chief.
In 2009, LTC Barun joined the North Carolina National Guard as a 25A Signal Officer. After completing Battalion/Brigade S6 Officer Course, LTC Barun deployed with the 105th EN BN as a Battalion S6. Upon returning from deployment he became Company Commander for the 295th SNSC out of Charlotte, NC. LTC Barun then went on to serve as the Brigade S6 for the 130th MEB and is now assigned as the Cyber Operations Chief at Joint Force Headquarters.
LTC Barun’s military and civilian education includes; Space and Mission Control School, Signal Captain’s Career Course, Command and General Staff Officer Course, a Bachelor’s of Science from the US Air Force Academy and a Master’s of Information Technology from Purdue University.

Steve Bennett drives strategic industry positioning and messaging in global Government markets. A thought leader in decision science and the application of analytics in government, Bennett works to enable delivery of effective solutions to government customers around the world. Following the events of 9/11, he led the design and application of quantitative analysis to inform some of the United States’ most challenging security decisions, most recently as the Director of the National Biosurveillance Integration Center. Analytics Director/GDAC Assistant Director, Department of Information Technology, State of North Carolina

Carol Burroughs is a thought leader in government’s use of data to support informed decisions. As Analytics Director within the North Carolina Department of Information Technology, she is instrumental in setting the course for the state’s data integration activities.
In 2007, before “big data” became the latest buzz, Carol worked closely with the North Carolina State CIO to develop a strategic plan for data integration. This plan lead to the development of the Criminal Justice Law Enforcement Integrated Data Services (CJLEADS), and the establishment of the North Carolina Government Data Analytics Center (GDAC).
Today, Carol leads a team of consulting analysts who support North Carolina in the creation of policy and performance measures in the public safety, fraud and compliance, healthcare, financial and longitudinal sectors.

Randy J. Cress has more than 25 years of experience in IT, starting with C64 and x86 16-bit assembly language programming. He is the Chief Information Officer at Rowan County with 18 years of service in local government leading a team of amazing individuals through a journey of challenges and opportunities to improve the technology posture of departments for citizens within the County. He serves as a NCLGISA Executive Board Member, IT Strike Team Leader and is serves on the 911 Board Technology Committee. Cress holds a Master of Public Administration from Appalachian State University. An alumnus of the 2007 UNC School of Government’s CGCIO program and 2014 Municipal and County Administration program, he also holds various certifications from Cisco, Microsoft and VMware.

Raju is an IT executive with 25 years of professional experience in the information technology field. Raju joined the Division of Employment Security, NC Department of Commerce in July 2016 as their Chief Information Officer. Raju works with the assistant secretary, senior executives and directors to set business priorities and develop the supporting IT strategy at NCDES.
Prior to joining at NCDES, Raju worked at Oxford University Press for approximately six years. He held the position of US IT Director, served as the Head of Software Development and Content Systems for Global Academic business unit. Prior to that, Raju worked as the VP and CIO of a technology services company in Morrisville, NC. Raju graduated with Master’s degree in Computer Science from Alabama A&M University in Huntsville, AL. Digital Solutions Director, Department of Information Technology, State of North Carolina

Billy Hylton leads the Digital Solutions team for the North Carolina Department of Information Technology. He has played an important role in transforming the state's web and digital presence to be more unified and citizen-focused through the “Digital Commons” initiative.
Hylton's team administers a centralized digital publishing platform running on open-source technologies and supports over 60 key websites and services, including NC.gov. The team has adopted user-focused and principles and practices to meet both business and user needs.
In his 20-year career, Billy has served organizations ranging from marketing agencies and tech startups to universities and state government. His integrated background in digital technologies, design, and communications helps him engage a with a range of diverse colleagues, staff, and vendor partners.
In March 2019, Billy attended a “Digital Transformation in Government” program at the Harvard Kennedy School. He has also completed the National Certified Government Chief Information Officer Program through the UNC-Chapel Hill School of Government.

Charles Laird comes to us from the First Responder Emerging Technologies Program in the North Carolina Department of Information Technology. He is the Program Specialist and has been there since October of 2018. Charles is a volunteer firefighter with the Youngsville Fire Department and has been in the fire service for 12 years. He previously worked for Emergency Management for 4 years as a Search and Rescue Coordinator and Emergency Management Officer. He has always been a "technology buff" and is excited to be supporting our first responder community in the technology space.

He has been involved in smart city projects since 2014, he has been a speaker at smart city events, and has published a number of articles and blog posts on network connectivity as a critical foundation of smart cities.

Bruce J. Moeller, PhD. has a diverse public-sector background spanning over 30 years, most recently serving as Chief of Staff and Assistant County Administrator in Pinellas County, Florida. Previously Moeller served as fire chief and then city manager for Sunrise, Florida. He has extensive experience working with municipalities and special districts assisting them to provide effective and efficient services in their communities.
Chief Moeller has been a certified paramedic for over 20 years and has commanded various incidents of significance including Hurricane Andrew (1991), Value Jet #592 crash in the Florida Everglades (1996), South Florida Anthrax Panic (2001) and Hurricane Wilma (2006). Moeller is active in a variety of national associations and has served on numerous boards and committees.
Dr. Moeller has a bachelor’s from Western Illinois University; Master’s in Public Administration from Northern Illinois University; and received his Doctor of Philosophy from Florida Atlantic University. He has taught undergraduate and graduate courses in public administration, management, labor relations, fire & emergency services, and organizational theory and is currently an adjunct professor at the University of Florida. Dr. Moeller is a frequent speaker at national conferences and is an author in public administration and fire rescue fields – having contributed to Disaster Management Handbook published in 2008 by Taylor & Francis and the 4th Edition (2012) of ICMA’s Managing Fire Rescue Services.

Supervisory Special Agent Jessica Nye is the current Supervisor of the FBI Cyber Squad in Raleigh, NC. Prior to her arrival in North Carolina in 2015, Ms. Nye spent eight years working in the Baltimore Field Office on their Cyber Squad and two years at FBI Cyber Division Headquarters in Washington DC. She has significant experience working cyber-related matters including computer intrusion investigations, intellectual property (IP) rights violations, theft of trade secrets, economic espionage and other investigations.

Glenn Poplawski

Glenn Poplawski

Solutions Director/Chief Solutions Officer, Department of Information Technology, State of North Carolina

Glenn Poplawski has more than 25 years of business experience, including five years in systems engineering and technical analysis (SETA) for the federal government and 15 years working in the private information technology sector.
Prior to coming to work for the State of North Carolina, he worked for various private companies including: IBM, a systems integration firm, an Internet startup bought by CMGI, the former Anderson Consulting, and as a consultant to various private companies and public agencies. This work included managing client relationships and engagements, managing the operations of critical business systems, guiding the implementation of large-scale system development projects, and contributing with the senior team to develop the local business strategy and operational model.
Glenn has been working for the State of North Carolina for over ten years. Initially, he served the Office of Information Technology Services (ITS) Enterprise Solutions Division in the role of Team Lead for the Project Management Services Team. He built a team of certified project managers to manage both ITS-related projects and other executive agency projects in this position. Subsequently, per the ITS CIO, Glenn took on additional duties as required to include the Service Transition organization, including the PMO, and later IT Business Applications.
Currently, Glenn heads the DIT Solutions Delivery Division, which includes the Enterprise Project Management Office, the DIT Project Management Office, Business Analysis Services, Solutions Architecture Services, Software Quality Assurance Services, Digital Commons Services and several general government CIO’s.
Glenn is a certified Project Management Professional (PMP) and Government Chief Information Officer (CGIO). He has a Bachelor's degree in Aerospace Engineering from Virginia Tech and a Master's in Business Administration from George Mason University. He is married with two children and enjoys beekeeping, biking and gardening in his spare time.

Jeff Sural

Director, Broadband Infrastructure Office, Department of Information Technology, State of North Carolina

Jeff joined the Department of Information Technology in January 2015 as the Director of the Broadband Infrastructure Office (BIO).
A native of Greensboro, Jeff has more than 20 years of experience as an attorney and public policy expert working at the state and federal levels on issues. Prior to joining DIT, Jeff was a member of the Legislative and Public Policy Group at Alston & Bird LLP in Washington, D.C. He previously served as a Deputy Assistant Secretary for the U.S. Department of Homeland Security and as Assistant Administrator for the U.S. Transportation Security Administration. He also served as Legislative Counsel to U.S. Congressman Vernon Ehlers, and as Assistant Majority Counsel for the Michigan House of Representatives.
Jeff earned his Bachelor’s degree in Journalism from UNC - Chapel Hill and his J.D. from the Western Michigan University’s Thomas M. Cooley Law School in Lansing, Michigan.
