It also highlighted the importance of closing the digital divide and achieving true digital equity, so all New Yorkers fully realize its benefits. Angelo “Tony” Riddick was named the state’s Chief Information Officer (CIO) in December 2020, and now leads the office of Information Technology Services (ITS). Most recently, Tony served as the Chief Information Officer and Director of the Bureau of Information Technology for the U.S. Virgin Islands. He has an extensive and diverse background in information technology in both the public and private sectors. Tony is also a retired US Army Colonel with more than 30 years of active military service.
COL(R) Riddick (Tony) received numerous military and civilian awards including the Army Legion of Merit, numerous joint and army meritorious, commendation and achievement medals. He was awarded the coveted Army Ranger Tab, Airborne Wings and Combat Action Badge for combat service in Iraq. In addition, Tony was awarded the StateScoop State Employee of the Year award for his efforts in disaster recovery when he spearheaded the effort to standup communications resources after the devastating category 5 storms that ravaged the US Virgin Islands and Puerto Rico. He holds an associate degree in Business from Marion Military Institute, a Bachelor of Business Administration from Albany State University and a Master of Quality Systems Management with the National Graduate School of Falmouth, Massachusetts.

Bryan joined ITS in 2016 as the CIO - Disabilities & Aging and before State service, he was the Director of Technical Services at Ellis Medicine, a Capital Region community and teaching healthcare system. At Ellis, he led the strategic organizational alignment of technology healthcare services, infrastructure initiatives, and the information security program to the needs of medical providers and the patient community. Before healthcare, Bryan was a Vice President in the Enterprise Technology Operations Division with KeyCorp NA. He is a graduate of Union College & the State University of New York at Albany with both bachelor’s and master’s degree in economics, is certified in ITIL and Six Sigma.

As Director of Senate Technology Services, Jim oversees the New York State Senate's technology initiatives and operations that support 63 legislators and approximately 1,200 staff in one of the largest and busiest state legislatures in the nation. Recent projects include a new citizen-focused public website, a custom constituent management system to manage casework and communications with 19 million citizens, and a free open data feed of state legislative activity for the public. Prior to joining the Senate in 2001, Jim spent more than a decade at the New York State Assembly in various IT roles. He continues to pursue his lifelong interest in technology by speaking, writing, teaching, and volunteering with several outside organizations. A transplanted Arizonan, Jim would support legislation to make upstate New York winters a bit shorter.

Alan has been a guest lecturer at universities and a frequent speaker for key government and industry organizations. For over 35 years, Alan has worked with industry, education and government officials to help them better understand the importance and use of information technology. As the Minneapolis CIO for seven-plus years, Otto Doll was responsible for all city IT services. He also served as South Dakota’s CIO for 15 years with responsibility for all state government computing, telecommunications, radio and public broadcasting. While with IT research firms, Otto has advised Fortune 1000, federal, state and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy.
Otto received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO – a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) – a national organization of city and county CIOs. Otto was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Shonte Eldridge currently serves as an Executive Government Advisor with Amazon Web Services (AWS). In this role she is responsible for engaging State and Local Government leaders to build cloud frameworks that reduce cost, improve service delivery, change customer experience and transform the enterprise into a modern, inclusive, equitable and innovative enterprise. Prior to joining AWS, Ms. Eldridge worked in the public sector for over 20 years and held various C-suite positions including the Deputy Chief of Operations for the City of Baltimore, Chief of Policy, Planning and External Affairs for the Office of the States Attorney for Baltimore City and Chief of Policy for Maryland’s Governor’s Office of Crime Control and Prevention. During her time in government she was known for using technology to solve some of the largest operational and social challenges her state and local governments faced, as well as changing the culture to more readily accept and try new technologies. Ms. Eldridge’s work in the industry has appeared in numerous national publications and is often called upon to speak and conduct workshops on the importance of creating holistic digital transformation strategies and how to implement technology that improves operations and delivers a better customer experience.

Associate Commissioner Chief Medical Informatics Officer, Office of Mental Health, State of New York

The clinical application of technology is growing rapidly and is essential to the behavioral health system of the future. As Chief Medical Informatics Officer (CMIO), Jerry is responsible for overseeing the expanded use of technology to advance clinical care within the Office of Mental Health (OMH) and the larger public mental health system.
He is the executive sponsor and clinical business owner for all OMH clinical IT systems, including the Empire State VistA which is the largest VistA implementation outside of the Veterans Administration. In addition, he is leading efforts for the OMH Health Information exchange for all OMH hospitals and clinics across the state.
The CMIO also serves as the OMH liaison with the Office of Information Technology Services (ITS) to ensure that technology resources are used most efficiently and effectively to meet the 0MH mission. Jerry has been with OMH since 2000 and has served in various positions including. Pharmacy Director of Capital District Psychiatric Center, 0MH Director of Pharmacy Services. and prior to taking this position he was the OMH Director of Health Services. Jerry received his Pharmacy degree from the Albany College of Pharmacy and Health Sciences and his MBA from the State University of New York Empire State.

Michael “MJ” Jackson is a problem solver who leads global strategy across regulated industries at DocuSign. His team commercializes vertical solutions for Public Sector, Healthcare, Life Sciences, and Financial Services. Jackson holds an active Secret Security clearance with the US Department of Homeland Security.
Prior to DocuSign, Jackson served as a General Manager at Amazon Web Services, where he established and scaled multiple mission-critical businesses from inception, including Public Health and US Elections, Legislative & Political Solutions.
Previously, Jackson also served as General Manager of Consumer Health at Intel Corporation, where he developed global lines of business for patient-generated health data (PGHD) platforms; and as Director of Healthcare & Digital Government at Adobe Systems, where he led the commercialization of digital health solutions currently trusted to help power federal, state, and private Health Benefits Exchanges in over 30 US states.
Before high-tech, Jackson gained executive experience in the life sciences industry, where he successfully launched biopharma and medical device products across a range of clinical research and therapeutic specialties including oncology, neurology, and endocrinology.
Jackson earned a Master of Business Administration degree and a Bachelor’s degree in Management Information Systems from the University of Baltimore. He is also a proud veteran of the US Coast Guard and serves on multiple boards, including the Board of Directors at Health Care for the Homeless, an innovative non-profit provider of coordinated care and housing services in Baltimore, MD.

Chief Information Officer, Office of the Attorney General, State of New York

Moses has over 30 years of experience in information technology and New York State government. His career has combined his passion for public service and the power of technology to transform the way government delivers to the community it serves. He is currently the Chief Information Officer for the Attorney General of the State of New York. Before joining the Office of Attorney General, he served as CIO of the New York State ITS Administrative and General Services cluster. Before rejoining GOER, Moses was an Enterprise Information Architect at the NYS Office of the State Comptroller where he led the development of the Public Authority Reporting Information System (PARIS). Prior to that, he was the Director of the Unemployment Insurance Systems Modernization at the NYS Department of Labor. His career also includes private sector work as a Managing Principal Consultant with Oracle Corporation. In 2017 he was inducted into the New York IT Leadership Hall of Fame. Moses earned a Ph.D. in Information Strategy and Management from the Rockefeller College of Public Affairs and Policy, University at Albany. Moses has taught as an adjunct professor at the Lally School of Management and Technology, Rensselaer Polytechnic Institute, and the Nelson Rockefeller College of Public Affairs and Policy, University at Albany.

Jennifer Lorenz has more than 20 years’ experience as a leader and operational manager for IT. She now serves as the Deputy Chief Information Officer for Operations at ITS. In this role, Jenn is charged with overseeing the day-to-day operations of ITS. She is responsible for managing the Chief Portfolio, Chief Communications and Chief Finance Offices, establishing a standard framework for introducing new systems, programs and technologies to NYS State agencies, and ensuring alignment between IT, client business strategies and NYS IT financial objectives. Before assuming the Deputy CIO role, she led the Continuous Service Improvement department of IT Service Delivery Management. Prior to this, Jenn’s experience included systems implementation management for small and large projects, data analysis, systems administration, Identity and Access Management, project management and business process reengineering. She is a results-oriented leader who enjoys solving business problems and creating efficiencies in processes with simple technology solutions. Jenn has been with ITS since its inception in 2012. She was an employee of the former Office for Technology (OFT) and prior to that served in the United Stated Air Force for six years. She holds a Bachelors’ degree in Business Management from Empire State College and ITIL Foundations certification.

Glenn Marchi is a chief information officer (CIO), army colonel, and adjunct professor who inspires and empowers teams to deliver extraordinary results with high customer satisfaction. Glenn serves as the CIO for Dutchess County Government in Poughkeepsie, New York, supporting nearly 300,000 citizens. Dutchess County has earned a reputation for providing exceptional IT services, recognized as the #1 mid-size county in the nation by the Center for Digital Government in 2018 and 2019. Prior experience includes programmer, systems analyst, certified project management professional, manager, and director level positions at Mercy College, Diageo, and IBM Corporation. Subject matter expertise includes cybersecurity, disaster recovery, business continuity, and shared services. Glenn was a military first responder to the terrorist attack on the World Trade Center and later deployed to Iraq as a battalion commander. He is a recipient of the bronze star medal. Glenn also teaches as an adjunct professor at the University of Connecticut and Mercy College. He serves on advisory boards for the Mercy College Math and Computer Science Division and the CNBC Technology Executive Council. He co-authored a book on leadership, “If It’s Not Impossible, It’s Not Interesting”.

In his current role he is responsible for providing a consistent, repeatable IT process for delivering services across all supported 50+ NYS agencies. This includes ITIL processes (IT Infrastructure Library), ServiceNow platform and evaluating automation opportunities. Among other responsibilities, he leads RPA team (Robotic Process Automation) to understand customers’ business processes, priorities for Business automation opportunities with NYS agencies.
He has 20 years of experience in NYS having started his career with New York State Insurance fund, prior to joining ITS in 2016. He holds a master's degree in Computer Science from the University at Albany and bachelor’s degree in Physics.

Stacy Panis currently serves as the Chief Portfolio Officer for the State’s office of Information Technology Services (ITS). In this role, she is responsible for managing all of the Portfolio teams that work directly with New York State agencies on their IT needs, as well as the Project Management Office and the Portfolio Governance and Strategy Unit. Stacy has nearly three decades of experience across a number of important State agencies including the Department of Taxation and Finance, the Division of Homeland Security and Emergency Services, and the Office of Mental Health. Rajiv Rao is an IT executive veteran with 23+ years of experience. He was named Chief Technology Officer for the NYS Office of Information Technology Services in December 2015 and serves as the Deputy Chief Information Officer for Technology. In his role, Rajiv is dedicated to leading New York State’s innovative technology solutions and roadmap. He is responsible for the building and operation of all core infrastructure services, engineering, architecture, and advancing standards, as well as exploring long-term technology objectives including containerization, data analytics, machine learning, rapid application development, robotic process automation, and artificial intelligence. Rajiv was the chief architect for the design and build of New York State’s consolidated data center, located in the largest zero energy, multi-use facility in the world. Rajiv is the driving force behind many of New York State’s critical IT initiatives as he continues to lead the State’s Technology SWAT Team, the first-in-the-nation service partnership with leading technology companies to support New York State’s response to the Novel Coronavirus outbreak. Rajiv has won numerous awards including the NASCIO State Technology Innovator Award and Government Technology Magazine’s New York State IT Leader of the Year.

Anne Roest has more than 35 years of experience in technology, starting as a programmer for Fidelity Investments in Boston. From there Anne moved to Albany where she worked for a bank before moving to New York State Government. Anne rose through several State positions including Director of Technology for the New York State Department of Taxation and Finance, and the CIO for New York State Public Safety. She moved to New York City Government in 2004 as Commissioner for the Department of Information Technology and Telecommunications (DoITT) and CIO for the City of New York. Upon retirement from the City in 2008 she accepted a position back in New York State to oversee the restructuring of the State’s massive IES program. Anne established a reputation for successfully managing large technology modernization projects, creating a more transparent and open government, and fostering partnerships to improve government efficiency and service delivery. Now fully retired from government she acts as an Advisor to GCOM Software.

For most of 2020, Sarah was a Senior Advisor to the Mayor of New York City leading COVID response for the private hospital and healthcare providers across the City. Prior to COVID, Sarah was Vice President of Care Delivery and Payment Transformation at Geisinger Health System and before that she was Chief of Staff at New York City Health & Hospitals, the nation’s largest public hospital system. In a previous stint at the New York City Mayor’s Office, as a senior policy advisor to the First Deputy Mayor, Sarah developed innovative cross-agency programs to improve health access for the uninsured. Early in her career, at the United Hospital Fund, Sarah lead analysis of new and proposed government healthcare program policies, focusing on New York State.

Deborah is an accomplished C-level influencer, with a broad range of experience in government, policy, cybersecurity, privacy and information technology. She is an experienced and highly respected thought leader who has held executive roles for over two decades. She recently retired from her position as New York state’s chief information security officer (CISO) after over 35 years of public service.
In that role, as part of New York state’s information technology transformation and consolidation initiative, she helped redesign how the state protects its data. As state CISO, she directed the state’s comprehensive cybersecurity governance, risk management and compliance program, providing strategic leadership and vision and assuring business-aligned, risk-based investments that maximized business opportunity and minimized cybersecurity risk. She also directed the NYS Cyber Command Center, hotline, procedures for reporting and response to cyberthreats and digital forensics.
She holds multiple industry certifications, including Certified Information Systems Security Professional (CISSP); Certified in Risk and Information Systems Control (CRISC); SANS Strategic Planning, Policy and Leadership (GSTRT) Global Information Assurance Certification; and Project Management Institute certified Project Management Professional (PMP).

Karen Sorady has 32 years in New York State service – 15 of which have been in New York State’s central cyber security office, first as part of the Office of Cyber Security and Critical Infrastructure Coordination, then as part of the Division of Homeland Security and Emergency Services’ Office of Cyber Security and most recently, as part of the Office of Information Technology Services’ Chief Information Security Office. Her office is charged with providing for the protection of the state government's cyber security infrastructure through identifying and mitigating vulnerabilities and cyber risk, deterring and responding to cyber events, and promoting cyber security awareness within the State.
Before assuming the NYS Chief Information Security Officer role in October 2019, she was Acting Deputy Chief Information Security Officer and Director of the Strategic Planning, Policy and Program Management Bureau. Her previous responsibilities include Director of the NYS Cyber Command Center; Manager of the Governance, Risk and Compliance Unit; and Assistant Deputy of Cyber Programs. Ms. Sorady’s prior experience in the State includes system, database and network administration and support, and working as an agency Information Security Officer.
Ms. Sorady holds a Master of Business Administration from the University at Albany and a Bachelor of Arts in Psychology from the State University College at Oneonta. She holds certifications as an Information Systems Security Professional (CISSP), in Risk and Information Security Controls (CRISC) and a Global Information Assurance Certification in Strategic Planning, Policy and Leadership (GSTRT).
