Overview

Cyber-attacks have increased dramatically over the last few years. The 2023 New York Public Sector Secure Operations (SecOps) Summit provides an opportunity for government technology professionals to learn about the latest efforts to defend, respond and recover from cyber criminals who wish to do harm. The Summit, hosted by the New York Office of Information Technology Services (ITS) included cybersecurity leaders from state and local government throughout New York.

Deborah A. Snyder

Deborah A. Snyder

Senior Fellow, Center for Digital Government

Deborah is an accomplished C-level influencer, with a broad range of experience in government, policy, cybersecurity, privacy and information technology. She is an experienced and highly respected thought leader who has held executive roles for over two decades. She recently retired from her position as New York state’s chief information security officer (CISO) after over 35 years of public service.
In that role, as part of New York state’s information technology transformation and consolidation initiative, she helped redesign how the state protects its data. As state CISO, she directed the state’s comprehensive cybersecurity governance, risk management and compliance program, providing strategic leadership and vision and assuring business-aligned, risk-based investments that maximized business opportunity and minimized cybersecurity risk. She also directed the NYS Cyber Command Center, hotline, procedures for reporting and response to cyberthreats and digital forensics.
She holds multiple industry certifications, including Certified Information Systems Security Professional (CISSP); Certified in Risk and Information Systems Control (CRISC); SANS Strategic Planning, Policy and Leadership (GSTRT) Global Information Assurance Certification; and Project Management Institute certified Project Management Professional (PMP).

Colin Ahern

Colin Ahern

Chief Cyber Officer, State of New York

Colin is an internationally recognized cyber security, resilience, and intelligence expert. He was appointed the first Chief Cyber Officer of the State of New York in June of 2022. As Chief Cyber Officer he oversees all cyber threat assessment, mitigation, and response efforts and leads cross-agency efforts to protect New York State from cyber threats.
In his previous role as First Deputy Director of New York City Cyber Command and later as Acting Chief Information Security Officer of New York City, Colin led the transformation of a small team into a charter backed city agency with more than 800,000 endpoints under management across more than 100 departments and offices throughout New York City government. Colin also led the creation of the city’s first cloud-based, zero trust environment, enabling New York City Cyber Command to pivot to a remote work posture during the COVID-19 pandemic while still processing billions of events per day to ensure that city services were defended from cyber threats. Before working at the City, Colin worked in cybersecurity in the financial services industry.
Colin began his career in the Army, enlisting in the reserves after 9/11. He was later selected for an ROTC scholarship and served on active duty, including two year-long tours in Afghanistan. He was promoted to multiple leadership roles and ended his Army career as a company commander in the Army Cyber Brigade, where he oversaw the creation of a specialized cyberspace operations organization. His military decorations include the Bronze Star, the Meritorious Unit Commendation with 2 oak leaf clusters, the Afghanistan Campaign Medal with 3 campaign stars, and the Knowlton Award.
Colin has taught at the Columbia University School of International and Public Affairs as an Adjunct Associate Professor and is a guest lecturer at the George C. Marshall European Center for Security Studies. Colin has given numerous keynote addresses to academic, public, and private sector audiences, and frequently engages with the media. His academic and professional writing has been widely published, including by the Advanced Computing Systems Association and the Association for Computing Machinery. Colin is also a term member at the Council on Foreign Relations and a certified information systems security professional. Colin received his bachelor's degree from Tulane University and his MBA from the NYU Stern School of Business.
Colin’s family has been in New York City for more than four generations. He enjoys surfing, skiing, and hockey, and lives with his wife and two children in Brooklyn.

Senior Vice President, Government Technology

Phil Bertolini is a senior vice president for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Vice President of Strategy and Field Chief Technology Officer, Nasuni

John Capello plays an instrumental role directing Nasuni’s product strategy and can often be found working with customers and technology partners to understand their requirements and identify new use cases for Nasuni’s global file system.
Before joining Nasuni, John was Vice President of Product at fast growing startups Abuzz (acquired by The New York Times) and Tabblo (acquired by Hewlett-Packard). He also served as a general manager for The New York Times Digital and as a consultant for McKinsey and Company.
Earlier in his career, John worked as an independent consultant for a leading pharmaceutical company, an innovative CAD developer, and a green energy monitoring startup, helping them make greater use of analytics in their respective businesses.
John earned his MBA degree from the MIT Sloan School of Management, where he was the recipient of the McKinsey Award. He also graduated from Harvard University with a BA degree in Social Studies and Music.

Prior to joining Mandiant in 2022, Mr. Casson spent 22 years as a Special Agent and leader in the FBI. From 2016 to 2019, Mr. Casson was a lead case agent on a squad that focused on cybercrime. In 2019, Mr. Casson became the supervisor of a national security cyber squad that focused on nation state sponsored cyber actors targeting the United States.

Gail Galusha is the Administrator of Data Privacy and Security Services for the Washington-Saratoga-Warren-Hamilton-Essex (WSWHE) Board of Cooperative Educational Services. In this capacity at WSWHE BOCES, she provides leadership, guidance, and oversight to 30+ public school districts on data privacy and security. She supports the development and implementation of policies and procedures mandated by education privacy laws, collaborates with district technology committees to develop strategic plans for data management, incident response, and disaster recovery, and also negotiates vendor data privacy agreements on behalf of her districts. Prior to her current role, Gail has worked for the NYS Education Department in the Office of Higher Education in Program Research; Binghamton University as a Designated School Official of Information Technology and Data Management; Ballston Spa Central School District as the Chief Information Officer, District Data Coordinator, Medicaid Compliance Officer and State Testing Coordinator; and for the Northeastern Regional Information Center as the Data Warehouse Program Coordinator.
Gail has a Bachelor’s Degree in Science, Mathematics, and Technology with an Information Systems Major, a Master’s Degree in Policy, and graduate-level certificates in Advocacy, Compliance and Risk Management, and Data Security and Privacy Policy.

Jacob is the Deputy Commissioner for the Office of Central and Information Services, County of Dutchess. He graduated Summa Cum Laude from Marist College with a B.S. in Information Systems (2004). Jacob has over 19 years of government service to Dutchess County as well as 19 years of service as a volunteer firefighter.
He is a member of Dutchess County’s internal cybersecurity team. And has authored several organization-wide cybersecurity policies and department-level cybersecurity standards. Jacob assisted in planning 2020 and 2023 Hudson Valley Cybersecurity Summits.

Dru Rai

Chief Information Officer, State of New York

Dru Rai was appointed New York State Chief Information Officer and Director of the Office of Information Technology Services. In this position, Rai is responsible for leading New York’s ongoing digital transformation, enhancing the state’s cyber posture to defend New York against evolving cyber threats, and working with Executive Branch agencies to create digital interactions between state government and residents that are simple, seamless and straightforward.
A highly skilled leader with more than 30 years of experience in Digital Product Management, Information Technology and eCommerce, Rai most recently served as Chief Digital and Information Officer of Quaker Houghton Company. He previously served as Global CIO for the Ball Corporation, DuPont Coatings and GE Advanced Material (a Division of GE) and began his career at Ernst & Young.
Rai also led and volunteered as CIO for Goodwill Industries International and the American Cancer Society, helping each organization set and execute their digital strategies, and make significant technology operational improvements. Rai earned an MBA from the University of Connecticut and a Bachelor of Technology from GB Pant University in India.</p

Chief Information Security Officer, Office of Temporary and Disability Assistance, State of New York

Scott Rogler is the Chief Information Security Officer for the New York State Office of Temporary and Disability Assistance. As CISO, Mr. Rogler is charged with providing advice and guidance on all issues involving information governance, security, and compliance risks. Mr. Rogler works closely with all stakeholders, including OTDA leadership, NYS ITS, and the local Social Service Districts (SSDs), to identify, mitigate, manage, and monitor information governance, security and compliance risks and obligations involving the privacy, confidentiality, compliance, security applicable to the agency. Prior to working at OTDA, Mr. Rogler was the Manager of Secure Architecture and Engineering for the New York State Enterprise Information Security Office (EISO), a position he held since January 2013. Mr. Rogler holds numerous security and industry technical certifications and actively participates in state, local, and national committees focusing on information security and emerging technology trends.
Mr. Rogler has over 30 years’ of experience in information technology in both the public and private sectors. Prior to working for NYS, Mr. Rogler was the Chief Technology Officer at Albany College of Pharmacy and the Director of Technology for a multi-national professional services consulting company.
