Research Professor and Director of Women in Computer Science, University of Waterloo, and Principal, Maura Grossman Law

Maura R. Grossman is a Research Professor and Director of Women in Computer Science in the School of Computer Science at the University of Waterloo, in Ontario, as well as an eDiscovery attorney and consultant in Buffalo, New York. Previously, she was of counsel at Wachtell, Lipton, Rosen & Katz, where for 17 years, she represented Fortune 100 companies and major financial institutions in civil litigation and white-collar criminal and regulatory investigations, and advised the firm’s lawyers and clients on legal, technical, and strategic issues involving eDiscovery and information governance, both domestically and abroad.
Maura is a well-known and influential eDiscovery lawyer. She was described in Who’s Who Litigation E-Discovery Analysis as “‘sensational’ according to her peers and . . . a ‘go-to’ in the area,” and by Chambers & Partners USA Litigation: E-Discovery as “the best-known person in the area of technology-assisted review; a superstar among superstars.” Maura’s scholarly work on TAR, most notably, Technology-Assisted Review in E-Discovery Can Be More Effective and More Efficient Than Exhaustive Manual Review, published in the Richmond Journal of Law and Technology in 2011, has been widely cited in case law, both in the U.S. and abroad. Her longstanding contributions to eDiscovery technology and process were featured in the February 2016 issue of The American Lawyer and in the September 2016 ABA Journal – where she was recognized as a 2016 Legal Rebel. Hon. Michael A.L. Balboni is the President and Managing Director of RedLand Strategies. Balboni has both the expertise and strategic knowledge to understand and react to the most difficult problems that you might face in both government and business. Before entering the private sector, Balboni served the public in New York State for 19 years, beginning with his election to the New York State Assembly in February of 1990. He was re- elected to the NYS Assembly four times, before winning a seat in the NYS Senate. He then served in the New York State Governor’s Office as Deputy Secretary for Public Safety and Homeland Security Advisor for New York State, overseeing 13 state agencies.
In 2017, Balboni was appointed by NYS Governor Andrew Cuomo and confirmed by the NYS Senate to the New York Power Authority’s Board of Trustees where he currently serves as the Chair for the Cyber and Physical Security Committee. He is also a Board Member for the Center for Cyber and Homeland Security (CCHS) at George Washington University, Trustee for Adelphi University’s Board, Board Member for American Red Cross- Long Island and a Trustee for the New York State Trooper Memorial Foundation.
Balboni currently serves as the Executive Director of the Greater New York Health Care Facilities Association, a trade association providing regulatory compliance and life-safety services to more than 80 nursing homes in the NYC-metro area. Mr. Balboni is also Of Counsel to Rivkin Radler Attorneys At Law Corporate and Health Services Practice Groups.

Gary Buonacorsi has nearly two decades of experience in the IT industry as a transformational leader for Government agencies and Fortune 500 companies. As the Dell EMC state and local government national chief technology officer, Gary is responsible for thought leadership in the public sector, state and local government business strategy, solution development and guiding customer IT transformation.
Gary came to Dell EMC in 2013 with a wide range of experience including serving as the chief information officer at the Office of the Attorney General in the State of Texas. He was responsible for a state-wide modernization and consolidation project that reduced 32 divisions into one central IT organization along with a complete re-architecting and upgrade to a standardized infrastructure and application development environment. Additionally, Gary’s career includes positions as CTO and CIO within departments at the State of Nevada, and managerial and director roles at EMC, Oracle and Merck-Medco.
Gary holds a B.S. in Management Information Systems and a Master’s in Business Administration from the University of Phoenix.

Deputy Commissioner for Administration and Chief Financial Officer, Department of Labor, New York State

Nathaalie N. Carey serves as the Executive Deputy Commissioner at the New York State Department of Labor. In this capacity, she oversees approximately 3,000 employees, a budget of $3.7 billion and numerous critical services to New Yorkers. In her current role, Mrs. Carey is responsible for all Agency Operations, including Unemployment Insurance benefits, Employment and Workforce Solutions, and Worker Protection, in addition to serving as the Labor Department’s liaison to the New York State Insurance Fund.
Previously, Nathaalie was the Deputy Commissioner for Administration and Chief Financial Officer for DOL where she managed the agency’s multibillion-dollar portfolio and oversaw all internal operations. Nathaalie is very proud to serve on Governor Cuomo's Women's Pay Equity panel as they explore how to address closing the gender pay gap.
Prior to this, Nathaalie worked at the New York State Comptroller's Office (OSC) as an Assistant Comptroller for Local Government and School Accountability, overseeing the division's Information, Research and Technology branch. She was responsible for implementing the New York State property tax cap and developing the local government fiscal monitoring system. Nathaalie joined OSC after serving as the Director of Budget and Research for Broome County Government, there she managed a $450 million budget and had fiscal oversight for over 30 departments.
Nathaalie has served on the council for her alma mater, Binghamton University, where she received a bachelor’s degree in English and a master’s degree in Public Administration, with a concentration in Leadership and Public Finance. She is an experienced executive at both the local and state levels of government who has an affinity for community service. Nathaalie is committed to the advancement of women and the disenfranchised, who devotes countless hours mentoring women, conducting workshops for students, and speaking at events focused on uplifting the community.

Juan Colon

Juan Colon

National Director of Opioid and Illicit Drug Solutions, SAS

Juan Colon retired from the New Jersey State Police with 28 years of law enforcement experience. He focused on intelligence tradecraft, using big data to improve decision making in public safety and public health. Colon also developed and implemented an analytical process for using drug harm data sets to help identify areas most severely affected by drugs. He has trained many states on implementing this program, as well as the Office of the US Attorney General, the Bureau of Justice Assistance, the Centers for Disease Control and Prevention, the National Governors Association and the Police Executive Research Forum. The White House Office of National Drug Control Policy’s National Heroin Strategy report also included it as a recommended strategy to confront the heroin problem.

Shared Service Director, Information Technology Services, New York State

Dan Donnelly brings over 30 years of Information Technology experience in the areas of Application Development, Application and Infrastructure Performance, Networking, Security, Project Management and Quality Assurance. Dan currently serves as the Director of the Shared Services for Quality Management at the New York State Office of Information Technology Services (ITS). In this capacity, he works across multiple areas to develop and retain standards and processes that improve teams' efficiency across all agency activities. Included in Dan’s scope are 75 team members supporting change, release and quality assurance activities for all ITS Portfolios. The Shared Services units help to properly safeguard our production systems and help usher in changes and releases that do not have adverse impacts on our systems or end users. He has the ability to create and implement a vision for his team. He is a visible leader as a pioneer of change. He motivates his employees and team members and has a tangible track record to show it, leading by example to inspire employees and team members to take smart risks and drive positive change in their professional lives. He is responsible for many of SSQA's successful initiatives that have demonstrated innovation or creativity in delivering lasting results. Dan is one of the pioneers in the field of quality management and has become a role model for most in this field. His leadership and dedication has truly inspired many to take action to make the changes they want to see in the world.
Previously, Dan served as the Director of Risk Management, Human Services Cluster at ITS where he was responsible for the Quality Management activities and staff within the Cluster as well as the ITS Information Security Officer representing ITS to the Cluster Agencies.

Karen Geduldig

Karen Geduldig

Executive Deputy Chief Information Officer, Information Technology Services, New York State

Karen Geduldig is the Executive Deputy Chief Information Officer for the New York State Office of Information Technology Services (ITS), the State agency that provides the full suite of technology solutions - from infrastructure and network to analytics and applications - to over 50 executive branch agencies.
As Executive Deputy CIO, Ms. Geduldig oversees the implementation of the State’s technology-enabled innovation agenda and manages the agency’s 50+ executive level client-agency relationships. In her role, Ms. Geduldig ensures that ITS empowers its agency clients by improving the business of government and meeting the evolving and diverse needs of New York’s citizens and businesses by leveraging emerging technology.
Between 2011 and 2015, Ms. Geduldig served as ITS’s first General Counsel and Ethics Officer and was part of the leadership team that created ITS through a ground-breaking restructuring of the State’s technology systems, investments and IT personnel. This technology transformation resulted in the consolidation of over 4,000 IT professionals and a budget of approximately $1 billion.
Between 2015 and 2017, Ms. Geduldig served as the Director of the Office of Telecommunications within the New York State Department of Public Service where she oversaw the State’s regulation of the telecommunications industry. As Director, Ms. Geduldig focused on the convergence of the telecommunications and energy industries and incentivizing investment and innovation in New York State.

Business Director, Grants and Licensing Portfolio, New York State Information Technology Services

Prior to joining the New York Business Express project Drew ran the performance management and quality improvement initiative in the Office of Public Health at the NYS Department of Health. Subsequently he led a state-wide effort focused on standardizing performance management methods within state agencies targeting operational efficiencies. Drew has over 17 years of management and data analytic experience and before coming to NY he was the Director of the Office of Data Analytics and Decision Support in the Massachusetts Department of Public Health. There he oversaw database development and integration as well as data management and analytics that were used to drive programmatic and policy decision support in the field of Substance Use Disorder prevention and treatment. Drew received his Master’s degree in Epidemiology and Biostatistics from the Boston University School of Public Health.

Deputy Director for the Division of Information and Statistics, Office of Quality and Patient Safety, New York State Department of Health

Natalie Helbig is Deputy Director of the Division of Information and Statistics and is serving as interim Bureau Director for the All Payer Database in the Division of Information and Statistics. Prior to working at the Department of Health, Dr. Helbig was Assistant Research Director at the Center for Technology in Government, SUNY Albany and an affiliate faculty member in the College of Computing and Information’s Department of Informatics and an Adjunct Professor at the Nelson A. Rockefeller College of Public Affairs and Policy’s Department of Public Administration. Her research examined how public agencies design, manage, and use their data and information resources to improve performance and expand transparency and accountability. Dr. Helbig earned her doctorate and Master’s degrees in public administration and policy at the University at Albany’s Rockefeller College of Public Affairs and Policy.

Senior Cloud Specialist, State and Local Government, Microsoft

John Kelbley is a Senior Cloud Specialist with Microsoft’s State and Local Government team. He joined Microsoft in 2002 after working at numerous large enterprises as a Management Consultant, IT Manager, and Infrastructure Architect with over 25 years of computing industry experience. John works with large agencies and enterprises to optimize data center processes, helping them understand and deploy new private and public cloud solutions including storage, virtualization, containers, desktop as a service / VDI, and hybrid integrated management.
He has done extensive work with cloud integrated storage, as well as disaster avoidance / continuity of operations planning with governmental and private sector organizations. A key component of John’s current role with Microsoft is collecting and sharing customer and industry insights and direction.
John is co-author of several books on private cloud technologies, a periodic contributor to TechNet Magazine, and a presenter at Microsoft’s TechEd conference on topics including VDI, virtualizing Linux / UNIX, integrating heterogeneous infrastructures, Hyper-V automation, PowerShell for virtualization management. He has expertise with “mixed” environments (including working with UNIX / Linux), and has the distinction of being the first Microsoft employee to present at the Red Hat Summit more than 10 years ago.

James Konicki

Director, Unemployment Employer Services and Integrity, New York State Department of Labor

James Konicki is the Director of Unemployment Insurance (UI) Employer Services and Integrity for the New York State Department of Labor. In his role he manages and coordinates the work of statewide compliance and audit staff, overall integrity, quality control, confidentiality, as well as reporting and analysis functions related to UI operations. He is responsible for the intergovernmental relationships with a focus on improving and enhancing UI capabilities. He develops and recommends legislation, regulation, strategies, initiatives, and relationships aimed at improving UI policies, processes, and procedures. Mr. Konicki is a Steering Committee member for the National UI Integrity Center of Excellence and is a member of the Federal-State Oversight Committee for the IRS-QETP program.
Mr. Konicki has been with the Department since 1991. Prior to assuming his current role, he served as an auditor in Buffalo, New York, an associate auditor in the audit quality assurance, a project assistant with the UI systems improvement project, and manager of contribution collection operations. Mr. Konicki held financial management and accounting positions in private industry and the not-for-profit sector prior to joining the Department.
Mr. Konicki holds a Bachelor of Science Degree in Accounting from Canisius College. His interests include cooking, genealogy, civics, and Polish history, language and culture. He has served on the Board of numerous not-for-profit and charitable institutions and is a priest in the Polish National Catholic Church. He is married and has three children.

David Mahoney

David Mahoney

Director, Employee Relations, Information Technology Services, New York State

David Mahoney has been a New York State civil servant for over 17 years and currently serves as the Director of the Learning & Talent Management Office at the New York State Office of Information Technology Services (ITS). In this capacity, he is responsible for the delivery and implementation of Training and Professional Development Programs for approximately 3,600 employees in more than 140 locations statewide. These programs include the ITS Staff Development Program, ITS’ User Experience & Design Certificate Program, ITS’ SharePoint Academy, and ITS’ forthcoming “Essential Skills” Certificate Programs.
Previously, David served as the Director of Labor Relations at ITS where he was responsible for overseeing and advising on matters related to the New York State Collective Bargaining Agreements, Counseling & Discipline, Health & Safety, and the Fair Chance Hiring process. He was also responsible for authoring and updating the ITS’ Employee Handbook and Work Rules and served as the Chair of the ITS Labor Management Committee.
David joined ITS from the New York State Education Department (SED) where he served in a variety of capacities, ranging from Personnel Administration to Grant Management. During his time with SED, he served in the Office of the Executive Deputy Commissioner, the Office of Great Teachers & Leaders, as well as the Office for Diversity, Ethics, and Access.
David is a graduate of the College of Saint Rose, where he earned a bachelor’s degree in Social Studies: Adolescent Education, and a Master’s degree in History & Political Science. David was also a graduate of the New York State Public Management Institute. He is passionate about Education and prides himself on supporting the continued professional development of those he serves.
Outside of the Office, David and his wife are expecting their first child, Elianna, in April. He loves to learn, play soccer, and explore new destinations. He is looking forward to taking his family to see his favorite soccer team, Tottenham Hotspur, in London, England.

Jim Malatras

Jim Malatras

President, Rockefeller Institute of Government

Jim Malatras is president of the Rockefeller Institute of Government, where he is leading the Institute’s modernization effort to offer policymakers evidence-based policy analysis and recommendations on timely topics. Prior to becoming president, Dr. Malatras held several high-ranking positions in New York State government. Most recently, he served as director of state operations to Governor Andrew M. Cuomo, where he managed the day-to-day operation of state government and served as the administration’s point person on policy. He previously served as deputy secretary for policy management to Governor Cuomo and as deputy director of policy on Governor Cuomo’s successful campaign for governor. An education policy expert, Dr. Malatras served as the executive director of the governor’s New NY Education Reform Commission from 2012-2014. Dr. Malatras also previously served as executive directive of legislative affairs and state policy to Attorney General Cuomo and legislative director to former assemblyman and current Rockefeller Institute board member, Richard L. Brodsky. Dr. Malatras received his bachelor’s degree, master’s degree and doctorate in political science from the University at Albany.

Mario Musolino

Mario Musolino

Executive Director, The NYS Forum, Inc.

Mario J. Musolino, recently joined the Forum staff as Executive Director. Prior to accepting the position with the Forum, Mr. Musolino spent the majority of his professional career in the public sector where he held positions at both the State and local levels.
Most recently, Mr. Musolino spent twelve years as Executive Deputy Commissioner and Acting Commissioner at the NYS Department of Labor a multi-billion-dollar agency with over 3000 staff located in approximately 100 locations around the state. In that capacity, he supervised operations of the Department and developed policies and procedures impacting millions of New Yorkers.
Prior to his appointment at the Department of Labor, Mr. Musolino was the Executive Director of the Troy Housing Authority. During his tenure, the Housing Authority revitalized its entire portfolio and also established a number of human services initiatives including a Family Self-Sufficiency Program, After School Homework Help, and a Homeownership Assistance Program.
Prior to his tenure with the Housing Authority, Mr. Musolino worked as the Deputy Director of the Office of Management and Budget for the City of Troy, with a broad range of responsibilities including Public Safety, Community Development, Technology, and Labor Relations. Mr. Musolino also served as the Deputy Director of the New York State Job Training Partnership Council and the Executive Director of the Governor’s School and Business Alliance Program, which was the largest school-business partnership program in the nation at the time. Among other positions, Mr. Musolino worked for three years as a policy analyst for the Minority Leader of the New York State Senate. He began his career in public service as a youth counselor in Rensselaer County Jail.
Mr. Musolino holds an Associate Degree in Criminal Justice from Hudson Valley Community College and a Bachelor’s Degree in Political Science from the State University of New York. He has also completed graduate coursework in public administration at Rockefeller College.

Jonathan Nguyen-Duy

Jonathan Nguyen-Duy

Vice President, Strategy and Analytics, Fortinet

Jonathan Nguyen-Duy leads strategy and solutions development at Fortinet where he focuses on using the Fortinet Security Fabric to address the most challenging cyber security issues. With extensive experience working with global enterprises and nation-states, Jonathan is responsible for developing innovative security solutions from the IoT edge to multi-cloud ecosystems.
Prior to joining Fortinet, Jonathan served as the Security CTO at Verizon Enterprise Solutions where he was responsible for strategic technology partnerships, the Verizon Cyber Intelligence Center, and the award-winning Verizon Data Breach Investigations Report. While at Verizon, he also led the defense and national security cyber practice – responsible for data analytics and continuous diagnostics and mitigation solutions. Jonathan also led the development of Verizon’s first hosting services and business continuity practice.
Before coming to Verizon, Jonathan served with the U.S. Foreign Service in Central America working on economic development and disarmament initiatives. He has more than 20 years of cyber security and BCDR/COOP experience – working through many challenges including armed conflict, civil strife, labor strikes, natural disasters, terrorist attacks, network outages and a wide range of cyber attacks.
Jonathan is a widely published security expert and frequent speaker at industry conferences. He holds a BA in International Economics, an MBA in IT Marketing and International Business from the George Washington University, as well as a patent for IoT security.

Nick Psaki

Nick Psaki

Principal, Office of the Chief Technology Officer, Pure Storage Public Sector

Nick Psaki is the Principal, Office of the CTO for Pure Storage Public Sector, and joined the company in February 2015. He is the senior technologist for the Federal, State, Local and Higher Education segments.
A 20-year veteran of the United States Army, Nick has extensive experience in designing, developing, deploying and operating information systems for analysis of large sets of varying data types at the local and global scale. He was the CTO and Intelligence Architectures Chief for the Army G2 (Intelligence), and the Technology and Integration Director for Army G2 Futures directorate. He has served in multiple peacekeeping and combat operations ranging from the Balkans in the 1990's (Operation Able Sentry VI and Operation Joint Endeavor/Joint Guard) to Iraq and Afghanistan in the post-9/11 era. For the past several years, Nick has been focused on ways in which new and emerging technologies can enable more rapid and cost-efficient analysis of ever-growing bodies of data.

Pradhyum Ramkumar is an engineer, technologist and business leader helping customers go from ideas to revenue growth for the past two decades. Most recently, Pradhyum leads sales for IoT Platforms and analytics at AT&T for retail and public sector verticals. In this capacity, Pradhyum helps customers improve operational effectiveness and reduce costs using Internet of Things technology in conjunction with data analytics and complete end to end solutioning.
Prior to AT&T, Pradhyum was a product manager for a $100M microcontroller business at Texas Instruments, where he introduced over 30 innovative sensing products to market. Pradhyum also spent several years as an engineer working on speech coding and digital signal processing applications in the telecom space.

Roberta Reardon

Commissioner, Department of Labor, New York State

New York State Department of Labor Commissioner Roberta Reardon was appointed by Governor Andrew M. Cuomo in October 2015 to oversee the Department’s more than 3,300 employees. On June 15, 2016, Commissioner Reardon was unanimously confirmed by the New York State Senate.
Previously, Commissioner Reardon served as President of the American Federation of Television and Radio Artists (AFTRA) from 2007-2012. She was the founding Co-President of SAG-AFTRA, a 165,000-member union for the entertainment industry, when the Screen Actors Guild (SAG) merged with AFTRA in 2012. After stepping down from that position in late 2013, Commissioner Reardon consulted for the AFL-CIO as Special Liaison for Common Sense Economics. She also taught in the Cornell/CUNY Labor Relations Certificate program.
Commissioner Reardon is a former member of the Board of Trustees for the AFTRA Health and Retirement Fund, as well as the New York City Labor Council. She has been honored with the Jewish Labor Committee’s 2009 Human Rights Award as well as the New York City Central Labor Council’s 2012 Award for Service to the Labor Movement and was a recipient of the Cornell ILR School, Union Leadership Institute’s 2017 Change Maker Award.
Commissioner Reardon graduated from the Cornell Industrial and Labor Relations School’s New York State AFL-CIO/Cornell Union Leadership Institute and holds a Bachelor of Arts from the University of Wyoming. She is a Worker Institute Fellow at Cornell University and sits on the Board of Trustees for the Actors Fund of America.
