When you meet Thurl Bailey you first notice a tall (7' 0") athlete. But he is a man of as much depth as height. Thurl is a gifted inspirational singer and songwriter. His first album, "Faith In Your Heart", released in 2000 was a best seller.
His other awards include the N. B. A.'s prestigious J. Walter Kennedy Community Service Award, the Utah Association for Gifted Children Community Service Award, Sigma Gamma Chi Fraternity's Exemplary Manhood Award, The Great Salt Lake Council of the Boy Scouts of America's American Champion Award, and the Italian League's 1998 All Star Games' Most Valuable Player.

Brandon Finney has over 15 years of experience in the computer security industry, including a career within the Department of Defense. Prior to joining the New York Business Express project Drew managed the performance management and quality improvement initiative in the Office of Public Health at the NYS Department of Health. Subsequently he led a state-wide effort focused on standardizing performance management methods within state agencies targeting operational efficiencies. Drew has over 15 years of management and data analytic experience and before coming to NY he was the Director of the Office of Data Analytics and Decision Support in the Massachusetts Department of Public Health. There he oversaw database development and integration as well as data management and analytics that were used to drive programmatic and policy decision support in the field of Substance Use Disorder prevention and treatment. Drew received his Masters degree in Epidemiology and Biostatistics from the Boston University School of Public Health.

Since her first days as a journalist for the Associated Press more than 35 years ago, Dianne Henk has learned that communication can spell the success - or failure – of a workday or even a career. Whether conducting an interview, crafting an email or negotiating a contract, effective communication has been central to her work in journalism, business, non-profits or government. After studying television production and business at Ithaca College, Dianne spent 18 years in print journalism with the Associated Press as an editor, reporter and manager. She shifted her career into book publishing and business before joining New York State government as a communications director for the NYS Office of Alcoholism and Substance Abuse Services. In the past decade, she complemented her communications focus with a graduate certification in strategic human resource management and a transition into culture and workforce policy at the New York State Office for People With Developmental Disabilities.

Open Projects Manager, Senate Technology Services, New York State Senate

Dean oversees a number of projects at the Senate, including NYSenate.gov, the Open Legislation Service, and the Senate’s Constituent Relationship Management System. He participates in most facets of these and other projects, including project management, staff management, business analysis, strategic planning, quality assurance, UI/UX, and end-user training.
Dean’s circuitous path to Senate Technology Services included several years working at an acute psychiatric facility, a decade as the IT manager for a small manufacturer, a year-long residency at a Zen Buddhist monastery, and two years as a mental health and aging policy analyst. He has Masters degrees in Public Administration and Social Welfare.

He has successfully managed multiple large, business-focused IT projects, and is passionate about navigating complex business challenges. Prior to NYS ITS, Matt was a senior consultant at several NYS agencies and an IT executive at GE Energy, leading business-driven IT programs. Matt is a seasoned IT Strategist, has an MBA degree, and is a certified Project Management Professional (PMP). He also worked as a part-time lecturer at SUNY Empire State College, and for several years, volunteered as a board member and a trainer for Project Management Institute.

Throughout Anthony’s state career, his objective has always been to produce a product that is very clear and understandable by the end user. Whether it’s in the design of the application or the material guidelines we deliver to them. The goal is to keep it simple and understandable.
When Anthony is not at work, his passion is cycling, traveling and having a good time with friends and family.

Danielle Miller joined the NYS Office of Information Technology Services (ITS) in early 2013, shortly after the agency was established. She has been with the state for 18 years, working in an array of roles within HR for 15 of those years. She was recently promoted to the Director of Human Resources within ITS, overseeing Personnel, Labor Relations, Training, and Internal Controls. She serves on the Executive Personnel Council, various subcommittees/workgroups, and participates in a number of initiatives including Civil Service Reform efforts, and ITS strategic planning.
Danielle throws herself into her work and is excited about her new role, but she lives for Saturdays with her 7-year old daughter, and summer afternoons of fishing on her husband’s boat!

Andrew D. Morris is the Director, Tax Processing Division, with the New York State Department of Taxation and Finance.
He has served in previous executive positions with the Department as the Director, Business Tax Processing; Director, Personal Income Tax Processing Bureau; Director, Systems Analysis and Testing Bureau; and, Director, Revenue Services Bureau.
During the course of his career, Mr. Morris has advanced the Department's efforts in the growth of electronic filing of tax returns and payments; implementation of advanced document, tax return and payment processing technologies; and, cost savings initiatives.
In 2017, the New York State Academy for Public Administration recognized Mr. Morris with its Public Excellence Award.
Prior to joining Tax, Mr. Morris was with the Office of the Secretary, U.S. Department of the Treasury where he began his career as a presidential management fellow.
Mr. Morris completed his master of public administration degree at The George Washington University and his bachelor's degree at Siena College. He has also pursued executive education at the University of Pennsylvania's Wharton Business School.

Theresa retired with 30 years of NYS service in 2016. She was at ITS in the beginning and transferred over 4,000 employees and consultants into ITS. She has returned to ITS to assist the current team in revitalizing many of the Administrative functions. ITS is increasing the Training Budget for the new fiscal year and determining the skill sets of the future will assist the current and new employees as well as the Agency in delivering our services to the citizens of New York.

Nick Psaki

Principal Engineer, Office of the CTO, Pure Storage

Nick Psaki is the Principal, Office of the CTO for Pure Storage Public Sector, and joined the company in February 2015. He is the senior technologist for the Federal, State, Local and Higher Education segments.
A 20-year veteran of the United States Army, Nick has extensive experience in designing, developing, deploying and operating information systems for analysis of large sets of varying data types. He was the subject matter expert for the Army's DCGS-A requirements directorate, Intelligence Architectures Chief for the Army G2 (Intelligence), and the Technology and Integration Director for Army G2 Futures directorate. He has served in multiple peacekeeping and combat operations ranging from the Balkans in the 1990's (Operation Able Sentry VI and Operation Joint Endeavor/Joint Guard) to Iraq and Afghanistan in the post-9/11 era. For the past several years, Nick has been focused on ways in which new and emerging technologies can enable more rapid and cost-efficient analysis of ever-growing bodies of data.
Nick is married to Stacy, his lovely wife of 19 years. They have three children, and live in Falls Church, VA.

Chuck has over 32 years of experience in software development in both the public and private sector. For over 28 year he worked on dozens of Department of Health data systems and projects including the fully life cycle development of the Women and Infant and Children Statewide Information System (WICSIS) and the Internet System for Tracking Over-Prescribing (I-STOP). Currently including the he is serving in the Disabilities and Aging (DAC) cluster and is responsible for several critical systems including the Office for People with Developmental Disabilities (OPWDD) Tracking and Billing System, which is used to monitor approximately 125,000 developmentally disabled citizens, and claim $150,000,000 of Medicaid reimbursements per month.

Professional speaker, broadcast analyst for the Utah Jazz and University of Utah, an actor, and an award-winning singer/song writer, Thurl Bailey attended North Carolina State University and was a key player in the 'Wolfpacks' miracle run to the 1983 NCAA Championship. That same year, Thurl led NC State in both scoring and rebounds. The Utah Jazz drafted Thurl in 1983 as the 7th pick of the draft. Jazz management reported that he was selected for the quality of his character, as well as the quality of his game. This was the beginning of 16 years of playing professional basketball – 12 of those years in the NBA.
