The New York IT Leadership Academy is the premier leadership event for New York’s senior level technology executives with the intent to improve their management and business skills and to develop the IT leaders of the future. The purpose of this invitation-only event is to foster discussion and dialogue on what it means to be a successful IT Leader in the public sector and how to use Information Technology as a strategic tool for managers, executives and policy makers. Author, Speaker, Consultant, Change Agent

James Dallas is an accomplished senior executive with extensive experience as an agent of change in large domestic and international corporate settings. James has successfully implemented more than 10 transformational and turnaround initiatives, 30 acquisition integrations, five centers of excellence and three innovation centers. He has more than 30 years of experience in general management and business operations roles, as well as Chief Information Officer positions. The majority of his career has been focused on bridging the gap between strategy and execution, using IT both strategically and entrepreneurially, in addition to leadership development. He has been named one of the most powerful black men in corporate America several times in his career by Black Enterprise and Savoy magazines. He currently serves on several boards, including KeyCorp, Capella Education Company, WellCare Health Plans, Grady Memorial Hospital and The Atlanta Community Food Bank. James recently authored the popular book Mastering the Challenges of Leading Change: Inspire the People and Succeed Where Others Fail, for which he was named a Silver Medalist for the 2016 Georgia Author of the Year Award by the Georgia Writers Association. In 2013, he founded J. Dallas & Associates, a change management company that assists businesses leaders, nonprofits and governmental agencies achieve the organizational alignment needed to successfully implement transformational change.

Assistant Commissioner, Department of Human Resources & State Chief Learning Officer, State of Tennessee

Dr. Holliday’s commitment to public service and her passion for helping professionals reach their greatest potential is rooted in her experience as a certified facilitator, adult educator and executive coach, and her early years in full-time ministry as a missionary in Tennessee Appalachia.
Tennessee was the first state in the country to have the executive role of CLO developing and guiding an enterprise wide learning and development strategy. As the state’s CLO, Dr. Holliday, creates and leads learning efforts focused on the mission and goals of a customer focused government, building a common culture through a rigorous and consistent set of business and leadership skills.
She provides state appointing authorities with executive coaching in workforce planning and leadership development. Dr. Holliday drives the overall curriculum focus and development of all statewide leadership programs. Her passion and talent for developing successful leaders and purpose-driven individuals are reflected in these nationally recognized programs.
As a successful change agent, facilitator and storyteller, Dr. Holliday is often asked by state leaders to undertake complex problem solving opportunities by bringing people together and helping them discover innovative solutions and develop the leaders needed to execute. In recognition of her work in the state-wide LEAD Tennessee leadership development program. Dr. Holliday was selected as a 2016 Winner for the Leadership Excellence Awards in the Top Corporate Leader Award – Over 35 category. She was ranked 6th in the top 30 winner’s circle which were chosen from over three hundred applicants. Dr. Holliday received the 2016 Edwin L. Swain Award of Excellence, the IPMA-HR Southern Region’s highest award given to an individual who has distinguished her/himself throughout their career in HR. Recently she was asked to facilitate the International Public Management Association – HR (IPMA-HR) 2020 strategic visioning task force, identifying critical leadership competencies needed for the future success of the HR profession. In 2016, Dr. Holliday was also awarded the MTSHRM Development Professional of the year. Dr. Holliday’s influence reaches beyond state government by serving as an executive leadership coach for private sector businesses, impacting leaders from Kingsport to Memphis. As a result of her influence as a leader, she was selected to participate in Leadership Tennessee, class IV.
Dr. Holliday serves on the Board of Visitors for the College of Education at Lipscomb University, Tennessee State University’s College of Public Service and Urban Affairs Advisory Board, Impact Nashville, Habitat for Humanity of Tennessee, past-president of Toastmaster’s International Tennessee Government Leadership Chapter, Tennessee SHRM state council board member, and past board member of Special Olympics Tennessee. In 2016, Dr. Holliday was elected to serve as the Middle Tennessee State Director on the SHRM State Council. Dr. Holliday earned her Doctorate of Education with an emphasis in Learning Organizations and Strategic Change from Lipscomb University in December, 2015. Dr. Holliday is driven by a passion to help leaders develop strategies to create learning organizations and implement effective change initiatives.

Phil Weinzimer is president of Strategere Consulting and works with clients to develop business and IT strategies that focus on achieving business outcomes. Mr. Weinzimer was previously the Managing Principal-Professional Services for IT Business Management at BMC Software. He also held Managing Principal positions in the Professional Services organizations for ITM Software, CAI, Sapient, and Unisys.
Management experience includes executive positions in the defense and manufacturing industries in the areas of Vendor Management, Materials Management, Operations, and Finance. Mr. Weinzimer's consulting experience includes building and leading consulting practices, selling Professional Services, managing multiple engagements in the US and Europe
Industry experience is in Health Care, Manufacturing, Pharmaceutical, and Financial Services industries. Mr. Weinzimer uses creative and innovative coaching techniques-through workshops-to enhance new organizational skills, knowledge, and teamwork in IT Strategy, Process Redesign, and Organizational Change.
Mr. Weinzimer’s new book, The Strategic CIO: Changing the Dynamics of the Business Enterprise, Taylor & Francis, focuses on how CIOs strategically transform IT organizations by leveraging information and technology to create new customer value, increase corporate revenue, and enrich shareholder value. His previous book, Getting it Right: Creating Customer Value for Market Leadership, John Wiley, focuses on transforming an organization using a 3P strategy: PREPARE personnel to work together as a team, PERCEIVE customer needs, and PROVIDE new products and services that create sustainable and profitable value.
Mr. Weinzimer speaks regularly on IT strategy and writes an ongoing column for AITS.org focusing on The Strategic CIO, and for CIO.com on the subject of Transforming IT for Business Success. Mr. Weinzimer has written articles for CIO magazine on the subject of strategic CIOs, and co-authored a case study for Harvard Business School (HBS).
He is also a journalist for Sarder TV, a division of Netcomlearning, interviewing CIOs, IT and business executives, and academic thought leaders on the subject of Leveraging Information and Technology for Competitive Advantage. Mr. Weinzimer also hosts a video series on TheStrategicCIO.com, interviewing business executives on the strategic use of IT to create customer value, increase margins, and enhance shareholder growth.

President and Founder, Living Lands & Waters

Chad Pregracke is the internationally named 2013 CNN Hero of the Year, founder and president of Living Lands & Waters; a nonprofit river cleanup organization, author and professional public speaker. He is proof one person can make a difference.
Best known for starting out as a young man in East Moline, Illinois wanting a cleaner waterway, Chad has become the champion for the Mississippi River. Growing up on its banks, he worked as a commercial shell diver during his early years, experiencing the river from the bottom up. Sometimes spending 10 hours a day in the depths and current of the pitch black waters, he crawled nearly 150 miles of the river bottom over six years. Chad saw its beauty and was frustrated by the neglect. At the age of 17, he decided to clean it up. Twenty two years later, Chad and his Living Lands & Waters crew have organized and led over 1000 community cleanups on 23 rivers in 20 states and removed 9.3 million pounds of garbage. Chad had an idea that evolved into a movement that has helped to restore one of America’s greatest icons, the Mississippi River.
Chad has been recognized by former President, George W. Bush as a national “Point of Light.” He received a standing ovation at the Kennedy Center from all four living former U.S. Presidents for his inspirational message on dreaming big, taking action, persevering, leading and collaborating. He has been the keynote speaker for college graduations, business conferences and events, classrooms, nonprofit organizations and more. Named “America’s Hardest Working Person” by Mitchum, Chad’s enthusiasm, sense of humor and passion amplifies his story and entertains audiences. Ultimately, his message inspires people to believe they can make a difference.

Chief Information Officer, City of Rochester

Lisa Bobo was appointed Chief Information Officer in 2012 for the City of Rochester and is responsible for leading the city’s process and technology strategy, as well as managing overall Information Technology (IT) operations. Her initiatives include improving service delivery with an emphasis on enterprise planning, process improvements, innovation, and technology.
Lisa’s prior experience includes work in several capacities of city government.
Under Lisa’s leadership, she has expanded the business process services organization, implemented a city-wide governance process, continues to drive an enterprise architecture perspective to service delivery, initiated an information security program, built a geographical information services group and provided multiple collaborative opportunities with local high schools, colleges, corporations, and other government entities.
Her accomplishments include leading diverse teams and overseeing implementation of high-priority projects for the City, including the enterprise process and systems initiative for ERP, website revitalization, implementation of a city-wide 311 program, disaster recovery program, virtualization of the server environment, expansion of video surveillance and most recently the deployment of body cameras.
Making Rochester a better community is part of her drive and dedication as a city leader. She believes every aspect of her work is ultimately to improve our community and looks at every challenge as an opportunity for growth. Lisa’s community involvement includes service to Digital Rochester, as a panel member for career development discussions, technology workshops, and STEM related activities. In addition, she is a board member for the Western NY Chapter of the Society of Information Management (SIM), the NYS Local Government Records Archive Committee, and Foodlink.
Lisa received her degree in Mathematics and Computer Programming from Nazareth College in Rochester, New York. She currently lives in Rochester with her husband and has two children pursuing STEM careers. In her free time, she enjoys running, biking and tennis.

Bill Deakin leads the Customer Experience team as member of the CX Group and is based in Chicago, IL. Bill has deep experience in Consumer Packaged Goods, Innovation, Digital Strategy, Market Development, Social Media and Customer Experience Leader in the development of the EY Social Media Global Centers of Excellence, with offices in Europe, India and Silicon Valley. He earned patents for digital innovations at The Coca-Cola Company. Bill also led Market Development, Sales and Innovation functions over his 18 year career and has worked with the top 50 global CPG companies and many top retailers organizations on a broad range of critical industry initiatives including data standards, global consortia, retail innovations, RFID and shopper programs. Senior Vice President of Operations & Chair, Multi-State Information Sharing and Analysis Center, Center for Internet Security

Tom is the Senior Vice President, Operations, and the Chair of the Multi-State Information Sharing and Analysis Center, at the Center for Internet Security (CIS). He is responsible for managing all aspects of the CIS Security Operations and as well as services provided by the MS-ISAC. The MS-ISAC has been designated by DHS as the focal point for cyber threat prevention, protection, response and recovery for the nation's state, local, territorial and tribal (SLTT) governments. He provides leadership in developing program, organizational and financial strategies. He also manages the operation of the CIS 24-hour cyber security watch and warning operations center, which provides real-time network monitoring, early cyber threat warnings and advisories, vulnerability identification and mitigation and incident response. Mr. Duffy works closely with the U.S. Department of Homeland Security (DHS), including its National Cyber Security and Communication Integrations Center, as well as with SLTT officials across the country.

Michael Geraghty

Director, NJCCIC, Division of Cybersecurity, Office of Homeland Security and Preparedness, State of New Jersey

Mike Geraghty, Director of New Jersey Cybersecurity and Communications Integration Cell (NJCCIC), the State’s Information Sharing and Analysis Organization (ISAO), was named to this position in July 2016.
Prior to his appointment, Mr. Geraghty served as the Chief Information Security Officer (CISO) of the Hudson’s Bay Company, Chief Information Officer of the National Center for Missing and Exploited Children, and Vice President of High Technology Investigations at Prudential Financial. Previously, Mr. Geraghty served 12 years with the New Jersey State Police, where he led the formation and development of the High Technology Crimes Investigation Unit.
Mr. Geraghty has lectured extensively throughout the world on the topic of cybersecurity, high tech investigations and computer forensics, providing technical and investigative assistance to law enforcement agencies both domestically and internationally, including the FBI, Secret Service, Department of Homeland Security, Naval Intelligence, New Scotland Yard, and the Royal Newfoundland Constabulary Service. He has provided expert testimony before congress and in federal, state, and international courts on computer crime investigations and forensics. Geraghty is also a past president of the Northeast Chapter of the High Technology Crimes Investigation Association and has held leadership roles in the National Strategic Policy Council on Cyber and Electronic Crime.
Mr. Geraghty earned his Bachelor’s Degree from Thomas Edison State College. He is married with three children and resides in Union County, NJ.

In addition, Noland has held several leadership and client-facing positions at IBM Global Services, Business Systems Engineering, Inc. (a company he co-founded), Deloitte & Touche, Anderson Consulting and Unisys Corporation.
Noland is a graduate of Tennessee State University with a Bachelor’s Degree in Science. He holds a Masters Degree from Northwestern University in System Strategy & Management. Noland also attended Information Technology Executive Management Programs at the Massachusetts Institution of Technology and DePaul University. Noland has also served as an adjunct professor for Information Technology in the graduate program for Systems Strategy & Management at Northwestern University and the Applied Technology Program at Illinois Institute of Technology.

H. Giovanni is currently a Senior Principal at CSRA (the result of the merger between CSC and SRA International). He was previously the Director, Global Public Sector Practice at Grant Thornton, LLP. Prior to that position, he was the Associate CIO at the U.S. Department of Transportation (DOT), responsible for the most effective management oversight of the Department’s $3.2 billion investment in technology, and all capital planning and investment control, and cybersecurity, activities associated with it, including the safeguarding the Office of the Secretary of Transportation’s interest in NextGen, as well as the Intelligent Transportation System.

Vice President and Lead Partner, IBM

Karen is the IBM Lead Global Services Partner for the State of New York integrated account appointed to this position in March, 2016. She and her team are responsible for driving innovative solutions to address the State of New York’s most critical needs.
Most recently, Karen was the IBM Vice President of Industry Solutions for Public Sector that includes: Healthcare, Life Sciences, Education, Government, Defense, and Smarter Cities. In the IBM Software Group role, she was responsible for the cross brand and cross-divisional strategy and execution for industry specific solutions across these industries world-wide. Karen accepted this position in January, 2011. Four years earlier, she accepted the position of Vice President of Industry Solutions & Frameworks in Software Group focused on incubating new industry offerings across 17 industries for IBMs Smarter Planet initiative.
Prior to this, Karen led the Business Intelligence & Data Warehousing business for seven years. During her tenure, she and her team delivered significant growth across the IBM portfolio of products and services in this space.
In June, 2000 Karen was appointed the Executive Assistant to the General Manager of Pervasive Computing. Karen played a key role managing the operational and customer relationship activities for IBM’s emerging business, Pervasive Computing.
In previous positions within IBM, Karen was the Manager of Solution Development in the Sales and Distribution division, responsible for the deployment of their Investment Business Management System; and the replication of Business to Business solutions across key industries such as Distribution, Finance, and Communications.
Karen joined IBM in 1987; and spent her first 10 years in IBM’s sales force as a Client Executive in the Distribution Sector servicing customers such as Kmart and Melville.
Karen attended Fordham University where she earned a Bachelor of Science degree and later obtained her Master of Business Administration from Pace University. She was married for 25 years and is the mother of two daughters. In her spare time, Karen serves on the Board of Trustees for St. Barnabas Hospital in the Bronx, Board of Advisors and Executive in Residence for Fordham University and President of the Board of Directors for the Pleasantville Academy of Music Arts.

Commissioner, Department of Information Technology and Telecommunications, New York City

Anne M. Roest was appointed the eighth Commissioner of the New York City Department of Information Technology and Telecommunications (DoITT) by Mayor Bill de Blasio in May 2014. As Commissioner, Roest is responsible for the City's foundational IT infrastructure and systems as well as oversight of major technology initiatives, including LinkNYC, a first-of-its-kind communications network that will bring the fastest available free public Wi-Fi to millions of New Yorkers, small businesses, and visitorS. At DoITT, she leads a staff of nearly 1,000 people who meet the information technology needs of 45 Mayoral agencies, dozens of other governmental entities, and nearly 300,000 employees that serve 8.4 million New Yorkers, and reach millions more worldwide.
Commissioner Roest has led a distinguished career in the information technology field spanning more than three decades. She began as a programmer for Fidelity Investments, before continuing on to technology roles at Norstar Bank and Microsoft. In 1986, she joined the New York State Department of Taxation and Finance. During her nearly 20-year tenure as IT director and project director for the agency, Roest spearheaded a massive systems modernization project, including planning, budgeting, staffing, systems development, and the analysis of business processes. In 2005, Roest was appointed as Chief Information Officer and Deputy Commissioner at the New York State Division of Criminal Justice Services, where she was charged with implementing and governing the information technology used for criminal justice and with driving collaboration across all of the state's public safety agencies. In 2008, she received the Alfred E. Smith Award from American Society for Public Administration for her leadership in establishing a disaster recovery program to safeguard the state's public safety operations in the event of a natural disaster or terrorist attack.
Roest was appointed as the Public Safety Cluster Chief Information Officer at the New York State Office of Information Technology Services in 2012, where she continued her work to improve, transform, and consolidate information technology programs and resources across New York State public safety agencies. Roest was recently named to the Technology Hall of Fame at the New York State Government Technology Conference.

Manager of Systems Engineering, Public Sector State & Local, ForeScout Technologies

Sean heads up ForeScout Technologies’ Public Sector State & Local government SE practice for the US, has seventeen years of hands-on experience architecting and building security solutions and managing production environments, integrator, and manufacturer, and in leading security teams from all sides of the table. Sean is responsible for articulating and demonstrating how the ForeScout value proposition of “See-Control-Orchestrate” for IOT, SCADA, and critical infrastructure controls fills the gaps between defense-in-depth tools, and lets state, county, and municipal authorities build their own self-defending networks leveraging the tools they have already invested in. Ready Data: Part 1 – The Key to Rapid Analytics

New and emerging technologies are making it possible for data to have new meaning in modern day organizations. We can now generate, store, access and use data in ways that were previously unimagined. Advanced technologies have made it possible to raise questions that give organizations insight into previously impenetrable topics. Unfortunately, many organizations are hampered in their efforts to maximize the potential of new data stores and new tools because their data is not ready for use. Research shows analysts spend as much as 80% of their time readying data before they can begin using it to ask questions to guide policy and strategy. In many cases, organizations don’t have a 21st century data management framework in place that ensures analysts will have access to data that is both ready and fit for use.
