Robert Katz - Opening Keynote, Day One

Executive Director, Innovation Intelligence Institute

As a young scientific and engineering pioneer, Robert conceived and deployed the world’s first-ever global email service, the first worldwide GPS tracking system, and the first machine-to-machine IoT application. He was further pivotal in systems development for OnStar vehicle navigation, Mars rovers, geo-spatial search-and-rescue, climate change mapping, Hubble Space Telescope payloads, the Star Wars Missile Defense system, and Iron Dome.
Wearing his jumpsuit, Robert proudly volunteers in his community first-hand by serving on, instructing, and leading teams of firefighters and paramedics, as well as technical rescue specialists in underwater dive, swift water, high angle rope, confined space, and hazardous materials. Meanwhile, in his business suit, he diligently creates, architects, and leads technology teams for complex commercial, intelligence, and military cyber programs. These included the Pentagon half-billion-dollar US Cyber Command support contract and the DHS $6 billion continuous data monitoring (CDM) deployment.

Former CIO of U.S Department of Defense, State of California and State of Michigan

Teri Takai worked for Ford Motor Company for 30 years in strategic planning and global application development before moving to the auto supply side for a few years. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense. She next served as CIO for Meridian Health Plan. She is currently Senior Advisor to the Center of Digital Government, on the board of FirstNet, and a member of several industry advisory boards. Teri has won numerous awards including: Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Vice President, Strategy and Market Development, Global Public Sector, RSA, the Security Division of EMC

Jackie Wynn is responsible for leading the strategy and market development for the RSA Global Public Sector Team, which serves federal, state and local government customers as well as national governments across the globe. She is responsible for developing and executing high-impact integrated strategies through targeted alliances, major acquisition contracts, channel development programs and global complex programs.

Jackie is a recognized industry expert and advocate for risk-based approaches to strengthen critical infrastructure cybersecurity. She has addressed numerous forums on the need to address today’s increasing threat landscape through mature risk-management and integrated infrastructure approaches. She is also RSA’s internal champion for Information Security Education: from workforce training to collegiate & secondary school cyber skill and career development.

Prior to joining RSA, Jackie held senior management roles within EMCII Global Professional Services where she led the Global Residency Practice and provided cross functional leadership with integrated solutions and programs across cloud, trust and big data offerings.

Jackie brings over 25 years of experience in data center management, software, technology alliance partners, transformation and change management, global business development, P & L management and global business operations. She has held senior executive positions within Kodak, Digital, Compaq and HP.

Jackie has been frequently recognized for her dynamic leadership and performance. She is an advocate for community service and educational programs for the youth with a strong focus on leveraging technology within the framework of increasing STEM education in underserved schools.

She is also Secretary of the Board and previous Vice President for the non-profit National Center for Children and Families, a 100 year old non-profit located in, Bethesda, Maryland where she continues to leverage her passion for children, education and her community.

She received her BSBA in economics and math with honors from the University of Denver and her MBA in finance and accounting from the University of Rochester, Simon Graduate School of Business. She has also participated in executive management leadership programs at Babson College, the University of Pennsylvania, Wharton School of Business and the UCLA Anderson School of Business.

David Chinsky brings over 25 years of executive leadership and management experience to his role as a sought-after business advisor and executive coach. Drawing upon his own successful career as an accomplished and effective leader in the healthcare, automotive and information technology industries, David possesses unique insights into leadership, change management and teamwork.

Dr. Chinsky is the Founder of the Institute for Leadership Fitness, author of The Fit Leader’s Companion: A Down-to-Earth Guide for Sustainable Leadership Success, and creator of the Fit Leader’s Program™ and Fit Leaders Academy – leadership development experiences that prepare leaders for careers marked by personal health and sustained contribution.
The foundation for his work arose from the insights he gained during his own executive experience that cuts across all aspects of organizational life: from product development to customer service; from operations to human resources. For over a quarter century he played a role in the inner workings at companies that include Trinity Health, Ford Motor Company, Nestle and Thomson Reuters.
David received his Bachelor of Arts and Doctorate degrees from the University of Michigan, his MBA from the Keller Graduate School of Management and his Master of Science degree from the University of Illinois. He holds a Certificate in Strategic Planning from the University of Pennsylvania’s Wharton School, and is a graduate of the University of Michigan’s Human Resource Executive Program.

During the last five years with Adobe, Brian has architected and delivered unique and differentiated mission capabilities and significant cost savings leveraging Adobe Experience Manager, Phone Gap and Analytics platforms. Prior to Adobe, Brian worked in a variety of engineering, product and account management capacities, most recently managing the U.S. civilian business at IBM for WebSphere Data Power.

Kumar Rachuri - Day Two Lunch Keynote

Director of Healthcare Innovation, Adobe and former CIO, Ohio HHS

Kumar Rachuri joined Adobe as Director of Healthcare Innovation from the State of Ohio, where he served for more than 18 years in executive leadership roles across five different agencies – from central services to mission-focused agencies.Most recently, Rachuri was CIO for the Ohio Department of Job and Family Services (ODJFS), an agency with an annual operating budget of more than $20 billion. As a triple-combined agency, ODJFS manages administrative services and support for Medicaid, Welfare, Child Support, Children Services, Child Welfare, Unemployment Compensation, and Workforce Development. Rachuri managed an IT budget exceeding $275 million and oversaw the largest IT organization in a state government agency in the United States. Under Rachuri’s leadership in 2013, the ODJFS technology team was recognized by the American Public Human Services Association (APHSA) – IT Solutions Management (ISM) for “Excellence in Human Services Technologies” in the “Collaboration Across Boundaries” category.

Ram Chennamsetty is a chief strategist and architect for IT Risk in the Office of the IBM CISO. His responsibilities include the multi-year technical strategy and architecture for IBM Corporation’s Cyber Security program. He has more than 15 years security experience in IBM with a background of research, development and customer engagements. Ram is an expert and a thought leader on cyber security, risk management, threat management, security policy development, security automation, application security, data protection and access management. Chennamsetty holds a M.S. in engineering, lives in New York area with his wife and two kids.

Brian Dougherty is a Technical Architect with more than 26 years experience in the design, development, and implementation of very large, Terabyte sized UNIX , Linux and IBM mainframe information systems with emphasis on Relational Database Technology (HP Vertica 7, Oracle 10g,11g,12c RAC, Exadata X5-2, DB2 / MVS, MS SQLServer) and Data Warehouse Architectures. His specific areas of expertise include Data Warehouse Architecture, VLDB, Large Cluster Databases, Objects and Relational Databases, Databases and Flash Storage Arrays, Physical Database Design and Tuning, and Database Administration. His experience includes work with many Fortune 500 companies and large governmental agencies.

Mr. Dougherty was the founding architect and held a provisional patent for the CMA Microterabyte Oracle RAC clustered computing platform. He also was the founding architect for CMA’s V3 Big Data Platform featuring Vertica 7 and Hadoop. He is currently lead technical architect for the New York State Medicaid Data Warehouse and lead product architect for CMA’s Data Ingestion Suite, a high speed data transport to Vertica orchestration software with end-point intelligence. He is responsible for all design, development and performance tuning efforts for the NYS MDW

Mr. Dougherty has been the lead architect for numerous award-winning Data Warehouses. He was lead architect for the 1999 Data Warehouse Institute's Best Practices Award Winner in the Very Large Warehouse Category (VLDB). His architecture and designs have also been nominated for the Computerworld Smithsonian Award and have become part of the Permanent Research Collection on Information Technology at the Smithsonian's National Museum of American History. Mr. Dougherty has been a speaker at EMC World and HP Vertica Big Data Conferences. He has also spoken several times at Oracle Open World and numerous other technical conferences.

He has over 15 years of security experience including six years of cloud security experience in public, private and hybrid cloud security for PaaS, IaaS and SaaS. He has architected cloud solutions for PCI, HIPAA and FFIEC regulated customers. Michael has also spent six years as Security and Privacy consultant for large companies across several verticals having experience in managed security including DDoS, firewalls, and threat management.

William T. Gettman Jr.

Executive Director, St Catherine’s Center for Children in Albany NY

William T. Gettman Jr. has over 30 years experience in the management and operation of large scale public, private, and not-for profit organizations and systems. He currently is the Executive Director of St Catherine’s Center for Children in Albany NY providing a continuum of child welfare, homeless, mental health and educational services to 25 counties and school districts. Prior to his appointment, Mr. Gettman served as the Executive Deputy Commissioner for the Office of Children and Family Services, providing oversight, guidance and the direction of services for the well being and safety of New York’s children, families and communities. Prior to assuming that lea position, Mr. Gettman served as the Deputy Commissioner for Administration, responsible for supporting all operating divisions and programs, overseeing the agency’s $3.5 billion budget. Before coming to OCFS, Mr. Gettman served as the Vice President of Consulting Services for Maximus Inc.and ACS State and Local Solution where he was responsible for child welfare practices. His years in the field also include his service as Assistant Commissioner for Program Support and Director of Administrative Operations at the former NYS Department of Social Services as well as the Director of the NYS Child Support Processing Center.

Mr. Gettman was appointed by Governor Andrew Cuomo as Chair, Justice Center of NYS and Confirmed by the NYS Senate as Board Member of the Behavioral Health Advisory Council to the State Commissioners of Mental Health and OASIS Services. In addition Mr. Gettman serves on the Board of the Albany County Homeless Coalition, NYS Association of Children’s Mental Health Services, and NYS Council of Family and Child Caring Agencies/

Mr. Gettman holds a bachelor degree in Religion from Ohio Wesleyan University and an M.A. in Public Administration from the Maxwell School at Syracuse University.

David Green is responsible for developing and monitoring workplace rules and policies governing performance and conduct consistent with the terms of State Civil Service Law, Rules and Regulations, Collective Bargaining Agreements, and Agency practice. Mr. Green began his State Service in 1992 and was the Director of Labor Relations for the State Education Department prior to joining ITS. Mr. Green is also a licensed attorney, lecturer and adjunct professor of administrative law.

Kelly is a Talent Acquisition strategist who currently has a dual leadership role at Cisco Systems. She is a Director in Talent Acquisition leading the Early in Career recruitment strategy focused on University Recruitment. This includes hiring in over 40 countries from 200+ schools. She also leads the strategy and execution for the Corporate Functions business group, which includes IT, Supply Chain, Human Resources, Marketing, Legal and Finance. She manages a global organization with over 150 people and a budget of $15 million. She has a passion for Talent Acquisition and Talent Management as key organization enablers.

Kelly Joined Cisco almost ten years ago in the Talent Acquisition organization leading the Global Sales Recruiting team. In her time at Cisco she has led Professional Hiring for Sales, Engineering and developed the Inclusion and Diversity Center of Excellence within the Staffing organization as the Enterprise Diversity Staffing lead. Kelly started her career in Talent Acquisition in the early 90s working in the technology consulting industry providing professional and executive placement. She has a progressive career in Recruitment Management and leadership spanning the last 20 years including owning her own Information Technology Staffing Company.

Kelly is from Milwaukee, WI and lives in Denver CO with her family which includes her husband and 15 year old daughter. She enjoys reading, hiking, the outdoors, the Rocky Mountains and creative cooking. She has a particular passion for coaching and enabling women leaders. Kelly attended North Carolina State University where she received a B.S. in Pre-Law.

Lacey R. Keller

Director of Research and Analytics, NYS Office of the Attorney General, New York State

Lacey Keller serves as the Director of Research and Analytics for the NYS Office of the Attorney General. Her department works closely with senior staff to support the Office of the Attorney General’s major initiatives, investigations, and policy development. Since joining the Office of the Attorney General in October 2013, Lacey has grown the Department of Research and Analytics into a leading force in leveraging big data to make cases. Her department, which includes the first data scientist hired by a state attorney general, continues to explore cutting-edge technologies and analytical techniques to improve the casework of the Office of the Attorney General. Prior to working at the Office of the Attorney General, Lacey worked in the research department at 32BJ Service Employees International Union. Lacey holds a Master’s in Economics from the New School for Social Research in New York City and a Bachelor of Business Administration from Washburn University in Topeka, Kansas.

Prior to his seventeen years at CA, Brad spent 17 plus years as an IT Director, Help Desk Manager and Desktop Support Manager at global financial services, retail and marketing companies spanning network and systems management, project management, systems implementation, helpdesk management, desktop support and business assessment consulting. Brad has spoken at conferences on a variety of technology topics, is ITIL Expert certified and a CA certified architect. Brad spent two years on HDI's Desktop Advisory Board and has authored several white papers.

Chris Lloyd

Chris Lloyd is the Chief Portfolio Officer at the NYS Office of Information Technology Services (ITS) where his responsibilities include Project and Portfolio Governance, Application Portfolio Rationalization, Financial Management and Experience Design.
Mr. Lloyd has a wealth of experience across several industry sectors. Prior to joining ITS, Mr. Lloyd worked at NTT DATA Americas (formerly Keane, Inc.), as a Sr. Program Manager and Client Manager with P&L responsibilities for select commercial and public sector clients. He managed business development, recruiting, and delivery of Project Management and IT Services. Prior to his role at NTT DATA Americas, Mr. Lloyd worked for the American Institute of Physics as the Director of Information Technology, Business Systems. His duties included managing a team of professionals responsible for delivery of all non-publishing IT services including strategic planning, budgeting, application development, data center operations, infrastructure management, help desk and training. In addition, he was employed at Credit Suisse (formerly First Boston) as a Systems Analyst where he was the primary Asset/Account Manager responsible for restructuring in support of merger and acquisition activity.
Mr. Lloyd holds a Bachelor's Degree in Computer Science. He graduated Cum Laude from the University at Albany, SUNY, and holds a Project Management Professional (PMP) certification from the Project Management Institute.

Robert Loomis

Chief Information Officer, Office of the State Comptroller, New York State

Robert Loomis was named Deputy Comptroller and Chief Information Officer (CIO) at the Office of the State Comptroller in July 2013. He is responsible for providing enterprise information technology (IT) services and solutions in support of OSC’s diverse program areas.
Robert has worked for more than 20 years in IT positions within OSC, supporting a variety of customer functions across the spectrum of technology services. Robert served 10 years in the Retirement Services Division providing IT support, and most recently managed enterprise architecture and general IT infrastructure support for all systems at OSC.
Prior to joining OSC, Robert audited mortgages for FHA and FNMA compliance. He has also lectured at SUNY Albany in the Business Administration program.

For more than 30 years Shaun Mahoney has been passionate about Leadership Development. He is the Founder and CEO of the Mahoney Performance Institute and is the current Chairman of NextRidge, Inc. He has also served in a number of management and executive roles at private and public companies such as The Chase Manhattan Bank, Equifax, and Housecall Medical Resources.

As founder of the MPI, Mr. Mahoney has developed a continuum of leadership development programs from personal leadership for employees to rising managers through senior management. There are over 450 alumni of MPI’s Leadership Programs in the Capital Region.

Mr. Mahoney is a board member for the Center of Economic Growth, NextRidge Inc., a member of the Albany 50 Group and the former Chairman of the Dean’s Advisory Council for the Siena College School of Business. Mr. Mahoney is a graduate of Fordham University and is also a Chartered Financial Analyst (CFA).

John Norton

Chief Information Officer, Human Services Cluster, Information Technology Services, New York State

John began his career with an RPI incubator company, Mirror Images Business Systems, in 1984 as a Software Developer on the first Apple and IBM PCs. In 1986, he started his NYS government career at the Department of Labor as a Senior Computer Programmer/Analyst and worked there for 22 years in various titles and areas including: programming; Unix administration; data communications; web development; Manager of Operations; Project Management Office Director; and Chief IT Architect. In 2007, he was the IT Director at the Office of Alcoholism and Substance Abuse Services followed by Acting Deputy Commissioner and Chief Information Officer (CIO) at the Office of Mental Health. In 2012, the NYS Office of Information Technology Services was created, and he was elevated to the Health Cluster CIO. In 2014, he brought that experience to his current role as the Human Services Cluster CIO.

His 20+ years of experience provides him with key insights and advisory expertise in the areas of Identity Management, Strong Authentication, Fraud Prevention, Global Enterprise Architecture, Defense-in-Depth, Privileged Access Management, Audit, Compliance and other Cyber Security knowledge. David has been with CA for over 7 years, working with CA Security customers primarily along the East coast of the US. He has participated in and overseen major security implementations in the Financial, Insurance, Health Care, Retail, Telecommunications/Cable/Internet, and Pharmaceutical industries.
David is a frequent speaker to regional and national audiences in the areas of cyber, strong authentication and identity management security. He holds certifications as both a Certified Information Security Manager (CISM) and Certified Information System Security Professional (CISSP).
David has a Master’s degree in Business Administration from Boston University and a Bachelor’s degree from the United States Military Academy at West Point. While David views Cyber Security as both a profession and a personal interest hobby, he is also an avid home renovator who takes great pride in bathroom and kitchen renovations. He also enjoys competitive team sports and is working to become multi-lingual. He has 2 middle school age daughters that need continual taxi shuttle services on week nights and throughout the weekend.
