A message from our Keynote Speaker

Following the pandemic, New York is faced with a number of important technology-related challenges, starting with the need to improve the quality of digital services our state provides, secure our systems from cyber threats that are more numerous and more sophisticated, and recruit and retain the next generation of technology leaders who can build on the progress we’ve made and point the way to a better and more prosperous future. We must act smartly and decisively, and seize on this moment to create positive and transformational change. The Digital Government Summit brings together key technology decisionmakers in state and local government IT to collaborate and share best practices on how to fully respond to these challenges so we can better serve hardworking New Yorkers. I am very much looking forward to participating in this year’s summit, and hope you will join us.

Angelo “Tony” Riddick

State Chief Information Officer, Information Technology Services, State of New York

Angelo “Tony” Riddick was named the state’s Chief Information Officer (CIO) in December 2020, and now leads the office of Information Technology Services (ITS).  He comes to ITS with extraordinary credentials.
Most recently, Tony served as the Chief Information Officer and Director of the Bureau of Information Technology for the U.S. Virgin Islands.  He has an extensive and diverse background in information technology in both the public and private sectors. Tony is also a retired US Army Colonel with more than 30 years of active military service.
COL(R) Riddick (Tony) received numerous military and civilian awards including the Army Legion of Merit, numerous joint and army meritorious, commendation and achievement medals. He was awarded the coveted Army Ranger Tab, Airborne Wings and Combat Action Badge for combat service in Iraq. In addition, Tony was awarded the StateScoop State Employee of the Year award for his efforts in disaster recovery when he spearheaded the effort to standup communications resources after the devastating category 5 storms that ravaged the US Virgin Islands and Puerto Rico.
He holds an associate degree in Business from Marion Military Institute, a Bachelor of Business Administration from Albany State University and a Master of Quality Systems Management with the National Graduate School of Falmouth, Massachusetts.

Mary Kelly, PhD

Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Bryan Amedio, ITS Executive Director Health & Human Services Portfolio, has over thirty years of leadership, management, operations, and technology experience spanning across the financial services sector, the healthcare industry, and state government. Bryan joined ITS in 2016 as the CCIO - Disabilities & Aging and before State service, he was the Director of Technical Services at Ellis Medicine, a Capital District region community and teaching healthcare system. At Ellis, Bryan led the strategic organizational alignment of technology healthcare services, infrastructure initiatives, and the information technology security program to meet the needs of the medical providers and the patient community. Prior to healthcare, Bryan was a Vice President in the Enterprise Technology Operations Division with KeyCorp -KeyBank NA. He is a graduate of Union College, Schenectady, NY & the State University of New York at Albany with both a bachelor and master’s degree in Economics; and is certified in both ITIL and Six Sigma.

Rae has worked in a technology role supporting New York State government for over 25 years. Prior to joining ITS, she held various technology positions within the DOT IT department including application developer and database manager, serving as DOT Data Management Director for 7 years. After joining ITS, she managed enterprise initiatives and supported critical ITS programs as a special assistant within the ITS Office of Operations. In her current role, she ensures client agencies receive the ITS services to meet their business needs by collaborating and communicating with ITS teams. Her extensive experience in the field of technology makes her a great advocate for the agencies she currently supports - OCFS, OTDA and the Local Departments of Social Services (LDSS).

Director Senate Technology Services, New York State Senate

As Director of Senate Technology Services, Jim oversees the New York State Senate's technology initiatives and operations that support 63 legislators and approximately 1,200 staff in one of the largest and busiest state legislatures in the nation. Prior to joining the Senate in 2001, Jim spent more than a decade at the New York State Assembly in various IT roles. He continues to pursue his lifelong interest in technology by speaking, writing, teaching, and volunteering with several outside organizations. A transplanted Arizonan, Jim would support legislation to make upstate New York winters a bit shorter.

Director of Client Success, Tyler Technologies

Justin Bruce currently serves as the Director of Client Services of Tyler Technologies Data and Insights division. He brings a wealth of experience to the position. Having served as a client success manager and an implementation and program specialist at Socrata previously. In those roles, he helped governments embrace and implement data, innovation, and performance management methodologies that drove efficiency, effectiveness, and transparency. Additionally, he assisted government partners with long-term strategic planning for their respective programs and led the Socrata Performance Community of Practice which is a compilation of over 275 performance practitioners.
Justin is an innovative, creative leader born and raised in the Jackson metro area of Mississippi. While he is pushing forward to make an impact in the community today, his efforts from the past have not gone unnoticed. In 2009, Mr. Bruce launched Ivolution, Inc. – a company centered on the premise that every person can “I-volve.” Essentially, “I-volving” is Justin’s belief that all people are capable of self-progression and that our aim in life is to be content but never complacent.
To that end, Justin has gained a wealth of professional experiences that have shaped his approach to success. He served as the first Director of Innovation and Performance for the City of Jackson after working as a senior strategist in the office of Mayor Tony Yarber. While leading the Innovation and Performance program, Jackson started down the path of becoming a data-driven government. Bruce and Jackson successfully implemented an open data program, JackStats performance management program, and developed a culture of process improvement through simple data analytics. Jackson’s work has been highlighted by major universities, public and private sector entities, and leading practitioners across the country.
For his efforts, Justin was selected as a Next Generation Leader in 2015 through his work with the African American Mayors Association. Justin also received the 2017 Emerging Leader Award from the American Society of Public Administration’s Center for Accountability and Performance for his accomplishments in the realm of performance management.

Distinguished Engineer, Master Inventor and CTO Americas Security, IBM

Jeff Crume is an IBM Distinguished Engineer, Master Inventor and CTO for IBM Security Americas with 39 years’ experience in the IT industry. He has worked with clients in 50 countries in accelerating their security posture and preparing for future threats and continues to collaborate with clients around the world. Jeff has a PhD in Cybersecurity and serves as an Adjunct Professor at NC State University. He is also the author of a book entitled “Inside Internet Security: What Hackers Don’t Want You To Know” as well as a contributing author to the “Information Security Management Handbook.” Jeff is a member of the inaugural class of the NC State University Computer Science Alumni Hall of Fame where he has served on the school’s Strategic Advisory Board. He also serves on the editorial board for the “Information and Computer Security” research journal and is a member of the IBM Academy of Technology. He holds CISSP and ISSAP professional IT Security certifications as well as Distinguished Chief IT Architect credentials from The Open Group.

Chief Privacy Officer, State Education Department, State of New York

Louise DeCandia was appointed to the position of Chief Privacy Officer (CPO) by the Commissioner of the New York State Education Department effective December 23, 2021. Ms. DeCandia has worked for the New York State Education Department (NYSED) for 17 years. Before becoming the CPO, Ms. DeCandia worked as an Associate Attorney in the Office of Counsel, a Manager in the Office of Special Education and a Manager in the Office of Vocational Rehabilitation, formerly referred to as VESID. In the Office of Counsel, she worked with the following program areas: Special Education, Student Support Services, Vocational Rehabilitation, Bureau of Propriety School Supervision (BPSS), Office of Bilingual Education and World Languages (OBEWLS) and Educational Management, among others. Prior to working for NYSED, she worked at the New York State Department of Environmental Conservation, Region One office in Stony Brook, NY as a Senior Attorney for 11 years. In that position she handled numerous complicated administrative hearings, enforcing the environmental conservation law. Ms. DeCandia has her J.D. from Albany Law School and a B.S. degree from SUNY Oneonta.

Chief Information Security Officer, Office of Information Technology Services, State of New York

Chris DeSain has served as New York's Chief Information Security Officer (CISO) since June 2022. In this position, Chris and his team are responsible for monitoring and maintaining the security of the state's information systems and data from cyber intrusion and attack.
Chris brings 24 years of valuable experience in the cybersecurity field to the role, including nearly 20 years in leadership positions across New York State government. He recently served as the Director for the Office of Counter Terrorism Cyber Incident Response team under the Division of Homeland Security and Emergency Services (DHSES).
Earlier in his career, he helped build the New York State Police (NYSP) cyber program, crafted the FBI Criminal Justice Information Services (CJIS) regulations, and became the first civilian CJIS Information Security Officer in the nation.
During a previous tenure as Director of NYS ITS Cyber Command, Chris formed the "Red Team" and established proactive threat response to ensure timely remediation of potential threats and vulnerabilities.
Chris has earned his GIAC Security Essentials Certification (GSEC), a professional certification for those seeking to demonstrate technical proficiency in the field of cybersecurity. He was awarded a “Best of New York” award from the Center for Digital Government in 2013 and received the Cyber Security Champion Award from NYS in 2017.

Executive Director, Revenue, Finance and Public Integrity Portfolio, Office of Information Technology Services, State of New York

Grace Dillon currently serves as the Executive Director of the Revenue Finance and Integrity Portfolio at the NYS Office for Information Technology Services. A Portfolio Executive Director ensures IT needs are met for client agencies with a similar lines for business. For Grace, this includes the NYS Department of Taxation and Finance, Division of Tax Appeals, Gaming Commission, Office of the Medicaid Inpector General, Division of Human Rights, and several others. In her role she assists in the planning, development, delivery and operation of IT services and initiatives consistent with the New York State IT Strategic Plan. She oversees IT project governance for her agencies, identifies risks to meeting project deliverables, escalates isses to mitigate those risks and collaborates with client agencies and ITS leadership to align IT investments, services and projects with agency business needs and priorities. In her eighteen years of service to NYS, Grace has always lived on the bridge between technology and the business, supporting various agencies and serving in roles related to Information Security, Project Management and Client Engagment. She prides herself on her ability to translate “tech-speak” and foster productive professional relationships across the bridge. Grace holds an Associate Degree in Computer Information Systems from Hudson Valley Community College.

Director, Workplace Services, Office of Information Technology Services, State of New York

Brian Duffy was named the Director of Workplace Services at the NYS Office of Information Technology Services in September of 2020. In this role, Brian is responsible for leading 400+ IT professionals across New York State who support and enable the state workforce’s access to technology. This includes user & device lifecycle management, remote access, mobile technology, configuration management, workplace solutions design and policy development.
Prior to this role, Brian has held leadership roles in a wide array of enterprise technology initiatives, including the development of the State’s Virtual Desktop service, engineering of Tier-0 datacenter services, statewide email consolidation, and enterprise systems management.
He holds a bachelor’s degree in Computer Science from the University at Albany. Outside of work, he coaches his son’s Little League baseball team and is an aspiring fisherman.

Claudia works in the Chief Information Security Office (CISO) at the New York State Office for Information Technology Services. Ms. Fisher has over 20 years of experience working in Information Technology with a background in software architecture and Identity Management. She joined the CISO almost five years ago and specializes in risk management and secure architecture. Ms. Fisher holds several certifications, including the ISC2 CISSP. She is currently enrolled in SUNY Polytechnic's MBA program.

Julissa Gutierrez is a public servant, changemaker, workforce equity champion, and diversity and inclusion practitioner. As New York State’s Chief Diversity Officer, Ms. Gutierrez designs and implements statewide programs and initiatives increasing diversity within the State’s workforce and the participation of women and people of color in all areas of State Government. She has lead the State’s efforts to raise the minimum wage, implement the strongest Paid Family Leave program in the nation, pass GENDA, and more. In May 2021, Ms. Gutierrez was named #1 on City & State New York’s MWBE Power 50 list for her contributions to minority and women-owned business enterprises. Most recently, she was recognized for her efforts to improve the lives of all New Yorkers in amNY Metro and PoliticsNY’s Power Women list.
In her years of service, Ms. Gutierrez has earned a reputation as a sought-after expert on Latino issues and civic participation and has been featured by several national and local press outlets. Most recently, she received national recognition from Lambda Pi Chi for her contributions to promote Latinx culture and help members advance professionally. Previously during her time in State service, Ms. Gutierrez served as leader of NYS’ Vaccine Equity Task Force and as Deputy Director of Constituency Affairs for New York State. Prior to joining the State, Ms. Gutierrez served in leadership roles at the National Association of Latino Elected and Appointed Officials (NALEO) Educational Fund and the New York City Department of Youth and Community Development.
A proud Queens-born Colombiana, Ms. Gutierrez is a Board Member of the New Immigrants Community Empowerment, a Trustee for the Queens Public Library, and a Board Member of the Queens Public Library Foundation.
Ms. Gutierrez holds a Master’s Degree in Social Service Administration with a Community Organization and Development Concentration from the University of Chicago and a Bachelor of Arts in International Relations, with a Minor in Women’s Studies, from the University of Delaware.

Drew Hanchett was named the Executive Director over the environment, energy, and transformation portfolio of NYS agencies in December of 2020. In this role Drew is responsible for the provision and delivery of information technology support services to several executive agencies including, NYS Parks, DEC, DMV and DOT. Prior to this role, Drew managed enterprise-wide initiatives focused on agency level performance management and a multi-agency technology initiative that consolidated processes related to starting and running a business in NYS into a single on-line portal. Drew has over 20 years of public sector management experience. Drew received his Master’s degree in Epidemiology and Biostatistics from the Boston University School of Public Health.

Matt Jebaraj currently leads NYS ITS Project Management Office (PMO) and Business Analysis Services Team, as PMO Director. Most recently, Matt was the Deputy Executive Director for ITS Workforce, Public Safety and Housing portfolio. Prior to that, Matt reported to the CIO of NYS Education Department (NYSED) as Deputy CIO/Assistant Director, leading IT Business Solutions, and launched NYSED's PMO and BA Services units. Before that, he has led multiple teams at NYS ITS, and has successfully managed various large, complex programs. Matt has 25+ years of public and private sector IT management experience. He holds a Master of Business Administration (MBA) degree and a Bachelor of Engineering (BE) degree. Matt has implemented multiple organizational effectiveness programs, in various organizations. He also formed and led local interest groups for the Project Management Institute (PMI) to develop outstanding workforces, and served as PMI Upstate NY Chapter's Strategic Planning Director.

Customer Engineering Manager, Google Cloud

Dan Johnson heads State and Local Government customer engineering for Google, a position he has held since January of 2020. Dan and his team are responsible for working with a range of government customers to apply advances in big data and machine learning to their business problems. Prior to his current role, Dan led Financial Services customer engineering for Google working in Global Banking and Financial Markets.
Dan started his career 19 years ago at NLV Financial Corporation as a Systems Programmer. His path leading to Google in 2013 includes leadership and engineering roles at Cisco Systems, ATT and the University of Oregon.
"Through ML and AI, cloud computing will provide both the data storage and the processing power necessary to train new models tackling new problems that were previously incalculable."
Mr. Johnson holds a BA in Economics from the University of Washington and a MS in Organizational Leadership from Colorado State University.

National Practice Leader, Cybersecurity Consulting, AT&T

Derrick is the National Practice Leader for Cyber Operations within AT&T Cybersecurity Consulting, responsible for its direction and overall business performance. Derrick specializes in collaborating with clients on strategic cybersecurity initiatives such as cloud security, Zero Trust, SASE, cybersecurity operations, and cybersecurity transformation. Derrick leads a team of security professionals in designing strategic, future vision next-generation architectures and preemptively assessing network and cloud infrastructures to identify security weaknesses and mitigate risk. Derrick is a CISSP, a CMMC Registered Practitioner, and a Forrester Certified Zero Trust Strategist with 24 years of experience behind him as he advises customers in both technical and strategic-level discussions through workshop sessions, speaking engagements, industry forums, and overall collaborations sessions. In addition to supporting customer cybersecurity challenges, Derrick is also responsible for defining and developing new cybersecurity services for Cybersecurity Consulting based on common customer needs and industry direction.

Rick Johnson

Director, Information Technology, St. Lawrence County

Rick Johnson is the Director of Information Technology for St. Lawrence County, where he oversees the technological infrastructure for 25 departments and over 800 employees. In his 30 years with County IT, he has worked at helpdesk, and as a technician, and as a sysadmin with focus on servers, networks, and security, as well as virtual infrastructure, and has been in a leadership role for nearly two decades. In the evolution of local government IT, Rick believes in being pragmatic, proactive, and sensitive to users’ needs.
Rick has served for many years as on the SUNY Canton IT Advisory Board and has gladly trained (and hired) a number of interns from that institution. He currently serves on the board of the New York State Local Government IT Directors Association (NYSLGITDA) where he has been a proud member for many years.

Chief Privacy Officer, Office of Information Technology Services, State of New York

Michele Jones is New York State’s first-ever chief privacy officer. In this new capacity at NYS ITS, she is responsible for driving the state’s strategy in protecting the personal and confidential data of New Yorkers amid a rise in digital service offerings and new data privacy laws and regulations.
Prior to joining ITS, Michele served more than 10 years in various roles, including General Counsel and Deputy Director of Risk Management, as well as Compliance/Data Protection Officer for Capital Region BOCES, where she was a key member of the executive team. She also managed vendor engagements, developed information privacy and security awareness training, and spearheaded the campaign to shift BOCES culture towards data privacy and security awareness.
Michele is a graduate of Albany Law School and holds a certificate in Human Resource Management from Cornell University’s School of Industrial and Labor Relations.

Jennifer Lorenz

Jennifer Lorenz

Deputy CIO for Operations, Office of Information Technology Services, State of New York

Jennifer Lorenz has more than 20 years of experience as a leader and operational manager of information technology systems. She now serves as the Deputy Chief Information Officer for Operations at NYS ITS. In this role, Jenn oversees day-to-day operations and is responsible for governing the framework for introducing new systems, programs and technologies to New York State agencies, as well as ensuring alignment between IT, client business strategies and financial objectives.
Before assuming the Deputy CIO role, Jenn led the NYS ITS Chief Portfolio Office. Her technical expertise has led to numerous service improvements and statewide technology transformation efforts. She is a results-oriented leader who advocates for leveraging technology to solve business problems and create process efficiencies.
Jenn has been with ITS since the agency’s inception in 2012. She previously served in the United States Air Force. Jenn holds a bachelor’s degree in business management from Empire State College and an ITIL Foundations certification.

Glenn R. Marchi, Ph.D. is a chief information officer (CIO), army officer, and adjunct professor who inspires and empowers teams to deliver extraordinary results with high customer satisfaction.
Since July 2016, Glenn has served as the Commissioner of Office of Central and Information Services for Dutchess County Government in Poughkeepsie, New York, with the mission to provide premier technology services to support 300,000 citizens.
Dutchess County has been continuously recognized on the national level for its technology innovative, earning the number one ranking in the nation among mid-size county governments, in the Center for Digital Government and National Association of Counties annual Digital Counties Survey two years in a row. Other honors include the CIO 100 Award and Best of New York Awards. Glenn has been recognized for the Top-25 Doers, Dreamers, and Drivers Award by Government Technology, County-Level Executive of the Year Award by StateScoop and was awarded the Lifetime Achievement Award by State University of New York at Albany. Over the course of his career, he has served as programmer, systems analyst, certified project management professional (PMP), and has held manager/director-level positions at several private sector corporations including IBM Corporation and Diageo.
A U.S. Army veteran, Glenn was a military first responder to the World Trade Center terrorist attack in New York City on September 11, 2001. He later deployed to Iraq as a battalion commander in the 42nd Infantry Division where he was awarded the bronze star medal. He currently serves as a Colonel in the New York Guard.
Glenn teaches as an adjunct professor at University of Connecticut and University at Albany. He serves on advisory boards for Mercy College and the CNBC Technology Executive Council. He co-authored a book on leadership, “If It’s Not Impossible, It’s Not Interesting”. Glenn is a family man, Syracuse Orange fan, and NY Jet fan who resides in Hopewell Junction, New York.

For over a decade Charlie was as a Member of the New York State Assembly, where he served as the Ranking Member of the Insurance Committee and a member of the Ways & Means, Banks and Social Services Committees. He also was the elected Chairman of the Nassau County Board of Assessors and Nassau County Real Property Tax Director. Charlie additionally served for almost a dozen years as Director of Government Relations & External Affairs for the New York State Department of Transportation’s New York City Region.
He was a lawyer/lobbyist in both Albany and New York City and then formed his own consulting firm.
He is a graduate of Duke University and Fordham University School of Law.

Vince Pastore is the Director for the State, Local and Education division at VMware. During the Pandemic, Vince worked directly with the New York State Governor’s Chamber responsible for delivering vital services by transforming the customer experience for unemployment, tax, Covid response, motor vehicles, health and human services, and first responders.
While working with NY State and New York City, Vince led a VMware team that assisted NYC to rapidly deploy remote mobile workspace solutions that were leveraged to enable The City employees to continue to provide critical services, during the pandemic. Vince has been leading customer experience and engagement transformation within the technology segment for over 30 years, spanning BBN Technologies, Microsoft, Infosys, Verizon, and VMware. Notably, Vince was instrumental in helping launch the first online trading, banking, and billing fulfillment services, while at BBN Technologies and Microsoft. During his 15 years at Microsoft, Vince was part of the commercial response taskforce helping NYC respond to Y2K. He also mobilized teams to help assist NYC remediate and restore critical network and technology services during 9/11/2001. Vince was born and raised in Brooklyn, NY. Vince has served as a presenter and participant at the NY State and City Digital summit.

Sunil Rajan leads Verizon's Future of Work domain for the Public Sector. He is a Technology Executive with over 20 years’ experience across multiple industries, with a successful track record of creating effective and sustainable technology practices, enhancing customer experience, realizing digital objectives, and unlocking business value through innovation.
Prior to joining Verizon, Sunil spent 12 years building, leading and growing Ernst & Young's (EY) Technology Consulting services, where he most recently ran the Microsoft Modern Workplace practice. Sunil has also held positions in Cognizant Business Consulting, Cisco Technologies and Toyota Motor Europe.
Sunil is motivated in helping clients leverage emerging technologies to unlock new business value, and remain on the forefront of the digital agenda. Deputy Chief Information Officer for Technology/Chief Technology Officer

Rajiv Rao serves as the state’s Chief Technology Officer (CTO) and Deputy Chief Information Officer for Technology at NYS ITS. First named CTO in 2015, Rajiv is dedicated to advancing innovative solutions for agencies and the people of New York, as well as implementing the state’s long-term technology roadmap. He is responsible for the building and operation of all core infrastructure standards, as well as exploring technology objectives that can deliver enormous value to NYS, such as containerization, data analytics, machine learning, rapid application development, robotic process automation, and artificial intelligence. He is also focused on delivering digitized services and modernizing the ecosystem that consumes digital services, citizens, and state employees.
With more than 23 years of executive leadership experience, Rajiv has been with NYS ITS since its inception and was a key player in New York State’s IT consolidation. In 2012, Rajiv was named chief architect for the design and build of the state’s data center, a process which involved over 50 agencies, 180,000 desktops, 20,000 servers, and 1,500 miles of fiber network across the state. The data center is located in the largest zero-energy, multi-use facility in the world. Prior to joining NYS ITS, Rajiv worked for the NYS Department of Taxation and Finance.
Rajiv was honored with the 2022 National Association of State Chief Information Officers’ “Technology Champion Award,” which recognizes one individual annually for outstanding leadership and contributions in the field of IT in the public sector and for promoting excellence in government. He was also named one of Government Technology's 2022 Top 25 Doers, Dreamers and Drivers.
In 2021, Rajiv was presented with the Service to the Citizens State and Local Government Award, and appeared on City and State’s statewide Telecommunications Power 50 list. In 2019, Rajiv was named Government Technology Magazine’s New York State IT Leader of the Year for his exceptional leadership and contributions to public service in New York State, and he was also nominated for State Scoop’s 2019 State Leadership of the Year Award. In 2018, he was the recipient of the National Association of the State Chief Information Officers’ State Technology Innovator Award, which was established to recognize outstanding individuals who have made contributions that advance state technology policy agenda while promoting best practices, adopting new technologies, and advancing service delivery. Rajiv received the Championship Award for Data Center Engineering in 2015, State Scoop’s 2014 Most Inspiring Newcomer Award, the Center for Digital Government’s Best of NY Outstanding IT Service and Support Award in 2013 and Best of NY Green IT Award in 2012.

Marcy S. Stevens, has served as Chief General Counsel to NYS ITS since January 2020. In this role, she is the chief legal and policy officer for the agency and is responsible for all legal matters pertaining to and affecting NYS ITS, as well as in its capacity as a statewide service provider. Marcy has been with the agency since 2016, previously serving as ITS Deputy Counsel and Director of Litigation & eDiscovery.
Marcy has more than a decade of legal experience in the public and private sector. Prior to joining NYS, Marcy worked as a civil litigation attorney, most recently at a national law firm in the commercial and liability defense litigation practice, where she served as a member of the national eDiscovery triage team and represented corporate clients in high-exposure tort claims and employment matters.
Marcy is a key member of the NYS ITS leadership team, as well as a respected resource across the state for her ability to bridge the gap between complicated legal and policy matters and their intersection with technology tools, information security and data privacy issues.
Marcy holds a Juris Doctor (JD) and Master of Business Administration from Western New England University Schools of Law and Business, as well as a bachelor’s degree from Syracuse University.

Benjamin Voce-Gardner currently serves as the Director of the Office of Counter Terrorism for the New York State Division of Homeland Security and Emergency Services. In this role, he is responsible for coordinating counterterrorism outreach to public and private stakeholders. He oversees the Division’s Cyber Incident Response Team, Critical Infrastructure Unit, and Public Safety Unit, and if currently developing a new Domestic Terrorism Prevention Unit. He previously served as the Division’s Director of Cybersecurity Policy, where he oversaw its cybersecurity assets and developed policies to address cybersecurity threats. Before that, He was the Assistant Secretary to the Governor for Public Safety, where his portfolio included the Division of Homeland Security and Emergency Services, Division of Military and Naval Affairs, State Police, Cyber Security Advisory Board, Division of Criminal Justice Services, and Department of Corrections and Community Supervision. Before joining the Governor’s office, he worked as a litigator in the New York offices of Zuckerman Spaeder LLP, where his practice focused on criminal litigation, complex civil litigation, and corporate investigations. Prior to private practice, he served for six years on active duty in the United States Navy and currently holds the rank of Commander in the Navy Reserves. He has deployed to the Middle East twice in support of the Global War on Terror. He received his BA from Connecticut College, JD from Boston College Law School, and MS in Cybersecurity Risk and Strategy from New York University.
