Chief Information Officer, Energy Research and Development Authority, New York State

David Adkins is CIO at NYSERDA. He is responsible for managing the Authority's Information Technology, Data Governance/Architecture and Web Operations units and is responsible for implementing and maintaining technology systems. Prior to joining NYSERDA in 2018, he oversaw End User Services for NYS Information Technology Services, supporting over 120,000 end-users across the executive branch agencies. Prior to state service, David was the CTO for the New York State Bar Association. He was also the director of IT for the New York State United Teachers. He teaches undergraduate and graduate courses in Information Technology and Cybersecurity at UAlbany, University of Maryland and University of Dayton. He received a Bachelor of Science in Telecommunications from Syracuse University and a Master of Business Administration and Doctorate in Information Science from the University at Albany.

Author, CNN Contributor on Public Safety, Former Chief of Police

Dr. Cedric Alexander has spent nearly four decades in search of a better way to police our nation. He’s the author of The New Guardians, and he has served as a law enforcement analyst on ABC, CBS, NBC and CNN. In 2015 he was appointed to the President’s Task Force on 21st Century Policing. He has served at every level of government: as a Federal Security Director in the US Department of Homeland Security, as a Deputy Commissioner for Criminal Justice in New York State, as Public Safety Director in a major county, and as a City Chief of Police and Deputy Mayor.

George Berg

George Berg

Associate Professor, College of Emergency Preparedness, Homeland Security and Cybersecurity, University at Albany, SUNY

George Berg is a computer scientist who has been researching and teaching in that field and artificial intelligence for more than 30 years. He has done work using machine learning in protein biology, finance, cybersecurity, robots, drones and 3D printed prosthetics. Since his terms as chair of the university’s Computer Science and Informatics departments, George has been heavily involved in improving undergraduate STEM education. Along with others, he has helped create the university’s Informatics BS, MSIS concentration in Data Analytics and its proposed BS and MS programs in Cybersecurity. He is especially proud of the role undergraduates have in his research lab.

Joseph M. Bradley is global vice president, Customer Experience, Incubation Services and Technology. His team continuously works to identify new opportunities to help customers around the world adapt to a rapidly changing digital world. This includes the incubation and delivery of IoT services for edge computing, industrial networking and OT security and smart city solutions.
Joseph has deep knowledge of both start-up and enterprise businesses, and is a technology disruption thought leader for emerging technologies and business culture. Prior to joining Cisco, he was president at Uptake Technologies, CEO at C3 Communications and vice president/general manager of AT&T’s Data Communications group.
He holds an economics degree from the University of California at Berkeley.

Jennifer Goodall, PhD

Vice Dean, College of Emergency Preparedness, Homeland Security and Cybersecurity

Dr. Jennifer Goodall received her undergraduate and masters degrees in Classics at Tufts University while working on the Perseus Project. Her research focused on women in antiquity. She completed her Ph.D. in Information Science at the University at Albany with a specialization in Information Technology and Learning. Her dissertation examined trust and power issues surrounding information sharing among homeless providers in New York City. She has been teaching undergraduates at the University of Albany since 2002. She is currently vice dean of the College of Emergency Preparedness, Homeland Security and Cybersecurity. She also works with the National Center for Women & Information Technology (NCWIT) as an extension services consultant.

Research Director, Bureau of Environmental and Occupational Epidemiology, Department of Health, New York State

Dr. Tabassum Insaf is research director at the Bureau of Environmental and Occupational Epidemiology and has been working in various capacities at the New York State Department of Health for eight years. She also serves as assistant professor in the Department of Epidemiology at the School of Public Health, University at Albany. She holds a medical degree, an MPH and a PhD in Epidemiology. Her research interests are in geo-spatial epidemiology and its application to assessment of social and environmental determinants of health, including climate change, air pollution and health care access. A recent interest has been development of epidemiologic methods to utilize satellite derived fine-scaled measurements of air pollution and climatic exposures to inform public health policies. She has received grant support from National Aeronautics and Space Administration (NASA) and Centers for Disease Control and Prevention (CDC) for her research and she is part of CDC’s Environmental Public Health Tracking (EPHT) and NASA’s Health and Air Quality Applied Sciences Teams (HAQAST). She is also part of New York State’s Congenital Heart defects and Muscular Dystrophy Surveillance Programs where she uses GIS techniques to determine the predictors of health care access among high needs population groups.

In September, Michael Lefebvre was appointed by Governor Andrew Cuomo to be deputy director for workforce development in the Governor’s office. Prior to his appointment, Mike served as the executive vice president for the Division of Public Policy, Planning and Incentives at Empire State Development (ESD) and oversaw policy development, intergovernmental affairs, research and analysis and the administration of many of ESD’s financial incentive programs. Before returning to ESD in 2016, Mike held leadership positions as chief financial officer at the New York State Department of Law and executive director at the New York State Senate. A veteran of the U.S. Air Force, Mike holds a Master of Public Administration degree from the Rockefeller College of Public Affairs and Policy and a Bachelor’s degree in Accounting from the University at Albany.

Prior to the GDAC, Kay led in the formation of NC’s first enterprise fraud, waste and improper payment detection program, as well as the implementation of NC’s first integrated criminal justice system. Danielle Miller joined the NYS Office of Information Technology Services (ITS) in early 2013, shortly after the agency was established. She has been with the state for 19 years, working in an array of roles within HR for 16 of those years. In her director of human resources role within ITS she oversees Personnel, Employee Relations and Employee Development. She serves on the Executive Personnel Council, various subcommittees/workgroups and participates in a number of initiatives including Civil Service Reform efforts and ITS strategic planning. Danielle is dedicated to her work, but she lives for Saturdays with her eight-year old daughter and summer afternoons of fishing.

An experienced IT leader in NYS-ITS, Prachi Mondaiyka serves as the Business Solution Director for NYS- Housing portfolio. Prachi is leading the way for setting the strategic direction, technology vision and providing IT services that support the business missions of the NYS Department of Housing and Community Renewal. Prior to joining Housing portfolio, Prachi worked with diverse multi agencies portfolio of New York State government and is credited for proven leadership in strategy planning, project management, portfolio management, SOA, enterprise analysis and business process re-engineering.
Prior to joining public sector, Prachi held a consulting role in pharmaceutical industry and provided actionable strategies in portfolio strategy, go-to-market-strategy and sales compensation. Before that, she was the lead operations manager in the food industry. Prachi holds an undergraduate in Engineering degree from BIT, India and a Master’s Degree from Rensselaer Polytechnic Institute (RPI), NY.

Executive Deputy Commissioner, Department of Taxation and Finance, New York State

Andrew D. Morris is the executive deputy commissioner with the New York State Department of Taxation and Finance. He has served in previous executive positions with the department as director, Office of Processing and Taxpayer Services; director, Tax Processing Division; director, Business Tax Processing; director, Personal Income Tax Processing Bureau; director, Systems Analysis and Testing Bureau; and director, Revenue Services Bureau.
During the course of his career, Andrew has advanced the department's efforts in the growth of electronic filing of tax returns and payments; implementation of advanced document, tax return and payment processing technologies; and cost savings initiatives. In 2017, the New York State Academy for Public Administration recognized him with its Public Excellence Award. Prior to joining the Department of Taxation and Finance, Andrew was with the Office of the Secretary, U.S. Department of the Treasury, where he began his career as a Presidential Management Fellow.
He completed his master of public administration degree at The George Washington University and his bachelor's degree at Siena College. He has also pursued executive education at the University of Pennsylvania's Wharton Business School.

Acting Chief Data Officer, New York State Office of Information Technology Services

As acting chief data officer, John Rager directs the office charged with maximizing the effective use and value of data across the enterprise. In advancing responsible data management practices, the Office of the Chief Data Officer promotes the importance of data as a strategic business asset within New York State government and to the public in general.
John also serves as manager of the Open NY team, where he oversees the ongoing publication and refresh of quality data resources on data.ny.gov, providing support to client agencies, ensuring continuous availability of the Open NY platform and coordinating with Open NY’s sister program, Health Data NY. Working closely with partner agencies, Open NY has realized a nearly 600 percent increase in the number of resources published since program launch in March 2013.
Prior to these roles, John was a systems analyst, developer and manager of business solutions within the New York Department of State for over 22 years.

This includes delivering compelling offerings through effective and enabled routes to market with a seamless order to cash process for Xerox clients.
Joanne joined Xerox from the U.S. federal government where she was leading Technology Transformation Services, overseeing technology and process design teams focused on transforming the way federal government agencies build, buy and use technology. Prior to that, Joanne spent more than 25 years at IBM in a variety of global executive roles, including client sales, support and delivery of technical products and services.
She holds a Master of Business Administration degree from New York University, a Master of Arts from Columbia University and a Bachelor of Arts from Boston College.
