Government Technology’s passion is helping spread best practices and spurring innovation in the public sector. The New York Digital Government Summit is designed to do just that. The summit has an advisory board that gathers public sector and private sector leaders to create an agenda designed to make that passion relevant and actionable to the state and local government organizations attending the summit. Participants tell us they use the inspirational keynotes, leadership discussions, networking breaks, and timely topics discussed in the numerous breakout sessions to help advance the goals of their organizations and their own career paths.

He has learned musical instruments and languages, crafted beatboxing techniques, and mastered numerous physical skills – even to the point of breaking world records. More impressively, he’s transformed his personal abilities in record time. He applies these skills as a performer, coach, and educator to inspire countless audiences and individuals. A sampling of credits includes touring Europe as ringmaster to a world-renowned circus, teaching at-risk youth to develop the confidence to overcome abuse and addiction, and appearing with Jay Leno on the Tonight Show.
As a peak performance coach, Bronkar has helped clients and audiences to achieve personal breakthroughs and accomplish goals for health, success, and well-being. His one-man variety show continues to be in great demand – everywhere from corporate conferences for Google and Facebook to Disney cruise ships to half-time shows at Madison Square Garden. As a keynote artist and speaker, he delivers an innovative experience using original art forms, personal connection, and applied technology to help others find greatness within themselves.
Over the years, Bronkar’s desire to produce, coach, and collaborate has led him to form multiple performance groups and multimedia-filled theatrical shows. Theresa A. Pardo, Ph.D. - Second Day Keynote

Director, Center for Technology in Government, University at Albany

Theresa A. Pardo, Ph.D. is the director of the Center for Technology in Government at the University at Albany, SUNY and a full research professor in public administration and policy at Rockefeller College. Theresa has over 35 years of experience working with governments and non-profit organizations to create sustainable and innovative policies and programs that create public value. Under her leadership, the Center works closely with multi-sector, multi-disciplinary teams from the U.S. and around the world to carry out applied research and strategic consulting projects focused on the intersections of policy, management, and technology in the public sector. Theresa’s work has been recognized through numerous best paper awards as well as with the University at Albany’s Distinguished Alumni Award, the Rockefeller College Distinguished Service Award, and University at Albany’s Excellence in Teaching Award. Theresa is ranked among the top five digital government scholars in terms of citations to her published work. In addition, in 2015 she received Government Technology Magazine’s Top 25 Doers, Drivers, and Dreamers Award which recognizes individuals who exemplify transformative use of technology that’s improving the way government does business and serves its citizens. Theresa is a co-developer of the top-ranked Government Information Strategy and Management concentration at the University of Albany and is past president of the Digital Government Society. She serves as OpenNY Adviser to New York State’s Governor Andrew Cuomo and is Chair of the U.S. Environmental Protection Agency’s National Advisory Committee. Theresa serves as a member of the User Working Group of the NASA Socioeconomic Data and Applications Center (SEDAC), as a member of the Steering Committee of the National Science Foundation funded North East Big Data Hub, as an International Advisor to the E-Government Committee for the China Information Association, and as Chair of the Steering Committee for the University at Albany’s Institute for Advanced Data Analytics. Theresa holds a doctorate in Information Science from the University at Albany, SUNY.

Catherine A. Sanderson, Ph.D. - Featured Speaker

Manwell Family Professor of Life Sciences, Amherst College

Catherine Sanderson is the Manwell Family Professor of Life Sciences (Psychology) at Amherst College. She received a bachelor's degree in psychology, with a specialization in Health and Development, from Stanford University, and received both masters and doctoral degrees in psychology from Princeton University. Professor Sanderson's research examines how personality and social variables influence health-related behaviors such as safer sex and disordered eating, the development of persuasive messages and interventions to prevent unhealthy behavior, and the predictors of relationship satisfaction. This research has received grant funding from the National Science Foundation and the National Institute of Health. Professor Sanderson has published over 25 journal articles and book chapters in addition to four college textbooks, a high school health textbook, and a popular press book on parenting. In 2012, she was named one of the country's top 300 professors by the Princeton Review.

Bill Bott uses a team approach to tackle organizational challenges, such as strategic planning, process improvement, project management, customer satisfaction, and problem solving. He uses the same tools developed by leading private sector companies to facilitate change from within the organization. Bill's specialty is in helping to make elements of square pegs fit into the round holes that make up the work we do.
Bill is best known for his role in consolidating the IT functions and staff in the state of Missouri, which saved the state over half a billion dollars in real costs in less than 10 years. For this, Bill was named a GOVERNING Public Official of the Year in 2007, and in 2008 he was recognized as one of Government Technology's Doers, Dreamers, and Drivers. He also received accolades from the American Business Awards for his innovative approach to IT management and was chosen to represent the United States as a young leader by the American Council on Germany.
Bill joined the Change and Innovation Agency in 2009 and now works with public servants across the country. A regular speaker on Project Management, his message of true process improvement before automation is a frequent theme in his writings and in his workshops.

Lisa Bobo

Chief Information Officer, City of Rochester

Lisa Bobo was appointed Chief Information Officer in 2012 for the City of Rochester and is responsible for leading the city’s process and technology strategy, as well as managing overall Information Technology (IT) operations. Her initiatives include improving service delivery with an emphasis on enterprise planning, process improvements, innovation, and technology.
Lisa’s prior experience includes work in several capacities of city government.
Under Lisa’s leadership, she has expanded the business process services organization, implemented a city-wide governance process, continues to drive an enterprise architecture perspective to service delivery, initiated an information security program, built a geographical information services group and provided multiple collaborative opportunities with local high schools, colleges, corporations, and other government entities.
Her accomplishments include leading diverse teams and overseeing implementation of high-priority projects for the City, including the enterprise process and systems initiative for ERP, website revitalization, implementation of a city-wide 311 program, disaster recovery program, virtualization of the server environment, expansion of video surveillance and most recently the deployment of body cameras.
Making Rochester a better community is part of her drive and dedication as a city leader. She believes every aspect of her work is ultimately to improve our community and looks at every challenge as an opportunity for growth. Lisa’s community involvement includes service to Digital Rochester, as a panel member for career development discussions, technology workshops, and STEM related activities. In addition, she is a board member for the Western NY Chapter of the Society of Information Management (SIM), the NYS Local Government Records Archive Committee, and Foodlink.
Lisa received her degree in Mathematics and Computer Programming from Nazareth College in Rochester, New York. She currently lives in Rochester with her husband and has two children pursuing STEM careers. In her free time, she enjoys running, biking and tennis.

Miguel Gamiño, Jr. is the Chief Technology Officer for the City of New York under the leadership of Mayor Bill de Blasio.
As CTO, he is leading major technology initiatives for the city including developing a meaningful and innovative Smart City and “Internet of Things” (IoT) strategy in collaboration with City agencies and departments; and leading the City’s Broadband Program with agencies, private industry and academia aimed at fulfilling Mayor de Blasio’s promise to provide every New Yorker and NYC business access to affordable, reliable, high-speed broadband service in all of New York by 2025.
Prior to NYC, Mr. Gamiño served as the City Chief Information Officer and Executive Director of the Department of Technology for the City and County of San Francisco. His team and colleagues brought "broadband" to the mainstream conversation and charted the course for a connected city of the future.
As an industry technologist, Mr. Gamiño participates in thought-leadership conversations with global colleagues, emphasizing the significance of pervasive broadband connectivity and the value of disrupting civic services through digital transformation.

Michael C. Green

Executive Deputy Commissioner New York State Division of Criminal Justice Services

In March of 2012 Governor Cuomo appointed Mr. Green to the position of Executive Deputy Commissioner of the New York State Division of Criminal Justice Services. From this post Green leads the agency responsible for many key parts of the criminal justice system in New York, including the State’s DNA database, Criminal History Repository and Sex Offender Registry. Green’s duties also include serving as chair of the New York State Commission on Forensic Science, and as a member of the New York State Sentencing Commission and the New York State Justice Task Force. Major initiatives Green is leading at DCJS include GIVE (Gun Involved Violence Elimination) working with local law enforcement to address shootings with evidence based strategies and an emphasis on procedural justice, the redesign of ATI funding to incorporate evidenced based principles to the delivery of ATI services funded by the state, expansion of the state’s network of Crime Analysis and Real Time Crime Centers and implementation of Raise the Age legislation. Under his leadership in 2017 DCJS was named the number one large employer to work for in the Capital Region by the Albany Times Union based on employee surveys.
Prior to joining DCJS, Green served for 25 years in the Monroe County District Attorney’s Office, including eight years as the elected District Attorney. In 2007 Governor Spitzer appointed Green to the Sentencing Reform Commission. In 2008, Green was appointed to the New York State Juvenile Justice Task Force by Governor Paterson. Mr. Green was named 2009 Prosecutor of the Year by the New York Prosecutors Training Institute. In 2011 the District Attorney’s Association of the State of New York awarded District Attorney Green their Distinguished Service Award and in 2012 he received the prestigious Hogan award from the association recognizing a “lifetime of distinguished and honorable service.”
Mr. Green has served as an adjunct professor in the Criminal Justice Department at Rochester Institute of Technology. He has served as faculty for the National College of District Attorneys at the National Advocacy Center and has lectured for the New York Prosecutors Training Institute.

Natalie is VP of Ecosystem Development for The Impact Lab, collaborating with a broad network of academic, development, and philanthropic organizations to increase the use of open data standards, APIs, and ethical algorithms in scaling data science efforts to improve social service delivery. She has dedicated over 16 years of technical and strategic expertise in the development and delivery of data-driven software and platform solutions for the Federal Government. Most recently as a Senior Policy Advisor in the Obama Administration, she founded the Data Cabinet - a federal data science community of practice that develops best practice tools to assess and advance federal data capacity needs. Natalie has a Masters in Public Administration from George Washington University, a BS in Computer Science and a BS in Sociology from University of Maryland Eastern Shore.

Michele Hasso

Assistant Director, Payroll Services, State of New York

Michele Hasso currently serves as Assistant Director for The Bureau of State Payroll Services (BSPS) in the Office of the New York State Comptroller (OSC). BSPS supports State Comptroller Thomas P. DiNapoli in his role as the State’s Chief Fiscal Officer, specifically, in carrying out the office’s responsibilities to provide payroll services to more than 240,000 state employees. BSPS produces a weekly payroll for over 120,000 employees.
Michele currently oversees the activities of the New York State Payroll System. Her responsibilities include ensuring the system is in full compliance with Federal, State and local laws, as well as managing hundreds of system changes each year. She also has managed upgrades to the payroll System.
Michele has over 35 years’ experience working within state government. During that time, she has worked on a variety of IT projects which include, the creation of the state’s first enterprise, the New York State-Local Internet Gateway Prototype; the integration of payroll charges into the Statewide Financial System (SFS), OSC’s first online portal application that included the Public Authorities Reporting System, the vendor responsibility application and more. Throughout her career, Michele has led and participated in cross-divisional teams to implement a variety of data sharing systems across OSC.

Natalie Helbig, Ph.D.

Deputy Director, Division of Information and Statistics, Office of Quality and Patient Safety, Department of Health, State of New York

Dr. Helbig is Deputy Director for the Division of Information and Statistics in the Office of Quality and Patient Safety at the New York State Department of Health. As Deputy Director, she oversees the Health Data NY open data platform, Health Profiles, and other initiatives focused on the use of data by a range of stakeholders. Natalie is also the acting director of the Bureau of the All Payer Database (APD). The APD program will provide policymakers, researchers, and consumers with a comprehensive, health-focused, data warehousing and analytics solution.
Prior to working at the New York State Department of Health, Dr. Helbig was Assistant Research Director at the Center for Technology in Government, State University at Albany, an affiliate faculty member in the College of Computing and Information’s Department of Informatics, and taught courses at the Nelson A. Rockefeller College of Public Affairs and Policy’s Department of Public Administration.
Dr. Helbig’s research interests focus on how public agencies design, manage, and use their data and information resources. Dr. Helbig earned her doctorate in public administration and policy at the University at Albany’s Rockefeller College of Public Affairs and Policy.

Nonie Manion

Executive Deputy Commissioner, Department of Taxation & Finance, State of New York

Nonie Manion was appointed as Executive Deputy Commissioner in June 2013. With over 25 years with the Department, she has held leadership positions in several divisions, most recently the Audit Division.
As the Director of Tax Audits since 2004, Ms. Manion expanded the focus of audit programs to more broadly support the Department’s mission by promoting voluntary compliance. She has been a leader and strong advocate—within New York State and nationally—of utilizing business analytics and automated workflow to improve the efficiency and effectiveness of tax enforcement processes. As a result, the Department is able to more comprehensively detect and prevent fraud, resulting in hundreds of millions of dollars in annual expense savings for New York State taxpayers.
Previous positions with the Department include serving as the Director of the Compliance and Audit Systems Division and Director of the Taxpayer Services and Revenue Division. She serves on the Board of Directors for the national Federation of Tax Administrators and participates in the North Eastern States Tax Officials Association.
In 2012, Ms. Manion’s innovative approaches to tax administration were recognized at the national and state levels through leadership awards from the Federation of Tax Administrators and the State Academy for Public Administration. More recently in September 2016, she was the recipient of the Hugh L. Carey Award. This award is named after the late Governor and is awarded to a public steward who has a personal and dedicated commitment to public service, as did Governor Carey.
Ms. Manion is a graduate of Siena College. She lives in Saratoga County with her husband Roger.

Andrew D. Morris is the Director, Tax Processing Division, with the New York State Department of Taxation and Finance.
He has served in previous executive positions with the Department as the Director, Business Tax Processing; Director, Personal Income Tax Processing Bureau; Director, Systems Analysis and Testing Bureau; and, Director, Revenue Services Bureau.
During the course of his career, Mr. Morris has advanced the Department's efforts in the growth of electronic filing of tax returns and payments; implementation of advanced document, tax return and payment processing technologies; and, cost savings initiatives.
In 2017, the New York State Academy for Public Administration recognized Mr. Morris with its Public Excellence Award.
Prior to joining Tax, Mr. Morris was with the Office of the Secretary, U.S. Department of the Treasury where he began his career as a presidential management fellow.
Mr. Morris completed his master of public administration degree at The George Washington University and his bachelor's degree at Siena College. He has also pursued executive education at the University of Pennsylvania's Wharton Business School.

Karen is the IBM Lead Global Services Partner for the State of New York integrated account appointed to this position in March, 2016. She and her team are responsible for driving innovative solutions to address the State of New York’s most critical needs.
Most recently, Karen was the IBM Vice President of Industry Solutions for Public Sector that includes: Healthcare, Life Sciences, Education, Government, Defense, and Smarter Cities. In the IBM Software Group role, she was responsible for the cross brand and cross-divisional strategy and execution for industry specific solutions across these industries world-wide. Karen accepted this position in January, 2011. Four years earlier, she accepted the position of Vice President of Industry Solutions & Frameworks in Software Group focused on incubating new industry offerings across 17 industries for IBMs Smarter Planet initiative.
Prior to this, Karen led the Business Intelligence & Data Warehousing business for seven years. During her tenure, she and her team delivered significant growth across the IBM portfolio of products and services in this space.
In June, 2000 Karen was appointed the Executive Assistant to the General Manager of Pervasive Computing. Karen played a key role managing the operational and customer relationship activities for IBM’s emerging business, Pervasive Computing.
In previous positions within IBM, Karen was the Manager of Solution Development in the Sales and Distribution division, responsible for the deployment of their Investment Business Management System; and the replication of Business to Business solutions across key industries such as Distribution, Finance, and Communications.
Karen joined IBM in 1987; and spent her first 10 years in IBM’s sales force as a Client Executive in the Distribution Sector servicing customers such as Kmart and Melville.
Karen attended Fordham University where she earned a Bachelor of Science degree and later obtained her Master of Business Administration from Pace University. She was married for 25 years and is the mother of two daughters. In her spare time, Karen serves on the Board of Trustees for St. Barnabas Hospital in the Bronx, Board of Advisors and Executive in Residence for Fordham University and President of the Board of Directors for the Pleasantville Academy of Music Arts.

Melissa Pratt

Assistant Director, Enterprise Services Bureau, Processing Division, Department of Taxation and Finance, State of New York

Melissa Pratt is currently the Assistant Director of the Enterprise Services Bureau in the Tax Department’s Processing Division. Her responsibilities include oversight of design, development, and testing activities related to the Online Services portal, email services, electronic payments processing, and data analysis. Melissa is also the Lead of the Tax IT Partnership Team.
Prior to joining the Tax Department’s Processing Division, Melissa supported the Tax Department from an IT perspective for nearly 13 years. She managed multiple information technology areas for the department and played a critical role in the design and delivery of the e-MPIRE integrated tax processing systems, as well as several customer-centric web applications.
Before she worked for New York State, Melissa worked for Blue Cross Blue Shield of North Carolina and Empire Blue Cross Blue Shield of New York as an Information Technology Project Manager and Design Specialist, and also as an Applications Development Manager.

Dana Rosenstreich

Director of Business Solutions, Department of Information Technology, State of New York

Dana Rosenstreich currently serves as the Business Solutions Director for the Office of Temporary and Disability Services (OTDA) in the Human Services Cluster of the Office of Information Technology Services.
Dana’s tenure in various positions has given her a well-rounded view of New York State. She started in the Division of the Budget, handling the Office of Temporary and Disability Assistance budget, moved to work on OTDA’s technology projects in 2002, and transitioned into the Office of Information Technology Services when it was established under Governor Andrew M. Cuomo in 2013.
In graduate school, Dana helped implement the historic Personal Responsibility and Work Reconciliation Act, enacted by President Clinton, in Schenectady County. This project helped solidify for her the necessity for a strong model built on people, process and technology to successfully deliver human services and ultimately drive positive social change. Dana has worked extensively on business-driven modernization initiatives including the Functional Roadmap and the Health and Humans Services Business Transformation Project. She is responsible for maintaining and enhancing NYS’s Human Service application portfolio. Dana holds a BA in Sociology/Political Theory from Bates College and a MPP from the Rockefeller School at SUNY Albany.
Ms. Rosenstreich lives in Columbia County with her husband, their two children, and a whole host of animals. She loves running, telemark skiing and both playing and listening to bluegrass music.

Mohini is a member of the Portfolio Solutions Marketing team at Juniper Networks. Working across multiple verticals, she focuses on communicating creative ideas to the market, innovative insights on market trends and Go-to-Market strategies. Her strong background in telecom and data communications networking along with extensive expertise in LAN, WAN, Cybersecurity and Cloud technologies help Mohini bridge the gap between technology, business, and customer needs.
Previously, Mohini has designed and validated solutions ranging from Mobile backhaul, Residential and Business services on the Service Provider side to Data Center workload mobility for enterprises. She holds two patents for dynamic and software defined policy control.

The EBS Cluster services the Department of State, the Higher Education Services Corporation, and the State Liquor Authority. Projects of note over the past year include the Excelsior Scholarship web application, the MTA Genius Transit Challenge portal, and the Department of Agriculture and Markets Plant Inspections Mobile Application.
