Scott Klososky

Technologist, Futurist, Humanist, Author and Consultant

As a founding partner of digital strategy firm, Future Point of View (FPOV), Scott lives on the leading edge of technology and innovative thinking. Scott speaks to large audiences worldwide about the intersection of humanity and the Digital Transformation. Through FPOV, Scott provides advisory work for clients including Fortune100, SMB’s and government entities. This work has driven him to develop unique concepts such as the HUMALOGY® Scale for measuring the amount of human or machine involved in a system or process, and the Rivers of Information® process for building learning eco-systems. He also pioneered a framework for looking accurately into the future of an industry sector in order to set organizational strategy: The High Beam process.
Scott co-founded Alkami Technology (ALKT), the developer of a second-generation online banking platform with innovative features non-existent in current systems. The company went public in 2021 at a $3billion valuation and is today headquartered in Dallas with over 350 employees.
Scott is recognized globally for his unique ability to accurately predict future digital trends and explain the logic behind why these will alter the current status quo of the economy and society. While business application of his insights is extremely valuable to leaders and companies, he is also motivated help improve the impact post Covid environments are having on people and their daily lives. Technology has been increasingly driving change and stress and recent events are amplifying this problem. He has a unique perspective on how to manage the personal toll technology is causing people, teams and organizations.
Even as a young child, Scott was destined to see the world through a Humalogy® lens. His father was a programmer for Boeing and his mother was a counselor who mixed many philosophies into her practice of helping people in life. To this day, he is a hybrid of a technologist and humanist who strives to find a hopeful future in blending the two.
Scott has the ability to entertain, inspire, and enlighten audiences, while helping them gain new perspectives about how technology is impacting us. Scott never does a canned presentation with the exact content across events. He sets himself apart from other speakers by architecting his content with the latest examples, current events and trends relevant for the keynote he is delivering.
He is equally adept at giving large stage keynotes, speaking to small boards of directors, facilitating half and full day workshops, and doing break-out sessions. As an added bonus of his presentations, attendees come away learning how to be a better facilitator, speaker or presenter by seeing Scott use different applications and technologies to engage audiences either in a virtual, hybrid or in person setting. The best measure of his ability to inspire and inform audiences is the high percentage of speaking clients who bring him back for follow up work with their audiences.

Ronald M. Bergmann most recently served as vice president for Information Technology and CIO at Lehman College/CUNY. At Lehman, Ron and his team pioneered the use of analytics, automated major business processes, enhanced classroom technology and opened the first virtual reality lab in the region. Lehman was cited as an exemplar in the 2018 Horizon Report for its innovative Lehman 360 digital platform. Ron is a fellow of the EDUCAUSE/CLIR Frye (now Leading Change) Institute and was named in 2017 as one of the nation’s top technologists, transformers and trailblazers by the Center for Digital Education.
Ron previously served as first deputy commissioner of New York City's information technology agency where he was selected by Government Technology magazine as one of the nation's leading individuals redefining and advancing technology's role in government.

Michael has over twenty five years of IT experience in NYC government.  Michael started his career at the NYC Department of Health as a college aide, desktop support technician and left after fifteen years as the Executive Director, IT Operations Manager at NYC DOHMH.  After a short stint in the private sector focused on Microsoft consulting, Michael joined the Department of Youth and Community Development (DYCD) as Chief Technology Officer and has led the agency as Chief Information Officer/Chief Information Security Officer and Associate Commissioner from 2017 until he began his tenure at the NYC Housing Authority on December 19th, 2022.   At NYCHA he is responsible for leading the IT Infrastructure and Operations teams in supporting the backbone of the authority’s technology and communication systems, building and maintaining a strong, stable and secure environment that enables NYCHA’s business teams to deliver services to New Yorkers effectively and efficiently.

Lisa M. Flores is a trailblazer in public procurement, recognized for her bold policy reforms and dedication to equity and transparency. As the City Chief Procurement Officer (CCPO) and Director of the New York City Mayor’s Office of Contract Services (MOCS), Lisa oversees over $40 billion in contracts, driving transformative changes in the procurement landscape. 
Born in Puerto Rico and raised in New York, Lisa’s leadership is defined by her commitment to equity and her innovative approach to policy reform. She advocates for a procurement system that reflects the diversity of New York City, ensuring all organizations have the opportunity to succeed. Under her leadership, MOCS has introduced numerous initiatives aimed at demystifying the New York City’s procurement process by tackling challenges like access to information, language barriers, and procedure reforms. In 2023, Lisa launched the "MOCS in Your Neighborhood" initiative, which consists of monthly in-person workshops intended to equip potential contractors with essential support for securing contracts with New York City. This initiative fulfilled her commitment to "meet businesses where they are." 
Prior to her role as Director, Lisa worked as the Deputy Comptroller for Contracts and Procurement, where she was responsible for reviewing all contracts, amendments, leases, and concessions between City agencies and vendors to assess their registration viability. 
Lisa holds a Bachelor’s Degree in International Politics and Spanish from Pennsylvania State University and a Master’s Degree in Public Administration from New York University's Robert F. Wagner Graduate School of Public Service.

Executive Director, Research & Collaboration, Strategic Initiatives, Office of Technology and Innovation, New York City

Alex Foard is the executive director for Research and Collaboration in NYC Office of Technology and Innovation, where he runs the Office's first research team focused on projects, policy, and programming related to emerging technologies.
Alex began his City service at the Office of Management and Budget as part of the team managing the City’s $4.2 billion Community Development Block Grant-Disaster Recovery program. He then spent over three years at the NYC Department of Correction as the director of the Performance Management and Analytics Unit. He then became a senior advisor in the Mayor’s Office of Operations, where he served as the project lead for the NYC Automated Decisions Task Force, before transitioning into leading the implementation of Executive Order 50, which created the AMPO position and established the mandate for an algorithms management framework for City agencies.
He received his BA from the University of Rochester in political science, and his MPA in Urban/Social Policy and Quantitative Analysis from Columbia University School of International and Public Affairs.

Chief Technology Officer, New York City

Matthew C. Fraser is New York City's Chief Technology Officer (CTO) of the Office of Technology & Innovation (OTI). The Chief Technology Officer coordinates technology-related projects and policy across the City.
Under the CTO's leadership, several technology offices were combined into the Office of Technology & Innovation. These included the Department of Information Technology and Telecommunications (DoITT), the Mayor's Office of the Chief Technology Officer (MOCTO), NYC Cyber Command (NYC3), the Mayor's Office of Information Privacy (MOIP), the Mayor's Office of Data Analytics (MODA), NYC311, and the Algorithms Management and Policy Office. By consolidating all the City's information technology offices, CTO Fraser has put forward a central strategy to bring agility, efficiency, and modernization to the City's IT infrastructure.
CTO Fraser is committed to democratizing technology. He oversees projects to expand broadband and make City services easier to use for all. CTO Fraser also runs the Joint Security Operations Center (JSOC). JSOC is a new cybersecurity hub that allows city, state, and federal entities to coordinate efforts against cyber threats.
Most recently, CTO Fraser served as Deputy Commissioner for Information Technology at the New York Police Department (NYPD). At NYPD, he oversaw the successful launch of several community-based, crime reduction, and precision policing initiatives, including the NYPD On-Line Reporting Service, allowing members of the public to report low-level crimes. CTO Fraser spearheaded the efforts to leverage technology to address violent crime conditions through programs expanding Citywide gunshot detection coverage, increasing the number of ARGUS cameras deployed across the City, and rehabilitating security cameras covering NYCHA housing developments. These efforts led to faster response times and provided better context for responding officers to aid in the swift apprehension of violent perpetrators.
CTO Fraser also led the development and deployment of the NYPD's first digital workforce management suite of applications, giving NYPD leadership real-time access to workforce availability and detailed resource assignment information.
CTO Fraser has over 17 years of IT experience across government and the private sector. In addition to NYPD, he has worked with the NYC Department of Environmental Protection, the Mayor's Office, the NYC Department of Buildings, and as a Director of Consulting Services at Gartner.
CTO Fraser is a native New Yorker, born in Brooklyn, NY.

Assistant Professor, Jacobs Institute Operations Research and Information Engineering, Cornell Tech 

Nikhil Garg is an Assistant Professor at the Jacobs Technion-Cornell Institute at Cornell Tech and the Technion. He is a member of the Operations Research and Information Engineering field at Cornell University. His research interest is the application of algorithms, data science, and mechanism design to the study of democracy, markets, and societal systems at large. He received his PhD from Stanford University in 2020, where he was part of the Society and Algorithms Lab and Stanford Crowdsourced Democracy Team. He has spent time at Uber, NASA, Microsoft, the Texas Senate, and IEEE’s policy arm, and most recently was the Principal Data Scientist at PredictWise, which provides election analytics for political campaigns.

Chief Business Diversity Officer, New York City 

Michael J. Garner, MBA, was appointed New York City’s first Citywide Chief Business Diversity Officer by Mayor Eric Adams on February 16, 2023.   Mr. Garner formerly served as Chief Diversity & Inclusion Officer at the Metropolitan Transportation Authority (MTA). His tenure at the MTA spanned 14 years from February 2009- through February 2023.  He is a diversity champion, making it his personal and professional mission to create a more diverse business environment wherever he’s been.
By creating new programs, Mr. Garner and his teams have been responsible for more than $20 billion in payments to New York State/City Minority and Women-owned Businesses. In addition, since Mr. Garner’s arrival, the MTA has improved its hiring of Blacks, Hispanics, and Asians by 20% across the MTA’s six different operating agencies.

Manny Innamorato recently completed government service after a distinguished career dedicated to seamlessly integrating business operations with cutting-edge technology and continues as an engaged professional. As the Chief Information Officer at the New York City School Construction Authority (SCA), Manny spent ten transformative years leading a digital-first revolution, driving continuous change leadership and digital transformation to enhance government efficiency through innovative tech solutions and laying the groundwork for the next wave of AI applications.
With a keen eye on disruptive technology trends, Manny has been a pivotal force in modernizing government functions throughout his 34 years of public service. His strategic partnerships have redefined how agencies deliver services and focus on their missions. Before his impactful tenure at the SCA, he served as the CIO for NYC MTAbus, where he continued to bridge operational needs with technological advancements.
Starting his career as a developer, Manny has always been at the forefront of connecting operational and tech professionals. He holds a bachelor’s degree in computer science from the City University of New York.

Steve Israeli is currently the Executive Director, Enterprise Systems Services, in the Infrastructure Management Division, at the Office of
Technology and Innovation (OTI). Steve partners with Citywide Agencies, Community Boards, Vendors, and various technical teams throughout the city to provide Infrastructure support that facilitates supporting the City of New York.
Working for over thirty-four years in the IT field, Steve is a leader with the Service Delivery team who is responsible for ensuring the stability of OTI’s mission-critical Windows operations, Desktop Engineering and Support, Apple Engineering and support, Storage Infrastructure, Backup and recovery, Database, and Build teams. As a flexible leader he engages his teams to foster a sense of camaraderie, teamwork, in a positive and supportive environment.
Steve has been a resident of Brooklyn, New York, has strong ties to his community, which make him sensitive to the needs of New Yorkers. He is a dedicated public servant and is proud to support the city of New York.

Erin Joe, formerly SVP, Strategy and Alliances at Mandiant, draws from her 25-year career serving as a transformational leader guiding organizational change as well as an Executive Leadership Coach developing other leaders. Erin is responsible for supporting the cyber industry, clients, and partners as a thought leader with insights into threats, strategies to protect, approaches to change, preparing for crisis, and improving business resilience.
Prior to Mandiant, Erin was a top-ranking FBI executive driving federal cyber response strategies and operations in partnership with the private sector. This includes co-authoring the FBI's first integrated strategy for Cyber, Counterterrorism, and Counterintelligence as well as implementing cyber operations executed in collaboration with Intelligence and Law Enforcement Communities, allied nations, and private industry. Erin was an FBI Special Agent and leader in four FBI Field Offices and five divisions at FBI Headquarters. Her career highlights include large scale crisis management along with trial and investigative work related to the Oklahoma City Bombing, 9/11, terrorist attacks against US Embassies, nation state cyber attacks against US critical infrastructure, and threats to US elections.
During her six years in the FBI’s Senior Executive Service, Erin improved intelligence sharing, threat preparedness, and operational collaboration with Fortune 500 company C-suite executives, and U.S. and foreign government counterparts.
As Director of the Cyber Threat Intelligence Integration Center, Erin delivered the current threat picture across government, chaired the board of the seven federal cyber centers, and assessed risk for international operations.
Erin holds cyber security certifications and completed Executive Programs at the Naval Post Graduate School, Carnegie Mellon University, Kellogg School of Business, Harvard Business School, Ross School of Business, and the University of Southern California.
She is a licensed attorney in Texas, lives with her family in Northern Virginia, and enjoys her advisory board and adjunct professor roles.

Christie Karrels has more than 20 years of cyber security experience at industry-leading technology companies. Christie Karrels is a solutions architect for Trellix, representing Department of Defense and national security programs. She was previously the Sales Engineer for the large telecommunications and Department of Defense services.
Prior to becoming a solution architect overseeing government initiatives, Christie was responsible for leading engineering efforts involving cyber security, leading DOD security efforts, as well as virtualization security. Since joining McAfee, now Trellix, in 2009, Christie has continued to lead the cyber efforts for DOD customers and protect our nation’s infrastructure. Christie was previously engineering lead on a number of proposals providing Information Security and Information Assurance expertise. She spent almost 7 years at The MITRE Corporation providing engineering efforts to internal and external customer projects. Prior to working at The MITRE Corporation, Christie was a software instructor and technical writer around systems administration as well as system and network security.

Debra Laefer, Ph.D.

Professor of Urban Informatics and Director of Citizen Science, Center for Urban Science and Progress and Department of Civil and Urban Engineering, New York University 

With degrees from the University of Illinois Urbana-Champaign (MS, Ph.D.), NYU (MEng), and Columbia University (BS, BA), Prof. Debra Laefer has a wide-ranging background spanning from geotechnical and structural engineering to art history and historic preservation. Not surprisingly, Prof. Laefer’s work often stands at the cross-roads of technology creation and community values such as devising technical solutions for protecting architecturally significant buildings from sub-surface construction. As the density of her aerial remote sensing datasets continues to grow exponentially with time, Prof. Laefer and her Urban Modeling Group must help pioneer computationally efficient storage, querying, and visualization strategies that both harness distributed computing-based solutions and bridge the gap between data availability and its usability for the engineering community.
In her decade and a half as a faculty member in both the US and Europe, Prof. Laefer has served as the principal investigator for grants from a wide range of sponsors including the National Science Foundation, the US Federal Highway Administration, the National Endowment for the Arts, the National Endowment for the Humanities, Science Foundation Ireland, and the European Research Council (including a €1.5 million single investigator award from the flagship ERC program for which she is the only civil engineer to have been funded in Ireland in the program’s 11 year history).
Prof. Laefer has authored over 160 peer-reviewed publications, been awarded 4 patents, and has supervised 15 doctoral and 20 Masters theses. Among many honors from IEEE, ISPRS, and other professional societies, the most notable is perhaps the 2016 commissioning and hanging of her portrait by the Royal Irish Academy as one of eight researchers selected for the Women on Walls project to celebrate Irish women in science and engineering. She currently helps form national research programs and policies in her governmental appointment to the Irish Research Council (2016-2020).

Bahiya Lawrence is a Certified Information Privacy Professional and Senior Counsel at the New York City Office of Technology and Innovation, Office of Information Privacy. Previously, Ms. Lawrence was an Assistant Attorney General at the New York State Office of the Attorney General and served in both the State Counsel and Criminal Justice Divisions of the office. Also, Ms. Lawrence served as an Assistant District Attorney at the Queens County District Attorney’s Office, where she investigated and prosecuted various criminal offenses. Sean McSpaden is an executive level information technology professional with over 30 years of experience in the private, non-profit, and public sectors. His background includes the start-up and management of several small businesses and he has served on the Board of Directors or in Executive Director positions for several 501(c)(3) non-profit organizations. Sean’s public service experience includes progressively responsible positions as an IT analyst, and in statewide coordination, management and leadership positions within the Executive and Legislative branches of Oregon state government.
From June 2008 to September 2013, Sean served as the state of Oregon’s Deputy State Chief Information Officer. Since 2013, Sean has served as a Principal Legislative IT Analyst with the Oregon Legislative Fiscal Office and as the Committee Administrator for Oregon’s Joint Legislative Committee on Information Management and Technology. I would like to share our Cloud journey so far and look forward to continuing discussion at the Cloud Tactics session of the NYC Technology Forum, 2024.
The transformation of the DCAS Enterprise Projects team from a traditional on-premises team to a fully-fledged Cloud Services team has been a journey of innovation, adaptability, and growth.
Initially, our team focused on managing and maintaining on-premises infrastructure, ensuring the smooth operation of various business functions. However, as the technological landscape evolved, we recognized the need for a more scalable, flexible, and cost-effective solution - cloud computing.
Our journey towards becoming a Cloud Services team also involved a significant focus on security. Ensuring the safekeeping of our data across all services became a primary focus. We implemented several measures to enhance the security of our cloud operations and worked closely with the Cyber team to ensure security accreditations.
As we progressed, we expanded our scope to include cloud adaption, migrations, and application modernization, managing a significant number of resources in the cloud. We also ensured security compliance and scheduled patching through Azure Update Manager for on-premises servers, further enhancing our efficiency and productivity.
Today, as a Cloud Services team, we continue our journey, staying ahead of the curve, and embracing new technologies and methodologies to better serve the business needs of DCAS. Our journey from an on-premises team to a Cloud Services team is a testament to our adaptability, resilience, and commitment to excellence.
