A message from our Keynote Speaker

As New York City’s pandemic recovery continues, the Office of Technology and Innovation is at the forefront of the City’s efforts to grow our economy, protect our critical infrastructure from cyberattacks, and create a more digitally equitable future for all New Yorkers. This November’s New York City Technology Forum, hosted by Government Technology, will provide an excellent in-person arena to share best practices from the public and private sectors, discuss exciting new industry developments, and hear from leaders across the digital space. I encourage you to join me there to learn more about how OTI and other City agencies are leveraging the latest tech to ‘get stuff done’ for New Yorkers.

Chief Technology Officer, City of New York

Matthew C. Fraser is New York City's Chief Technology Officer (CTO) of the Office of Technology & Innovation (OTI). The Chief Technology Officer coordinates technology-related projects and policy across the City.
Under the CTO's leadership, several technology offices were combined into the Office and Technology & Innovation. These included the Department of Information Technology and Telecommunications (DoITT), the Mayor's Office of the Chief Technology Officer (MOCTO), NYC Cyber Command (NYC3), the Mayor's Office of Information Privacy (MOIP), the Mayor's Office of Data Analytics (MODA), NYC311, and the Algorithms Management and Policy Officer. By consolidating all of the City's information technology offices, CTO Fraser has put forward a central strategy to bring agility, efficiency, and modernization to the City's IT infrastructure.
CTO Fraser is committed to democratizing technology. He oversees projects to expand broadband and make City services easier to use for all. CTO Fraser also runs the Joint Security Operations Center (JSOC). JSOC is a new cybersecurity hub that allows city, state, and federal entities to coordinate efforts against cyber threats.
Most recently, CTO Fraser served as Deputy Commissioner for Information Technology at the New York Police Department (NYPD). At NYPD, he oversaw the successful launch of several community-based, crime reduction, and precision policing initiatives, including the NYPD On-Line Reporting Service, allowing members of the public to report low-level crimes. CTO Fraser spearheaded the efforts to leverage technology to address violent crime conditions through programs expanding Citywide gunshot detection coverage, increasing the number of ARGUS cameras deployed across the City, and rehabilitating security cameras covering NYCHA housing developments. These efforts led to faster response times and provided better context for responding officers to aid in the swift apprehension of violent perpetrators.
CTO Fraser also led the development and deployment of the NYPD's first digital workforce management suite of applications, giving NYPD leadership real-time access to workforce availability and detailed resource assignment information.
CTO Fraser has over 17 years of IT experience across government and the private sector. In addition to NYPD, he has worked with the NYC Department of Environmental Protection, the Mayor's Office, the NYC Department of Buildings, and as a Director of Consulting Services at Gartner.
CTO Fraser is a native New Yorker, born in Brooklyn, NY.

Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Former Executive Vice President at Walt Disney World Resort

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

Dominic Berg is Associate Commissioner for Product Management and Acting Director for New York City Digital Services at the City of New York’s Office of Technology & Innovation (OTI). He is responsible for delivering valuable products to NYC's residents, businesses, and government personnel. He has focused his organization on putting end-users first and foremost in technology initiatives and promoting cultural shifts to make this a common practice in New York City.
Dominic's experience managing software and IT infrastructure project/program teams since 1999 has given him the insights needed to successfully deliver both high-profile Mayoral and corporate technology initiatives. He is certified by the Project Management Institute as a Project Management Professional. His clients in the private sector while at OVEN Digital included MoMA, Tiffany & Co., top law firms, the large Japanese conglomerate Itochu International, and the City of New York.
As a volunteer and former Chairperson for Community Board 3, Manhattan, he promotes community-driven policy and decision-making, including ensuring a substantial community role in decisions involving the largest tract of under-developed land below 96th Street in Manhattan. More recently, he led the establishment of a sustainability and resiliency model to use when building developers seek approval for their projects. Otherwise, he loves to snowboard and run whenever he can.

Senior Fellow, Center for Digital Government

Ronald M. Bergmann most recently served as Vice President for Information Technology and CIO at Lehman College/CUNY. At Lehman, Ron and his team pioneered the use of analytics, automated major business processes, enhanced classroom technology, and opened the first virtual reality lab in the region. Lehman was cited as an exemplar in the 2018 Horizon Report for its innovative Lehman 360 digital platform. Ron is a fellow of the EDUCAUSE/CLIR Frye (now Leading Change) Institute and was named in 2017 as one of the nation’s top technologists, transformers, and trailblazers by the Center for Digital Education.
Ron previously served as first deputy commissioner of New York City's information technology agency where he was selected by Government Technology Magazine as one of the nation's leading individuals redefining and advancing technology's role in government.

Phil Bertolini is senior vice president of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Improving the lives of individuals under the poverty line is a passion for David. David has partnered with ConnectHome USA and engaged in several leading projects to bring over 30,000 new tablets and internet connectivity to residents in underserved communities with a focus of education and employment digital literacy. Projects include Philadelphia, New York, Miami, Las Vegas, in alignment with the incredible civic leaders in these communities who are the vanguard of the effort. Recently, David and team partnered with Google CEO Sundar Pichai and California Governor Newsom to connect 120,000 California students and families with a new Chromebook, and unlimited connectivity from T-Mobile.

Open Data Coordinator & GIS Team Lead, Department of City Planning, New York City

Matthew Croswell has been with the NYC Department of City Planning (DCP) for the past 16 years. He currently serves as the Open Data Coordinator and the GIS Team Lead at DCP. The GIS Team is one of three teams within the Enterprise Data Management team that focuses on creating, maintaining, and distributing core public data products for NYC. The GIS Team is responsible for managing the GIS infrastructure, maintaining the agency’s internal spatial data warehouse, and providing support to DCP's staff on GIS technology, software, and data. In 2012 the NYC Open Data Law was adopted requiring each agency to have an Open Data Coordinator. Matthew was appointed as the original Open Data Coordinator for DCP and continues to serve in that role. As Open Data Coordinator, he manages the process to publish nearly 140 datasets to various public open data portals and coordinates with data owners across the agency to make sure the agency is in compliance with the open data rules. Matthew is passionate about data quality and providing the public with access to datasets that can empower the citizens of New York City to participate in their local government process. Matthew earned a Bachelors of Science in Urban Planning and Geography from SUNY Albany and graduate GIS certificate from Lehman College (CUNY).

Barbara Dannenberg is the Deputy Commissioner for Human Capital (HC) at the New York City Department of Citywide Administrative Services (DCAS), which is responsible for maintaining the Civil Service system for the City of New York. At DOHMH since 2004, Regina is a PhD Cancer Epidemiologist, with a broad range of health science management experience. Since 2015, as Director of Data Governance and Informatics, she centralized the agency’s access to confidential administrative health data received from the New York State Department of Health, including Medicaid, SPARCS and Electronic Health Records. Concurrently, she led a proof-of-concept Master Person Index project integrating 3 years of NYC births, deaths, hospital discharge and Medicaid data for linked surveillance and research data preparation. Her unit developed an agency Data Catalog and coordinate the agency’s contributions to NYC’s Open Data.
