Dustin Haisler - Featured Speaker

Chief Innovation Officer, e.Republic

Dustin Haisler is the Chief Innovation Officer for e.Republic, a role that helps shape the company’s products, services, and future direction. Primarily he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate and ultimately scale technology innovation within the public sector. Dustin got his start in government as the finance director and later CIO for Manor, TX, a small city outside Austin, where he quickly built a track record and reputation as an early innovator in civic technology. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not previously used in the public sector — including Quick-Response (QR) barcodes, crowdsourcing and gamification. In 2010, Dustin launched Manor Labs, a website that let residents submit their own ideas and vote other peoples’ ideas up or down. Subsequently, he joined the private sector to help create crowd-sourcing and innovation management software for New York City; Bogota, Columbia; and even part of the space program (through NASA’s Langley Research Center). Named a Government Technology Top 25 Doer, Dreamer and Driver in 2009, his work has been featured in Wired, Fast Company, the Wall Street Journal, Inc. and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches — one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Kirke has extensive experience in leading large programs supporting technology enablement, intelligent automation, information systems security, information technology risk management, business process reengineering, and financial management across Federal, state, and local government. He also has a strong background across the full lifecycle of information technology project delivery and considerable program management experience with large government programs.
Kirke is a Certified Information Systems Security Professional, Certified Information Systems Auditor, Certified in Risk and Information Systems Controls, Certified in the Governance of Enterprise IT, a Project Management Professional and a Certified Government Financial Manager.

John Paul Farmer

Chief Technology Officer, City of New York

John Paul Farmer is the Chief Technology Officer of the City of New York. In this role, he leads a team that deploys technology and innovation to improve how government serves the people of the Big Apple. He is also an adjunct professor at Columbia University’s School of International and Public Affairs.
Previously, John was a Managing Director of Microsoft Cities, based in New York City. He led a cross-functional team to build partnerships and co-design technology products that make communities more livable, more vibrant, and more equitable. As the Founder & CEO of The Innovation Project, John spread innovation best practices globally.
John served as the Senior Advisor for Innovation at the White House under President Barack Obama, where he co-founded and led the Presidential Innovation Fellows program to attract top private sector change-makers for focused tours of duty in government. Prior to the U.S. government, John built new business units in the private sector. He played professional baseball in the minor league systems of the Atlanta Braves and Los Angeles Dodgers. John holds an M.B.A. with honors from the Graduate School of Business at Columbia University and an A.B. with honors from Harvard University.

Dennis John joined Oracle in 2019 with more than 20 years of executive IT leadership including 17 years in the Public Sector.
Most recently, Dennis served for 8 years as the Chief Information Officer at the City Arlington, TX, the sports and tourist entertainment center in the heart of the Dallas/Fort Worth Metroplex. While at the City of Arlington, Dennis provided both strategic and tactical leadership, aligning IT services to City department needs and positioning the department to be a visionary resource for the enterprise. Arlington was recognized by the Bloomberg Philanthropies as a certified What Works City utilizing data to make better decisions. The City of Arlington was also recognized as a technology leader among US cities demonstrating how to improve efficiency and showing new ways technology can provide better citizen services and citizen engagement.
Prior to moving to Texas, Dennis served as the CIO for Milwaukee County, WI and the City of Racine, WI starting his public sector, IT leadership career in 2002. Dennis was recognized for the modernization of IT infrastructure and applications and for his collaboration with State, Counties, Cities and Schools in the southeastern Wisconsin region.
Dennis brings a broad public sector career perspective having served for cities with populations of 100,000 and 400,000 citizens and a county of 1.1 million and has led under both strong elected leadership and strong city manager leadership forms of government. He has served on many local and national councils, building collaborative relationships with peer CIO’s across the country.
Dennis is now a member of the Oracle State and Local Government Applications team as the Director of Strategy and Business Development. He focus is to evangelize how Oracle’s latest software innovation offerings for Land Management, Municipal Development and Citizen Engagement can modernize a key process in government services.

Chief Contracting Officer, Office of the Comptroller, New York City

John Katsorhis is the Chief Contracting Officer for the New York City Comptroller, an independently elected official and the Chief Financial Officer of the City of New York. With over 22 years in NYC government, he oversees all of the procurement activities of the office, including the Bureau of Asset Management, whose responsibility is to oversee the combined investment portfolio of the New York City Retirement Systems totaling over $207 billion as well as the Bureau of Information Systems and Technology, responsible for the development and implementation of technology solutions to support the services that the Comptroller’s Office provides to the people and businesses of New York City. Prior to joining the Comptroller’s Office John worked previously as the Agency Chief Contracting Officer for the New York City Department of Information Technology and Telecommunications, and was responsible for the procurement activity for an active contract portfolio valued at over $4 billion, representing almost 50% of the City’s IT spend and ensuring the continued delivery of IT-related goods and services. DoITT is the City’s primary IT services, infrastructure, and telecommunications manager and serves 120 City agencies, boards, and offices, 300,000 City employees and more than eight million New York City residents every day through nyc.gov, 311 and 911.

Dr. Sridhar Muppidi is an IBM Fellow and Chief Technology Officer in IBM Security Systems. He drives the technical strategy, architecture and Research for IBM Security, focused on Threat Management & Response, Digital Identity & Fraud Protection, Identity & Access Management, Application & Data, Mobile & Cloud Security.
He is an industry recognized technical expert and thought leader with 20 years’ experience in software product development and security solutions architecture for several industry verticals. He has delivered many market leading products and solutions for both IBM and clients while embracing key transformations like agile, mobile, cloud and digital. His current responsibilities also include driving Research, leading work groups in security & privacy and representing IBM in open standards activities.
Sridhar has an MS and a Ph.D. in computer science from Texas A&M University. He is an IBM Master inventor with 45 patents and has published extensively in technical conferences and journals.

Cloud Migrations – planning and executing IT migrations to cloud computing, 3. Value Engineering – identifying the financial and operational benefits of IT transformation.

Chris is a product manager at Google on the security and privacy team. Previously, he was a senior expert/AP at McKinsey & Company, where he co-founded the digital resilience, technology risk management, and cyber security practice, and co-founded the cyber security solutions software group.
"Beyond Cybersecurity: Protecting Your Digital Business" was published by Wiley in April 2015; Chris has also been published by the Internet Security Alliance, McKinsey Quarterly, the Financial Times, and other publications, and spoken at RSA, Kaspersky, ACSC, and other conferences. He has defined best practices on cloud risk management with the Cloud Security Alliance, and risk technology and operations with the Institute of International Finance.
Chris has a BS from MIT and an MBA from Yale. In between, he co-founded FCI and served as its CEO, and served in data/tech roles at high-growth firms.

In 2004, Mark was a founding member of the team that created and continued to refine GE Access’s Government Practice, which has evolved into Tech Data Government Solutions. In 2012, he expanded his role into healthcare and achieved his CPHIMS Certification. In 2019, he was asked to develop Tech Data’s smart city strategy, and continues to consult partners in smart cities, public sector, and healthcare verticals.
Mark joined Tech Data via Access Graphics in September 1997 as a Business Development Manager. After GE Capital purchased Access Graphics, Mark went on to serve in various roles including Manager of Business Development, Manager of Demand Generation, and Government Development Manager, at GE Access. In 2007 Avnet Technology Solutions purchased GE Access and Mark launched GovPath, which is now Tech Data Government Solutions after ATS was acquired by Tech Data in 2017.
