General SessionGrand BallroomElection Security - The Epitome of a Cyber ChallengeIf we were to look for a prime example of a cyber nightmare, we would be hard-pressed to find one that embodies more dramatic elements than election security: it’s high profile, politically charged, engages the public, involves personal information, takes place in multiple locations, relies on barely-trained volunteers, utilizes equipment and is an extremely tempting target. Not to mention that it’s the foundation of our democracy. This session discusses how to meet the greatest cyber challenge of all. Concurrent SessionsWinning Strategies for Cyber DefenseGrand Ballroom ACan we ever be 100% digitally secure in this age of IoT, cloud, mobility, data-sharing, hacktivism, cyberwarfare, et al.? The answer, of course, is no. But at the same time, failure is not an acceptable option for stewards of private information. What can we do to improve the odds? This session will provide tools for prevention, including understanding and shoring up the “human factor”. Alex Kapasouris, Principal Systems Engineer, Symantec Carl Willis-Ford, Senior Principal Solution Architect, Federal Civilian Division, General Dynamics Information Technology AI – Myths and RealitiesGrand Ballroom BArtificial intelligence is already disrupting scores of industries. For government, the future will include chatbots being commonplace for customer service (internal and external), traffic management being fully automated for efficiency, driverless vehicles (snow plows, crash protection for DoT, etc.), fraud detection and prevention. What does this mean for the IT workforce? What skills are needed? What will staffing look like? What are the current and near-term uses that are deployed or in pilot? This session will focus on the near-term and long-term vision and how to navigate the disruption. Michael A.L. Balboni, President & Managing Director, RedLand Strategies & Former Senator, New York State Nick Psaki, Principal Engineer, Pure Storage Cloud and DevOpsGrand Ballroom CDevOps refers to the combination of cultural philosophies, practices, and tools that help speed up app development and service delivery. It fosters – and depends on – improved collaboration between operations and development teams. But what happens in a cloud environment? That’s where DevOps can really pay off. This session discusses current trends and best practices. James Chan, Director of Solution Consulting, ServiceNow Gauthier Choquet, System Computer Engineer, Department of Youth and Community Development, New York City Rina Sharma, Deputy Chief Information Officer, Financial Systems, Information Technology, Department of Youth and Community Development, New York City Dave Wakeman, IBM Blockchain Technical Leader, IBM Cloud US Public Market, IBM Real Life IoTDUMBO/Navy YardNew York City is leading the way as a Smart City. IoT (Internet of Things) applications are being deployed by a host of city agencies who are transforming the “built” world with new sensors, management tools and operational efficiencies that we have all talked about since the advent of computing. As computing moves to the new edge, what have we learned? What is different about these devices? What can we expect in the near future? How can this be governed so security and standards are maintained? All the answers are not known, of course, but let’s see where we are and where some of the more prolific users are headed! Michael Jackson, Vertical Leader, Public Health and US Elections, World Wide Public Sector, Amazon Web Services Phil Olivero, Chief Technology Officer, Technology & Business Development, Crown Castle (@CrownCastle) Navigating the Technology Procurement ProcessWilliamsburg/GreenpointA critical component of successful technology projects is procuring the right hardware, software, and /or services. The process can be long and complex. It has become further complicated with the City’s new accounting and funding rules for “Cloud-based” solutions. In addition, many agencies are trying to address the utilization of MWBE vendors in the successful deployment of their projects. This session will clearly outline: all of the procurement paths available for technology projects, the key stakeholders involved in the process, and explain the impact of the new “cloud solution” accounting rules on the procurement/funding process. Michael D’Ambrosio, Agency Chief Contracting Officer, Bureau of Administration, Office of the Comptroller, New York City Ron Katz, Executive Director, Bureau of Information Systems & Technology, Office of the Comptroller, New York City Sponsor BriefingGrand Ballroom(Industry sponsors only.) Featured Speaker – Getting into the Mind of a CybercriminalGrand BallroomEtay Maor, Executive Security Advisor, IBM Security (@AskIBMSecurity) We read about hacks and breaches on a daily basis – attacks conducted by cybercriminals that result in millions of compromised credentials, loss of millions of dollars or denial of service attacks that can almost bring the internet to a halt. But how do these underground groups conduct these attacks, where do they communicate and coordinate and what products and services do they buy and sell? In this session, we will dive into the world of organized cybercrime and get into the mind of a cybercriminal. We will learn basic hacking techniques, see how easy it is to gain information on a target, and visit underground and dark web websites. This discussion will include the importance of "cyber drills" and how to train teams across the enterprise to identify and respond to the bad guys. |

Concurrent SessionsSecurity in the CloudGrand Ballroom ACloud computing offers many benefits to organizations, but these benefits are likely to be undermined by the failure to ensure appropriate information security and privacy protection when using cloud services. This session will provide practical advice on security and privacy implications of cloud computing. Joseph Fiorella, Regional Solutions Architect, Public Sector & Healthcare, McAfee (@joe_fio) Jackson Thomas, Manager, Public Sector Cloud Security Platform Specialists, Public Sector Security, Oracle Analytics TodayGrand Ballroom BGovernment by nature is in the data collection business, and there is no shortage of information from which to extract valuable insights. The challenge is to reinvent how to leverage the vast amounts of information to get real results. Emerging next-generation tools include predictive analytics, big data analytics, data visualization, cognitive technology and more. This session explores better ways to tap your data to drive smarter decisions, faster responses and better service. Nancy Marx, Regional Vice President, Public Sector Analytics, Salesforce Jake Vernon, Solutions Architect – SLED, Elastic Data Privacy & GovernanceGrand Ballroom CAs technology becomes more invasive in our lives, it’s said that the debate between privacy and security is over, and privacy lost. Fortunately for us, that’s not quite true. But there are pressures pushing us in that direction, including transparency, public safety and rampant consumerization. An astounding amount of our personal information is in the hands of third parties, including government agencies. This session ponders one of the hottest issues of our times and what it means for the public sector. Thameem Khan, Senior Systems Engineer, Dell Boomi Chris Patteson, Executive Director, Risk Transformation Office, RSA API Design Best PracticesDUMBO/Navy YardAPIs (application program interface) are transforming the world. Businesses of every size and in every industry are using APIs to achieve digital transformation. But how can teams ensure that their APIs are well-designed? And how can they effectively manage their APIs, and ensure the APIs are well-tested, easily discoverable, and usable? Come hear from the experts on API best practices. Michael Bourgeois, Senior Architect, State and Local Government, Red Hat Millicent Calinog, SVP, API Product Management, Payments Virtual Solutions & Innovation, Wells Fargo Bank, N.A. (@mcalinog) Future of TransportationWilliamsburg/GreenpointTransportation is about to get a technology-driven reboot. The details are still taking shape, but future transport systems will certainly be connected, data-driven and highly automated. Intelligent transportation systems, connected vehicles, and autonomous vehicles are compelling – and sometimes controversial – topics. They offer a thought-provoking exercise in visualizing the ramifications of highly disruptive technologies on our communities. This session looks at what could soon be a fundamental shift in our society and what government can to do to prepare.
