James Collins is the Public Sector Leader, Americas at Microsoft. He previously worked as the General Manager for the Microsoft State & Local Government Industry team and led Microsoft Consulting. Prior to Microsoft, James served as the CIO for the State of Delaware and previously in several leadership roles including Deputy Secretary of State, Governor’s Deputy Chief of Staff, and the Director of Professional Regulation. These roles afforded him the opportunity to develop deep expertise in government policy, legislation, and fiscal planning as well as broad exposure in constituent services delivery. James is also a former president for the National Association of State Chief Information Officers (NASCIO) and a Council of State Governments (CSG) Henry Toll Fellow. Michael has over twenty five years of IT experience in NYC government.  Michael started his career at the NYC Department of Health as a college aide, desktop support technician and left after fifteen years as the Executive Director, IT Operations Manager at NYC DOHMH.  After a short stint in the private sector focused on Microsoft consulting, Michael joined the Department of Youth and Community Development (DYCD) as Chief Technology Officer and has led the agency as Chief Information Officer/Chief Information Security Officer and Associate Commissioner from 2017 until he began his tenure at the NYC Housing Authority on December 19th, 2022.   At NYCHA he is responsible for leading the IT Infrastructure and Operations teams in supporting the backbone of the authority’s technology and communication systems, building and maintaining a strong, stable and secure environment that enables NYCHA’s business teams to deliver services to New Yorkers effectively and efficiently.
Michael has an MBA in IT Administration and Management from New York Institute of Technology and a BS in Computer Science from CUNY - Brooklyn College.  Michael holds a Certified Information Systems Security Professional (CISSP) and numerous Microsoft technical certifications.

My name is Stanislav Rostov, and I transferred to DCAS from OTI, former DoITT. I was part of OTI Cloud Services team and joined DCAS to help with transformation to the Cloud. But enough about me. I would like to share our Cloud journey so far and look forward to continuing discussion at the Cloud Tactics session of the NYC Technology Forum, 2024.
The transformation of the DCAS Enterprise Projects team from a traditional on-premises team to a fully-fledged Cloud Services team has been a journey of innovation, adaptability, and growth.
Initially, our team focused on managing and maintaining on-premises infrastructure, ensuring the smooth operation of various business functions. However, as the technological landscape evolved, we recognized the need for a more scalable, flexible, and cost-effective solution - cloud computing.
Our journey towards becoming a Cloud Services team also involved a significant focus on security. Ensuring the safekeeping of our data across all services became a primary focus. We implemented several measures to enhance the security of our cloud operations and worked closely with the Cyber team to ensure security accreditations.
As we progressed, we expanded our scope to include cloud adaption, migrations, and application modernization, managing a significant number of resources in the cloud. We also ensured security compliance and scheduled patching through Azure Update Manager for on-premises servers, further enhancing our efficiency and productivity.
Today, as a Cloud Services team, we continue our journey, staying ahead of the curve, and embracing new technologies and methodologies to better serve the business needs of DCAS. Our journey from an on-premises team to a Cloud Services team is a testament to our adaptability, resilience, and commitment to excellence.
