Overview

Cyber-attacks have increased dramatically over the last few years. The 2023 New York City Cybersecurity Summit provides an opportunity for government technology professionals to learn about the latest efforts to defend, respond and recover from cyber criminals who wish to do harm. The Summit will include cybersecurity leaders from state and local government throughout New York City.

Speakers

Kelly Moan

Chief Information Security Officer, New York City

Kelly Moan serves as the Chief Information Security Officer (CISO) of the City of New York (NYC). In this role, Ms. Moan leads the Office of Technology and Innovation’s (OTI) Cyber Command to protect, defend, and respond to cyber threats across the city. Prior to her appointment as the City’s CISO, Ms. Moan served as the CISO for the New York Police Department (NYPD). Throughout her career, she has taken a holistic and mission driven approach to cybersecurity, with a strong focus on collaboration.
Prior to joining the NYPD, Ms. Moan was a Division Chief for the Department of Homeland Security (DHS) in Washington, DC. She led the security architecture and engineering team, building and deploying emerging technology to enhance cybersecurity defenses for the Department. She also served as the FedRAMP Joint Authorization Board (JAB) Technical Representative to the CIO, providing subject matter expertise on securing cloud technologies.
At other points in her career, Ms. Moan held roles supporting the DoD and USCERT. She also served as an Intelligence and Operations Briefer for the Secretary of Homeland Security. Ms. Moan holds an undergraduate degree from American University and a graduate degree from Pennsylvania State University.

Mark Weatherford

Senior Fellow, Center for Digital Government

Mark Weatherford is a globally recognized information security professional with experience at some of the world’s largest public- and private-sector organizations. He was appointed as the first deputy undersecretary for cybersecurity at DHS in the Obama administration and was chief information security officer for the state of Colorado and for the state of California under Gov. Arnold Schwarzenegger. In the energy industry, he was VP and chief security officer at the North American Electric Reliability Corporation, where he worked daily with Congress and electric utilities across North America on cybersecurity standards, regulations, and policy issues. He also served as a principal at The Chertoff Group and was VP and chief cybersecurity strategist at vArmour. Most recently, he was the VP and global information security strategist at Booking Holdings, the world’s largest online travel business with offices and employees in almost every country in the world and whose major companies include Booking, Priceline, Kayak, OpenTable and Agoda.

Phil Bertolini

Senior Vice President, Government Technology

Phil Bertolini is a senior vice president for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Jon Ford

Mandiant Sr. Practice Leader, SLED, Google Public Sector

Mr. Ford is 25-year veteran in cybersecurity, incident response, and intelligence led cyber operations in both government and commercial sectors. Prior to joining Mandiant, Mr. Ford served in executive leadership roles for the Federal Bureau of Investigation (FBI). Mr. Ford
served as the responsible executive to the U.S. Cryptologic Centers for strategic and tactical oversight of global cyber operations and key asset protection. In these roles. Mr. Ford developed the framework used by the U.S. Government to manage risk of cyber threats supporting government and critical infrastructure capabilities receiving recognition by the White House National Security Council and the United States Congress.
Currently, Mr. Ford serves as the Senior Executive to Mandiant’s multi-lateral partnerships and Pinnacle clients. Mr. Ford leads operations, strategy and solutions for our global partners, and globally leads Mandiant’s Insider Threat risk offerings. Mr. Ford coaches’ boards and
executives on how to measure and manage enterprise risk, regularly speaks at industry conferences. Mr. Ford is a member of the Geneva Dialogue on Responsible Behavior in Cyberspace and the Global Forum on Cyber Expertise. Mr. Ford is the founder of Mandiant’s
Elevate program to advance women in IT security into senior leadership and Board positions.
Mr. Ford serves as an adjunct professor teaching advanced curricula on cybersecurity and risk
frameworks at St. Mary’s University. Mr. Ford is a graduate of Harvard, John F. Kennedy School on Cybersecurity Policy; a graduate of Northwestern University, Kellogg School of Business in Strategic Change Leadership; and a graduate of Carnegie Melon University’s series on Insider Threats. Mr. Ford is a certified Project Management Professional (PMP), a Certified in Risk and Information Systems Control (CRISC), a Certified Information Security Manager (CISM), a Certified Information System Security Professional (CISSP), and a Leadership Professional in Ethics and Compliance (LPEC) professional. Mr. Ford also holds several Global Information Assurance Certifications (GIAC). Mr. Ford is the recipient of the Director of National Intelligence
Certificate of Distinction and Meritorious Unit Citation.

Kevin Greene

Chief Technology Officer, Public Sector, OpenText Cybersecurity

Kevin E. Greene is an experienced leader, champion and advocate for advancing the state of practice in cybersecurity. He has successfully led multiple federally funded R&D projects in his career that were commercialized and transitioned into practice.
Kevin is currently the Public Sector CTO for OpenText Cybersecurity. Leveraging his innovative and strategic expertise, he drives customer engagement around cyber capabilities in federal agencies for digital transformation, software supply chain, zero trust and evolving threat defense.
Prior to joining OpenText, he worked at the MITRE Corporation supporting DevSecOps and cyber defense initiatives. Kevin also spent time serving our nation as a federal employee at the Department of Homeland Security, Science and Technology Directorate, Cyber Security division.
He holds a Master of Science and Bachelor of Science in Information Systems from the New Jersey Institute of Technology and supports several external advisory boards in formalizing cybersecurity curriculum and initiatives.

Shawn McCabe

Director of Engineering for US Public Sector, Delinea

Shawn McCabe is The Director of Engineering for US Public Sector at Delinea, a Privileged Access Management industry leader that focuses on the challenges of securing privilege in today's complex Enterprise environments. Previously, Shawn has led engineering teams and has held various roles in the Security, Identity and Access Management sector. These roles also included a long stint at the U.S. Department of Defense.

Oki Mek

Chief Information Security Officer, Microsoft Federal Civilian

Oki Mek recently joined Microsoft as Chief Information Security Officer for the Federal Civilian Sector. His civil servant career spans nearly 20 years inside the federal government. Oki is also a veteran of the Army National Guard, who believes in service to others as a personal mission and purpose. Oki previously served as the Chief Information Security Officer (CISO) for Equideum Health. In his U.S Department of Health and Human Services (HHS) roles, he served as the first appointed Chief Artificial Intelligence Officer (CAIO), Acting Chief Information Officer (CIO) for Office of the Secretary, Senior Advisor to the HHS CIO, Chief Technology Officer, Chief Product Officer, and Senior Information Security Manager.

Bindu Sundaresan

Director, AT&T Cybersecurity

Bindu provides strategic and tactical cybersecurity consulting services to customers and specializes in collaborating with clients on cybersecurity, technology transformation, cyber-risk, compliance, and data governance initiatives. She leads a team of security professionals responsible for providing consultative services specific to Trusted Advisor engagement, Incident Response, Forensics, Threat/Vulnerability Management services, & compliance assessments. Bindu leverages her extensive technical skills in advising customers through workshops, speaking engagements, and industry forums. She counsels customers on how best to optimize their business benefits and drive organizational improvements by sustaining security programs, managing compliance, and mitigating risk. In addition to providing subject matter expert support, she is responsible for defining services across Cybersecurity Consulting based on client-specific security challenges.
Bindu has an engineering background and 20 years of experience developing and supporting initiatives and solutions incorporating a wide range of technologies and industry best practices. She is widely recognized for keen insight into the current security posture for today's business environment.

Ben Voce-Gardner

Director, Office of Counter Terrorism, Division of Homeland Security and Emergency Services, New York State

Benjamin Voce-Gardner currently serves as the Director of the Office of Counter Terrorism for the New York State Division of Homeland Security and Emergency Services. He oversees the Division’s Cyber Incident Response Team, Critical Infrastructure Protection Unit, Public Safety Unit, and Domestic Terrorism Prevention Unit.
