Chad Pregracke is the internationally named 2013 CNN Hero of the Year, founder and president of Living Lands & Waters; a nonprofit river cleanup organization, author and professional public speaker. He is proof one person can make a difference.
Best known for starting out as a young man in East Moline, Illinois wanting a cleaner waterway, Chad has become the champion for the Mississippi River. Growing up on its banks, he worked as a commercial shell diver during his early years, experiencing the river from the bottom up. Sometimes spending 10 hours a day in the depths and current of the pitch black waters, he crawled nearly 150 miles of the river bottom over six years. Chad saw its beauty and was frustrated by the neglect. At the age of 17, he decided to clean it up. Twenty two years later, Chad and his Living Lands & Waters crew have organized and led over 1000 community cleanups on 23 rivers in 20 states and removed over 10 million pounds of garbage. Chad had an idea that evolved into a movement that has helped to restore one of America’s greatest icons, the Mississippi River.
Chad has been recognized by former President, George W. Bush as a national “Point of Light.”He received a standing ovation at the Kennedy Center from all four living former U.S. Presidents for his inspirational message on dreaming big, taking action, persevering, leading and collaborating. He has been the keynote speaker for college graduations, business conferences and events, classrooms, nonprofit organizations and more. Named “America’s Hardest Working Person” by Mitchum, Chad’s enthusiasm, sense of humor and passion amplifies his story and entertains audiences. A former CTO for the state of Arkansas, Claire Bailey moved to Compuware where she now works to advance the company's public sector opportunities in mainframe technologies. She works to optimize the application life cycle for mainframes with a focus on development, testing and performance.
Prior to joining Compuware, Claire Bailey served as the Agency Director for the Arkansas Department of Information Systems on the Cabinet of Governor Mike Huckabee and continued to serve as the Agency Director of the Arkansas Department of Information Systems and Arkansas Chief Technology Officer on the Cabinet of Governor Mike Beebe. In this role, she had firsthand experience with ensuring the operational and cost effective delivery of services to Arkansans and our federal partners. When she retired from the state, she joined Compuware because of their new leadership and dedication to innovating the tools needed to maximize the mainframe platform which is a critical asset for the public sector. Hon. Michael A.L. Balboni is the President and Managing Director of RedLand Strategies, which provides expert consultation services in crisis and emergency management, market development, and governmental affairs for technology firms, local municipalities, and Fortune 500 companies. RedLand has consulted for Pure Storage since March 2017. Before founding RedLand Strategies, Balboni served the public in both the legislative and executive branches of New York state government. Following this, Balboni was appointed Deputy Secretary for Public Safety and Homeland Security Advisor to the New York State Governor, where he oversaw all security, law enforcement and emergency management agencies.
Currently, Balboni is a member of the Board of Directors for the Center for Cyber and Homeland Security at George Washington University and a Trustee for the New York State Trooper Memorial Foundation. He was appointed by Governor Andrew Cuomo and confirmed by the State Senate to the New York Power Authority’s Board of Trustees, where he serves as the Chair of the Cyber and Physical Security Committee.

Michael Bott

Chief Information Officer, Office of the Comptroller, New York City

Michael Bott is the Chief Information Officer for the New York City Office of the Comptroller, where he leads all technology operations supporting critical financial and operational functions for New York City. These functions include: managing over $180 billion for the City’s pension fund assets, monitoring the City’s daily cash flows and short-term investments, reviewing all of the City’s contracts, processing all claims filed against the City, enforcing the City’s labor laws, conducting audits of all City Operations, issuing all City bonds, and publishing the City’s financial statements.
Michael has over 40 years experience in both the public and private sectors.
Upon joining the Comptroller’s office in 2003, Michael initiated a transformation of the technology organization, positioning technology as a key strategic and tactical resource to support the critical business functions which the Comptroller’s Office provides to the City of New York. He has provided leadership and input on key technology issues and projects impacting New York City. He led the development and deployment of Checkbook NYC, New York City’s award-winning financial transparency website. He is currently the Chairperson of the New York City Municipal Information Technology Council, serves on the New York City CIO Council, and participated on the Executive Steering Committee for NYCAPS, a key City-wide human resources system supporting the City’s 364,000 employees.
Prior to joining the New York City Comptroller’s Office, Michael was Senior Vice President, Information Technology – Corporate Systems, at Verizon. He also held senior technology positions with National Westminster Bank, Sony Corporation of America, and KPMG Peat Marwick.
Michael's academic credentials include earning an MBA in Finance and Quantitative Analysis, and a Bachelors degree in Accounting and Economics. He has participated in the Cambridge Forum of Executive Leadership at Harvard University and Managing for Competitive Advantage, at Stanford University.
Michael has also participated on the Client Advisory Boards for IBM, the Bank of New York/Mellon, and PeopleSoft. He is also a member of the CIO Executive Board and published as a contributor on key current technology and business topics.

Commissioner, Department of Citywide Administrative Services (DCAS), New York City

As the Commissioner of the Department of Citywide Administrative Services (DCAS), Lisette Camilo leads the agency that handles New York City government’s commercial real estate, public buildings, procurement, contracts, personnel, and Civil Service. She was appointed to this post in January of 2016.
Commissioner Camilo has a long history of public service. She was appointed as the Director of the Mayor’s Office of Contract Services (MOCS) and City Chief Procurement Officer by Mayor Bill de Blasio in April of 2014, where she ensured Mayoral agencies’ compliance with all legal and regulatory requirements related to the City’s procurement of billions of dollars of goods and services. Commissioner Camilo began at MOCS in 2011 in the legal unit, and also served as its Acting General Counsel.
Prior to MOCS, Commissioner Camilo served as Legislative Counsel at the New York City Council for the Contracts, Juvenile Justice and General Welfare Committees where she drafted legislation and coordinated oversight hearings. Previously, Camilo was an attorney practicing Immigration law at a private law firm. She began her legal career as Counsel for UNITE HERE Local 100, which represents hotel, restaurant and commercial cafeteria food service workers.
Born and raised in Washington Heights, Lisette Camilo is a graduate of Columbia College, Columbia University, and George Washington University School of Law.

Jeffrey S. Grunfeld has served as a Public CIO for approximately 15 years, at both the NYS Office of the State Comptroller (OSC) and in his current position at The NYC Taxi and Limousine Commission (TLC). Throughout his career Jeff has used his development background and training to spearhead a number of initiatives designed to provide better information for smarter, safer, more user friendly government.
Jeff’s implementations have included, OSC’s Data Warehouse, which provides information on all NYS expenditures, secure self-service systems that enable TLC licensees to handle most business transactions on-line, and a cellular-based, credential-lookup/summonsing system that was awarded the NYC Excellence in Technology Award for Best Mobile Project.

Henry Jackson is the Deputy Commissioner for Technology and Strategic Resources at New York City Emergency Management. Since 1999, he has been responsible for the strategic direction and implementation of the agency's technology requirements. In addition, his areas of responsibility include Facilities Management, Geographic Information Systems, Fleet Management and Logistics. Prior to being named Deputy Commissioner, Jackson served as the Deputy Director for Administration at NYCEM and also served in various technical and support capacities in the NYC Office of the Mayor from 1986 through 1997. Jackson was chosen as the recipient of the Overall Excellence in Technology award by the Center for Digital Government in 2002 for his work to restore the NYC Emergency Operations Center after the attacks of September 11th. Additionally, he was selected by the Fund for the City of New York as the recipient of the Sloan Foundation Public Service Award in 2006. A 1982 graduate of Hobart College, Jackson also holds a master's degree in public administration from New York University.

Samir Saini was appointed Commissioner of the Department of Information Technology and Telecommunications (DoITT) and Citywide Chief Information Officer (CIO) by Mayor Bill de Blasio in January 2018. As Commissioner of the largest municipal IT organization in the country, Saini is responsible for delivering tailored technology solutions to more than 100 City agencies and entities, enabling them to serve and empower millions of New Yorkers.
Saini has broad experience across the public and private sectors building, streamlining, and strengthening complex and customer-centric IT systems.
He most recently served as Chief Information Officer and IT Commissioner for the City of Atlanta, transforming the Information Management department by improving and expanding its service portfolio while strengthening partnerships across all City agencies to ultimately deliver more than 500 IT projects across 20 agencies. During his tenure, Saini improved reliability, efficiency, and security of the city's technology systems and core infrastructure, established a centralized Project Management Office, and spearheaded the development of the city's first-ever Smart Cities initiative in partnership with City Leadership, academia, and external partners. The SmartATL program brought several influential projects to life on Atlanta's streets, using IoT sensors, big data analytics, and other civic innovations to significantly improve public safety, mobility, and overall City operational efficiency.
Previously, Saini served as CIO of the Atlanta Housing Authority, where he modernized the agency's IT operations to significantly reduce operating costs, enhance regulatory reporting, and improve overall service delivery and business productivity.
Saini held a number of leadership positions in the private sector prior to his service to the City of Atlanta, including Vice President for Corporate Systems for MGM Resorts, where he successfully implemented the largest back-office technology standardization initiative in the gaming sector across 17 casino resorts, and the General Electric Company (GE), where he stood up technology for the $250 million GE Energy Rentals initiative.
Saini's service to the City of New York began over two decades ago as an aide to the Bridge Design Bureau while a student at the New Jersey Institute of Technology, where he received a B.S. with honors in Civil Engineering. He lives in Williamsburg, Brooklyn.

Prior to joining New York City government, Thomas was the chief technology officer and a key decision maker at Horizon Blue Cross Blue Shield, the largest health care management company in New Jersey. He has established technology strategies and architectures at other respected brands in the financial, service, and manufacturing industries, including TIAA-CREF, American Express, and DuPont. He holds an M.S. in physics from the University of Maryland.

William E. Travis, Jr. is the CEO of WTravis Associates and the chair of the Advisory Board for the Center for Technology in Government. Mr. Travis is the retired New York State Human Services Cluster Chief Information Officer (CCIO) for the Office of Information Technology Services (ITS). As the CCIO, he partnered with the NYS CIO, the NYS Division of Budget, Commissioners and other CCIO’s to develop and complete the NYS IT transformation process. Additionally, he was responsible for organizing and delivering IT services to the NYS human services agencies included in the cluster. Prior to this role, he was the Deputy Commissioner and CIO for the NYS Office of Children and Family Services (OCFS).
Over the past several years, he has been on various boards both in and out of government and has over 35 years of experience in the Health and Human Services field, with an emphasis in directing large mission-critical initiatives. In the private sector, as a Sr. Vice President with Sourcecorp, he partnered in and expanded a startup business that focused on business process outsourcing. He has spoken publicly at numerous IT conferences regarding the past, current and future of technology in government.
On April 17, 2013, Bill received an award as he was elected into the NYS IT Leadership Hall of Fame recognizing his outstanding and accomplished leadership in the NYS IT community. In March of 2014 he was selected by Government Magazine and the NYS CIO as NYS IT leader of the year. Mr. Travis is an empowering leader who builds strong organizations, sets ambitious goals, and achieves results through collaboration.
