Cindy Anderson is the Vice President of IT Service Management at NYC Housing Authority (NYCHA), leading the Business Client Services, Desktop & Device Management, and IT Customer Service Excellence teams. These teams foster stronger relationships between the IT department and the multiple business and operation teams across NYCHA, provide support for the physical hardware used by NYCHA’s staff and residents, and oversee service management practices such as service desk, and incident, change and knowledge management. Before joining NYCHA in 2021, Cindy worked for over 20 years in the private sector, managing and training support teams and implementing technology solutions in higher education, telecommunications, and energy. With a passion for continuous learning and deep appreciation for diversity of thought, Cindy enthusiastically collaborates with partners across NYCHA to uncover new ideas and opportunities for improvement.

Angel Aponte

Director of Health Informatics and Technology, Department of Health and Mental Hygiene, New York City

Angel Aponte leads a diverse team of software engineers, in the Division of Disease Control, at the Department of Health and Mental Hygiene (DOHMH), where he has served for over 20 years. He is the lead technology architect on the team that built the Citywide Immunization Registry, used by NYC's healthcare providers to order, report, and receive patient vaccination information. His teams also built the Internet facing consumer applications, My Vaccine Record and Sexual Health Patient Portal, that empower citizens to access and share their health information. Additionally, Mr. Aponte built the technology infrastructure used by DOHMH's R and Whole Genome Sequencing analysts to analyze large amounts of information. Mr. Aponte was a 9/11 emergency hire who has participated in two pandemic responses, H1N1 Influenza and COVID-19.

Phil Bertolini is a senior vice president for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. Thomas MacLellan leads Palo Alto Networks’ state and local government affairs practice. In this capacity, his role is to educate policymakers on current and emerging cybersecurity threats, national and international trends, and strategic policy opportunities to improve cyber defenses.
Thomas has over 20 years’ experience working nationally on a range of issues including cybersecurity, homeland security, disaster response, public safety broadband, and digital privacy. He has led government affairs for two multinational cybersecurity companies and was Director of Homeland Security, Technology, and Public Safety for the National Governors Association (NGA). At NGA, Thomas led the Governors Homeland Security Advisors Council (GHSAC) and created the first national effort to improve state cybersecurity. Thomas also staffed the Council of Governors and led a national effort to help states implement FirstNet. In each of these roles, Thomas regularly worked with senior homeland security and public safety officials, federal agencies, the White House, and Congress.
Thomas has trained governors and other C-Suite executives on disaster response and has worked closely with DHS, FCC, DOJ, FEMA, HHS, and DoD. He has published numerous articles and served on multiple federal and state advisory councils.
Thomas is a graduate of the College of the Holy Cross and the Center for Homeland Defense & Security at the Naval Postgraduate School in Monterey. He also earned an Executive Certificate from Harvard University on mitigating cybersecurity risks and was named by StateScoop as a Top Industry Leader.

Melissa Mickle-Hope, MPH, is the Director of the Citywide Immunization Registry (CIR) in the Bureau of Immunization, NYC Department of Health & Mental Hygiene (DOHMH). Mrs. Mickle-Hope has been with DOHMH for 18 years and currently oversees a team of over 50 people. The CIR is the Immunization Information System for NYC. The CIR was implemented in 1997 and is one of the most advanced ones of its kind in the country. It currently contains over 14 million individuals with over 160 million immunizations. In addition, Melissa and her team used the CIR for provider enrollment, vaccine distribution, and tracking vaccine uptake for the COVID-19 and Mpox vaccination programs. Mrs. Mickle-Hope also serves as Secretary on the Board of Directors for the American Immunization Registry Association (AIRA).
