Kelly Moan

Kelly Moan

Chief Information Security Officer, New York City

Kelly Moan serves as the Chief Information Security Officer (CISO) of the City of New York (NYC). In this role, Ms. Moan leads the Office of Technology and Innovation’s (OTI) Cyber Command to protect, defend, and respond to cyber threats across the city. Prior to her appointment as the City’s CISO, Ms. Moan served as the CISO for the New York Police Department (NYPD). Throughout her career, she has taken a holistic and mission driven approach to cybersecurity, with a strong focus on collaboration.
Prior to joining the NYPD, Ms. Moan was a Division Chief for the Department of Homeland Security (DHS) in Washington, DC. She led the security architecture and engineering team, building and deploying emerging technology to enhance cybersecurity defenses for the Department. She also served as the FedRAMP Joint Authorization Board (JAB) Technical Representative to the CIO, providing subject matter expertise on securing cloud technologies.
At other points in her career, Ms. Moan held roles supporting the DoD and USCERT. She also served as an Intelligence and Operations Briefer for the Secretary of Homeland Security. Ms. Moan holds an undergraduate degree from American University and a graduate degree from Pennsylvania State University.

Rachel Wilson

Rachel Wilson

Managing Director and Chief Data Officer, Morgan Stanley Wealth Management and Former NSA Senior Executive

Rachel Wilson is a Managing Director of Morgan Stanley Wealth Management and Chief Data Officer. Her team of security professionals is responsible for protecting all sensitive client data from any type of theft, loss or compromise. She also oversees the resilience of Wealth Management’s critical infrastructure and the continuity of core business processes at times of turbulence. Additionally, Rachel supervises the client fraud risk program, which institutes technical and business controls to help prevent unauthorized access to or misuse of client funds. As a senior subject matter expert, Rachel regularly advises Wealth Management leadership and clients on the cyber threat landscape and mitigation strategies.
From 2017-2020, Rachel served as the first-ever Head of Wealth Management Cybersecurity. In this role, Rachel advised senior business and technology leaders on a range of cybersecurity issues, including secure code development standards, secure network architecture, vendor relationships, advanced persistent threat (APT) detection and mobile security. Her team drove innovation for new cybersecurity and authentication technology in the pursuit of protecting the integrity and confidentiality of firm and client data. In 2019, Rachel was recognized by Morgan Stanley Wealth Management as part of the MAKERS Class, a program that honors women who serve as groundbreakers, innovators and advocates. She was also named one of the Top Women in WealthTech 2020 by ThinkAdvisor.
Prior to joining the firm in 2017, Rachel spent 15 years at the National Security Agency (NSA), where she held several key senior executive-level leadership positions. Between 2008 and 2010, she ran NSA’s counterterrorism operations and led a global enterprise in detecting and disrupting terrorist plotting against the U.S. and its allies. Between 2010 and 2012, Rachel served as NSA’s Chief of Operations in the U.K., working out of the U.S. Embassy in London. In this role, she worked with U.K. intelligence services to counter terrorist and cyber threats to the 2012 Olympics. Returning to the U.S. in 2012, Rachel spent nearly five years leading NSA’s cyber exploitation operations as the Deputy and then Chief of the Remote Operations Center within NSA’s Tailored Access Operations. In this capacity, she led the planning and execution of thousands of cyber exploitation operations against a wide array of foreign intelligence, military and cyber targets, and served as the committing official for many of NSA’s highest risk and most important intelligence gathering activities.

Soledad Antelada Toledano

Security Advisor, Office of the CISO, Google Cloud

Soledad Antelada Toledano is a Security Advisor within the Google Cloud Office of the CISO, Public Sector, where she provides expert advisory and advocacy to public sector customers on critical security matters through leadership engagement, executive sponsorship, thought leadership, and customer advocacy. Her extensive cybersecurity background includes serving as Deputy CISO for the Harris for President campaign, where she provided national-level security leadership.
Prior to joining Google, Soledad spent several years at the Department of Energy’s Lawrence Berkeley National Lab, a prestigious scientific institution, where she made history as the first woman in the Cybersecurity department in a Security Engineering role. Notably, she served as Head of Security for the ACM/IEEE Supercomputing Conference, overseeing the security and network architecture (SCinet) of the world's fastest network for research purposes.
Soledad is the founder of GirlsCanHack, an organization dedicated to empowering women in cybersecurity, and was recognized as one of the 20 Most Influential Latinos in Technology in America in 2016. She enjoys discussing the evolution of cybersecurity and the future of AI within security, and brings unique experience from working with the world's fastest networks and large-scale event security, as well as a deep understanding of research and SecOps needs from her time at Berkeley Lab.
Soledad is also a published author, with her book, Critical Infrastructure Security: Cybersecurity lessons learned from real-world breaches, released in 2024.

Sarwar Azad is a distinguished cybersecurity leader with over 15 years of experience in the field. He currently serves as the Deputy Chief Information Security Officer for NYC Cyber Command’s Threat Management division, where he leads a team of cybersecurity professionals in developing and implementing cutting-edge security strategies and overseeing citywide incident response.
Sarwar has a proven track record of fortifying networks, systems, and data against evolving threats, ensuring the confidentiality, integrity, and availability of critical assets for the City of New York.
He holds a Master’s degree from NYU Tandon School of Engineering, where he was a recipient of the ASPIRE scholarship, a prestigious partnership between the U.S National Science Foundation and the U.S Department of Homeland Security.
Beyond his role at NYC Cyber Command, Sarwar is an adjunct professor at John Jay College and holds multiple industry-leading cybersecurity certifications, reflecting his commitment to continuous learning and professional excellence in the ever-evolving field of cybersecurity.

Senior Vice President, Cybersecurity, T-Mobile

Mark G. Clancy is a seasoned cybersecurity executive with over two decades of leadership across technology, regulatory compliance, and risk management environments. He currently serves as Chief Security Officer and Senior Vice President of Cybersecurity at T-Mobile US, where he has led a major transformation of the company’s cybersecurity program. In this role, he has driven the execution of key strategic initiatives—including zero trust network implementation, workforce identity solutions, and advanced application security.
Immediately prior to joining T-Mobile, Mark advised more than 50 Fortune 500 companies as the founder of Cyber Risk Research LLC, providing strategic cybersecurity planning and training with a focus on proactive risk mitigation. He has also served as CEO of two cybersecurity firms: The Authoriti Network Inc. (an early-stage cybersecurity company), and Soltra Solutions LLC, a joint venture providing automated cyber threat sharing solutions that scaled globally to over 2,500 customers across 75 countries.
From 2018 to 2020, Mark served as Vice President of Cybersecurity and Chief Information Security Officer at Sprint. There he led efforts to improve security, compliance, and fraud management across the company, which resulted in reducing fraud losses by $100M annually and achieving and maintaining the company’s Payment Card Industry (PCI) certification. Earlier in his career, as Managing Director and Chief Information Security Officer at DTCC, Mark protected $36 trillion in digital assets and directed the creation of a comprehensive IT risk management framework. At Citigroup, as Executive Vice President of Technology Risk Management, he led global information security governance, incident response, and managed cybersecurity integration for over 40 M&A transactions.
Mark holds a Bachelor of Science in Electrical Engineering from Drexel University, actively participates in various affiliations and advisory boards, and has provided expert testimony before multiple U.S. Congressional committees. His deep technical knowledge, operational command, and executive acumen make him a trusted authority in enterprise-level cybersecurity leadership.

Shweta Jain is Professor, Department Chair and Graduate Program Director at CUNY John Jay College. She is also a member of the Doctoral faculty in Computer Science at The Graduate Center of CUNY. She is the founder of eWitness Media Inc. a startup formed to commercialize eWitness, a technology that offers blockchain registration of pictures and videos to support independent media authentication service. Shweta is a passionate educator, researcher and an engineer by training with 20+ years of experience in R&D. Her doctoral and Masters degrees are in Computer Science are from Stony Brook University and she did her Post doctoral study at Winlab Rutgers University.

William Mendez is the Director of Cybersecurity Testing for the City of New York's Cyber Command.  In this role William helps maintain the City's cyber resiliency through comprehensive security testing and assessments of the City’s systems and applications. William brings over 20 years of leadership experience and technical expertise in both the public and private sector. Prior to this role, William spent several years as a consultant for a managed security service provider helping organizations build, maintain, and assess their security programs. Before joining the private sector, William spent 11 years working for the Department of Defense.  First as a computer scientist for the U.S. Army helping secure their Tactical Networks and then as an Information System Security Professional (ISSP) for the Defense Counterintelligence and Security Agency (DCSA).  During his time with DCSA William helped safeguard government sensitive information entrusted to the Defense Industrial Base by performing technical audits and assessments of their information systems and operating environments.  
William holds a Bachelor of Science in Computer Science from the New York University Tandon School of Engineering, a Master of Engineering in Network Information Systems from Stevens Institute of Technology and is a Certified Information System Security Professional (CISSP).
