Cyber-attacks have increased dramatically over the last few years. The 2024 New York City Cybersecurity Summit provides an opportunity for government technology professionals to learn about the latest efforts to defend, respond and recover from cyber criminals who wish to do harm. The Summit will include cybersecurity leaders from state and local government throughout New York City.

Kelly Moan

Kelly Moan

Chief Information Security Officer, New York City

Kelly Moan serves as the Chief Information Security Officer (CISO) of the City of New York (NYC). In this role, Ms. Moan leads the Office of Technology and Innovation’s (OTI) Cyber Command to protect, defend, and respond to cyber threats across the city. Prior to her appointment as the City’s CISO, Ms. Moan served as the CISO for the New York Police Department (NYPD). Throughout her career, she has taken a holistic and mission driven approach to cybersecurity, with a strong focus on collaboration.
Prior to joining the NYPD, Ms. Moan was a Division Chief for the Department of Homeland Security (DHS) in Washington, DC. She led the security architecture and engineering team, building and deploying emerging technology to enhance cybersecurity defenses for the Department. She also served as the FedRAMP Joint Authorization Board (JAB) Technical Representative to the CIO, providing subject matter expertise on securing cloud technologies.
At other points in her career, Ms. Moan held roles supporting the DoD and USCERT. She also served as an Intelligence and Operations Briefer for the Secretary of Homeland Security. Ms. Moan holds an undergraduate degree from American University and a graduate degree from Pennsylvania State University.

Dan Lohrmann

Senior Fellow, Center for Digital Government 

Daniel J. Lohrmann is an internationally recognized cybersecurity leader, technologist, keynote speaker and author. He led Michigan government’s cybersecurity and technology infrastructure teams from May 2002 to August 2014, including as enterprise-wide chief security officer (CSO), chief technology officer (CTO) and chief information security officer (CISO). During his distinguished career, he has served both the public and private sectors in a variety of executive leadership capacities including advising senior leaders at the White House, National Governors Association (NGA) and the U.S. Department of Homeland Security (DHS). Throughout his career he has received numerous national awards including CSO of the Year, Public Official of the Year and Computerworld Premier 100 IT Leader.

He is a member of the Stakeholder Engagement team, which works with our nation’s State, Local, Territorial and Tribal (SLTT) governments and public education institutions to provide free cybersecurity resources and services. Elijah manages the MS-ISAC® members in the Northeast regions, supporting their overall cybersecurity posture.

Chief Technology Officer, State and Local Government and Education, Zscaler

With over 20 years of experience, Adam Ford has dedicated his career to ensuring that information systems and data are protected and available to meet the unique needs of government organizations. Currently serving as the chief technologist at Zscaler, a leading cybersecurity company, Adam plays a crucial role in helping state and local government organizations securely transform their systems. As a respected leader in the public sector market, his expertise and guidance are instrumental in ensuring that the systems that keep government running are not only efficient but also protected from cyber threats.
Prior to Zscaler, Adam served as CISO for the State of Illinois. In this role, he had responsibility for cybersecurity for various agencies, boards and commissions under the Governor. During his tenure, the State of Illinois modernized and grew its security practice to protect systems and data that drive critical services to Illinois residents.
In addition to serving state agencies, Adam oversaw state and local security partnership and collaboration efforts including operation of the Illinois Election Cyber Navigator program in coordination with the Illinois State Board of Elections and the Illinois State Police.
Adam joined the Office of the CISO as security engineering manager in 2017 and also served as deputy CISO prior to becoming CISO. Before coming to security, he spent more than 15 years in data center and wide area network engineering and architecture roles with the Illinois Department of Innovation and Technology and the Illinois State Police.
Adam was named the 2023 NASCIO Thomas M. Jarrett State Cybersecurity Leadership Award winner in 2023 and received a 2023 StateScoop 50 State Leadership of the Year Award. He earned a Bachelor of Arts degree in Political Science from Illinois College and a Master of Science in Cybersecurity and Information Assurance from Western Governors University.

Yosef Lehrman brings over 15 years of cybersecurity expertise to his role safeguarding New York City's critical data and digital infrastructure. In his current role, he designs, builds, and maintains robust security systems that protect the city's vital networks. He also serves as an adjunct instructor at the undergraduate and graduate levels and contributes to industry publications and presentations. He is a founding member of the Cyberspace Flotilla of the United States Coast Guard Auxiliary and has served on government task forces focused on defending critical infrastructure against cyber-attacks. Mr. Lehrman is a Certified Information Systems Security Professional (CISSP) and holds a Master of Science in Internet Technology from Pace University.

Preston Miller

Consulting Director, Palo Alto Networks

Preston Miller, a director at Palo Alto Networks’ Unit 42, is an accomplished cybersecurity professional with deep subject matter expertise in digital forensics and incident response, and experience leading high-level, complex investigations. He has co-authored several books on digital forensics, including The Python Digital Forensic Cookbook, which was named Digital Forensics Book of the Year by Forensic 4:cast.
Preston joined Unit 42 in 2021 after six years at Stroz Friedberg, where he managed complex incident response and digital forensic matters for clients across a wide range of industries. He helped establish Stroz’s mobile device working group and provided expert testimony on forensic analysis in the cases he worked.
As a graduate student, Preston worked with the West Virginia State Police Digital Forensics Unit, where he developed a digital evidence database and assisted analysts by inventorying evidence, preparing evidence for preservation and analysis and maintaining case logs.

Adjunct Lecturer, Hunter College, City University of New York

Jennifer Mulvihill is a candidate for her Master of Laws in Cyber Security and Data Privacy at Albany Law School. She earned her JD from Cardozo School of Law with a concentration in intellectual property. Jennifer is a graduate of Columbia University with a degree in English Literature and Spanish Language and Literature. Jennifer leads cross-functional activity to facilitate innovative and effective defenses as it relates to cyber resiliency in our increasingly digital world. Throughout her career at companies such as Kroll and AIG, she has been driven to protect our nation both tactically and strategically against cyber threats. She founded and is president of Women in Cyber Leadership, a not-for-profit dedicated to the inclusion and advancement of women in the field. She also serves as the vice president of NY Metro InfraGard, a liaison between the private sector and the FBI. Her passion includes teaching the future generation of cyber security professionals, and she is an adjunct professor at Hunter College, CUNY where she teaches Intro to Cyber Risk. Jennifer is proud to be a native New Yorker.

Professor, John Jay Community College

Doug Salane is a professor in the Mathematics & Computer Science Department at John Jay Community College and a member of the college’s Digital Forensics and Cybersecurity Graduate faculty. Doug has a Ph.D. in applied mathematics with a specialization in numerical analysis. He has held positions as a research mathematician with Exxon Corp., Sandia National Laboratories and Argonne National Laboratories. As a faculty member at John Jay, he helped develop the Computer Science and Information Security major and the Digital Forensics and Cyber Security graduate program.
Doug served as department chair from 2014 to 2023, an era of dramatic growth in the department’s undergraduate and graduate programs in computer security. From 2006 to 2018, Doug was the director of the Center for Cybercrime Studies. Doug also has served as director of the Digital Forensics & Cybersecurity Graduate program.
Doug’s research interests include applications of machine learning in criminal justice, incident-based crime reporting systems and privacy. Doug has received funding from NSF, NASA and NIJ to support his work and the college’s undergraduate and graduate programs in computing. Doug is a member of the Association for Computing Machinery (ACM), American Society of Criminology (ASC), Institute of Electrical and Electronics Engineers (IEEE) and SIAM.
