These same professionals will also play a heavy role in the world of Artificial Intelligence as they will be the gatekeepers on what data can be used to drive much needed models. Nathan Altmann is a Privacy Analyst with the Office of Technology and Innovation’s Office of Information Privacy. Nathan’s current work centers around compliance with the City’s Identifying Information Law, research, and training of all City Agency Privacy Officers. Prior to joining City government, Nathan worked as a privacy and data governance professional in the healthcare and financial services industries.

Deputy Chief Information Security Officer, Cyber Command, Office of Technology and Innovation, New York City

Sarwar Azad is a renowned cybersecurity expert with over 15 years of experience in the field. Sarwar currently serves as the Deputy Chief Information Security Officer for NYC Cyber Command, Threat Management, where he leads a team of cybersecurity professionals in developing and implementing cutting-edge security strategies & citywide incident response. Sarwar has a proven track record of fortifying networks, systems and data against evolving threats, ensuring the confidentiality, integrity and availability of critical assets for the City of New York. Sarwar holds his Master Degree from NYU Tandon School of Engineering with recipient of scholarship (ASPIRE), a partnership between the National Science Foundation and the Department of Homeland Security. Sarwar is also certified with various industry leading certifications, showcasing his commitment to continuous learning and professional development in the ever-evolving field of cyber security.

Becky Blatt is Director of Strategy and Operations at the Office of Information Privacy. Becky advises the Chief Privacy Officer and agencies on privacy matters including interdisciplinary policy and areas for growth. She works with partners and stakeholders across government and other cities globally to advance the City’s privacy objectives. Prior to joining OIP, Becky worked in the Mayor’s Office and at City Legislative Affairs. She is a graduate of Benjamin N. Cardozo School of Law and NYU’s Gallatin School of Individualized Study.

Howard Chen is an Assistant Counsel in the Office of Information Privacy. He assists Senior Counsel in handling privacy matters arising from agency work, and also researches and analyzes various privacy issues that come to OIP’s attention. Before joining OIP in 2020, Howard graduated from Boston University School of Law and Harvard University.

Director of Artificial Intelligence and Machine Learning, Office of Technology and Innovation, New York City

Jiahao Chen, PhD is the Director of Artificial Intelligence and Machine Learning at New York City's Office of Technology and Innovation. He is new to government, being formerly a startup cofounder, AI research leader at two banks, and faculty at MIT's Computer Science and AI Laboratory. Jiahao graduated with a PhD in chemical physics from the University of Illinois at Urbana-Champaign.

Michael Fitzpatrick

Michael Fitzpatrick

New York City Chief Privacy Officer, Office of Information Privacy, New York City

Michael Fitzpatrick spent nearly a decade working on counterterrorism and privacy matters as an embedded attorney in the New York City Police Department (NYPD)’s Intelligence Bureau. 
After earning his master’s degree, Fitzpatrick became the privacy officer for the NYPD, and was appointed by the US Secretary of Homeland Security to a three-year term on the US Department of Homeland Security (DHS)’s Data Privacy and Integrity Advisory Committee, where he provides guidance to the DHS on technology and privacy-related matters. In April 2022, Fitzpatrick was appointed by Mayor Adams as the chief privacy officer for the City of New York.
As CPO, Michael leads the Office of Information Privacy (OIP) within the Office of Technology and Innovation (OTI). 
In his role as CPO, Michael not only advises the Mayor and other senior officials on privacy policy and helps promulgate citywide policies and protocols regarding identifying information and data sharing, he and his team train and counsel the 175+ Agency Privacy Officers in New York City.

Deputy Chief Privacy Officer, Office of Technology and Innovation, New York City   

Aaron Friedman, Deputy Chief Privacy Officer, has been part of the NYC Office of Information Privacy since 2019. He counsels agencies and the Chief Privacy Officer on privacy issues. Before joining the Office of Information Privacy, Aaron was a senior counsel with the NYC Department of Social Services. Aaron is a graduate of the Benjamin N. Cardozo School of Law and CUNY Queens College.

Gloria Howard is a Senior Counsel in the Office of Information Privacy. Much of her work concerns privacy matters arising out of the City’s various health and social services agencies. Prior to joining OIP in late 2022, Gloria worked in the private sector for a Fortune 50 technology company. She is a graduate of Harvard Law School and Brown University.

President and CEO, International Association of Privacy Professionals

As President and CEO of the International Association of Privacy Professionals (IAPP), J. Trevor Hughes leads the world’s largest association of privacy and AI governance professionals. Trevor has appeared at SXSW, RSAC and other privacy and technology events. He has contributed to media outlets such as the New York Times, TechCrunch and WIRED. He has provided testimony on issues of privacy, surveillance and privacy-sensitive technologies before the U.S. Congress, U.S. Federal Trade Commission and British Parliament. Trevor received his undergraduate degree from the University of Massachusetts, Amherst and his Juris Doctor from the University of Maine School of Law, where he is an adjunct professor and member of the Law Foundation Board.

Bahiya Lawrence is a Senior Counsel and Certified Information Privacy Professional, she joined the Office of information Privacy in 2023. Prior to joining the office, Ms. Lawrence was an Assistant Attorney General at the New York State Office of the Attorney General and served in both the State Counsel and Criminal Justice Divisions of the office. Also, Ms. Lawrence served as an Assistant District Attorney at the Queens County District Attorney’s Office, where she investigated and prosecuted various criminal offenses.

Yousef Lehrman

Deputy Chief Information Security Officer, Office of Technology and Innovation, New York City

Yosef Lehrman brings over 15 years of cybersecurity expertise to his role safeguarding New York City's critical data and digital infrastructure. In his current role, he designs, builds, and maintains robust security systems that protect the city's vital networks. He also serves as an adjunct instructor at the undergraduate and graduate levels and contributes to industry publications and presentations. He is a founding member of the Cyberspace Flotilla of the United States Coast Guard Auxiliary and has served on government task forces focused on defending critical infrastructure against cyber-attacks. Mr. Lehrman is a Certified Information Systems Security Professional (CISSP) and holds a Master of Science in Internet Technology from Pace University.

Erin Price

Senior Counsel, Information Security and Privacy, Office of Technology and Innovation, New York City  

Erin Price, Senior Counsel for Information Security & Privacy in the Office of General Counsel has been with the NYC Office of Technology and Innovation since 2023. She is counsel to the NYC Office of Cyber Command where daily responsibilities can include incident response, reviewing the City’s Cyber policies, information sharing agreements, and cloud service agreements. Prior to joining OTI Erin was the Director of Information, Property, and Legal Counsel for the Department of Finance where she also acted as the Agency Privacy Officer.  Erin is a graduate of CUNY School of Law, with additional degrees from West Virginia University and the University at Buffalo.
