The Virtual Digital Government Summit offers a unique opportunity to explore a variety of technology topics and possibilities. The conference is presented in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Each Year New Jersey Digital Government Summit is a terrific conference that exposes both Government employees and our Vendor Partners to some of the most important technology challenges facing us today. Technology is more important than ever in the state’s operating functions and growth economy, and it is our duty to advocate innovation and supplier diversity as we provide top-notch services to our citizens. We just couldn’t accomplish this without our industry partners, and this event is the perfect place for us to collaborate, discuss challenges and share solutions. As the Minneapolis CIO for seven-plus years, Mr. Doll was responsible for all city IT services. He also served as South Dakota's CIO for 15 years with responsibility for all state government computing, telecommunications, radio, and public broadcasting. While with IT research firms, Mr. Doll has advised Fortune 1000, federal, state, and local government CIOs on information technology assessment and alignment to business needs. He has served as a director with the United States General Services Administration, developing information technology strategic plans and oversight policy. Mr. Doll received his computer science degree from Virginia Tech and is a senior executive fellow of the Kennedy School of Government, Harvard University. He is a past president of NASCIO — a national organization of state CIOs. He also is a past president of the Metropolitan Information Exchange (MIX) — a national organization of city and county CIOs. Mr. Doll was named to Government Technology's 2004 Top 25 Doers, Dreamers and Drivers.

Shonte Eldridge currently serves as an Executive Government Advisor with Amazon Web Services (AWS). In this role she is responsible for engaging State and Local Government leaders to build cloud frameworks that reduce cost, improve service delivery, change customer experience and transform the enterprise into a modern, inclusive, equitable and innovative enterprise. Prior to joining AWS, Ms. Eldridge worked in the public sector for over 20 years and held various C-suite positions including the Deputy Chief of Operations for the City of Baltimore, Chief of Policy, Planning and External Affairs for the Office of the States Attorney for Baltimore City and Chief of Policy for Maryland’s Governor’s Office of Crime Control and Prevention. During her time in government she was known for using technology to solve some of the largest operational and social challenges her state and local governments faced, as well as changing the culture to more readily accept and try new technologies. Ms. Eldridge’s work in the industry has appeared in numerous national publications and is often called upon to speak and conduct workshops on the importance of creating holistic digital transformation strategies and how to implement technology that improves operations and delivers a better customer experience.

Mike Flowers supports the Office of Innovation’s efforts to leverage data intelligence and infrastructure to “de-silo” government operations. During the COVID-19 pandemic, he has worked across State government partners to stand up technology and logistics capacity for contact tracing, exposure notification and vaccine distribution, and on small business recovery and regulatory innovation.
Mike previously served as New York City’s first Chief Analytics Officer, under Mayor Mike Bloomberg. In this role, he founded the Mayor’s Office of Data Analytics, a groundbreaking initiative that leveraged data to make better decisions in government policy and operations. He also New York City’s first citywide analytics platform, and ran the city’s internationally recognized Open Data initiative. After leaving government in 2014, Mike served as the chief analytics officer at tech start up Enigma Technologies in New York City, was the inaugural Macarthur Urban Science Fellow at NYU’s Center for Urban Science and Progress, the inaugural What Works Cities Fellow, and continues to advise governments and companies around the world on establishing effective, transparent and accountable data intelligence infrastructures and policies. Most recently, Mike advised both the Biden-Harris and Bloomberg 2020 presidential campaigns on technology and government reform, and in March 2020 joined US Digital Response, a volunteer-led group of technologists and government experts providing support to state and local governments and nonprofits in their response to the pandemic.
Mike also served as counsel to the U.S. Senate Permanent Subcommittee on Investigations, was the deputy director of the Department of Justice’s Regime Crimes Liaison’s Office in Iraq, and worked with Williams & Connolly LLP in Washington D.C. He started his career with a clerkship in the federal district court in Philadelphia, and then served as a prosecutor with the Manhattan District Attorney’s Office. Throughout his career, Mike was twice recognized by the Obama White House, and has received numerous other awards and recognitions across the globe.

Michael Geraghty is the State of New Jersey’s Chief Information Security Officer (CISO) and Director of the New Jersey Cybersecurity and Communications Integration Cell (NJCCIC). In these roles Director Geraghty is responsible for the development and execution of the State’s cybersecurity strategy. He is responsible for leading and coordinating New Jersey’s cybersecurity efforts while building resiliency throughout the State and has direct responsibility for all aspects of statewide cybersecurity operations; governance, risk and compliance; and incident response.

Mr. Geraghty is an accomplished cybersecurity executive with a history of building innovative and model programs in private and public sector enterprises including roles as CISO of the Hudson’s Bay Company, Chief Information Officer of the National and International Centers for Missing and Exploited Children, Vice President of High Technology Investigations at Prudential Financial, and Network Intrusion Detection Manager, Lucent Technologies/Bell Labs. Mr. Geraghty began his career with the New Jersey State Police, where he served 12 years and led the formation and development of its High Technology Crimes Investigations Unit.
He has provided expert testimony before the United States Congress and in federal, state, and international courts on computer crime investigations and forensics. Geraghty is a past president of the Northeast Chapter of the High Technology Crimes Investigation Association and has held leadership roles in the National Strategic Policy Council on Cyber and Electronic Crime.

Executive Director, Governor’s Disaster Recovery Office, State of New Jersey

As Executive Director of the New Jersey Governor’s Disaster Recovery Office, Dan Kelly is responsible for helping coordinate the State’s response to catastrophic events and for the oversight and transparent expenditure of billions of dollars in federal disaster recovery and resilience funds. Prior to joining the Governor’s Office, he served as the Director of the Superstorm Sandy Compliance Unit at the New Jersey Office of the Attorney General. There, he was chiefly responsible for managing the State’s responses to federal audits of Sandy funds and providing legal guidance to the Attorney General, the Governor’s Office, and numerous State agencies on disaster recovery matters. Dan previously served as a Deputy Attorney General in the Attorney General’s Division of Law, where he represented the State in a wide range of civil litigation matters. He received his undergraduate degree from the University of Pittsburgh and his law degree from Villanova Law School.

Bernadette is a Certified Government Chief Information Officer currently serving the City of Jersey City as Director of Information Technology. She is the Immediate Past President of the New Jersey Chapter of GMIS, a peer association of Government IT Leaders, an Adjunct Professor for the Masters of Public Administration Program at Saint Peter's University, and a long-time Rotarian. She previously served as IT director in Atlantic City and in East Orange, New Jersey as well as Sutter County, California. Prior to her role managing local government technology departments, she served as Deputy County Administrator in Sutter County and Assistant Director of Public Works in Tehama County, California. Before her career in local government, she served as a decorated officer and navigator aboard KC-135 airplanes in the United States Air Force. Bernadette holds a BS in Information Science from the University of Pittsburgh and a Master of Aviation Management from Embry-Riddle University.

He has an undergraduate degree in English with a minor in Biology, an advance degree in Information Systems management from Keller Graduate School of Management and a Master’s Degree in Public Policy and Management from Milano the New School for Management and Urban Policy. He recently join the ranks of Certified Government Chief Information Officers in 2018 thru Public Technology Institute and Rutgers University.
Since 2018 he has been an appointed Board Member of a state wide organization of Professional Government Information Technology Leaders. He served as a Board member of New Jersey Government Information Sciences and in 2021 he has been voted Vice president/President-Elect for the years 2021-2023 and in 2023 he will transition as the organizations President. Realizing the climate and being the person of color Department Head he realize that the role that diversity and inclusion plays in moving not only organizations forward but especially governmental entities that touches all lives and must represent everyone. He most recently completed a certificate program at Cornell University e-cornell program I Diversity and Inclusion for HR.
He is a proud parent of 2 boys, one who is pursuing a career in technology and the other who is an inspiring a lawyer.

Scott Loudon is an AWS certified Solutions Architect Professional, Oracle Certified Professional, Microsoft Certified Database Administrator, and Microsoft Certified Systems Administrator. After starting his career with the state in 2004 at the New Jersey State Parole Board, he has had the opportunity to work for the Motor Vehicle Commission, Office of Information Technology, and the Office of Homeland Security. While at NJ OIT, Scott had a lead role in working on the Oracle Exadata consolidation project. In his current position with the Motor Vehicle Commission, Scott’s group is responsible for IT-related infrastructure supporting the agencies mission including AWS and Azure cloud architecture. During his past two years with NJ MVC, the commission has launched several mission critical cloud hosted application services. This included the Azure Dynamics 365 Retail Point of Sale system and AWS Connect for Call Center operations integrated with an Amazon Lex conversational chatbot for self-service functionality.

Pfeiffer retired in 2012 from a 37-year career in New Jersey local government administration, having served as a municipal administrator in several municipalities, and 26 years of service in the State’s local government oversight agency, the Division of Local Government Services. At DLGS he served as Deputy Director for 14 years, and periodically as Acting Director.
Marc has broad experience in many areas of local government policy and administration, including specific expertise in areas such as finance and property taxation, public procurement, shared services and consolidation, technology, energy, labor relations, and general government administration. He also has deep experience in the legislative process and as a regulatory officer. He is currently engaged in research concerning the use of technology in local government.
In addition to participating in Bloustein Local, Marc makes his extensive government experience available as a guest lecturer and other collaborative efforts. He is also assisting the Rutgers School of Public Affairs and Administration with the State’s Certified Public Manager Program in curriculum development and instruction.
