This year’s Digital Government Summit was “digital” in every way! The conference was held in a virtual format on Zoom for Government, a FedRAMP-certified infrastructure with advanced security controls, that is used for meetings and webinars by the Department of Homeland Security and numerous other federal, state and local agencies. Zoom for Government leverages one of the largest secured networks of government-specific datacenters in the country and meets high standards of security (Including: FedRAMP, CJIS, NIST, FISMA, SRG, FIPS, DFARS, EAR, IRS-1075).

Dan Thurmon is the founder and President of Motivation Works, a company that helps leaders and their organizations move confidently through change and transformation so that they achieve and contribute MORE. Dan is an expert speaker and performer. He has delivered thousands of presentations across six continents for audiences including world leaders, Fortune 500 companies, entrepreneurs, educators, and even troops on the front lines of battle. In 2011, he was inducted into the prestigious Speaker Hall of Fame. Dan recently served as the President of the National Speakers Association. During his tenure, he led the Board of Directors and the 3,000+ member organization through a critical transformation, which included new governance, a new mission, higher member value, and greater financial accountability. He’s authored two books: Success in Action and Off Balance On Purpose. Dan produces an ongoing weekly video coaching series and podcast in which he shares leadership principles and life-enhancement strategies in under three minutes. He is a health and fitness advocate. In his 50s, Dan continues to train and perform advanced acrobatics, and enjoys hobbies such as golf, mountain unicycling and the flying trapeze.

Teri Takai is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. She worked for Ford Motor Company for 30 years in global application development and information technology strategic planning. From Ford, she moved to EDS in support of General Motors. A long-time interest in public service led her to the government sector, first as CIO of the State of Michigan, then as CIO of the State of California, and subsequently the CIO of the U.S. Department of Defense, the first woman appointed to this role. She then served as the CIO for Meridian Health Plan. She is a member of several industry advisory boards. Teri has won numerous awards including Governing Magazine’s Public Official of the Year, CIO Magazine’s CIO Hall of Fame, Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers, the Women in Defense Excellence in Leadership Award, and the Department of Defense Medal for Distinguished Public Service.

Phil Bertolini is the Co-Director of the Center for Digital Government, a national research and advisory institute on information technology policies and best practices in state and local government. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. He was also honored by the President Obama White House as a Champion of Change.

Dustin Haisler is the Chief Innovation Officer for e.Republic. As Chief Innovation Officer, he has a strategic role to help shape the company’s products, services, and future direction. Primarily, he leads e.Republic Labs, a market connector created as an ecosystem to educate, accelerate, and ultimately scale technology innovation within the public sector. Dustin began he career at a very young age as the finance director and later CIO for Manor, TX, a small city outside Austin. He quickly built a track record and national reputation as an early innovator in civic tech, for which he was named a Government Technology Top 25 Doer, Dreamer and Driver in 2009. A member of Code for America’s original steering committee, Dustin pioneered government use of commercial technologies not before used in the public sector – including Quick-Response (QR) barcodes, crowdsourcing, and gamification. Dustin went on to the private sector to help broaden the adoption of these and other civic innovations. His work has been featured in Wired, Fast Company, the Wall Street Journal, Inc., and the Today Show on NBC. An in-demand speaker, he has given two TEDx speeches – one on Disrupting Government (TEDxAustin) and the other on Disrupting Education (TEDxLivermore).

Secretary of Administration and State Chief Information Technology Officer, State of Kansas

Prior to Governor Kelly’s appointment as Secretary of Administration, Dr. DeAngela Burns-Wallace served as the Vice Provost for Undergraduate Studies at the University of Kansas. Dr. Burns-Wallace started her career as a Foreign Service Officer (FSO) with the U.S. Department of State. Dr. Burns-Wallace has been selected for various leadership opportunities, awards and honors throughout her higher ed and government career, including the 2018 White House Champions of Change College Opportunity, and earning a Superior Honor and three Meritorious Honor awards from the U.S. State Department. Dr. Burns-Wallace serves as a national trainer and curriculum developer for various national professional development organizations, non-profits, and higher ed institutions on issues ranging including micro-aggressions, multigenerational workplace differences, diversity and inclusion, change management, professional development pathways, and strategic planning. Service is also a cornerstone of her journey. Dr. Burns-Wallace currently serves on Stanford University’s Board of Governors, and has previously held board roles in numerous local, regional, and national organizations, and international selection committees including Gates Millennium Scholars, Dell Foundation Scholars, and Rhodes, Marshall, and Fulbright fellowships. Dr. Burns-Wallace holds a dual bachelor’s degree in International Relations and African American studies from Stanford University, a Master in Public Affairs from the Princeton School of Public and International Affairs at Princeton University, and a doctorate in education from the University of Pennsylvania.

John entered the IT world in 1980, 40 years ago, and has witnessed the computer evolution first hand. First working in the UNIX world, then incorporating Windows in the 1990’s to become an IT enterprise architect. Ultimately, becoming a Sr. Enterprise Architect for a major governmental IT agency, responsible for over 5000 UNIX/Linux, Windows and networking devices, while performing the role of DR coordinator for Open Systems and also serving on the IT Security board, and the Change Control Board.
John joined Centrify in 2010, and is a Sr. Systems Engineer. In this role, he assists corporations, governments, and educational institutions resolve challenges that encompass enterprise privileged identity management, privilege access management, privileged account management, regulatory compliance, and secure multi-factor authentication, among others.
John holds UNIX engineering and instructor certifications from Redhat Linux (RHCE), IBM AIX, Sun/Oracle Solaris, HP/UX, and network architecture and security certifications from Sun/Oracle and IBM. He is also trained in VMWare 3, 4 & 5, Studied IT Security through specialty tracks through SANS International, including Intrusion Detection, UNIX Hardening, Windows Hardening, and Ethical Hacking.
When not working, John enjoys swimming and playing tennis. In his past, John was a “Night Club” DJ for Marriott Hotels, and was a Guest DJ for MTV’s “Club MTV” at the Palladium Night Club in NYC.

Rob Bruder is the Deputy Chief Information Security Officer for the State of New Jersey and the Chief Operations Officer of the NJCCIC where he provides recommendations and improvements intended to enhance the State's cybersecurity posture. The NJCCIC is the State's one-stop shop for cybersecurity information sharing, threat analysis, and incident reporting. A component organization within the New Jersey Office of Homeland Security and Preparedness (NJOHSP), the NJCCIC works to make the State of NJ more resilient to cyber attacks, to promote statewide awareness of local cyber threats and widespread adoption of best practices. Prior to joining the NJCCIC, Rob worked with the NJ Office of Information Technology's Enterprise Hosting team and most recently with the NJ Judiciary as a supervisor in the Information Security Unit. Rob is also an instructor for Bucks County Community College where he teaches Incident Response and Computer Forensics courses.

Mr. Ebeid also led the company’s ventures in China, London, and the onboarding of critical public safety innovations from South Korean to the U.S. market.
As Chief Innovation Officer (CIO) for the City of Philadelphia, 5th largest city in the United States, Mr. Ebeid led the City’s efforts to use technology to become a smarter, more resilient, more sustainable city. He led technology efforts to bolster public infrastructure, health and safety, adult literacy, digital divide, data management, civic innovation, community engagement, and economic growth. During his tenure there, Mr. Ebeid transformed the City’s IT organization from back office technicians to a public-facing service organization, modernizing government services and streamlining how citizens interact, innovation, and participate in smart city initiatives. Mr. Ebeid also led and was the chief negotiator between City of Philadelphia, Comcast and Verizon for cable franchise agreements and was successful in negotiating several provisions to bridge the digital divide in unserved and underserved communities throughout the City. The 15-year cable franchise agreement continues to be a model agreement throughout the country.
In 2013, President Obama recognized Mr. Ebeid as a Whitehouse Champion of Change for improving Philadelphia’s digital quality of life. In 2014, Government Technology recognized Mr. Ebeid as a Top 25 Doer, Dreamer and Driver for his ability to execute the City of Philadelphia’s technology strategic vision. GreenBiz recognized him that same year as a VERGE 25 Technology Trend Winner. In 2015, CIO ranked Mr. Ebeid on its CIO 100 list for achieving breakthroughs in societal impact. In 2017, Generocity voted him one of the 14 People You Need to Know in Philly Civic Tech.
Prior to his appointment as Philadelphia’s first Chief Innovation Officer (CIO), Mr. Ebeid was the CIO and CTO of the State of New Jersey, the most densely populated state in the US. In that capacity, he was responsible for the State's entire technology portfolio, which included large-scale infrastructure services, application development, enterprise architecture, digital government services, and Geographic Information Systems. He led 1,400+ technology professionals, with an operating budget of $210 million and a 5-year capital budget of $120 million. During his tenure, Mr. Ebeid also chaired the Enhanced-911 Commission, chaired the NJ Broadband Task Force, and co-chaired the Cyber Security Steering Committee.
Prior to his role as the State's CIO/CTO, Mr. Ebeid held the role of COO for the New Jersey Motor Vehicle Commission (NJMVC), where he was responsible for technology modernization efforts and the statewide implementation of digital driver license program; as well as, first CIO for the New Jersey Department of Environmental Protection (NJDEP), where he led a department-wide effort to consolidate and integrate the Department's fragmented infrastructure and systems to support the Clean Air Act Amendments of 1990.
Mr. Ebeid serves on multiple boards and mentors several startup CEOs as they grow and scale their operations. He also invests in early to mid-stage startups in the gov tech, health, and ESG space.

The Office of Chief Technologist, which he leads, adds value to flagship Red Hat technologies such as Red Hat Enterprise Linux, OpenShift, and Linux containers. His team helps Red Hat achieve ideal product-market fit by ensuring current and future government requirements are factored into existing products and R&D efforts with a focus on security, compliance, standards, efficiency, and technological improvements. The government readiness activities performed by his team positively impacts public and private sector organizations in the US and internationally with a particular focus on Australia, Canada, Japan, and the UK.
David’s dynamic outward-facing role as a coalition builder reinforces and expands Red Hat’s relations with key government and open source community stakeholders nationally and internationally. David received industry-wide recognition as a FedScoop 50 Industry Leadership awardee and a finalist for WashingtonExec’s Chief Officer Awards. He is a Red Hat Chairman's Award recipient and has won multiple highest employee honors from previous employers Silicon Graphics and Concurrent Technologies Corporation. Tony is a retired United States Naval Officer, with over 25 years’ experience in Information Technology management with the Department of Defense (DoD), state government and private sector. Naval Warfare Systems Command (SPAWAR) and for the Department of the Navy, Chief Information Officer. Kai D. Feder serves as the chief of staff at the Office of Innovation, where he oversees the office’s day-to-day operations and advises the Chief Innovation Officer on strategic direction, leads projects and policy initiatives, and manages intergovernmental and external affairs. His career in government and public policy has spanned numerous issue areas, ranging from economic development and technology, to transportation and infrastructure, and has included positions in both the public and private sectors.
Prior to joining the Office of Innovation, Kai worked for a leading New York City boutique public affairs firm, where he counseled a diverse array of organizations on the strategic engagement of government and community stakeholders. During his tenure, his primary practice areas included innovation and entrepreneurship policy advocacy and non-profit fundraising on behalf of a client base that ranged from community-based organizations and healthcare institutions, to innovation economy startups and Fortune 100 companies.
Kai also previously served as the director of capital budget and economic development for the Office of the Brooklyn Borough President, where he led the office’s investment of capital funds, as well as efforts to drive job creation and business attraction and retention. Additionally, Kai has served on the boards of numerous economic development organizations, including the New York City Economic Development Corporation.
His writing and research have covered international and domestic matters of government, public policy, and economic development, including venture capital, real estate, and the innovation economy. In 2016, Kai was named one of New York City’s 40 Under 40 rising stars by City and State magazine. He obtained his Masters of Public Affairs from the University of San Francisco, and graduated summa cum laude from San Francisco State University. He is a proud San Francisco native who loves travel, food, culture, and urban history.

Michael Geraghty

Chief Information Security Officer, Office of Homeland Security, State of New Jersey

Michael Geraghty is the State of New Jersey’s Chief Information Security Officer (CISO) and Director of the New Jersey Cybersecurity and Communications Integration Cell (NJCCIC). In these roles Director Geraghty is responsible for the development and execution of the State’s cybersecurity strategy. He is responsible for leading and coordinating New Jersey’s cybersecurity efforts while building resiliency throughout the State and has direct responsibility for all aspects of statewide cybersecurity operations; governance, risk and compliance; and incident response.
Mr. Geraghty is an accomplished cybersecurity executive with a history of building innovative and model programs in private and public sector enterprises including roles as CISO of the Hudson’s Bay Company, Chief Information Officer of the National and International Centers for Missing and Exploited Children, Vice President of High Technology Investigations at Prudential Financial, and Network Intrusion Detection Manager, Lucent Technologies/Bell Labs. Mr. Geraghty began his career with the New Jersey State Police, where he served 12 years and led the formation and development of its High Technology Crimes Investigations Unit.
He has provided expert testimony before the United States Congress and in federal, state, and international courts on computer crime investigations and forensics. Geraghty is a past president of the Northeast Chapter of the High Technology Crimes Investigation Association and has held leadership roles in the National Strategic Policy Council on Cyber and Electronic Crime.

Roger Gibson

Chief Operating Officer, Office of Information Technology, State of new Jersey

Roger Gibson is the Chief Operating Officer at the New Jersey Office of Information Technology. He is responsible for overall management and administration of the mainframe operations, managed hosting, network operations, telecommunications, internal security, enterprise services, and public cloud operations teams with NJOIT. Roger previously served NJOIT as Deputy Chief Technology Officer for Cloud Operations before accepting the COO role last year. Before joining NJOIT, Roger held a number of roles with the State of New Jersey, Department of the Treasury, Division of Purchase and Property, including Hearing Officer, Assistant Technology Licensing Officer, and Assistant Division Counsel. In these roles, Roger heard and resolved protests related to public procurements conducted by the Division for review and issuance by the Director of the Division, served as the primary negotiator and designated signatory for technology-related license agreements, and provided advice and counsel to the Director of the Division consistent with advice issued by the Department of Law and Public Safety, Division of Law. Roger also served as a voting member on the evaluation committee for the NASPO ValuePoint Cloud Solutions contract lead by the State of Utah, and continues to serve in that role today. Before joining the Division of Purchase and Property, Roger was a Deputy Attorney General in the Division of Law, where he litigated disability public pension matters, represented the State of New Jersey in procurement and contract matters, and served as general counsel to the State Lottery Commission and the Division of State Lottery. During law school, Roger served as an intern with the Honorable Justice Virginia Long, J.S.C. (Ret.), on the Supreme Court of New Jersey, and thereafter held a clerkship with the Honorable Marie E. Lihotz, P.J.A.D. (Ret.) on the Superior Court of New Jersey, Appellate Division. Roger received his B.A. in Criminal Justice with a minor in Business and Gerontology from the Richard Stockton College of New Jersey and J.D. from the Widener University School of Law, Delaware.

John has experience with large scale systems including, Unemployment Insurance, Motor Vehicles, ERP and HR/Payroll. He has developed and executed project plans to deliver business process focused systems on time and on budget that fulfill the client’s needs.
John believes that communication and commitment are the keys to all successful endeavors.
John and his wife Lori have a fourteen-year-old son, Benjamin, who is a bit of an online gamer. They like to vacation with other families and have enjoyed Bermuda, Mexico, Williamsburg VA, and Wildwood NJ this past year and look forward to the end of travel restrictions.

Seth Kindley serves as a Principal Systems Engineer at Pure Storage, where he is a technical advisor to: engineering, product management, sales, marketing and presales leadership in the field.
Seth has been a trusted advisor to US Federal customers since moving into data storage in 2005. Prior to Pure Storage, Seth worked at EMC Inc. as a Senior Systems Engineer focused on HPC within the Department of Energy.
Based outside of Albuquerque, New Mexico, Seth lives with his wife and two children and enjoys fishing and working on his property.

Bernadette is a Certified Government Chief Information Officer currently serving the City of Jersey City as Director of Information Technology. She is the Chapter President of NJ GMIS, a peer association of Government IT Leaders, an Adjunct Professor for the Masters of Public Administration Program at Saint Peter's University, and a long-time Rotarian. She previously served as IT director in Atlantic City and in East Orange, New Jersey as well as Sutter County, California. Prior to her role managing local government technology departments, she served as Deputy County Administrator in Sutter County and Assistant Director of Public Works in Tehama County, California. Before her career in local government, she served as a decorated officer and navigator aboard KC-135 airplanes in the United States Air Force. Bernadette holds a BS in Information Science from the University of Pittsburgh and a Master of Aviation Management from Embry-Riddle University.

Jeremy serves as Edge’s new Associate Vice President for Security Solutions Development and Chief Information Security Officer. His previous experience includes a lengthy list of prestigious positions, as he began his career in cybersecurity while serving in the Navy doing cryptography and IT security. Following his post in the Navy, Jeremy was honored to work as the Senior Information Systems Security Analyst supporting the CIO to the Executive Office of the President of the United States. He served on a team of security engineers who reviewed everything entering the White House network, including software, hardware, and full security assessments. After serving in the White House, Jeremy continued his deep and varied background within the security realm, which included being the Chief Information Security Officer to the PEW Charitable Trusts in Washington D.C., the U. S. Government’s Food and Drug Administration, the Office of the Inspector General for the Federal Housing Finance Agency as well as security related engagements with the Goddard Space Flight Center, the National Nuclear Security Agency, and the U.S. Department of Labor. Jeremy also enjoys teaching security at a local community college, as well as several security certification courses online. Just about every week another institution deals with a data breach, which is why Jeremy is excited to join forces with Edge members. Jeremy leads Edge’s cybersecurity program known as EdgeSecure, working with organizations and institutions to ensure they achieve a security profile that minimizes risk. His goal is to help all member institutions make informed risk-based decisions and operate secure networks.

Senior Manager Global Investigations, Global Security Services, Verizon

Jim Meehan is the Global Investigations Senior Manager for Global Security Services where he
coordinates the forensic investigations conducted by the investigative response unit worldwide.
Prior to working at Verizon, Jim worked with the United States Secret Service. With 27+ years
of law enforcement experience, his career spanned numerous disciplines within the United States
Secret Service to include supervising technical security countermeasures and tactics. He served
in a supervisory capacity on the Presidents Protective Detail during which he advanced to the
principal assignment on the President’s Counter Assault Team. In his last assignment with the
agency he was the Deputy Special Agent in Charge of Cyber Operations. In that position he
supervised and engaged in historical transnational cybercrime investigations, oversaw the
Critical Systems Protection Program and all of the Secret Service network intrusion and forensic
examination programs.
He continues to cultivate key partnerships with members of government, academic, private
industry, national and international law enforcement entities. He is a prominent speaker on
transnational investigations both domestically and internationally.
Jim currently serves on the Advisory Panel for the International Association of Financial Crime
Investigators. He was previously a United States representative on the Five Eyes Law
Enforcement Group (Cyber Crime Operations) and the G-8 Roma-Lyon Cyber Crime Working
Group.
He has a Master’s Degree in Strategic Studies (Counter Terrorism) from the National Defense
University and has graduated from the Chief Information Security Officer Program at Carnegie
Mellon University.

Marc H. Pfeiffer retired in 2012 from a 37-year career in New Jersey local government administration, having served as a municipal administrator in several municipalities, and 26 years of service in the State’s local government oversight agency, the Division of Local Government Services. At DLGS he served as Deputy Director for 14 years, and periodically as Acting Director.
Marc has broad experience in many areas of local government policy and administration, including specific expertise in areas such as finance and property taxation, public procurement, shared services and consolidation, technology, energy, labor relations, and general government administration. He also has deep experience in the legislative process and as a regulatory officer. He is currently engaged in research concerning the use of technology in local government.
In addition to participating in Bloustein Local, Marc makes his extensive government experience available as a guest lecturer and other collaborative efforts. He is also assisting the Rutgers School of Public Affairs and Administration with the State’s Certified Public Manager Program in curriculum development and instruction.

These projects involve a variety of solutions that include flexible hybrid Cloud technologies, Data Lakes, advanced analytics and the incorporation of IOT.
Prior to joining Hitachi Vantara, Rick spent 23 years at Hewlett Packard in a career that included field engineering, sales, pre-sales consultancy, Regional CTO (Americas), various R&D lab director roles and managing the Advanced Storage Technology Group.
Rick holds a B.S. degree in Electrical Engineering and Computer Science from the College of New Jersey. His hobbies include high-tech gadgets, weekends on the bay and enjoying his free time with family and friends. Rick lives in Cream Ridge, NJ with his wife Kathleen and children Molly and Colin.
