Motivational Leadership Expert

FBI’s First African American Female Special Agent Assistant Director
Cassi Chandler is an innovator, strategist, investigator, and leader who has broken barriers, led diverse teams, and built cultures of motivational leadership and inclusivity at some of the world’s most important organizations, including Bank of America and the FBI. In a career that has included many “firsts” across the U.S. government and financial services industries, she served as the FBI’s first African American female special agent assistant director as well as the Bureau’s first female national spokesperson and director of public and community affairs. The founder, president, and CEO of Vigeo Alliance – a leadership and talent risk management partner helping organizations elevate their cultures through diversity and inclusion – Chandler is dedicated to helping organizations position themselves for success by building more diverse and inclusive cultures that thrive.
Chandler draws from her personal experiences leading diverse teams as a change agent in a broad range of fields to facilitate honest conversations on what can be achieved when organizations go “all in” on diversity. In addition to defining the tools motivational leaders need to mindfully build more high-performing cultures, Chandler provides actionable insights on how to move the needle while leading with empathy. An engaging storyteller, she immerses audiences as she retraces her journey reinvigorating the world’s leading intelligence organizations in the post-9/11 landscape, managing risk, and driving global equity at one of the world’s top multi-national banks. Her exploration of the influences that impact perceptions of diversity is integral for any organization focused on establishing a more inclusive vision.
Prior to Vigeo Alliance, Chandler was senior vice president for business operations at Bank of America, where she led enterprise-wide teams and developed integrated frameworks for identifying and addressing cybercrimes, fraud trends, and consumer risks. She also served on the corporation’s Global Diversity and Inclusion Advisory Council and led the bank’s compliance relationships with the Consumer Financial Protection Bureau (CFPB). Before Bank of America, she spent 23 years with the FBI, where she directed white collar crimes, financial crimes, terrorism, and cybercrimes investigations and foreign intelligence activities, while also leading the evolution of its healthcare fraud and criminal and domestic terrorism intelligence programs.
Chandler continues to drive organizational change as the CEO of Chandler Consulting and a former adjunct professor on intelligence and terrorism at Pace University’s master’s in public safety and homeland security graduate program. As part of her commitment to impacting progress, Chandler served as an independent federal monitor with the NYPD, is an instructor at the Pacific Coast Banking School, and a member of the League of Women Voters and Rotary Club International. She also served on the U.S. Marine Corps Red Team, which monitored the Corps’ assessment of expanding infantry officer roles to women, and on numerous charitable and diversity boards. She is currently a member of the Board of Directors of Leafly Holdings, Inc.

Oscar Autelli is a System Programmer II for Clark County, Nevada, with over eleven years of IT experience, which includes time spent working directly with users on helpdesks and supporting server-side applications. Before joining Clark County, Oscar worked with Los Angeles County for seven years, providing support for the departments of Public Health, Animal Care and Control, and Family Services. His current role at Clark County involves supporting the Server Virtualization Infrastructure, Privileged Access Management through CyberArk, and Generative AI. Oscar believes that, as a member of local government, he is here to help and improve the lives of those around him. Born and raised in Los Angeles, California, Oscar earned his bachelor’s degree in computer information systems from California State University, Los Angeles. He is currently pursuing a master’s of business administration and master’s of information systems from the University of Nevada, Las Vegas, with an expected graduation date in December 2024.

With over 34 years’ experience in technology with a background in Aerospace Defense (Systems Analyst with General Dynamics), Telecommunications (IT – Corporate IT Systems Support – Qualcomm), Gaming (Senior Manager, IT Operations – Las Vegas Sands Corporation) and the on-line Yellow Pages (Manager, Data Quality - Yellowages.com), Martin now serves as the founding Broadband Program Director over the recently formed Broadband Program Office for Clark County.
Prior to working with Clark County, Martin was a Senior Director of Service Delivery (End User Computer/Service Desk) for Xerox, with an emphasis in IT Service Management (ITSM), IT Operations Management (ITOM), data analytics, and operational analysis.
His current expertise is in the development of programs in collaboration with the State Office of Science, Innovation, and Technology (OSIT) with a focus on Digital Equity, the Affordable Connectivity Program development, and Broadband project deployment and connectivity for Clark County residents.
He received his B.B.A. with an emphasis in Information Systems from National University.

Phil Bertolini is a senior vice president for Government Technology, the premiere event and thought leadership content provider for state and local government technology professionals. Previously, he served as deputy county executive and CIO for Oakland County, Michigan. During his 31-year tenure, Phil built a world-class IT organization in the second-largest county in Michigan, just north of Detroit. As Oakland County CIO, he oversaw more than 150 employees serving over 1.2 million residents. In 2005, he was also promoted to deputy county executive, holding dual positions until his retirement. Phil’s efforts earned the county national attention, winning numerous awards for technology innovation and excellence. He was named Governing Magazine’s Public Official of the Year and Government Technology Magazine’s Top 25 Doers, Dreamers & Drivers. Jeramie Brown is the CIO at Nevada Department of Transportation (NDOT) with more than ten years of experience as an Information Technology (IT) leader. He excels at working with cross-functional teams to achieve organizational objectives and is an ardent supporter of IT modernization efforts at all levels. Jeramie holds a Bachelor of Science in Computer and Information Science and a Master of Science in Information Technology with a specialization in Information Assurance from the University of Maryland University College and is a lifetime member of the Phi Kappa Phi, Upsilon Pi Epsilon, and Alpha Sigma Lambda honor societies. Jeramie previously served as the Deputy CIO, IT Operations Manager, and Information Security Officer for NDOT, held a voting position on the State Information Security Committee, which sets Information Security Policy for the State of Nevada, serves as the Chair of the State Information Technology Advisory Board, and helped lead the charge to improve the State of Nevada’s IT Security future. Jeramie has 24 years of Air Force Public Affairs experience and 15 years of experience in various IT roles, including desktop support, network administration, system administration, and information assurance/security. He is also on the Board of Directors for the CyberSafeNV non-profit, which avidly supports ongoing information security awareness education for people of all ages and experience levels.

Bob Dehnhardt has over 35 years of professional experience in information technology, working in the private sector, and in federal and state government. He began in desktop support, and subsequently added server, network, and telephony support to his toolset. Since 2002, his focus has been in information security. Prior to serving as State Chief Information Security Officer in May 2017, he was an information security officer for the Nevada Division of Welfare and Supportive Services for four years, and both a manager and director of information security in the private sector for ten years. Bob oversees the Office of Information Security, chairs the State Information Security Committee, and is a member of the Nevada Resilient Advisory Committee and Cyber Security Task Force.

Darla Dodge has spent the better part of 27 years in dedication to public service within the State of Nevada. In February 2022, Darla undertook a pivotal role within the State of Nevada Enterprise Information Technology Division. Her leadership was instrumental in navigating the agency's transition in 2023 to the Governor's Office of the CIO, where she currently holds the position of Deputy CIO/COO. Kristen Dwyer has been with the Governor’s Office of Workforce Innovation (GOWINN) since May 2021, first as the Grants and Programs Manager overseeing all aspects of the grant funded programs and initiatives, and since December 2022, has been managing the Nevada P-20 to Workforce Research Data System (NPWR) system. NPWR is state of the art research tool that provides Nevadans with unparalleled access to the knowledge needed to understand the trends shaping our state's education and workforce outcomes, and is designed to inform education and workforce policies and initiatives across Nevada
Prior to arriving at GOWINN, she was with the College of Southern Nevada (CSN) where she managed a STEM grant and was the Coordinator to the Vice President of Academic Affairs. And before arriving in Nevada, she served for eight years in various capacities for the Harte Research Institute for Gulf of Mexico Studies at Texas A&M University-Corpus Christi.
Kristen has lived in Las Vegas since the summer of 2017. She received her received her Bachelor of Science in Agricultural Communications and Journalism from Texas A&M University and a Master of Arts in Communications from Texas A&M University-Corpus Christi.

Jason Frame

Chief Information Officer, Southern Nevada Health District

Jason Frame oversees and directs all aspects of the Information Technology program at the Southern Nevada Health District (SNHD). Jason has more than 14 years of management experience in the fields of information technology, process improvement and innovation. He has been with SNHD for over 12 years, with the last 7+ serving in this current role. Jason is passionate about innovation, automation and disruptive technologies. During the Covid-19 pandemic, the SNHD team developed and released applications to automate and improve contact tracing efforts, Covid testing registration and lab accessioning, and finally Covid vaccination registration and management systems. These processes collectively saved over 200,000 man-hours of data entry through intelligent automation. Under Jason’s guidance, the team was awarded a Government Technology Innovation Award in the Citizen’s category. He was recognized as the Top Tech Exec for Government by Vegas Inc. Magazine in 2020 and 2016 and the 2020 Government Technology Innovation Award for Leadership.
Jason received his B.S. in Computer Science followed by a M.B.A. with an emphasis on Information Technology and Entrepreneurial Management from the University of Nevada, Las Vegas.

Chief Technology Officer, HP Federal, HP Inc.

Tommy Gardner is HP’s Chief Technology Officer for HP Federal, spanning the US Federal Agencies, Higher Education, K-12 Education, State and Local government customer segments, as well as Federal Systems Integrators. His current responsibilities include technology leadership, strategic technology plans, product and technology strategies, sales force technical support, and customer and partner relationships.
Previously, Tommy has served as the Chief Technology Officer for Jacobs Engineering, Scitor, and ManTech. Earlier in his career he was a senior technical executive at Raytheon. In the U.S. Navy he served as the Deputy for Science and Technology for the Chief of Naval Research. He oversaw the Navy’s Deep Submergence Program as well as its Advanced Technology Program. He also commanded the nuclear submarine, USS San Juan (SSN 751).
Tommy’s educational background covers multiple disciplines and fields of interest including: cybersecurity, data science, blockchain, quantum information science, artificial intelligence, high performance computing and systems integration.
Tommy holds a B.S. in Mechanical Engineering from the U.S. Naval Academy, a Masters in Public Administration from Harvard University, an M.S. in Management of Technology from MIT and a Ph. D. in Energy Economics from George Washington University. He is a Professional Engineer, an ASME Fellow, and serves on the ASME Board of Governors, the ANSI Board of Directors and the U. S. Council on Competitiveness as the Co-chair of the Advanced Computer Roundtable.

State Chief Information Officer, State of Nevada  

Timothy Galluzi was appointed administrator of the Enterprise Information Technology Services Division (EITS) in February 2021 and designated as the State Chief Information Officer in June 2022. Following the agency's transition from EITS to the Office of the Chief Information Officer in the Governor's Office, Timothy was reappointed State Chief Information Officer.
Timothy has been serving the State of Nevada since 2013 in various roles in information technology (IT) and leadership. He began with EITS in 2018 and has served as the project manager for the statewide Microsoft Office 365 implementation as well as the technology investment administrator in EITS Office of the Chief Information Officer. Prior to his tenure at EITS, Timothy held IT professional and programmer/analyst roles at the State Public Works Division and Western Nevada College, respectively. Timothy started his IT career by serving eight years in the United State Marine Corps filling roles as a telecommunications chief and Formal Schools instructor.
Timothy earned a Bachelor of Science in Business Administration and a Master of Business Administration in IT Management from Western Governors University. Timothy is a proud Marine Corps veteran and has worked to give back to his fellow veterans, volunteering to serve on former Governor Sandoval's Student Veterans Advisory Council, the Western Nevada College Veterans Resource Center, and the Disabled American Veterans, Carson City Chapter.

Chief Information Technology Officer, Clark County Department of Aviation

Rishma M. Khimji joined the Clark County Department of Aviation in 2022 as the department’s first Chief Information Technology Officer. She brings more than two decades worth of information technology experience, including more than a decade in the public sector. In this role, she will oversee the development, implementation and maintenance of all information technology for Harry Reid International Airport (LAS) and its four sister general aviation airports.
Most recently having served as the Chief Information Officer for the San Francisco Police Department, Khimji also brings to CCDOA her experience with the Albuquerque Police Department as well as the City of Reno. Throughout her career, she has implemented many high-profile projects to enhance municipal services, resources and accountability. Among the most notable, were the migration of an onsite, data center to a private data center at Switch. This ensured operational stability and upgraded an overtaxed physical server infrastructure to a virtual environment that offers compute, storage, networking and virtualization of resources in a single device.
Khimji is a two-time graduate of the University of New Mexico, having earned a bachelor’s degree in Computer Science and Economics, as well as a master’s degree in Economics. She is a Certified Scrum Master (CSM) and Project Management Professional (PMP).
Khimji was born in Calgary, Alberta, and raised in Albuquerque, New Mexico, where she still has family. In her free time, she enjoys cooking and traveling.

Bob Leek is Chief Information Officer for Clark County, Nevada. He has over twenty-five years of leadership experience, including almost twenty years in information technology disciplines. 
His servant leadership at Clark County supports public services including health, human services, justice systems, administrative, and public safety programs achieving positive outcomes in diverse communities. He is accountable for internal service teams providing application technology solutions at the County. 
Before joining Clark County, Bob worked in county government for seven years and human and pet health care for the previous thirteen years. His experience includes leadership roles in retail operations, corporate financial reporting and decision support system development, sales, international operations, logistics management, and bringing inclusion and equity to nurture the individual growth of his diverse staff in recruiting, supervision, and retention activities. His previous teams include Multnomah County (Oregon), Kaiser Permanente, Banfield Pet Hospital, and Egghead.com. 
Bob is proudest of his work planning and executing large-scale, transformational change in complex organizations. His personal tag line is: Leveraging technology and change management to improve outcomes in the communities we serve. 
Bob is a native of the Netherlands and received his BA degree in Accounting and Business Administration from Berry College in Rome, Georgia.

Rocio Leon is a Senior Business Systems Analyst serving as the Data Governance Manager for Clark County Information Technology. With seven years of experience in digital transformation and data management, Rocio has proven her ability to develop and implement data governance frameworks, streamline data processes, and enhance data quality within Clark County. Rocio is leading the data governance team, spearheading the implementation of a new master data management system. This system will improve processes for the management of customer information across all 38 Clark County departments, optimizing processes and fostering greater efficiency.  Rocio Leon's dedication and proficiency make her a driving force in the realm of data governance and digital transformation.

Director, Office of Science, Innovation & Technology, State of Nevada 

Brian Mitchell serves as the Director of the Office of Science, Innovation and Technology (OSIT), the State of Nevada's Broadband Office, and oversees the planning, mapping and procurement of broadband infrastructure. Brian leads the State's High Speed Nevada Initiative, a $500 million program to achieve the goal of universal access to affordable, reliable, scalable broadband. Over the last five years, Brian and his team have secured State and federal funds to build over 400 miles of fiber to nearly 40 different entities, including 12 Tribal libraries, and annually assist over a thousand local entities apply for federal broadband funding. Passionate about equity, Brian also oversees Nevada's digital inclusion program.
Brian also oversees Nevada's STEM education and workforce development initiatives, including the State's Graduate Medical Education and Physician Loan Repayment programs, STEM Workforce Pathways programs that bridge the high school-college gap, STEM professional learning programs for K-12 teachers, and an academy for aspiring STEM schools. In total, Brian manages a grant portfolio of over $40 million that has funded the creation of over 100 new STEM programs across the P-20 spectrum in high-demand career fields over the last six years.

Alyssa Rodriguez

IT Director, City of Henderson 

Alyssa Rodriguez serves as the Director of Information Technology and is responsible for the City’s technology infrastructure, applications, and assets.
Alyssa started at Henderson in 2008 as a project engineer following several years as an engineering consultant.  She has also held roles as the City Traffic Engineer and the Assistant Director of Public works.  Recent work in transportation technology and a passion for smart cities led to the transfer to information technology.
Following many years of volunteer activity, Alyssa was elected as the 2021 International President of ITE, a community of over 16,000 transportation professionals.  A proud Montana State University (MSU) Bobcat, Alyssa received both her bachelor’s and master’s degrees in civil engineering from MSU and volunteered with the Alumni Foundation.

Kris is originally from Canada and has lived and worked across North America with global companies and their partners.  Most recently she worked in the gathering of data, engaging predictive and cognitive analytics, to improve and enhance business outcomes – which was foundational to creating complex and powerful solutions for her clients.   Kris is an accomplished IT & Business Professional, having worked for several years at IBM enabling clients to use technology to drive better outcomes and the enhancement of workforces and workplaces.  Kris has seen the power of Artificial Intelligence as the marketplace has advanced from the simplicity of chatbots to tools and models that have enabled governments to leverage their analytics more broadly across society.  Kris is an advocate for ‘we don’t know the outcome yet thinking’, and that only through courageous use of technology can we explore and advance to new possibilities.

Chris Sprague serves as Principal Technologist at Pure Storage for SLED West covering the entire Pure portfolio, serving as an advisor and evangelist across OU’s and BU’s.
Chris has more than two decades of experience in technology, spanning both hardware and software, and private and public sectors. The first 17 years were spent in corporate IT, from Developer to Administrator & Engineer, culminating in enterprise architecture where he aided multiple State business units in their digital transformation.
The last 7 years have been in the Sales Engineering field, from VAR to vendor. Brought on in 2021 to support Pure’s rapidly growing data protection efforts, Chris helps customers realize the best solution for their preferred data and business outcomes.
