Former Commander, US Navy

Mary Kelly is a graduate of the United States Naval Academy and spent over twenty years on active duty in intelligence and logistics. She retired from the Navy as a commander. She has master’s degrees in history and economics, and a PhD in economics. Mary has more than twenty years combined teaching experience at the Naval Academy, Air Force Academy, and Hawaii Pacific University. She has extensive experience in business coaching, management, economics, government, organizational leadership, communication, organizational growth, teamwork, strategic planning, human resources, customer service, time management, and project development. Mary has written thirteen books on leadership, productivity, business planning, and personal finance to help people and organizations at all levels. Mary Kelly has published more than 500 articles and is a frequent guest on media programs. She was inducted into the Speaker Hall of Fame in 2020.

Lee Cockerell is the former Executive Vice President of Operations for the Walt Disney World® Resort. As the Senior Operating Executive for ten years Lee led a team of 40,000 Cast Members and was responsible for the operations of 20 resort hotels, 4 theme parks, 2 water parks, a shopping and entertainment village and the ESPN sports and recreation complex in addition to the ancillary operations which supported the number one vacation destination in the world. One of Lee’s major and lasting legacies was the creation of Disney Great Leader Strategies which was used to train and develop the 7000 leaders at Walt Disney World. Lee has held various executive positions in the hospitality and entertainment business with Hilton Hotels for 8 years and the Marriott Corporation for 17 years before joining Disney in 1990 to open the Disneyland Paris project. Lee has served as Chairman of the Board of Heart of Florida United Way, the Board of Trustees for The Culinary Institute of America (CIA), and the board of the Production and Operations Management Society. In 2005, Governor Bush appointed Lee to the Governor’s Commission on Volunteerism and Public Service for the state of Florida, and he served as Chairman of the Board. Lee has written multiple books and numerous articles. He regularly delivers leadership and service excellence workshops and consults for organizations around the world as well as for the Disney Institute.

I was hired when Rawson Neal Psychiatric Hospital opened in 2006, and currently I am the Health Information Services Director and HIPAA Privacy Officer for Rawson Neal Hospital, Muir Stein Hospital, and SNAMHS outpatient services.

Before joining Nasuni, John was Vice President of Product at fast growing startups Abuzz (acquired by The New York Times) and Tabblo (acquired by Hewlett-Packard). He also served as a general manager for The New York Times Digital and as a consultant for McKinsey and Company.
Earlier in his career, John worked as an independent consultant for a leading pharmaceutical company, an innovative CAD developer, and a green energy monitoring startup, helping them make greater use of analytics in their respective businesses.
John earned his MBA degree from the MIT Sloan School of Management, where he was the recipient of the McKinsey Award. He also graduated from Harvard University with a BA degree in Social Studies and Music.

Bob Dehnhardt has over 35 years of professional experience in information technology, working in the private sector, and in federal and state government. He began in desktop support, and subsequently added server, network, and telephony support to his toolset. Since 2002, his focus has been in information security. Prior to serving as State Chief Information Security Officer in May 2017, he was an information security officer for the Nevada Division of Welfare and Supportive Services for four years, and both a manager and director of information security in the private sector for ten years. Bob oversees the Office of Information Security, chairs the State Information Security Committee, and is a member of the Nevada Resilient Advisory Committee and Cyber Security Task Force.

Chief Information Officer, Southern Nevada Health District

Jason Frame oversees and directs all aspects of the Information Technology program at the Southern Nevada Health District (SNHD). Jason has more than 14 years of management experience in the fields of information technology, process improvement and innovation. He has been with SNHD for over 12 years, with the last 7+ serving in this current role. Jason is passionate about innovation, automation and disruptive technologies. During the Covid-19 pandemic, the SNHD team developed and released applications to automate and improve contact tracing efforts, Covid testing registration and lab accessioning, and finally Covid vaccination registration and management systems. These processes collectively saved over 200,000 man-hours of data entry through intelligent automation. Under Jason’s guidance, the team was awarded a Government Technology Innovation Award in the Citizen’s category. He was recognized as the Top Tech Exec for Government by Vegas Inc. Magazine in 2020 and 2016 and the 2020 Government Technology Innovation Award for Leadership.
Jason received his B.S. in Computer Science followed by a M.B.A. with an emphasis on Information Technology and Entrepreneurial Management from the University of Nevada, Las Vegas.

Timothy Galluzi was appointed as Administrator of the Enterprise Information Technology Services Division (EITS) in February 2021 and designated as the State Chief Information Officer in June 2022. Timothy has been serving the State of Nevada since 2013 in various roles in IT and leadership. Timothy has been with EITS since 2018 and has served as the project manager for the statewide Office 365 implementation as well as the technology investment administrator in the Office of the CIO. Prior to his tenure at EITS, Timothy held IT professional and programmer/analyst roles at the State Public Works Division and Western Nevada College, respectively. Timothy started his IT career by serving 8 years in the United State Marine Corps filling roles as a telecommunications chief and Formal Schools instructor.
Timothy earned a Bachelor of Science in business administration and a Master of Business Administration in IT management from Western Governor's University.

Chief Information Technology Officer, Clark County Department of Aviation

Rishma M. Khimji joined the Clark County Department of Aviation in 2022 as the department’s first Chief Information Technology Officer. She brings more than two decades worth of information technology experience, including more than a decade in the public sector. In this role, she will oversee the development, implementation and maintenance of all information technology for Harry Reid International Airport (LAS) and its four sister general aviation airports.
Most recently having served as the Chief Information Officer for the San Francisco Police Department, Khimji also brings to CCDOA her experience with the Albuquerque Police Department as well as the City of Reno. Throughout her career, she has implemented many high-profile projects to enhance municipal services, resources and accountability. Among the most notable, were the migration of an onsite, data center to a private data center at Switch. This ensured operational stability and upgraded an overtaxed physical server infrastructure to a virtual environment that offers compute, storage, networking and virtualization of resources in a single device.
Khimji is a two-time graduate of the University of New Mexico, having earned a bachelor’s degree in Computer Science and Economics, as well as a master’s degree in Economics. She is a Certified Scrum Master (CSM) and Project Management Professional (PMP).
Khimji was born in Calgary, Alberta, and raised in Albuquerque, New Mexico, where she still has family. In her free time, she enjoys cooking and traveling.

Bob Leek is Chief Information Officer for Clark County, Nevada. He has over twenty-five years of leadership experience, including almost twenty years in information technology disciplines.
His servant leadership at Clark County supports public services including health, human services, justice systems, administrative, and public safety programs achieving positive outcomes in diverse communities. He is accountable for internal service teams providing application technology solutions at the County.
Before joining Clark County, Bob worked in county government for seven years and human and pet health care for the previous thirteen years. His experience includes leadership roles in retail operations, corporate financial reporting and decision support system development, sales, international operations, logistics management, and bringing inclusion and equity to nurture the individual growth of his diverse staff in recruiting, supervision, and retention activities. His previous teams include Multnomah County (Oregon), Kaiser Permanente, Banfield Pet Hospital, and Egghead.com.
Bob is proudest of his work planning and executing large-scale, transformational change in complex organizations. His personal tag line is: Leveraging technology and change management to improve outcomes in the communities we serve.

Her relationships across Nevada, from her work in higher education while on the NSHE Board of Regents and UNLV Alumni Association, and in the business community serving on the Las Vegas Chamber’s Government Affairs Committee and Regional Air Service Corporation, will further strengthen collaborative partnerships in workforce development. "I have had the pleasure of working with Lisa on the Vegas Chamber Government Affairs committee and found her to be insightful and a major contributor to the group. She brings extensive policy experience to GOWINN and I look forward to working closely with her, in meeting the needs of Nevada’s employers and employees.” says Hugh Anderson, Managing Director of Hightower Las Vegas. Dr. Marchant-Short is Thentia’s Managing Director, Health Care Regulation. In her role at Thentia, Dr. Marchant-Short works with all teams across the organization, to provide expert advice to staff and to provide assistance to clients related to health care regulation and regulatory issues in the context of software configuration and product design. Dr. Marchant-Short’s career in health care and healthcare regulation is vast, featuring work in four provinces, and one U.S. state, and, most recently, at the College Of Registered Nurses Of Prince Edward Island (CRNPEI), where she served as Chief Executive Officer and Registrar. In addition to bachelor’s and master’s degrees in nursing science, she has a PhD in Medicine. In her time at CRNPEI, Dr. Marchant-Short oversaw a sweeping digital transformation initiative that radically improved the regulator’s capacity to process and manage licenses and license renewals in a timely, efficient manner by adopting digital tools.

Director, Office of Science, Innovation & Technology, State of Nevada

Brian Mitchell serves as the Director of the Office of Science, Innovation and Technology (OSIT), the State of Nevada's Broadband Office, and oversees the planning, mapping and procurement of broadband infrastructure. Brian leads the State's High Speed Nevada Initiative, a $500 million program to achieve the goal of universal access to affordable, reliable, scalable broadband. Over the last five years, Brian and his team have secured State and federal funds to build over 400 miles of fiber to nearly 40 different entities, including 12 Tribal libraries, and annually assist over a thousand local entities apply for federal broadband funding. Passionate about equity, Brian also oversees Nevada's digital inclusion program. Brian also oversees Nevada's STEM education and workforce development initiatives, including the State's Graduate Medical Education and Physician Loan Repayment programs, STEM Workforce Pathways programs that bridge the high school-college gap, STEM professional learning programs for K-12 teachers, and an academy for aspiring STEM schools. In total, Brian manages a grant portfolio of over $40 million that has funded the creation of over 100 new STEM programs across the P-20 spectrum in high-demand career fields over the last six years.

Suzanne started her career in IT, as a consultant for Price Waterhouse, going from programmer to Sr. Consulting for marketing area in the Oil and Gas area. From there, she became an assistant manager at Entergy, a utility company serving a tri-state area. Always being interested in retail (what female isn't...), she became a Sr. Project Manager for Gap, Inc over their Data Warehouse area. Suzanne helped implement Gap's first successful data warehouse reporting system tracking "click" history of customers.
Wanting to have a more stable work/home life, Suzanne (who has 4 sons) moved to Las Vegas where she was working as an IT Manager for Clark County. She enjoyed the dynamics of providing IT support to over 30 departments from Health and Human Services to Building permitting and Fire Prevention. She has now been in the public sector for over 16 years.
Now, Suzanne Noble serves as the Deputy Chief Information Officer for the Application Services.

Partnering with researchers, educators, and government leaders, he aims to build shared infrastructure and intuitive digital experiences that create a competitive advantage for students and the community. Leading technical innovation in higher education for 20 years, he knows how to take strategic risks to deliver customer-centric digital services that advance learning, teaching, and research at one of the nation’s most diverse R1 institutions. Kivanc led the creation of a student-centric engagement system, bringing many student services together for a seamless experience; the Digital President Whitfield, an artificial intelligence and online avatar that assists students; and classroom-to-career pathways for students. Kivanc holds a bachelor’s degree in electrical and electronics engineering from Bogazici University in Turkey and a master’s degree in computer science from the University of Central Florida in Orlando.

Senior Fellow, Center for Digital Government

Joe Panora has over 34 years of state public service with 14 years serving in correctional safety/public safety law enforcement as IT director/chief information officer (CIO).
Joe Panora was appointed by California Gov. Schwarzenegger and later Gov. Brown to serve as director of Enterprise Information Services (EIS) for the Department of Corrections and Rehabilitation (CDCR) since January 2008. During his career, Joe has also served for the following departments: Caltrans, Franchise Tax Board, Employment Development Department, State Controller’s Office and California Youth Authority. Joe retired from state service as the director of EIS for CDCR in December 2014.
As the EIS director, Joe was responsible for leading an organization with over 650 IT professionals. His team worked to deliver and improve statewide processes for education, rehabilitation, board hearings, health care, and offender/parole/juvenile operations. Also, this included the department’s IT strategic plan, policies, standards, enterprise architecture, procurement, customer service/field operations, and automation efforts. Over his tenure, Joe implemented an IT project portfolio worth over $800 million, which resulted in both a business and IT transformation for CDCR. Significant program and cost efficiencies were achieved as well as enhanced delivery of services.
Joe has received the following awards: 2014: Cybersecurity Leadership Innovation Award – Leadership Innovators Category (Center for Digital Government); 2013: Named one of Government Technology’s Top 25 Doers, Dreamers and Drivers for his contribution to public-sector innovation; and 2010: Outstanding Technology Leadership Award at the California CIO Academy Awards, a program hosted by Public CIO magazine.
Joe holds a master's degree in Business Administration and Telecommunications, a Bachelor of Arts degree in Accounting, and is a certified Project Management Professional (PMP).

Alyssa Rodriguez serves as the Director of Information Technology and is responsible for the City’s technology infrastructure, applications, and assets.
Alyssa started at Henderson in 2008 as a project engineer following several years as an engineering consultant. She has also held roles as the City Traffic Engineer and the Assistant Director of Public works. Recent work in transportation technology and a passion for smart cities led to the transfer to information technology.
Following many years of volunteer activity, Alyssa was elected as the 2021 International President of ITE, a community of over 16,000 transportation professionals. A proud Montana State University (MSU) Bobcat, Alyssa received both her bachelor’s and master’s degrees in civil engineering from MSU and volunteered with the Alumni Foundation.

Chief Information Officer/Information Security Officer, University Medical Center of Southern Nevada (UMC)

Maria Sexton has more than 25 years of experience in the information security, information technology and audit/compliance industries. She is the Chief Information Officer (CIO) at University Medical Center of Southern Nevada (UMC), Nevada's only Level I Trauma Center, only Designated Pediatric Trauma Center, only Burn Care Center and only Center for Transplantation. As CIO, Maria oversees the delivery of all technology services for UMC as well as leads the Information Security Program charged with protection of patient data and UMC systems. Before her promotion to CIO, Maria was the Director of Information Technology/Information Security Officer. Prior to joining UMC, Maria directed the IT Compliance Program at MGM Resorts International, and led security operations programs at both Walgreen’s and Kellogg’s. She received her undergraduate degree in Management Information Systems from UNLV, and holds CISSP, CCSP, CRISC, CDPSE, CISM and CISA certifications.

After 10 years of leading IT areas at the University of Saint Francis and teaching online, Bob lead the national Academic Technology & Library Services teams for Chamberlain University supporting their 20+ campuses nationwide. before moving on to serve as a Vice President for an Online Program Management company helping institutions create and deliver online learning. Most recently, he lead an Education Service Provider in Western Michigan operating several public non-profit charter schools. During COVID, he lead his teams in the transition to online synchronous learning and supported a multi-public school online learning co-op.

At the County, Swetha gradually took on more responsibility and transitioned from technical to management roles while working in Applications, Enterprise Resource Planning, and Infrastructure over a decade. During this time, she led many efforts to address the modernization of application and infrastructure technology stacks.
Currently, as the leader of Technical Services at Clark County, she oversees the Infrastructure, Network, Desktop, Service Desk and Operations teams supporting all the County services to the community.\
Swetha has Bachelor’s and Master’s in Computer Science. She also holds many certifications such as Advanced Project Management from Stanford University and Machine Learning from MIT.
She is a big believer of continuous learning, leads by example and continually strives to improve processes and build strong teams.

The Nevada P-20 to Workforce Research Data System (NPWR) is built on a federated system that merges data across participating agencies using a sophisticated matching algorithm. NPWR leaves all private data behind the existing firewalls of each agency and de-identifies all data during the matching process. Using this de-identified and matched data, NPWR generates dynamic reports from participating agencies for the purposes of better understanding the trends shaping Nevada's education and workforce outcomes.
